2010 national budget, said Hrayr Kaparetyan, head of the parliamentary
committee on defense, national security and domestic affairs.

"The situation at the contact line between the Armenian and Azerbaijani
armed forces proves that Armenian army is more efficient than
Azerbaijan’s," he told a news conference on November 2.

"Azerbaijani President and Defense Minister make up tales about
their army," he said, adding that Armenia will call on international
structures to monitor Azeri armed forced to prevent violation of
military balance due to Baku’s armament race.

in Moscow.

On November 1, Moscow police department received a report on the
sound of gunshots coming from Plekhanskaya street.

Upon arriving at murder scene, police agents found the body of
34-year-old Hovhannesyan. The victim was shot 5 times in the back
and stabbed in the head once.

While inspecting the territory, police agents discovered Porsche
Cayenne automobile with blood stains on car seats, used cartridge
case and 9 mm caliber bullet.

Legal case is instigated, Rosbalt reported.

parliamentary committee for defense, national security and internal
affairs, Hrayr Karapetyan briefed the journalists on defense-related
draft laws discussed at RA NA. " Comments were already voiced on
3 draft laws submitted: "On additions to military service law"," On
usage of transportation for defense purposes" and "On local autonomous
bodies’ mobilization for defense purposes". We have to understand
these 3 draft laws are logically connected," Hrayr Karapetyan said.

"According to draft law, RA MFA, jointly with diplomatic
representations of Armenia, have to work towards getting those Armenian
citizens, residing abroad who’ve not been on military service, to
serve in RA armed forces." He also reported that the age of contract
soldiers is extended till 45. "This will help to replenish Armenian
Armed Forces with contract soldiers, and improve Armenian Army’s
professionalism," Hrayr Karapetyan noted, adding that there’s still
no draft law stipulating for 1-year military service extension.

provisions of the national security strategy, said Hrayr Kaparetyan,
head of the parliamentary committee on defense, national security
and domestic affairs.

"Officials often make statement on Karabakh which conflict with the
national strategy," he told a news conference on Monday.

Yerevan should react to Ankara’s attempts to become a Co-chair of
the OSCE Minsk Group, according to him.

"Turkey and Azerbaijan blockade Armenia and it’s time for Armenia
to call for international sanctions against these countries,"
Karapetyan said.

Head of RA parliamentary committee for defense, national security and
internal affairs, ARFD representative Hrayr Karapetyan gave positive
assessment to the initiative, suggested by NKR NA MP Armen Sargsyan,
urging Armenian law enforcement agencies to introduce legal sanctions
on NKR citizens, questioning Karabakh’s territorial integrity.

Hrayr Karapetyan also reported that ARFD submitted draft law
sanctioning Armenian Genocide negation to RA Parliament. "We’re ready
to take draft law discussions to legal sphere," he noted.

Competition After Vahan Tekeyan To Be Held In Nine Nominations This

COMPETITION AFTER VAHAN TEKEYAN TO BE HELD IN NINE NOMINATIONS THIS YEAR

/PanARMENIAN.Net/ Applications for participation in the arts,
literature and science annual competition after Vahan Tekeyan,
outstanding classic of Armenian literature, have already been accepted
for three days. Last year the number of applications reached 130. This
year’s competition is conducted in nine categories: "Fiction", "Music,"
"Painting", "Radio and Television", "Socio-political satire," "Best
program for children and students", "Sculpture ", " Theater" and
"Best publication in the Azg newspaper ".

According to the head of the Tekeyan society in Armenia Ruben
Mirzakhanian , the competition has gained a new quality, since in
recent years representatives of Diaspora took part in it.

In 2010 the Tekeyan society will mark its 20th anniversary in Armenia.

"We have decided to publish a book, with works of all winners of
the contest, including the Catholicos of All Armenians Karekin II,
Charles Aznavour, Baroness Caroline Cox, " Ruben Mirzakhanian said.

Applications are accepted until December 15. The authoritative jury,
consisting of writers and art historians, will select the winners,
who will be awarded prizes in mid-January of 2010.

Vahan Tekeyan was born in 1878 in Constantinople. In 1901 first
collection of Tekeyan’s poems "Meditations" was published in Paris.

Tekeyan is the author of "Wonderful Sunday" (1914), "From midnight
to dawn" (1920), "Love" (1933), "Armenian Songs" (1943) collections.

Tekeyan is also known as the founder of the "Chirac" magazine (in
Cairo), he published the newspapers "Arev", "Bartsravank". Vahan
Tekeyan died in 1945.

of Nagorno Karabakh by Armenia has become topical in Armenia and
Nagorno-Karabakh, Anahit Bakhshyan , MP from the Heritage faction
told a news conference in Yerevan today. She informed that the party
a week ago again invited the Armenian MPs to read the bill on the
recognition of Artsakh’s independence.

According to the deputy, the various political circles in Armenia
and the NKR leadership indirectly talked about the need to recognize
Artsakh particularly in the light of Armenian-Turkish relations.

"Armenia must necessarily recognize the independence of Nagorno
Karabakh to have the right to demand the same from other countries,"
she said.

Anahit Bakhshyan stressed that by that recognition Armenia will help
to involve NKR in the negotiation process as a full participant. She
also added that after the recognition of Artsakh’s independence,
attitudes of international organizations must be changed, since it
will be a recognized state.

Answering the questions, in which boundaries should Nagorno-Karabakh
be recognized, the deputy particularly said, that Heritage party
takes as granted the 142th article of the Constitution of NKR,
which stipulates that " all the liberated territories are part of
the Nagorno Karabakh Republic".

"Despite the fact that the two ruling parties – the Republican Party of
Armenia and the Prosperous Armenia have already opposed this idea,
we will insist that the bill will enter the major agenda of the
parliament at least this time," Ms.Bakhshyan stressed.

in region, MG French mediator Bernard Fassier told a PanARMENIAN.Net
reporter. "We plan to visit Yerevan and Baku. As this is going to be
a very short visit I cannot say whether or not we’ll go to Karabakh,"
said the French diplomat.

Answering the question on the possibility of Armenian and Azeri FMs’
meeting on the margins of OSCE Foreign Ministers’ Summit due on
December 1-2, Fassier said he had nothing more to add to Russian
Co-Chair Yuri Merzlyakov’s statement in that regard.

Russian mediator earlier said, "I think the meeting between Armenian
and Azeri Foreign Ministers Edward Nalbandyan and Elmar Mamedyarov
is inevitable during the Athens summit."
