90 YEARS PASSED SINCE TRIAL OVER ARMENIAN GENOCIDE ORGANIZERS

/PanARMENIAN.Net/ This year marks the 90th anniversary of trial over
leaders of Young Turks "Unity and Progress" party, who organized
Armenian Genocide in Ottoman Empire. After the Armistice of Mudros
(1918), new Turkish Government, under the leadership of Ahmet Izzet
Pasha (Pasa) made decision to hold Young Turks’ leaders accountable for
committing max extermination of Armenians and involving Ottoman Empire
in World War I. Ministers and leaders the party, district secretaries,
military servants and authorized individuals were arrested, Yerevan
Genocide Museum Institute says in a release, On January 8, 1919,
ad hoc military courts were established in Istanbul. Court session
focused on crimes committed by Young Turks.

Trial against them began on April 27, 1919 and lasted till June 26
with intervals. 31 senior officials and 1 party representative were
found guilty. On May 28, the British command unexpectedly exiled the
77 accused to Malta.

Verdict was returned on July 5, 1919. Turkey’s Interior Minister
and Chair of party’s central committee Talaat Pasha (Talaat Pasa),
Defense minister Enver Pasha (Enver Pasa), minister of military
and navy forces and Commander of 4th Turkish Army in Syria during
World War I Jamal Pasha (Cemal Pasa), and general education minister
Dr. Nazim Bay were sentenced to death in absentia. All the other 27
accused were sentenced to imprisonment. Still there were accused who
were acquitted for the lack of evidence.

ARF-Dashnaktutyun representative Sahan Natali elaborated and realized
Nemesis operation aimed at annihilating Turkish criminals, organizers
and perpetrators of the Armenian Genocide.

On May 15, 1921, Soghomon Tehleryan (Tehlirian) shot dead the former
Interior Minister Talaat in Berlin. In June 1921, Berlin Court
discharged Tehleryan.

On December 6, Arshavir Shirakyan killed former Premier of Young
Turks government Sayid Khalim Pasha.

On April 17, 1922 Arshavir Shirakyan and Aram Yerkanyan eliminated in
Berlin the former governor of Trebizond Jemal Azmi and the creator of
the criminal organization "Teshkilati Mahsusa" Behaetdin Shakir Pasha;
one of the guards of Shakir was also killed. A few months later Kemal
Pasha, Fourth Army commander, was shot dead in Tiflis.

On July 25, 1922 Petros Ter-Poghosyan and Artashes Gevorgyan carried
out the sentence against the former minister of the military and
naval forces of the Ottoman Empire Jamal. Zare Melik-Shahnazaryan
and Stepan Tsaghikyan took part in organizing the attempt.

In 1922, Enver Pasha was killed in Turkestan by a Red Army commander
Hakob Melkumov.

On November 2 a roundtable "Nagorno-Karabakh conflict: creation of
conditions for peace – the role of Russia" was organized at the media
center of the "Izvestia" newspaper on the initiative of International
Alert.

In the discussion was attended by Armenian and Azerbaijani experts
and representatives of civil society.

"Negotiations on a peaceful settlement is the work of professionals.

They, not abstract society, take responsibility for the decisions
taken," Dmitry Bruno , key expert at the Center for Analysis of
terrorist threats writes in the article "Peace initiatives" of
International Alert received by PanARMENIAN.Net.

"The dialogue only between Armenian and Azerbaijani representatives
could not be viewed as full-fledged. Adviser to the Minister of
Foreign Affairs of Nagorno-Karabakh, the candidate of historical
sciences Ruben Zargaryan openly declared that Nagorno-Karabakh is
developing despite everything. It is absurd to exclude or ignore the
opinion of the people living in Nagorno-Karabakh," the article says.

"Geographically Karabakh is located in the region, where the interests
of Russia, the USA, Armenia, Azerbaijan and Turkey are met. In these
circumstances, various NGOs are filling the South Caucasus and offering
their solution to the conflict resolution scenarios. Why do British
public organizations become actively involved in the peace-making
process? Perhaps their experience in dealing with such situations is
invaluable, as, for example, with Irish and Scottish separatists.

The OSCE Minsk Group and experts from Armenia, Azerbaijan and
Nagorno-Karabakh should look for the ways to resolve the Karabakh
conflict, but certainly not the UK or Bulgaria. Now Western NGOs are
trying "to scatter bread crumbs of "peace initiatives" like for Gretta
and Hansel (from the Brothers Grimm fairy tale), which will attract
NATO "peacekeepers" to the Caucasus revealed themselves in the Balkans,
and they are not interested in peace between Armenia and Azerbaijan,
but the development of the bridgehead on the border with Iran,
" the article says.

Chair Naira Zohrabyan met the head of EU consulting group Rolf Benke
and Head of EC European neighborhood policy department head Uffe
Gostel Janssen.

The parties focused on Euronest pioneer forum within Eastern
Partnership parliamentary format and appointment of EU counselor into
Armenian Parliament.

Naira Zohrabyan briefed the guest on Euronest pioneer forum held in
Stockholm, expressing a hope that the Eastern Partnership parliamentary
format will develop collaboration in the region, without regional
conflicts involved.

RA NA European Integration Committee Chair noted Azerbaijan’s
non-constructive position on the issue and intention of non
-collaborating with Armenia within Eastern Partnership program
frameworks.

Naira Zohrabyan emphasized the importance of EU counselor’s appointment
into RA NA, bringing Armenian legislation in accordance with European
standards being an important eurointegration issue.

Rolf Benke and Uffe Gostel Janssen reported that 2 EU counselors
appointed have long years’ experience, adding that OSCE, jointly with
JTZ expressed their readiness to collaborate with Armenia on the issue.

the hell seeks for a friend. Azerbaijan found this friend long ago –
it’s Turkey, the core of their relations being not the implementation
of the principle of "one nation, two states" or impartial and stable
friendship, but their hatred towards Armenians, in particular, their
pathologic attempts to undermine the international image of Nagorno
Karabakh, NKR MFA Information Department Head Marcel Petrosyan notes
in his statement.

"From this viewpoint, the October 20 article by a certain Nazyl
Hyldrjak published in SABAH Turkish newspaper isn’t accidental at all.

According to the article, it appears that from the 11th century up to
the 1800s Karabakh was under the Turkish authority. Though the same
article emphasizes quite needlessly that "Tayip Erdogan has bright
memory", however, the Turkish newspaper’s memory is questionable.

Otherwise, they would remember that between the 11th century and the
1920s of the 20th century their predecessors were repeatedly defeated
in Karabakh and its approaches, and saving their lives, they cut and
ran without glancing back.

The fact that Azerbaijan has a great experience in distorting
and falsifying historical matters and events is well-known. So, to
console fraternal Azerbaijan, the Turkish SABAH, excelling its younger
brother, demonstrates a bright example of disseminating fabrications,
misinforming and misleading its multi-thousand readers. Probably,
the newspaper’s editorial staff is well aware of its readers’ being
ignorant of the historical events related to the region. So, they
can be inspired with any nonsense, such as the misinformation that
Karabakh was once part of the Ottoman Empire, and when it passed to
Russia, 95% of its population made the Turks.

SABAH newspaper’s hyperbolic imagination has no limits. Outbidding
the Azerbaijani mass media in this issue as well, the newspaper blames
Russia for allegedly expelling the Turkish population from Karabakh in
the past centuries, instead populating this territory with Armenians.

Fortunately, this newspaper doesn’t know from what planet the Armenians
have arrived in this region. If it knew, it would surely write about
this too. With a small dash of the pen, the newspaper trebles the
number of Azerbaijanis displaced as a result of the Karabakh war,
bringing it to 1,5 million. Moreover, it turns out that the ancient
manuscripts kept in the Shushi Museum were stolen by Armenians. The
newspaper considers it needles to note what alphabet the nomadic
tribes (now Azerbaijanis), which had no script of their own, used
while creating those manuscripts in the ancient period and what
they represent.

The newspaper also keeps silence about the Azerbaijanis’ atrocities
towards the peaceful Armenian population of Sumgait, Baku, Kirovabad,
Maragha, and tens of other settlements. Instead, the newspaper
considered it to be its sacred duty to touch upon the events in
Khojalu, surely, exaggerating sufficiently the number of killed
and wounded and representing Armenians as monsters. Naturally,
we shouldn’t expect true information about the Karabakh events from
SABAH newspaper. Certainly, it will not state that Armenians provided
the civilian population of Khojalu with a special corridor for safely
leaving the scene of the military actions and that the tragic events
took place not in the territory of Khojalu, but at the approaches
to Aghdam – a territory controlled by the Azerbaijani armed forces,
specifically, by the hordes of the Azerbaijani National Front. How
could the Armenians guess that for the change of the leadership, the
National Front adventurers could open fire on their own compatriots
and kill the unarmed and helpless people? Maybe, the "hotheads"
of the Azerbaijani National Front had no alternative for coming to
power – they would, first, ascribe the incident to Armenians, then,
which is most important, will blame the authorities for their criminal
indifference about ensuring the security of the Azerbaijani civilian
population. Generally, the Azerbaijanis filled the Internet with false
propaganda of the so-called "Khojalu Genocide", its main organizer
being the State Heydar Aliyev Foundation, which, in particular,
for exaggerating the situation, used outright forgery and presented
the photos of disfigured corps in Kosovo as those of the Khojalu
tragedy victims.

SABAH newspaper seems to be infected with senile marasmus from the
Azerbaijani media, since they have similar symptoms. Otherwise,
it would have slightly cited Ayaz Mutalibov – the ex-president of
Azerbaijan and another hater of Armenians. However, the Azerbaijani
National Front leaders should be given credit for their calculations
with extremely high precision. The SABAH deliberately keeps deathly
silence about all this and instead, as if by chance, writes: "Maybe,
the Turkish Public Television should start showing a TV serial about
the occupation of Nagorno Karabakh and the pogroms in Khojalu?"

Surely, coming forth with a suggestion is not a sin. A sin is
distortion of the truth. I don’t think that SABAH newspaper can
ever remit its sins. But, it’s worth striving for this, at least,
for self-cleaning. And maybe, the Turkish Public Television should
start its TV serials with the events of 1915? Will SABAH newspaper
ever have the courage to come forth with such a suggestion?

As for Turkey’s position on Karabakh, the NKR takes it, to say the
least, with cool indifference," the statement concludes.

published a legal opinion by Geoffrey Robertson, QC, regarding the
UK Government’s long established view that there is insufficient
evidence to consider the events of 1915 as genocide. Based on a
thorough investigation of the written advice provided by the Foreign
and Commonwealth Office to Ministers since 1997, the opinion concludes
that the "advice [upon which the government’s opinion is based]
reflects neither the law on genocide nor the demonstrable facts of the
massacres in 1915-1916, and has been calculated to mislead Parliament
into believing that there has been an assessment of evidence and an
exercise of judgment on that evidence.

"In fact, the FCO’s guidance papers and the government position they
underpin have been formulated, so internal policy memoranda reveal,
in a hitherto successful effort not to upset the "neuralgic" Turkish
government. One internal 1999 memorandum further elaborates that that
"HMG [the government] is open to criticism in terms of the ethical
dimension. But given the importance of our relations (political,
strategic and commercial) with Turkey, and that recognizing the
genocide would provide no practical benefit to the UK or the
few survivors of the killings alive today, nor would it help a
rapprochement between Armenia and Turkey, the current line is the
only feasible option".

Turkey’s decades-long campaign to silence research on, commemoration
of and the political affirmation of the Armenian genocide in
Europe and elsewhere has been a subject of controversy in recent
years. No government in Europe, other than the British government,
has actively supported Turkey’s denial of the Armenian genocide. In
a typical statement made in 2008 in the House of Lords, Lord Malloch
Brown, speaking on behalf of the government, said that "neither this
government, nor previous governments have judged that the evidence
is sufficiently unequivocal to persuade us that these events should
be categorized as genocide".

In fact, successive FCO documents show that hardly any research has
been done, that existing authoritative documents are systematically
on the subject, including UN reports and the British Government’s
own reports are ignored while the same three US-based non-Turkish
denialists are regularly marshaled as evidence of a "debate" within
the academic community. The British government’s position has led,
in particular, to the bitterly ironic exclusion of the Armenian
Genocide from the official "Genocide Memorial Day" commemorations
organized by the British government from 2001 and to the boycott of
the commemoration of the 80th anniversary of the Armenian genocide
in by all members of the British government.

The British government has also shown no interest in pressing for
freedom of expression in Turkey on this mater, or for encouraging
Turkey to come to terms with its past, in spite of the country’s EU
accession prospects and friendly relationship with the Britain. This
legal opinion also refers to the agreement signed on October 14
between the Republics of Turkey and Armenia to establish relations,
which it terms a "welcome development". It mentions the protocol’s
provision to "implement a dialogue on the historical dimension"
of the two countries’ relations.

The opinion concludes by regretting that "there is no recognition
at all [on the part of the government] of the importance of nations
acknowledging their past crimes against humanity or of supporting the
descendents of victims who still, almost a century later, have to live
with the consequences", suggesting that the contemporary relevance of
the recognition of a past crime is self- evident to a prominent expert
in international justice. The legal opinion appears as a searing
indictment of the cynicism of the policy of a government willing
to bend the facts to fit a cynical policy. The British government,
arguably Turkey’s closed ally in Europe, was ideally placed to help
Turkey address a fundamental ethical issue in the context of its
European accession process, but chose complicity instead.

Juridical Department students was held on RA Police initiative. At
the meeting, Chief of RA Police Alik Sargsyan briefed the students
on law enforcement agencies activities, seeking to increase their
transparency. "Within the last 9 months of 2009, 7960 crimes were
registered, while in 2008, 5600 crimes were committed," Sargsyan
citied social situation as the reason, adding a the same time that
crime detection rate has also increased. "We’re actively struggling
against human, drugs and weapon trafficking. A significant progress
in registered in this sphere," he noted.

He also emphasized that police intends to follow the educational
process in Police Academy , to promote professionalism increase.

Commenting on violations committed by police officers, Alik Sargsyan
stated that violators are being sanctioned and dismissed.

Bruno Scapini said that Italian companies are interested in railway
programs. Bruno Scapini, particularly mentined the interest shown by

In the framework of the WB program aimed at improving the roads
of vital importance the Italian-Belgian joint venture ensures the
quality control.
