The European Union is following the trial of the Javakheti political
activist Vahagn Chakhalyan.

Guillaume

On September 15 the Member of the European Parliament, Sylvie Guillaume
wrote to European Commissioner for External Relations Benita
Ferrero-Waldner, asking him to draw the attention of the relevant structures
of the EU to the case of the Javakheti political activist Vahagn Chakhalyan.

On October 7 Mme. Ferrero-Waldner responded to this letter, stating that the
European Union is following all the developments in Chakhalyan’s trial
through its Delegation in Georgia. Below is the complete translation of the
response letter into English, made by "Yerkir" Union (the French original of

Madam,

Thank you for your letter dated September 15, 2009 on the situation with
national minorities in Georgia. I assure you that it was given the utmost
attention.

As you know, the EU and Georgia, as a part of the Neighborhood policy, have
agreed on a number of ambitious goals. These goals are translated into
specific commitments undertaken by Georgia in the Action Plan, including the
functioning of democratic institutions, the rule of law and the respect for
human rights.

The document also contains provisions on minorities. The commitments
undertaken by Georgia in this field include the rights of ethnic minorities
and their security, respect for property rights and signing and ratification
of the European Charter for Regional or Minority Languages. All these issues
are discussed during our regular political dialogue with Georgia and are
subject to regular review in the Progress Report that we publish annually
for each country participating in the European Union Neighborhood Policy.

Moreover, the recent strengthening of the Eastern Partnership, both in its
multilateral and bilateral dimensions, will give greater importance to
political dialogue with Georgia. We take every opportunity to remind the
Georgian authorities about the close link between this and the need for
further progress on political pluralism, democracy and respect for
minorities. Moreover, the level of aspiration in relations with the European
Union will depend on the inclusion of these values into policies and actions
undertaken by Georgia.

Please be also advised that additional substantial financial assistance
granted to Georgia for the period of 2008-2010 was accompanied by renewed
commitments, undertaken by the Georgian government on democracy, the rule of
law and independence of the judiciary. We take these issues very seriously.

Concerning the Justice System, I must tell you that I attach the highest
importance to the project supporting the reforms in the field, which we
assist financially. It is aimed at making justice more transparent,
including implementation of reforms of the Criminal Justice system of the
state and strengthening the Public Defender’s Office.

Regarding the ongoing trial of Mr. Chakhalyan you mentioned about, I am
pleased to inform you that we follow all the developments through the
careful work of our Delegation to Tbilisi. It follows this process
expeditiously, in close collaboration with the Presidency and Member States
on the spot.

THE TRADITIONAL ANNUAL BOOK FAIR OPENS IN ANTELIAS

"AS OF 2010 THE CHURCH WILL ORGANISE PAN-DIASPORA BOOK FAIR" ARAM I

On Sunday November 1 2009, after the Holy Liturgy the clergy and laity
walked in procession from the Cathedral Gregory the Illuminator to the big
tent erected in the middle of the Courtyard of the monastery housing the
Annual Book Fair. Annually, Armenian publishers, organizations, media,
producers of DVDs and CDs all over from the Americas, Europe, the Middle
East and other regions are invited to exhibit their books, documents, music
and other cultural artefacts for a whole month. The Publishing House of the
Catholicosate that publishes hundreds of volumes annually sponsors the Book
Fair. This event is an occasion to sensitise the Armenian public on the
spiritual, literary and cultural achievements of the Diaspora.

In His opening speech His Holiness Aram I welcomed the participating
organizations and thanked them for their work in sustaining Armenian
language and culture in the Diaspora. He then showed the first print of the
book that included essays by Armenian Students in the Diaspora who had won
the Essay competition. His Holiness had announced the competition during the
Book Fair in 2008. At the end of his speech Catholicos Aram I announced that
as of 2010 all the communities in Diaspora would be invited to take part in
Book Fairs.

THE CATHOLICOSATE OF CILICIA DEMANDS REPARATIONS
FOR THE HUMAN AND MATERIAL LOSSES RESULTING FROM THE ADANA MASSACRES

The weeklong events 24-30 November 2009, commemorating the 100th Anniversary
of the massacres in Adana came to its conclusion with a three-day symposium.
The agenda included study of bibliographies and references on the tragedy;
statistics on the number of victims and inventories on material loses by the
Holy See of Cilicia, the Armenian Catholic and Protestant communities and
the Armenian population.

At the end of the symposium the participants asked the Catholicosate of
Cilicia, itself a victim of the tragedy to demand reparations from Turkey on
behalf of the Armenian people. The symposium also recommended that the
Catholicosate publish the proceedings of the symposium, as Adana Massacres
were the rehearsal to the Genocide of 1915.

In his closing remarks His Holiness Aram I stressed the need "to move from
recognition to compensation".

The Jerusalem International Oud Festival celebrates a decade

The tenth annual Jerusalem International Oud Festival will be held between
12-26 November 2009 in Jerusalem and Nazareth.

The Jerusalem International Oud Festival, organized by the city’s
Confederation House under the artistic direction of Effie Benaya,
celebrates its 10th anniversary this year, with performances taking
place in Jerusalem from 12-26 November and in Nazareth from 24-27
November.
The festival draws artists and composers from all musical genres from
Israel and overseas, making the distinct Mediterranean sounds of the
oud accessible to a wide audience. Stars of Israeli, Jewish and Arab
ethnic music appear alongside guest musicians from India, France and
Mediterranean countries presenting a variety of musical heritages:
religious and secular, Armenian and Byzantine, Gypsy and Babylonian,
ancient and modern.
The festival continues the tradition of musical tributes to the poets
of the Golden Age of Spain and the great artists of the Arab world, as
well as presenting, for the first time, a unique aspect of Syrian
musical tradition, alongside Greek, Turkish and other musical
styles. Musical instruments featured in the concerts include the oud,
zurna, duduk, trumpet, bass, violins, viola, cello, jumbush, clarinet,
recorder, dahul, nai and energetic percussion.

The festival opens with a world premier entitled Who Knows One
performed by the band Tractor’s Revenge in a tribute to the Spanish
poet and Rabbi Yehuda Moshe Ibn Ezra, regarded as one of the literary
giants of the Golden Age in Spain.

Other concerts include Sounds from Syria, a tribute to Sabah Fakhri,
performed by the Tarshiha Orchestra for Arabic Music; This Was What He
Originally Intended…, unknown Piyyutim of Hebrew poet Rabbi Israel
Najara; Debka Fantasy, an Israeli musical fantasy of the early days of
Jewish settlement blending Eastern and Western music; Ad Adei Ad, a
work composed specially for the festival based upon texts from Sefer
ha-Yetzira, one of the foundations of Kabbalistic thought; a unique
Encounter between Three Oud Players, Taiseer Elias, Ara Dinkjian and
Yurdal Tokcan; and Iraq’n’Roll, which brings together two Israeli
artists Yair Dalal and Dudu Tasa. There will be a concert by an
Indian vocalist, Sudha Ragunathan, and another in tribute to three
great Arab vocalists

The concert venues include the Confederation House, the Jerusalem
Theater, the Gerard Behar Center, Beit Avihai and the Shimson
Center-Beit Shmuel in Jerusalem and four concerts in Nazareth.

Yeretzgeen Arpine Shrikian, 81

Archbishop Oshagan Choloyan and the Religious and Executive Councils
of the Eastern Prelacy of the Armenian Apostolic Church of America,
announce with sorrow the passing of Yeretzgeen Arpine Shrikian, who
died yesterday morning, Sunday, November 1, 2009. She was 81 years
old.

Yn. Arpine is survived by her husband, Archpriest Dr. Gorun Shrikian,
and children Anie, Dirouhie, and Movses and their families.

The family will receive visitors on Wednesday, November 4 and
Thursday, November 5, from 6 to 9 pm at St. Sarkis Armenian Apostolic
Church, 19300 Ford Road, Dearborn, Michigan. The Wake Service (Dan
Gark) will take place Thursday evening at 7:30 pm.

Funeral services officiated by Archbishop Oshagan will take place at
11 am on Friday, November 6, at St. Sarkis Church. Interment will
follow at Oakland Hills Memorial Gardens Cemetery, Novi, Michigan.

In lieu of flowers memorial donations are being accepted for
St. Sarkis Armenian Apostolic Church and the Armenian Relief Society.

Sincere condolences are extended to Der Hayr, his children and
grandchildren and all family members. We pray that our Lord will grant
Yeretzgeen eternal bliss in His heavenly kingdom, and the blessings of
His comfort to her bereaved family.

TO MEET WITH ARMENIAN AMERICAN LEADERS

— In Letter to ANCA-Nevada, Senator Reid Reports that he has
Shared Community Concerns over Protocols with Secretary Clinton

WASHINGTON, DC – Senate Majority Leader Harry Reid (D-NV) has
formally shared the reservations of the Silver State’s Armenian
community regarding the dangers of the recently signed Turkey-
Armenia Protocols with Secretary of State Hillary Clinton, reported
the Armenian National Committee of America (ANCA).

In a October 30, 2009 letter to ANCA-Nevada activist Razmig
Libarian, the Senate leader reported that he had recently written
to Secretary Clinton to pass along the concerns of his state’s
citizens of Armenian heritage, and to encourage her to meet
directly with the national leadership of the Armenian American
community regarding the state of Turkey-Armenia relations.

In his letter to Secretary Clinton, dated October 20, 2009, Senator
Reid wrote: "I am sure you are aware that this agreement has raised
concerns in the Armenian community inside the United States. I have
received many letters from Nevadans who do not support the creation
of an international commission to examine the historical record on
the genocide and who believe that the agreements are unfair to
Armenia. (I have included a sample letter below). Given the serious
nature of the community’s concerns, I felt it was important to
raise them directly with you. The commission is particularly
sensitive to the Armenian-American community since the Armenian
genocide has never been recognized by Turkey."

Despite the high profile of Armenia-Turkey ties in the Obama-Biden
Administration’s foreign policy agenda, neither President Obama nor
Secretary Clinton has met with the Armenian American community
leadership.

Dear Mr. Libarian:

Thank you for contacting me about your concerns regarding relations
between Armenia and Turkey. I appreciate hearing from you.

I have always, and will continue to, recognize the terrible
atrocities that took place in 1915 as genocide. As I said to those
gathered for the Armenian American Cultural Society of Las Vegas’
annual commemoration on April 19, 2009, I believe that the United
States should acknowledge the Armenian Genocide.

On September 1, 2009, Armenia and Turkey signed protocols that
expressed a desire to establish diplomatic relations between the
two nations and open the border to trade. Final agreement is
pending the ratification of the protocols by each country’s
Parliament. As you note, these protocols also called for the
formation of a commission to study the Armenian genocide.

I certainly appreciate the concerns that you raise in your letter
and believe that it is important that the specifics issues you
raise about the historical commission are taken into consideration.
I recently wrote to Secretary Clinton to let her know about the
concerns I have heard from my constituents on this issue, and
included a sample copy of letters I have received. I also asked her
to meet with the Armenian-American community to discuss these
issues. The full text of my letter to Hilary Clinton is below.

I am writing about the recent agreement to establish normal
diplomatic relations between Turkey and Armenia. I know you have
personally been involved in the negotiation of this agreement and
appreciate your attention on the issues I am raising today.

I am sure you are aware that this agreement has raised concerns in
the Armenian community inside the United States. I have received
many letters from Nevadans who do not support the creation of an
international commission to examine the historical record on the
genocide and who believe that the agreements are unfair to Armenia.
(I have included a sample letter below). Given the serious nature
of the community’s concerns, I felt it was important to raise them
directly with you. The commission is particularly sensitive to the
Armenian-American community since the Armenian genocide has never
been recognized by Turkey.

I would also respectfully suggest that you meet directly with
Armenian-American groups so they have an opportunity to share their
views with you. Thank you again for your consideration of this
request and your interest in this important national security
issue.

Laval Officials visit New Site of Holy Cross Church
On Friday, October 23, 2009, His Worship Gilles Vaillancourt, Mayor of
Laval, visited the new site of Holy Cross Armenian Church in Laval. The
Primate, His Eminence Bishop Bagrat Galstanian, greeted him. On this
occasion, the former President of NKR Honorable Arkady Ghoukassyan was
also present.

During the visit, Bishop Galstanian provided extensive information for the
planning and execution of the work of the church building. Mayor
Vaillancourt expressed his joy for the successful commencement of the
construction work. He commended on the role of the pastor, parish council
and sponsors of the Church, and all their work to achieve this reality.

Also, Mr. Guy Ouellette, member of Quebec National Assembly for Chomedey,
visited the building site and congratulated Primate Galstanian, the Holy
Cross Armenian Church community for their perseverance and dedication to
make their vision a reality. In this respect, another significant
announcement will be forthcoming regarding the project of Holy Cross
Armenian Church Center.

Accompanying Mayor Vaillancourt were Mr. Basil Angelopoulos (City
Councilor for Chomedey,) Mme. Jocelyne Guertin (City Councilor for
Souvenir-Labelle,) Mme. Ginette Legault-Bernier (City Councilor for
Abord-à-Plouffe.) Present to welcome and meet the officials were the
sponsors and benefactors to the Church Project, the Pastors and parish
council chairmen of Laval and Montreal Armenian Churches, accompanied by
members of both parish councils and friends of our Diocese.

works of Sergey Parajanov took place October 28 in the Culture Ministry
of Slovakia. The arrangement over it has been achieved during the
Armenian Culture Minister Hasmik Poghosyan’s visit to Slovakia in July.

The culture ministries of the two countries carried out the works for
the opening of the exhibition in collaboration with Armenian embassy
in Vienna and Parajanov museum.

Armenian Foreign Ministry’s Media and Information Department told
Armenpress that Culture Minister of Slovakia Marek Madyaric, Armenian
ambassador to Slovakia Ashot Hovakimyan and director of Parajanov
museum Zaven Sargsyan delivered speeches. Political, public and
cultural figures of Slovakia, representatives of Armenian community,
diplomats were present at the event.

the visit meetings with officials, representatives of civil society,
political parties are expected to take place.
