ARFD: TURKEY GOES BY PRECONDITIONS

Turkish officials’ activities are aimed at not only internal,
domestic audiences, told journalists member of ARF Dashnaktsutyun,
Hrayr Karapetyan. He described Armenian foreign policy as "passive
and unclear". When asked about Edward Nalbandyan’s statement that
Armenia is not under anyone’s pressure, Hrayr Karapetyan said:
"Foreign Minister’s statements are sent to opposition, in particular,
to ARFD, instead of being designed to neutralize the statements made
by Turkish officials. Our Foreign Ministry’s actions are not in tune
with the situation."

Hrayr Karapetyan expressed regret that Turkish declarations come
gradually true. He pointed that Turkey openly seeks to chair OSCE
Minsk Group to participate in settlement of Karabakh.

"Turkish Deputy Foreign Minister already participates in OSCE Minsk
Group discussions," he said noting that Turkey goes by preconditions
being led by third party’s claims. Hrayr Karapetyan said that
governmental forces involved in normalization relations with Turkey and
issue of Karabakh should focus and go by strategy of national security.

Apartment Prices Down In Yerevan

A 10% fall in average apartment prices was registered in Yerevan
this January-September against the corresponding period last year –
down to 266,300 AMD for 1 sq. meter.

The biggest fall was registered in Yerevan’s communities of Achapnyak,
Malatia-Sebastia and Nor-Nork.

The Business-24 website reports a fall of 12% and more in apartment
prices in Arabkir, Avan and Shengavit.

A 9.52% fall in apartment prices was registered in the Kanaker-Zeitun
community, a 9.67% fall in Davidashen.

A relatively slight fall was registered in the Erebuni, Nubarashen
and Kentron communities. In the last case, the average apartment
price fell by 1.35% down to 473,300 AMD for 1 sq. meter.

The Commander of the Turkish Land Forces, General of the Army, Ishik
Koshaner, who is on official visit to Azerbaijan, met with Azerbaijani
Defense Minister Colonel General Safar Abiyev, the press service of
Defense Ministry told Trend News on Nov. 2.

The main topic of the meeting, attended by the delegations,
was to preserve the Turkish-Azerbaijani friendship and even more
strengthening.

Also, an exchange of views was held on the prospects of new
military-technical cooperation, situation in the South Caucasus and
ways of resolving the Armenian-Azerbaijani Nagorno-Karabakh conflict.

The meeting was attended by the Ambassador Extraordinary and
Plenipotentiary of Turkey to Azerbaijan Hulusi Kilich.

Senior military representatives of Turkey began visiting Azerbaijan
on Nov. 2. The Commander of the Turkish Land Forces, General of the
Army, Ishik Koshaner, will hold a series of meetings in Baku, said
the Defense Ministry of Azerbaijan.

historical documents.

Greeting the guest, the head of the Armenian government said to
be aware of the Expo Russia-Armenia 2009 exhibition which opened
yesterday, and stressed the need for enhanced cooperation between
the Agency and Armenian companies.

Igor Morozov briefed the Prime Minister on his agency’s efforts
with a special focus on the activities carried out by the Fund of
Innovations. Both sides highlighted the cooperation in the field of
physics. They referred to those projects of mutual interest concerning
high technologies, nanotechnologies and nuclear physics, as well as
to furthered interaction between "RosTechnologies" on the one hand,
and the RA Ministry of Economy and the State Scientific Committee,
on the other.

Football diplomacy might have created miracles for tense relations
between Turkey and Armenia, but the world’s most popular sport remains
unhelpful when it comes to the Kurdish issue.

For the second time this month, Diyarbakirspor Chairman Cetin Sumer
is seeking support to withdraw from the Turkcell Super League.

The withdrawal announcement came after the team’s 2-1 loss at
Gaziantepspor. "We will not be on the pitch against Galatasaray next
weekend," Sumer told the Dogan news agency. The announcement came
after an emergency board meeting late Sunday addressed offensive
chanting by Gaziantepspor supporters and questioned decisions by
referee Suleyman Abay.

Many ultra-nationalists in Turkey consider Diyarbakirspor, from the
biggest city in southeastern Turkey, to represent the Kurds and,
by extension, the outlawed Kurdistan Workers’ Party, or PKK. The
team and its supporters have on many occasions become targets of
anti-Kurdish banners and chants.

In late September, Sumer mentioned withdrawal from the league after
a game in Bursa where Diyarbakirspor players and fans were greeted
with offensive chanting by Bursaspor fans. He later shook hands with
Bursaspor Chairman Ibrahim Yazıcı and held a joint press conference
to reduce the tension.

"This is the second time we witnessed such strong offensive chants,
following the game in Bursa," Sumer told the NTV news channel Monday.

"We reacted then, but the situation was pretty much the same in
Antalya two weeks ago and today. This shows that no precautions
have been taken. We were given promises when I made peace with the
Bursaspor chairman despite fierce criticism in Diyarbakir, but none
of those promises were kept."

Not only was the offensive chanting not stopped, but also referees
have been very negative toward the team since the game in Bursa,
said Sumer, adding that the events have cause the Diyarbakirspor
board to decide not to play against Galatasaray next weekend in a
match scheduled in Diyarbakir.

"But the final decision will be made after we consult the
non-governmental organizations in Diyarbakir," said Sumer. "After all,
this club does not belong to the board, it belongs to the city. But I
think they will support the decision, because it makes sense to stay
out of dirty games and dishonorable competition."

Despite the chairman’s call for support, non-governmental organizations
in Diyarbakir were critical of the decision Monday.

Raif Turk, chairman of Diyarbakir Industrialists’ Businessmen’s
Association, or DİSİAD, told the Anatolia news agency the action
might harm the Kurdish initiative.

Diyarbakir Chamber of Commerce and Industry Chairman Galip Ensarioglu
said the protests against Diyarbakirspor are unacceptable, but the
reaction should not be to withdraw. "The chairman and board members
make great efforts for the team, which is why their reaction might be
excessive," he said. "But something must be done. Both the referees
and football supporters of this country should act in a manner that
will serve friendship and peace."

Diyarbakirspor coach Ziya Dogan asked Sumer to reconsider the
decision. "We must play against Galatasaray … a loss by referee
decision will result in deducting three points, which will not help
the team."

Dogan also said Gaziantepspor was a good host and that he did not
hear any offensive chants.

To start with, both sides agreed in that despite the global financial
and economic crisis, bilateral economic relations are showing positive
trends which should be strengthened through more active work of the
intergovernmental commission.

The interlocutors discussed possibilities of cooperation in a number
of spheres of mutual interest, including tractor engineering, mining
industry, vehicle and machine building, high technologies. The idea
of founding an Armenian-Belarusian business center was emphasized
on either side to become a special platform for the development of
business ties.

The Prime Minister suggested that all of the items discussed should
be taken up at the next meeting of the intergovernmental commission
in order to be examined in more detail.

In conclusion, Tigran Sargsyan was invited to visit the Republic of
Belarus at his convenience.

The case of Arshile Gorky proves that originality doesn’t matter much.

That is hardly surprising: imitation has regularly trumped innovation
throughout the history of art; it would not have occurred to most
medieval window-makers to do something that had never been done
before. The 20th-century avant-garde shared a worship of originality,
yet Gorky, one of its founding brothers, derived most of his style and
imagery from fellow pioneers. To follow his career is to surf waves
of indebtedness to Cezanne, Picasso, Miro, Matta and Tanguy. Their
examples nourished and comforted him.

‘Organization’ (c1933-36) The Armenian was born Vosdanik Adoian in
an Ottoman village on the shores of Lake Van around 1904. During
the Armenian genocide in 1915, the family was forced out of the
region and the boy watched his mother die of starvation. In 1920,
he made his way to the US, where his father had emigrated a decade
earlier. But the teenager soon cut the relationship off, blaming his
father for abandoning the family.

By 1925 he had adopted a colourful pseudonym and a mythic past.

Arshile (or Arshele, as he spelled it then) is Russian for Achilles,
and Maxim Gorky was a literary titan whom the artist claimed as a
cousin – when he wasn’t declaring himself kin to a Georgian prince. An
annual report for New York’s Grand Central School of Art, where he
taught, conveyed that he had been born in Nizhny Novgorod and that he
had graduated from that city’s art school before going on to study at
the Academie Julian in Paris. Gorky was scrupulous about acquiring
prestige by association: he took Picasso’s birth date, October 25,
as his own.

Gorky put his awful past and true ancestry behind him. From the start,
the self-taught artist adopted a parade of father substitutes, men
he never met but whose implicit guidance he abjectly accepted. He
loved these strangers and he learnt to speak their languages with
increasing eloquence.

The first was Cezanne. Fascinated by the Frenchman’s notorious
perseverance in the face of failure, and inspired by his unique
command of spatial relationships, Gorky copied his paintings from
books and public collections. The first room of the show brims with
Cezanne lookalikes, including a slightly surreal rendering of Staten
Island as a suburb of Aix-en-Provence, with eucalyptus trees swaying
between ochre roofs and limpid Mediterranean skies.

‘The Artist and His Mother’ (c1926-36) By 1927, Gorky had switched
allegiances. "I feel Picasso running through my fingertips,"
he announced. The stark linearity of the Spaniard’s neo-classical
period inspired "The Artist and his Mother", Gorky’s tender, tragic
self-portrait with the parent who perished in his arms. Fortunately,
he had found himself a fantastically chameleonic role model, which
allowed him to produce a broad range of tributes. "Organization",
for example, is an ambitious reaction to his idol’s surreal "Studio"
of 1927-28. In it, Gorky mimics the stylistic quirks, the signature
distortions, the grid-like structure and use of black lines to map
out the composition. "If he drips, I drip," Gorky supposedly declared.

As Picasso darted from synthetic cubism to linear classicism, Gorky
sprinted right behind. If Picasso did Ingres, Gorky did Picasso doing
Ingres. As Picasso dodged between abstraction and representation,
Gorky descended into multiple personality disorder, channelling
Picasso, Leger, Kandinsky, Miro and de Chirico all at once.

Gorky was a terrific draughtsman, though, with an imaginative eye and
meticulous technique and, by the 1940s, the multi-mentored disciple
had come into his own as the author of lavish symphonies of line and
colour. "The Liver is the Cock’s Comb", the masterpiece of Gorky’s
maturity, vibrates with warbling crimsons, oranges and golds, its
abstruse codes buried beneath layers of shimmering hues. "The Scent
of Apricots on the Fields" (1944) remakes Cezanne in molten washes
of citrus and mauve. Yet underlining those biomorphic swirls lay the
strokes of Gorky’s vigorous pencil. He overlaid linear, even academic
studies with opulent whorls of paint.

Gorky both invites and repels our efforts to understand his imagery.

Curvaceous and fleshy, intermittently jittery and languorous, it
implies specific meanings that we strain to decipher. But the work’s
power springs precisely from its elusiveness.

‘The Liver is the Cock’s Comb’ (c1943) Even at his creative peak,
Gorky was still looking and learning from others. By the 1940s,
it was the Surrealists, who arrived from Europe hauling a darker,
spikier conception of life’s snares. Gorky’s joyful canvases began to
brim with vampiric symbols of female sexuality and erotic horror. The
Surrealist sensibility chimed with Gorky’s darkening temper. In January
1946, a studio fire destroyed a trove of his work. In March, he was
diagnosed with cancer and underwent surgery. In June 1948, a car crash
fractured his neck and left his painting arm temporary useless. Soon
afterwards, his wife slept with his best friend. These events took
their toll on his already fragile psyche. He hanged himself in 1948.

Gorky may have mined and even mimed the discoveries of his
contemporaries, but he had his own singular flair. He could draw
better than almost any of them and he had an unrivalled sense of
colour. This retrospective at the Philadelphia Museum of Art makes
clear that style is merely a form of language, not its content. And
just as Gorky adopted English, the language of his new home, he also
adapted his colleagues’ techniques, using them to speak with his own
inalienable passion.

the reservations of the Silver State’s Armenian community regarding
the dangers of the recently signed Turkey- Armenia Protocols with
Secretary of State Hillary Clinton, reported the Armenian National
Committee of America (ANCA).

In an October 30, 2009 letter to ANCA-Nevada activist Razmig Libarian,
the Senate leader reported that he had recently written to Secretary
Clinton to pass along the concerns of his state’s citizens of Armenian
heritage, and to encourage her to meet directly with the national
leadership of the Armenian American community regarding the state of
Turkey-Armenia relations.

In his letter to Secretary Clinton, dated October 20, 2009, Senator
Reid wrote: "I am sure you are aware that this agreement has raised
concerns in the Armenian community inside the United States. I have
received many letters from Nevadans who do not support the creation
of an international commission to examine the historical record on
the genocide and who believe that the agreements are unfair to Armenia.

Given the serious nature of the community’s concerns, I felt it
was important to raise them directly with you. The commission is
particularly sensitive to the Armenian-American community since the
Armenian genocide has never been recognized by Turkey."

Despite the high profile of Armenia-Turkey ties in the Obama-Biden
Administration’s foreign policy agenda, neither President Obama
nor Secretary Clinton has met with the Armenian American community
leadership.
