/PanARMENIAN.Net/ A monument at California State University Sonoma
honoring the survivors and victims of genocides and hate crimes now
bears the name of Agos Armenian weekly’s founder, Hrant Dink, alongside
the names of peace activists and visionaries such as Mahatma Gandhi,
the Dalai Lama, Albert Einstein, Vaclav Havel and Pete Seeger.

Hrant Dink’s name was added in March thanks to the sponsorship of
Armenian organizations in California, which financed a memorial
"brick" in Dink’s honor.

Dink’s widow Rakel Dink visited the monument during a September
28-October 6 trip to the U.S., where she was hosted by Mgrditch
Melkonyan, pastor of the First Armenian Presbyterian Church of Fresno,
California.

migration is the global economic crisis," Gagik Yeganyan, head of the
migration department of the RA Ministry of Territorial Administration
of told a meeting with journalists on November 3.

The growth of migration flows was 33.1 per cent in 2007, 8.8 per cent
in 2008, and just 4 per cent over the first half of 2009.

However, analysts’ predictions concerning the return of living in
other countries, long-term migrants, were not justified.

RA Vice-Premier, Minister of Territorial Administration Armen
Gevorgyan, in his speech, presented the progress that Armenia had
over the last year and a half in the fight against trafficking. At the
request of a PanARMENIAN.Net Gagik Yeganyan clarified some points of
the U.S. State Department’s annual report on trafficking, the latter
referred to the establishment of the Armenian Committee for Combating
Trafficking, implementing legislative reforms.

/PanARMENIAN.Net/ Public Council under RA Police has today held its
regular session in Yerevan. Discussion focused on the activities of
highway police. The Council consists of 6 groups, with the Public
Council on Road Security being the most active body, Head of RA
Police Alik Sargsyan said. According to him, the group made proposal
on preparing a project for school curricula with the involvement of
professional policemen. The project should also envisage preparation
of TV broadcasts raising public awareness of the group’s activities
and events devoted to "policeman-driver" relations.

"It is planned to conduct republican-wide inspection among drivers
observing all traffic rules," Head of Police said, adding that Highway
Police managed to find such drivers, with 3 being taxi drivers and 4 –
drivers of private vehicles.

All 7 of them will be handed presents in RA Police building on
November 5.

Russian State Duma refused to take action to deprive the Foreign
Minister of Georgia Grigol Vashadze of Russian citizenship.

Previously, Deputy from "Fair Russia" Semen Bagdasarov made such
a proposal.

The head of the Duma’s Committee on Constitutional Legislation and
State Building Vladimir Pligin told that Russia does not have the
institution of deprivation of Russian citizenship its citizens,
even if the person, along with Russian has a foreign passport.

Chairman of the Committee on Foreign Affairs Konstantin Kosachev said
that Vashadze is an official, which expresses a nation-wide position,
ITAR-TASS reports.

Meanwhile Vashadze welcomed the intention to deprive him of Russian
citizenship, Georgia Online reports. The representative of the Georgian
Foreign Ministry Ia Makharadze stated that, according to the minister,
Russia’s desire to deprive him of citizenship is belated.

Czech President Signed European Union’s Lisbon Treaty

/PanARMENIAN.Net/ Czech President Vaclav Klaus has signed the European
Union’s Lisbon Treaty, the final step in its ratification.

The treaty was drawn up to streamline decision-making in the EU,
and is a watered-down version of a draft EU constitution rejected
four years ago.

Among its measures, it creates a European Council president and alters
the way member states vote.

The treaty could now come into force as early as December.

The Lisbon Treaty’s supporters say it will allow the EU to operate
more efficiently and give it greater influence in world affairs.

Critics say it will cede too many national powers to Brussels.

Britain’s opposition Conservative Party, which has argued the treaty
should be put to a referendum, said it would announce its response
on Wednesday.

British Prime Minister Gordon Brown welcomed the ratification, and
said it marked the end of years of debate.

"Today is a day when Europe looks forward," he said.

The Czech Republic was the last of the EU’s 27 member states to ratify
the treaty.

Mr Klaus signed it shortly after the Czech constitutional court
rejected a complaint against it, ruling that it was in line with the
Czech constitution.

A BBC correspondent says Mr Klaus accused the court of bias and said
the Czech Republic was no longer sovereign.

The Eurosceptic Czech leader had recently said he would no longer
attempt to block the treaty, after receiving the promise of an opt-out
from the EU’s Charter of Fundamental Rights.

Mr Klaus said the opt-out was needed to avoid property claims from
ethnic Germans expelled from Czechoslovakia after World War II.

The Lisbon Treaty replaced an earlier draft constitution that was
rejected in referendums in France and the Netherlands in 2005.

It would create the post of a new European Council president who
would serve a term of two-and-a-half years.

It also provides for a new foreign policy chief, combining the posts
of the existing foreign affairs representative and the external
affairs commissioner.

European Commission President Jose Manuel Barroso said earlier that he
hoped the EU could move "as quickly as possible" to make appointments
to the new posts, BBC News reported.

According to Paata Imnadze, the head of the National Center for
Disease Control, all the four cases of the swine flu are imported.

Two infected arrived from Ukraine, one – from Turkey, one more-
from Great Britain. Now they are being rendered medical aid.

Imnadze said all the measures to prevent the spread of the disease
are taken. Now 31 case of swine flu registered, 29 out of them are
imported, Georgiatimes reports.

received Georgios Apostolakidis, Head of Greek armed forces religious
spiritual service department. During the meeting, parties stressed
that Armenia and Greece continued political-military cooperation in
the sphere of spiritual service.

Mr. Ohanyan expressed gratitude to Greek colonel and his department
for providing consultative assistance to Armenian servicemen who
perform peacekeeping mission in Kosovo. Minister also expressed hope

concessionary, South Caucasian Railways company, to increase ore
transportation volumes to Ararat processing plant. Through additional
SCRW investments, GPM Gold will increase annual ore supply to Ararat
processing plant to 1,5 -2 million tons.

To increase processing and extraction volumes, GPM Gold is developing
a new investment program for Ararat processing plant re-equipment. As
a result, the plant’s production capacity will grow to reach 80-100
gold ounces a year.

YEREVAN, NOVEMBER 3, ARMENPRESS: State Revenue Committee is getting
prepared for the possible opening of the Armenian-Turkish border,
deputy head of the Armenian government-affiliated State Revenue
Committee Armen Alaverdyan said today at a press conference.

In economic respect Turkey may become such partner for Armenia like
Georgia is, and similar taxing regimes must be established for that
country as well.

Armenia is member of the World Trade Organization which obliges
to apply same regime of taxation toward all the countries. Though
there are things to do in respect of administration, means must be
undertaken in case of the opening of the border to implement the
customs procedures in right way. The customs points will be two –
in Akhurik and Margara.

A. Alaverdyan does not share the concerns that in case of the opening
of the border the Armenian market will be washed by Turkish products.
