STATUS-QUO OF NAGORNO KARABAKH IS NOT PERPETUAL: EU SPECIAL REPRESENTATIVE FOR S. CAUCASUS

Azerbaijan

There are many details that still remain unresolved and if there
is a useful environment, I am sure, they can go ahead", EU Special
Representative for the South Caucasus Peter Semneby said in his
interview with Russian "Vremya Novostey" newspaper during his visit
to Russia.

"I can’t talk about the concessions to be made by Azerbaijan and
Armenia. Everything was clearly described in Madrid principles. Of
course, the most complicated problem is in details, but the Madrid
document describes resolutions about the concessions by both sides,"
he said.

"The most complicated issues, including determination of Nagorno
Karabakh’s status, are postponed until indefinite time", said Semneby.

Semneby noted that normalization of the Turkish-Armenian relations
can have positive effect on the solution to Nagorno Karabakh conflict.

"We are sure that normalization of the Turkish-Armenian relations
can create new opportunities for the solution to Nagrono Karabakh
conflict. It creates positive dynamic. I am sure that Armenian
leadership will perceive that existent status-quo of Nagorno Karabakh
is not perpetual".

CONVERSATION WITH THE ARMENIAN POPULATION OF GEORGIA FROM THE POSITION OF STRENGTH LEADS TO A DEAD END

/PanARMENIAN.Net/ Proceedings of Javakhk activist Vahagn Chakhalyan’s
case in the Court of Appeals of Georgia was held by the same "scenario"
as it was conducted in the court of first instance, Robert Tatoyan,
program coordinator the Yerkir Union told a press conference in
Yerevan today.

"Javakhk political activist has been deprived of the opportunity to
be defended by his chosen counselor, the translation of court hearings
into Armenian was incomplete, which deprived Vahagn Chakhalyn and his
Armenian defense counsel to participate fully in the proceedings, the
court refused to invite for questioning the witnesses, who have not
been questioned at the court of first instance, the court illegally
rejected numerous other motions of the defense, " Robert Tatoyan said.

According to him, the Georgian justice chose "not to notice" the
fact that the cause of arrest and imprisonment of Vahagn Chakhalyan
is purely political and has no connection with the charges against him.

Accordingly, the Union Yerkir encourages international organizations
and human rights organizations to take effective steps to prevent a
deepening crisis in the Armenian-populated areas of Georgia, prompting
Georgian authorities to cease the repression, release the Javakheti
political leader and find acceptable solutions of problems concerning
the Armenian minority.

"Now is the time when the international community must send the
Georgian authorities a clear and precise message that the conversation
with the Armenian population of the country from the positions of
power, repression and deprivation of rights leads to a dead end,"
Robert Tatoyan said.

SERZH SARGSYAN: CHURCH-STATE RELATIONS ADJUSTMENT NOT AN EASY TASK

02.11.2009 18:19 GMT+04:00

/PanARMENIAN.Net/ Armenian President Serzh Sargsyan attended the
Episcopalian Meeting of Armenian Apostolic Church on November 2.

"Adjustment of church-state relations is not an easy task. The state
should not interfere with church affairs and vice versa. It’s not easy
to employ this formula in everyday life. It’s hard for us, Armenians,
to draw the border between spiritual and political cultures. But we
are determined to continue cooperation, which already yields results,"
President Sargsyan said.

He also pointed out to the church’s role in upbringing of the younger
generation.

Asked to comment on concerns that Turkey links normalization of
relations with Armenia to resolution of the Nagorno Karabakh conflict,
the President said, "These two processes are not interrelated. We
need decisions which could secure lasting peace and development of
the region."

Artist says if you connect with a subject, it will show in the
painting.

Glendale High School graduate Ara Dona must now find a way to make a
living after finishing a prestigious four-year program at the Florence
Academy of Arts in Italy.

Dona’s work is dark, concentrated and emotional. The classical style
originated in Florence and gives its practitioners the skills to
capture emotion and convey meaning in ways that photographs cannot.

"Classical painting, it requires interpretation," Dona said. "The
thing that’s very important and attractive about classical art is
the discipline it gives you to paint exactly what you see, [but]
every artist when they paint something from life, they interpret it
in their own way."

He is scheduled to have his works shown at the Lake Avenue Church in
Pasadena in mid-November.

Technique requires an understanding of anatomy, chemistry and sometimes
construction. A lot of classical art originates with models posing
in unnatural positions that sometimes require their limbs to be tied
up. Chemistry is necessary to avoid cracking paints as well as knowing
how to blend paints together.

"It’s not a matter of what you paint, it’s how you paint it," he said.

"You can paint something, but if you don’t paint it the way it is
required to paint, there’s no point."

Many people have been inspired by Dona’s work and have helped him
along the way. One individual was so inspired, he invited Dona
to use a studio all summer, and when Dona said he couldn’t manage
transportation, he lent him a car, said Jo Butcher, a teacher at
Glendale High School who described Dona as her third child.

"They believed in this young man’s talent and his humility," she said.

"I hope that he is able to maintain that type of aura that he has
that people believing in him and want to see the best of success."

Butcher said she virtually gave up her family life for two years to
nurture Dona in high school.

"The greatest gift for a teacher is to see someone learn," she said.

"He had such a desire, you couldn’t turn your back on him. The
sacrifice in your own life, it was worth it to give to somebody. I
won’t be getting anything possibly in return, but society will."

Dona was born in Armenia and moved to Glendale in the early ’90s. He
earned $65,000 worth of scholarships for his education and has had a
few celebrity clients like Burt Reynolds, Dom DeLuise and Kent Perkins,
husband of "Laugh-In" regular Ruth Buzzi. He also won an art contest
where the prize was wall space in Rep. Adam Schiff’s Washington,
D.C., office.

His scholarships began to trail off into his final year, but his
accountant sponsored his studies for $26,000.

"He has so much talent, and I wanted to encourage that," Andy
Allcroft said.

Dona and girlfriend Julia Stjernstrom said they hope to find a studio
soon and begin work and two complementary 14-foot pieces depicting
the jailing and angelic intervention of St. Paul. The work will take
about six months, and the artists said they hope to do portraits for
commission in between.

The two met in school at Florence and quickly became friends,
Stjernstrom said.

"He was well-known there by everybody," she said. "One of the first
things he said was, ‘I shouldn’t be afraid of paint, the paint should
be afraid of you.’"

Tbilisi’s Policy May Urge Armenians To Demand Secession From Georgia

TBILISI’S POLICY MAY URGE ARMENIANS TO DEMAND SECESSION FROM GEORGIA

/PanARMENIAN.Net/ Georgian authorities’ policy may urge
Samtskhe-Javakheti Armenians to demand secession from Georgia, Head of
Yerkir Union Sevak Artsruni announced in Yerevan. "Official Tbilisi
does not realize that radical policy in relation to Armenians is
against their interests. That may lead to extreme solutions of the
problem," Artsruni said, not ruling out possibility of secession in
constitutional manner.

With regard to possible influence of border opening on
Samtskhe-Javakheti Armenians, Artsruni said it would significantly
weaken Georgia’s policy as a transit state. "But we do not have much
positive expectations of border opening," he added.

/PanARMENIAN.Net/ Georgia’s Deputy FM Nino Kalandadze has denied
reports on direct talks with Russia for restoring Upper Lars
checkpoint. In the meantime, Georgian diplomat confirmed that technical
negotiations with Armenia continued.

"Considering that checkpoint opening is of key interest, we are ready
to make any concession. Even though Russia still creates certain
problems, we have agreed with Armenian side to start technical
negotiations which are already under way," civil.ge quotes Kalandadze
as saying.

Land communication between Georgia and Russia was blocked after
Russia’s closing the Upper Lars Checkpoint in 2006. The transit route
is also close to Armenia.

Georgian Foreign Ministry announced in May that Tbilisi was willing
to open Kazbegi – Upper Lars checkpoint. However, no decision was
made thereafter.
