ARFD MEMBER NOMINATED FOR NA DEPUTY BY-ELECTIONS AT YEREVAN ELECTORAL DISTRICT N 10 WITHDRAWS HIS CANDIDATURE

YEREVAN, NOVEMBER 4, NOYAN TAPAN. ARFD member, unemployed Rafael
Ayvazian nominated for the 2010 January 10 NA deputy by-elections at
Yerevan electoral district N 10 by majority system by self-nomination
order withdrew his candidature on November 3. Noyan Tapan correspondent
was informed about it by district electoral commission chairwoman
Silva Markosian.

Thus, six nominated candidates remained at the above mentioned
electoral district: non-partisans, Haykakan Zhamanak newspaper’s
editor-in-chief Nikol Pashinian accused of organization of the 2008
March events, former NA deputy, Chairman of the Union of Political
Scientists Hmayak Hovhannisian, former NA deputy and former RA
Minister of Transport and Communication Eduard Madatian, Zhamants LTD’s
Director Vladimir Kostanian nominated by the self-nomination order,
ARFD member, head of the National Unity Party legal department, NUP
member Ara Simonian and leader of the Marxist Party David Hakobian
nominated by their party decisions.

The deadline of introducing registration documents to the district
electoral commission is November 26. Candidates’ registration will
be done from December 1 up to December 6.

To recap, the deputy powers of Khachatur Sukiasian elected in the
2007 parliamentary elections from electoral district N 10 were stopped
ahead of the schedule according to the application on resignation.

YEREVAN, NOVEMBER 4, NOYAN TAPAN. Unlike its neighboring countries
no cases of H1N1 infection (swine flu) have been recorded in Armenia
so far. RA Minister of Health Haroutiun Kushkian informed journalists
about it on November 4 at the National Assembly.

He said that the Ministry undertakes proper anti-epidemiological
measures. In particular, groups of specialized doctors exercise
24-hour control at all border check-points. At Zvartnots airport
special attention is paid to health condition of passengers who arrive
from countries recording cases of the disease.

Meanwhile the Minister reported that there is no vaccination against
that infection in Armenia so far as Russia, Europe, and U.S. have
just started to produce the vaccination and "there are contradictory
data on vaccination’s efficiency." According to H. Kushkian, if we
have data on vaccination’s efficiency, as well as security, Armenia
will also purchase it.

BAGNO A RIPOLI, NOVEMBER 4, NOYAN TAPAN – ARMENIANS TODAY. November 2
was announced Day of Armenia in the Mayor’s Office of Bagno a Ripoli
city of Italian Toscana province.

According to the RA Foreign Ministry Press and Information Department,
the launching of the program of restoration of water system in the
village of Aygebats, RA Shirak region, took place on that day.

According to that program financed by EU, the water pipeline of
nearly 7 km leading to the village is restored at the first stage,
then the whole internal water supply system in the village will be
restored by the second stage. 300 000 euros have been allocated for
the first stage.

The press conference of Ambassador of RA to Italy Ruben Karapetian
followed the launching. Ambassador Karapetian attached importance
to establishment of direct contacts between Armenia and Italy
at provincial, town and village levels. The Ambassador expressed
gratitude for program’s initiation and expressed the hope that it
will also serve as example for other provinces and cities of Italy.

The same day Italian pupils of Bagno a Ripoli city school presented
a performance titled Ararat dedicated to Armenian people’s history
and culture.

YEREVAN: The Euro Caucasian Congress of Cardiology was held in Yerevan
on October 29-30 under the initiative of the RA Ministry of Diaspora
and the "France-Armenia Health Action" organization with support from
the RA Ministry of Health and under patronage of RA Prime Minister
Tigran Sargsyan. Participating in the congress were over 100 experts
from different countries.

In their interviews with hayernaysor.am, a number of prominent
cardiologists expressed their opinions regarding the level of
cardiology in Armenia, cardiovascular diseases and their prevention, as
well as the cooperation between doctors from Armenia and the Diaspora.

As president of the "Euro Caucasian Congress of Cardiology", French
cardiologist Pol Barragan stated, the death rate has gone up due to
cancers, while the death rate from cardiovascular diseases has gone
down. Barragan said that he considered it necessary to eat fruits,
vegetables, lower the level of cholesterol and quit smoking in order
to prevent cardiovascular diseases.

According to the French cardiologist, Armenian cardiologists are as
professional as French cardiologists. He also said that many Armenian
cardiologists have undergone training thanks to the "France-Armenia
Health Action" organization.

President of the "France-Armenia Health Action" organization Avetis
Matikian added that "Pol Barragan has trained all cardiologists from
Armenia and the congress could be considered Barragan’s meeting with
his students".

The "France-Armenia Health Action" was founded in 1993. According to
the president of the organization, the most notable activity has been
the training of cardiologists at the international level.

"This was why all cardiologists of the "Nork-Marash" center of Hrair
Hovakimyan and Mher Sousani came to France, were trained by Pol
Barragan and raised the level of cardiology in Armenia to a point
where other cardiologists from foreign countries, even Africa, are
coming to Armenia," he said.

In an interview with "Hayernaysor.am", correspondent of the Academy of
Medical Sciences of Russia, head of the department of X-ray methods
of investigation and treatment of cardiovascular diseases at the
Academy’s scientific center for cardiovascular surgery named after A.

Bakulev, president of the Russia-based scientific association of
interventional radiologists and endovascular surgeons, professor Bagrat
Alekyan said that he has graduated from the Yerevan Medical Institute
in 1974 and has been working at the center for cardiovascular surgery
in Moscow since 1975.

"I have been involved in interventional cardiology for the past 35
years. We conduct research and operations on our patients."

According to him, there are no official relations between Armenian
doctors in Russia, but almost all Armenian doctors know one another.

"For years, there was the thought of creating an organization that
would be able to contribute to the establishment of official relations,
but that did not become a reality because Moscow is a mega polis and
it is hard to organize that," he said.

Alekyan said that Russian and Armenian doctors are in good relations
and mentioned that he is able to come to Armenia 2-3 times a year
and participate in different conferences and symposiums.

Alekyan finds that the "Nork-Marash" center established by prominent
cardiologist Hrair Hovakimyan and considered to be the medical center
in the region, has played a huge role for the Armenian nation. Before,
Armenian patients used to travel to Moscow and Leningrad for
treatment. However, since the early 90s, H. Hovakimyan’s center has
taken on the responsibility of providing treatment for thousands
of patients.

"H. Hovakimyan helped established a school that continues to save
the lives of Armenians and that is very important," he said.

Alekyan attached importance to the development of interventional
cardiology which, according to him, has turned into a rather serious
alternative to surgeries.

"There are already 2-3 centers for interventional cardiology in Armenia
and it seems to me that there should be further development," Bagrat
Alekyan said.

According to Alekyan, the death rate due to cardiovascular diseases
in Russia is the same as the rate in Armenia (the death rate due to
cardiovascular diseases is 53-54% in Armenia) and that is a general
trend in the post-Soviet countries.

According to the expert, people should not think that they are
powerless in the fight against cardiovascular diseases. It is very
important to prepare specialists and find measures to develop the
field. The Russia-based Armenian doctor praises the cooperation
with Armenia. He says that there are 6 young aspirants and students
continuing their clinical studies at his department and there are
a total of 50 aspirants and students involved in clinical studies
from Armenia.

Syrian Armenian heart surgeon at the "Nork-Marash" medical center in
Yerevan, Mher Sousani, has been a student of Hrair Hovakimyan and is
currently one of his partners. He mentioned that the "Nork-Marash"
center helped established contacts with French cardiologists and
those contacts turned into friendly ties thanks to president of the
"France-Armenia Health Action" organization, Avetis Matikian.

According to Sousani, Hrair Hovakimyan’s gifts are his knowledge,
his service for patients and creation of a collegial system at the
hospital. Patients are mainly from Russia, Georgia, Abkhazia and
Syria. In some sense, it is unusual to see patients from Egypt. One
time, while the plane from Egypt was flying over the territory of
Armenia, one of the members of the plane crew had a heart problem. The
plane landed in Armenia, instead of Turkey or Georgia.

"That was a rare case, but a sense of pride for Armenians,"
cardiologist Mher Sousani said, emphasizing: "It is easier to have
a reputation, but harder and more important to keep that reputation."

BEIRUT: On October 31 Deputy of the Lebanese parliament Hakob
Bagratuni visited the Baabda Chamber where he met with Lebanese
President Mishel Suleyman.

As reported by "Aztag", the sides discussed the general political
state in the country and issues related to the government within
this framework.

The representative of the Armenian parliamentary faction also
discussed a number of issues concerning the Armenian community,
including the appointment of Armenian officials and correspondents
in state institutions.

The First Manuscript Book

THE FIRST MANUSCRIPT BOOK

The first Armenian manuscript book was the "Life of Mashtots"
by Koryun. Koryun was a student of Mesrop Mashtots and his book
presented important information about the creation of the Armenian,
Georgian and Aghvan alphabets.

The "Life of Mashtots" was the first genuine source of information
about the 5th century intellectual and political movement in Armenia
written by the contemporary and witness.

The book is comprised of four parts, including an entry, introduction,
composition and conclusion. It only includes well-known and important
facts.

Koryun’s book went on to become the source of information about the
life and career of Mesrop Mashtots and Sahak Partev for all historians.

The "Yerkir" Union Will Now Raise Vahagn Chakhalyan’s Issue In Europ

YEREVAN: Today the international community recognized Vahagn Chakhalyan
as a political activist fighting for the rights of Javakhk Armenians,
head of the Yerkir (Country) Union Sevak Artsruni said during a
November 2 press conference. According to him, "it is nonsensical
to keep explaining anything to the current Georgian authorities" and
the "Yerkir" Union will now raise the issue of the Javakhk Armenian
political figure in Europe. Chakhalyan has been sentenced to prison
for ten years by the Georgian court.

Let us mention that on October 30, the Georgian Appeals Court
did not change the verdict of Chakhalyan, his father and younger
brother that was reached by the first instance court. Based on the
verdict, Chakhalyan was sentenced to ten years, while his brother and
father were sentenced to five and two years of conditional arrest
respectively and had to pay a fine of 5,000 lari and 2,000 lari
respectively. Chakhalyan was charged with cases under the articles on
"Organizing and Actively Participating in Massive Activities Violating
Social Order" and "Committing Hooliganism".

"The Georgian court continued to "not notice" the fact that
Chakhalyan’s arrest was politically motivated," as stated in the
November 2 statement issued by the "Yerkir" Union. "It is time for
the international community to send a clear message to the Georgian
authorities that applying force and persecution against and depriving
the rights of the Armenian population will lead to a labyrinth,"
as stated in the union’s statement.
