Military operations against Armenia are again on the agenda

Behind the scene moments of official Baku’s bellicose statement;
it is rumoured that Russia has agreed to local operations; Shocking

The Azerbaijani authorities have again started issuing bellicose
statement. As for whether or not this is rhetoric or a well-thought-out
step, our latest observations enable us to say that the authorities’
intention to resort to a military solution is not at all ruled
out. President Ilham Aliyev’s relevant statement issued ahead of the
Munich meeting [between Azerbaijani and Armenian presidents on 22
November] and the possibility of resorting to a military solution if
the talks with Armenia fails, has turned the global agenda upside down.

Peaceful option complete fiasco

Yesterday throughout the day, Turkish media outlets discussed the
Azerbaijani president’s statements and a possible resumption of the
hostilities. The presidents’ Munich meeting, according to reports
available to yesterday night, has in no way contributed to the
resolution of the conflict through talks.

After rapprochement with Turkey, Armenia has been behaving improperly;
like at the Moldova meeting, from the outset, it was not expected
that the enemy would demonstrate a constructive position this time.

Therefore, it is already possible to say that a peaceful option for
the resolution of the Nagornyy Karabakh conflict has turned out to be
a fiasco, the use of force, a war option have settled on the agenda
as alternative-free option.

True, Azerbaijan has another option, that is to say, to compromise
Nagornyy Karabakh and the occupied lands to Armenia and to reconcile
itself to the emergence of the second Armenian state at the expense
of the Azerbaijani lands.

Certainly, not any authorities, including the Aliyev government
would and can agree to this option. From this standpoint, it is
quite possible for a war to spark off again in the region in the near
future. There are already no multiple choices for Azerbaijan as well
as its authorities. Bearing the developments around the situation in
line with this option, the Armenian authorities have already launched
defensive preparations in Nagornyy Karabakh.

War preparations

Our permanent readers may recall that media outlets covered the
recent visit of the Armenian president and the defence minister
to Nagornyy Karabakh’s occupied lands and observation of defensive
preparations of the self-styled Armenian regime there. Yeni Musavat
newspaper also carried a banner headline report on this topic, gave
an in-depth analysis of the issue in question and came up with the
possibility of the start of the second civil war.

The Azerbaijani side is also conducting preparations for a war to an
extent that is tangible. Changes were made in the army, conflicts at
the Defence Ministry were eliminated, patriotic topics and positive
programmes on the armed forces are increased on TV channels. For
example, the commander of a corps stationed in a war zone, Mahmud
Hamzayev, and the chief of the Baku Supreme Military School, Maj-Gen
Heydar Piriyev, were discharged from their posts.

The chief military commissar, with whom the defence minister has
been at loggerheads for many years, was dismissed. The contacts with
the Turkish armed forces have been intensified. Several high-ranking
officers of the Turkish armed forces have recently been to Baku.

Contacts have also been intensified with Russia, of whose interference
is feared in case war is resumed in Nagornyy Karabakh.

Even under some reports, Russia’s military and political elite has
tacitly agreed to Azerbaijan’s local military operations in Nagornyy
Karabakh. True, billions of petrodollars are said to play a role in
the issue, however, anyway, quite reliable people say that "in case
the hostilities are resumed, Russia would only denounce this act
verbally and there would not be a military interference as was the
case with Georgia.

Azerbaijan said be given green light

Azerbaijan would be given enough time to advance towards several
districts in order to oblige Armenians to agree to compromises. The
USA also knows this; however, it hesitates the possibility of the
hostilities to enlarge and therefore, is completely against it.

Even there are rumours afloat that the US administration has sent
its representative to Baku to deliver a sharp statement to make the
Aliyev government to avoid a war option…"

We should note here that the four well-known resolutions of the UN
and the organization’s charter recognize Azerbaijan’s right to ensure
its territorial integrity by any means. Apart from the right to war,
Azerbaijan, no doubt, has enough military, economic and human potential
to banish the occupier from its territory within a short time. And
many experts share the same satisfaction that though the system of
corruption and bribery has deep roots, with the current army Azerbaijan
can give a worthy answer to Armenia and free its territories from the
occupiers within a short time. This is also clear to the superpowers.

Azeri leader threatens to resume hostilities to free lands

On the eve of the Munich meeting, President Ilham Aliyev issued a
clear-cut statement on a military option: "…The activities in the
army building over the recent years have certainly their aims. We
are doing this as we have never ruled out this option. We have the
full right to liberate our lands militarily."

Our newspaper is publishing an article about the Munich meeting of
yesterday. Nevertheless, its outcome was obvious when this material was
being prepared. Therefore, we spoke to political expert Vafa Quluzada,
who knows this topic in-depth, to analyze a war option that has been
featuring as a priority now and asked him several questions.

Mr Quluzada played a significant role in the wide-ranging activities
with regard to the conflict, participated in talks and meetings on
behalf of the state. Therefore, it is very important to pay attention
to what he has said.

The political expert believes that since yesterday Russian mass media
outlets have been carrying reports that Azerbaijan is rich, is paying
funds to the armament and the military elite has been speaking of
a war option for a long time and that the president of the country
issues statements on the liberation of the lands militarily: "They
also sound such an opinion that it is possible that Azerbaijan has
got Russia’s consent to this end. That is to say, Russia may not
interfere in this matter. If only Moscow consents, Azerbaijan can
resume hostilities. However, it is interesting that even if the Kremlin
pledges this, to what extent will it honour its promise? There crops
up another question. Can Armenia not punish Azerbaijan with secret
support of Russia?

Will Russia remain neutral?

On the other hand, at the cost of what has Russia given its consent
to remain neutral? What has Azerbaijan to give Russia in order
they remain neutral? If there is such a reciprocal agreement there,
Azerbaijan has to give a lot to Russia.

First, it has to completely change its political orientation. These
questions so far remain unanswered. Therefore, one should still wait
to see where the processes are heading to."

In all, a day after the Munich meeting, the planning of the Azerbaijani
president’s visit to Russia is worth attention. So the head of the
Russian presidential administration, Sergey Naryshkin, is visiting
Azerbaijan today with Ilham Aliyev going to Moscow tomorrow.

Could it be possible to verify Russia’s consent to a possible war
option in the wake of the planned meeting of Ilham Aliyev to Moscow
immediately after Munich?

"If a war option is serious, then this issue has been agreed with
Moscow long ago," Vafa Quluzada said, adding that "if the issue is
real, the existing situation, steps to be taken were well-balanced.

Therefore, I consider that this visit at this stage is simply
calculated to demonstrate the friendship with the Russian president.

However, I personally do not trust Russia."

The processes concerning the conflict have reached both the most
interesting and most dramatic aspect now. Armenia does not want to
make compromises and Azerbaijan does not want to give its lands; the
West does not want to defend those who are right but the Christian
[Armenia].

In its turn, Turkey has been neutralized following various games;
it has already signed agreements with Armenia. Given this, there is
indeed no other way except for a war.

India Plans To Open IT Education Center In Armenia

received newly appointed Indian Ambassador to Armenia Achal Kumar
Malhotra.

Congratulating the diplomat on his appointment, Armenian Speaker
expressed hope that he would promote the development and strengthening
of Armenian-Indian ties.

With regard to inter-parliamentary relations, Mr. Abrahamyan stressed
the importance of legal cooperation between parliamentary friendship
groups, as well as collaboration within international organizations.

In turn, Indian Ambassador promised to invest his best efforts in
developing bilateral relations in various spheres.

He also informed RA Parliament Speaker of his country’s plans to open
an IT education center in Armenia.

At the end of the meeting, Mr. Abrahamyan asked Achal Kumar Malhotra
to convey to Indian Parliament speaker his invitation to visit Armenia,

Angry At Turkey, Oil-Rich Azerbaijan May Spurn West

On a windswept hilltop looking down at the Azerbaijani capital Baku,
Turkish flags flutter over a monument that testifies to decades of
close ties between the two nations.

Surrounding an obelisk bearing the Turkish crescent and star, stone
blocks carry the names of dozens of Turkish soldiers who died while
fighting for Azerbaijan’s independence before it was absorbed into
the Soviet Union in 1922.

For Turks and Azerbaijanis, who share close ethnic and linguistic
roots, the monument is a symbol of what officials in both countries
frequently describe as "brotherly" relations.

So it came as a shock when Azerbaijan — angry over Ankara’s efforts
at reconciliation with Azerbaijan’s arch-rival Armenia — removed
the Turkish flags flying over the monument in October.

After some soothing words from Ankara, the flags soon returned. But
anger at Turkey is running deep in Azerbaijan, and tensions are
threatening not only a partnership that has been crucial for both
countries, but also Western interests in an area of great strategic
importance.

Diplomats and analysts say resentment in Azerbaijan is aimed not
only at NATO member Turkey for pursuing ties with Armenia, but also
at the United States and Europe for pushing Ankara towards a deal.

That could see Azerbaijan turn away from nearly two decades of looking
to the West, threatening vital energy supplies to Europe and sowing
further instability in the volatile South Caucasus region between
Russia and Iran.

"It’s not only Azerbaijan whose interests are put at risk by this
abruptive, not carefully prepared… rapprochement between Turkey
and Armenia," Azerbaijani Deputy Foreign Minister Araz Azimov told
AFP in an interview.

The interests of Europe and the United States also stand to suffer,
he said, while warning that "reactions from Azerbaijan will be even
more harsh" if Turkey ratifies a deal to establish diplomatic ties
and open its border with Armenia.

At the centre of the dispute is the mountainous southwestern
Azerbaijani region of Nagorny Karabakh, where ethnic Armenian
separatists, backed by Yerevan, seized control from Baku during a
war in the early 1990s that left 30,000 dead.

Negotiations between Armenia and Azerbaijan over the region have been
stalled for years and tensions remain high, with frequent fighting
and deadly shootings along a fragile ceasefire line.

Turkey closed its border with Armenia in 1993 in solidarity with
Azerbaijan over the Karabakh conflict, and Baku insists the border
should not re-open until the region’s status is settled.

The United States and Europe had pushed for Ankara to reach a deal
with Armenia earlier, making it appear that Baku’s interests have
been set aside, said Vladimir Socor, a regional expert with the
Washington-based Jamestown Foundation.

"Azerbaijan is justifiably irritated with Western policy on this
issue," he said.

"Azerbaijan correctly feels that its own security concerns and
the Karabakh issue are simply not being taken into account to a
sufficient degree, if at all, by the United States and by the major
European powers."

Socor said that by ignoring Azerbaijan’s interests, Western powers
are jeopardising years of effort to gain influence in the strategic
Caucasus region and to tap the vast energy reserves of the Caspian Sea.

Since gaining its independence with the Soviet collapse in 1991,
Azerbaijan has been at the heart of Western efforts to transport oil
and gas from the Caspian to Europe, decreasing Western reliance on
Russian supplies.

Baku is the starting point for two major pipelines carrying oil and
gas from the Caspian, through Georgia and Turkey, to hungry European
consumers.

Efforts are underway to expand the network into Central Asia,
and Azerbaijan is also considered a key potential supplier for the
European Union’s flagship Nabucco gas pipeline.

But in the wake of the Armenia-Turkey deal, Azerbaijan has threatened
to seek alternative export routes and in recent months has signed
new supply deals with both Russia and Iran.

Azimov, the deputy foreign minister, said the West needs to realise
that pushing for a deal between Turkey and Armenia without taking
Baku’s interests into account will have consequences.

"The question that needs to be asked is: Are we important? And if
we are, then issues have to be solved in a way providing for all
interests," he said.

Among the Azerbaijani public, emotions are running high and analysts
say the government will be under pressure to make sure Baku’s demands
are not ignored.

Near to the hilltop memorial to slain Turkish soldiers, pensioner
Ismael Mammedov expressed the frustration — and confusion — that
many Azerbaijanis are feeling over Ankara’s move.

"I don’t understand this, Turkey and Azerbaijan are supposed to be
like brothers," said Mammedov, 69, whose 22-year-old son was killed
during the Karabakh war. "How can they abandon us?"

YEREVAN, NOVEMBER 27, ARMENPRESS: The conclusive oral round of the
sixth state scientific conference for students entitled "Advocacy:
the Present State and Development Prospects" was held today in the
central office of the Armenian Young Bar Association.

The association’s Chairman Karen Zadoyan said that the goal of the
conference is to increase the level of the students’ knowledge in the
sphere of law, to ensure their participation in the consolidation of
the law institute. He is sure that the most important precondition for
a lawyer is first of all independence, which enables to act without
any constraint.

The institute of law in our country needs a self-cleaning. In my
opinion it must be cleaned by 70-80 percent", K. Zadoyan said.

According to lawyer Tigran Atanesyan, the themes referred at the
scientific conference are the most up-to-date, as in our republic
the institute of law has not yet been formed completely.

The 28 students participating in the scientific conference in their
reports raised such issues, as the inefficiency of the institution of a
public lawyer, the unavailability of a law service. Simultaneously they
did not reject the fact, that there is a prospect of law development
in Armenia.

The conference was organized by "Legal Alliance" Law Company
collaboratively with Armenian Young Bar Association.

The association has been established in 1995 by a group of students
of Yerevan State University Law Faculty and by a number of young
lawyers. Its mission is to develop educated lawyers with high
professional capabilities and new way of thinking, whose activity
will greatly promote the consolidation of right dominance, democracy
and civil society, where the population will be competent and its
rights -defended.

Parliament To Elect Four Members Of National Television And Radio Co

YEREVAN, NOVEMBER 27, ARMENPRESS: The competition for the vacancies
of members of the National Television and Radio Commission has been
conducted today in the parliament. According to changes in the law
on "TV and Radio" and Rules of Procedure of the National Assembly,
half of the members of the National Assembly through a competition
and with six-month term will be elected by the National Assembly and
the other half will be appointed by the president of the country.

NA public relations department told Armenpress that a competition
commission has been established by the NA speaker consisting of six
members. Eight candidates participated in the competition – Karen
Vardanyan, Hayk Kotanyan, Gevorg Harutyunyan, Goharik Arshakyan, Koryun
Arakelyan, Armen Lazarian, Aram Melkonyan, Spartak Karabakhtsyan. As
a result of the two-round competition – test and oral – the winner
participants will during four days be presented to the parliamentarians
and the NA will elect members of the commission.

In the test round all the participants except Spartak Karabakhtsyan,
overcame the necessary 90% limit and will be presented to parliament’s
election. The results of the oral competition will though help the
parliamentarians to orient in election process but will not have any
impact on the results of the tests.

Hovik Abrahamyan received today newly appointed Indian ambassador to
Armenia Achal Kumar Malhotra.

National Assembly press service told Armenpress that congratulating
the ambassador on assuming the office, the NA speaker expressed
assurance that during his tenure the friendly relations between the
two countries will develop and consolidate more which stems from the
interests of the two peoples and states. He expressed readiness to
support in boosting cooperation.

Hovik Abrahamyan pointed out the necessity of activating the
inter-parliamentary ties between the two countries and partnership
of the friendship groups, exchange of experience in the legislative
field, cooperation in international organizations.

The ambassador noted that he will exert his efforts toward the
development of Armenian-Indian warm relations. He said that it is
expected to open in Armenia IT Training Center.

At the end of the meeting Hovik Abrahamyan asked to convey the chairman
of the Indian parliament invitation to visit Armenia.

Kazakhstan signed the package of documents on creation of Customs
Union from January 1, 2010, Alexander Lukashenko stated today summing
up the results of the session of the EurAsEC Inter-State Council held
in Minsk.

"From July 1 joint customs territory will operate within the framework
of Belarus, Russia and Kazakhstan," Lukashenko said.
