YEREVAN, NOVEMBER 4, ARMENPRESS: Armenian Prime Minister Tigran
Sargsyan appointed Jemma Baghdasaryan deputy labor and social affairs
minister. Governmental press service told Armenpress that with other
decrees Hovhannes Hovhannissyan has been dismissed from the office
of deputy head of the State Cadastre Committee of Real Estate and
Karen Davtyan has been appointed in the same office.

YEREVAN, NOVEMBER 4, ARMENPRESS: Armenian Transport and Communication
Minister Gurgen Sargsyan received today newly appointed German
ambassador to Armenia Hans-Yochen Schmidt.

Press secretary of the Transport and Communication Ministry told
Armenpress that the minister presented to the ambassador the functions
of the ministry and the implemented programs. They particularly
highlighted construction of "North-South" highway and the Iran-Armenia
railway as well as the programs of restoration of the rural roads
implemented by the Asian Development Bank and World Bank.

G. Sargsyan said that for the first round of the construction of
"North-South" highway the Asian Development Bank will provide 60
million AMD. Soon a project tender for the first round will be
announced after which in 3-4 months an international tender of a
construction company will be announced. The construction works of
the road are expected to kick off in April-May of the next year.

The ambassador noted that Germany has great experience in construction
of roads and did not exclude the participation of the German
organizations in these two projects.

youths and adults are known. As the youth national team coach Martin
Sargsyan told PanARMENIAN.Net, all winners today represent Yerevan,
except one sportsman from the city of Gyumri.

According to him, communication with Armenian nation will allow
Turks to discover hidden truth about the Genocide, and radically
alter Armenia-Turkey relations as a result.

host the annual academic conference on Asia Minor Catastrophe. The
event, which is co-sponsored by the Pan-Pontian Federation of USA &

of Ottoman Hellenes living in Asia Minor, Pontos, and Eastern

Armenia-Turkey relations," Stepan Safaryan, head of the parliamentary
faction "Heritage" told a news conference in Yerevan today.

According to him, the European Union is diverse – politically,
economically and culturally. According to Stepan Safaryan, such a
policy could supplement an asymmetry in the relations between Armenia
and Turkey and Armenia would be able to introduce certain issues
between Armenia and Turkey to the European agenda.

Speaking of prolonging the process of ratification of the Protocols
of the Armenian-Turkish Turkish Parliament and the reaction of the
EU, Stepan Safaryan said that Turkish authorities explained to the
European institutions the delays with ratification of Protocols by
their attempts to find consensus with the opposition to avoid internal
political destabilization.

will be an optimal step for preventing Azerbaijan to resume military
operation in Nagorno Karabakh conflict zone, Vahram Atanesyan, Head of
NKR NA Standing Committee on Foreign Relations, told a PanARMENIAN.Net
reporter. "To the best of my knowledge, U.S. Embassy in Baku has
already denied the statement allegedly made by Washington. But they
also deny statements which were really made. Anyway, I wouldn’t like
NKR’s recognition to be linked to possibility of resuming war," Head
of Parliamentary Committee said. According to him, if United States,
as co-Chair of OSCE MG finds Karabakh recognition necessary, it can
make the step without considering the factor.

"I don’t think the statement will become a restraint jacket for Baku,
reducing ceasefire violations on NKR -Azerbaijan contact line. A
more interesting factor, enshrined in Azerbaijan’s Constitution, is
that Baku ‘rejects a war as a means of infringement on independence
of other states and way of settlement of international conflicts’,"
Vahram Atanesyan said.

Commenting on Azerbaijan’s bellicose statements, MP accounted for it
by unfavorable situation in the country’s foreign policy.

"International community, particularly United States, should realize
that resumption of war will create rather solve problems. If mediators
have political will to move forward with Karabakh peace talks,
they should explain to Baku that Karabakh is an accomplished state
and political military factor in region. Without considering that
establishment of peace and stability in region will be out of the
question," Atanesyan stressed.

expenditures will be decreased by AMD 2 billion. Budget means are
restricted, yet we kept our promise and social expenditures won’t
be much reduced," RA Minister of Labor and Social Issues Gevorg
Petrosyan said at parliamentary commission’s discussions on 2010
state budget project.

According to Petrosyan, insignificant alterations of social
expenditures’ budget is explained by objective reasons. RA State Budget
will allocate over 242,4 billion drams to social security sphere.

AMD 700 million were allocated to population employment sphere,
AMD 119,2 million provided for disabled peoples’ needs and AMD 11,8
million for the accommodation of orphans.

for his first shot at a world title and his first bout in the Super
Six World Boxing Classic, undefeated American boxer Andre Ward and his
trainer Virgil Hunter have declared they are on schedule and building
momentum toward the November 21st meeting with WBA Super Middleweight
Champion Mikkel Kessler at the Oracle Arena in Oakland, CA.

The 25-year old Ward (20-0, 13 KO) who, in Athens in 2004, was the lone
– and most recent — American to claim Olympic gold, will attempt to
wrest the WBA title away from Denmark native Kessler (42-1, 32 KO) in
Ward’s own hometown while also preventing the Europeans from shutting
out American fighters in the first round of this unique tournament
being televised by SHOWTIME.

"I definitely feel like I’m back in Greece all over again," Ward
shared. "And even though the Americans fought well, unfortunately we
were unable to get a victory in the first two fights. I’m definitely
inspired to bring America their first victory in the Super Six
tournament."

Regarding his training camp, Ward said: "Everything is going according
to schedule. We are stepping up the tempo each week. I’m going to do
my best to bring that belt back to American soil. It is long overdue
