A Turkish popular proverb reads that a man going to the hell seeks for
a friend. Azerbaijan found this friend long ago – it’s Turkey, the core
of their relations being not the implementation of the principle of
"one nation, two states" or impartial and stable friendship, but their
hatred towards Armenians, in particular, their pathologic attempts
to undermine the international image of Nagorno Karabakh.

>From this viewpoint, the October 20 article by a certain Nazyl Hyldrjak
published in SABAH Turkish newspaper isn’t accidental at all.

According to the article, it appears that from the 11th century up to
the 1800s Karabakh was under the Turkish authority. Though the same
article emphasizes quite needlessly that "Tayip Erdogan has bright
memory", however, the Turkish newspaper’s memory is questionable.

Otherwise, they would remember that between the 11th century and the
1920s of the 20th century their predecessors were repeatedly defeated
in Karabakh and its approaches, and saving their lives, they cut and
ran without glancing back.

The fact that Azerbaijan has a great experience in distorting
and falsifying historical matters and events is well-known. So, to
console fraternal Azerbaijan, the Turkish SABAH, excelling its younger
brother, demonstrates a bright example of disseminating fabrications,
misinforming and misleading its multi-thousand readers. Probably,
the newspaper’s editorial staff is well aware of its readers’ being
ignorant of the historical events related to the region. So, they
can be inspired with any nonsense, such as the misinformation that
Karabakh was once part of the Ottoman Empire, and when it passed to
Russia, 95% of its population made the Turks.

SABAH newspaper’s hyperbolic imagination has no limits. Outbidding
the Azerbaijani mass media in this issue as well, the newspaper blames
Russia for allegedly expelling the Turkish population from Karabakh in
the past centuries, instead populating this territory with Armenians.

Fortunately, this newspaper doesn’t know from what planet the Armenians
have arrived in this region. If it knew, it would surely write about
this too. With a small dash of the pen, the newspaper trebles the
number of Azerbaijanis displaced as a result of the Karabakh war,
bringing it to 1,5 million. Moreover, it turns out that the ancient
manuscripts kept in the Shushi Museum were stolen by Armenians. The
newspaper considers it needles to note what alphabet the nomadic
tribes (now Azerbaijanis), which had no script of their own, used
while creating those manuscripts in the ancient period and what
they represent.

The newspaper also keeps silence about the Azerbaijanis’ atrocities
towards the peaceful Armenian population of Sumgait, Baku, Kirovabad,
Maragha, and tens of other settlements. Instead, the newspaper
considered it to be its sacred duty to touch upon the events in
Khojalu, surely, exaggerating sufficiently the number of killed
and wounded and representing Armenians as monsters. Naturally,
we shouldn’t expect true information about the Karabakh events from
SABAH newspaper. Certainly, it will not state that Armenians provided
the civilian population of Khojalu with a special corridor for safely
leaving the scene of the military actions and that the tragic events
took place not in the territory of Khojalu, but at the approaches
to Aghdam – a territory controlled by the Azerbaijani armed forces,
specifically, by the hordes of the Azerbaijani National Front. How
could the Armenians guess that for the change of the leadership, the
National Front adventurers could open fire on their own compatriots
and kill the unarmed and helpless people? Maybe, the "hotheads"
of the Azerbaijani National Front had no alternative for coming to
power – they would, first, ascribe the incident to Armenians, then,
which is most important, will blame the authorities for their criminal
indifference about ensuring the security of the Azerbaijani civilian
population. Generally, the Azerbaijanis filled the Internet with false
propaganda of the so-called "Khojalu Genocide", its main organizer
being the State Heydar Aliyev Foundation, which, in particular,
for exaggerating the situation, used outright forgery and presented
the photos of disfigured corps in Kosovo as those of the Khojalu
tragedy victims.

SABAH newspaper seems to be infected with senile marasmus from the
Azerbaijani media, since they have similar symptoms. Otherwise,
it would have slightly cited Ayaz Mutalibov – the ex-president of
Azerbaijan and another hater of Armenians. However, the Azerbaijani
National Front leaders should be given credit for their calculations
with extremely high precision. The SABAH deliberately keeps deathly
silence about all this and instead, as if by chance, writes: "Maybe,
the Turkish Public Television should start showing a TV serial about
the occupation of Nagorno Karabakh and the pogroms in Khojalu?"

Surely, coming forth with a suggestion is not a sin. A sin is
distortion of the truth. I don’t think that SABAH newspaper can
ever remit its sins. But, it’s worth striving for this, at least,
for self-cleaning. And maybe, the Turkish Public Television should
start its TV serials with the events of 1915? Will SABAH newspaper
ever have the courage to come forth with such a suggestion?

As for Turkey’s position on Karabakh, the NKR takes it, to say the
least, with cool indifference.

NKR: Prime Minister Is Leader Of "Azat Hairenik" Political Party

On October 31, the third convention of "Azat Hairenik" political party,
where NKR Prime Minister was chosen leader of this political entity,
took place. The Prime Minister is taking up the post of party leader
after an interval of two years. Being appointed head of NKR Government
in September, 2007, A.Haroutyunyan abandoned the post of party leader
with the aim of efficient organization of the newly constituted
executive authority’s activities.

Expressing his thankfulness to his party members for their credit
of him and for the work they implemented during the past two years,
A.Haroutyunyan presented detailed information about the programmes
implemented by the Government during the former period and the issues
standing in need of solution. The Prime Minister, particularly, noted
the successive steps, that within the framework of the NKR President’s
electoral programme and with the support of "Azat Hairenik" political
party, are implemented by the Executive in the social, demographic,
economic, cultural and educational and other spheres of the Republic.

A.Haroutyunyan more thoroughly touched upon the projects being
implemented in the spheres of agriculture, power engineering,
construction and tourism, which substantially consolidate the economy
of the state and sow in citizens confidence in future. According to
the Prime Minister the Executive is consistent in the proportional
development of the Republic. In 2010, irrigable lands in Artsakh will
exceed 8 thousand hectares. The reservoirs in the Republic including
those in the liberated territories will be reconstructed. 70 percent of
NKR residential areas will be gasificated, which is quite a high index
even in comparison with industrial countries. New small hydro power
stations, by means of which the Republic will become self-sufficient
with electrical power in near future, are built.

A.Haroutyunyan noted that considerable progress is noted in the
spheres of construction, construction material production and mining
industry. Changes for the better in the sense of both quality and
rates of work are noticeable.

Through hypothecary crediting new flats are built both in towns
and villages of the Republic. It was underlined that the state
concentrated great attention on the reconstruction of Shoushi. Soon,
the most complicated problem of water supply will be solved. It is
urgent for numerous populated areas, capital Stepanakert inclusive as
well. According to Prime Minister the issue of solving water supply
problem is set.

During the past two years, numerous newly built and repaired
healthcare, educational and cultural institutions came into operation,
roads in almost all regions of the Republic are being reconstructed.

With the aim of stimulating highway construction "Artsakhughi" state
company, which is equipped with modern machinery in rapid rates,
was created.

A.Haroutyunyan emphasized that even under conditions of world
economic crisis tax revenues increased, and this is due to the way of
transferring shadow economic entities into a legal field. The state
has adopted new policy in the sphere of tourism, which already bears
desirable results,- the Prime Minister noted.

The sphere of agriculture was specially touched upon. The Government
renders considerable sums for a number of programmes being implemented
in this sphere,- the Prime Minister reminded. A new large enterprise
with state share was put into operation. The Executive takes purposive
steps well directed to raising the crop harvest and contributing to the
realization of agricultural products. More than half of the Republic’s
labour power is engaged in agriculture, however, Artsakh remains a
country importing agricultural products,- the head of the Government
expressed his anxiety. According to him "our country is considerably
retarded from the indices of the world’s advanced countries, for what
communities have their share of guilt as well".

The future of our country depends upon our prospered communities,-
the Prime Minister stated.

Touching upon the existent problems A.Haroutyunyan noted that at
present successful combating against corruption is organized in the
Republic. The work in this sphere is noticeable, he stated and added
that anti-corruption steps meet some resistance and are accompanied
by official circumlocution.

The Prime Minister called the members of "Azat Hairenik" political
party to strain efforts together with the society and the Government
in order to overcome the difficulties and achieve the results of
NKR social and economic indices to be equal with those of developing
countries during the forthcoming 10 years. "We must have strong army
and sound economy",- the head of the Government and "Azat Hairenik"
political party underlined challenging the members of the party to
political activity.

In 2010, parliamentary elections will take place in the NKR.

A.Haroutyunyan announced that long-term programmes must be drafted and
to prepare to campaign, an event political importance in the best way.

It is necessary to found new regional and urban party structures, and
to strengthen the activity of existing structures. By his suggestion
the convention has elected the new membership of "Azat Hairenik"
political party.

On the complition of the convention, A.Haroutyunyan answered the
journalists’ questions.

NKR: Reconstructed Kindergarten In Khnapat

RECONSTRUCTED KINDERGARTEN IN KHNAPAT

Within the framework of the "Water and Health" programme, the
kindergarten of Khnapat community in Askeran region was reconstructed
by "Sedrik Marten" Fund’s financing. Reconstruction works had started
already in spring, and the ceremony of the kindergarten’s opening
took place on October 31.

Authors of the splendid establishment are husband and wife Daniel and
Jack Marten. They were honourable guests of Khnapat. The Prime Minister
A.Haroutyunyan accompanied by high-ranking officials was present at
the ceremony. The leadership of the country, which keeps the problems
of the growing up generation’s healthy upbringing in the centre of
its attention, welcomes such undertakings conducted by benefactors.

Receiving the second wind, the kindergarten now will meet its tots with
new and modern facilities. The anew opened kindergarten, which has 24
pupils hereinafter, will organize its activities in more interesting
and pleasant surrounding.

The inhabitants of Khnapat feel the attention of the benefactors’
attention not for the first time. Last year, by financing of the
"Sedrik Marten" Fund reconstruction of the village’s water pipes was
realized. Reconstruction of the kindergarten was the benefactors’
next present to the village.

Greeting the guest, the head of the Armenian government noted that the
States should be thoughtful of youth affairs and have them addressed
by respective governments. The Prime Minister went on to highlight
the EU-GoA cooperation as a tool for the use of European know-how in
implementing joint programs.

Thankful for a warm welcome, the EU representative hailed the Armenian
authorities’ commitment and support for youth affairs. Ralf-Rene
Weingardner emphasized the role played by young Armenians in promoting
conflict settlement and intercultural dialog.

Tigran Sargsyan emphasized that the European Union should assume a
more active stance in boosting youth dialog in the region and if so,
his government would back any such undertaking as much as possible.

National Mortgage Company’s Authorized Capital May Grow

NATIONAL MORTGAGE COMPANY’S AUTHORIZED CAPITAL MAY GROW

YEREVAN, November 3, /ARKA/. Armenian Central Bank chairman Arthur
Javadian said today the National Mortgage Company’s capital may grow
as the company unfolds its activity extending new mortgage loans.

In an interview with ARKA news agency, Arthur Javadian said the
National Mortgage Company’s authorized capital is 5 billion Drams now.

He said the government may cut its participation in the company to give
more room to private companies. He said the National Mortgage Company’s
long-term activity is based on ‘private public partnership’ and in
line with this principle the government may cut its participation
and give more chances to private sector.

The universal National Mortgage Company was started on July 13, 2009.

Its primary authorized capital was 5 billion Drams. ($1 – 386.41
Drams).

YEREVAN, November 3. "Small and medium business is related to
corruption risks", said Arman Saghatelyan, Deputy Chairman of Armenian
PR Association.

"Despite the existence of large taxpayers, small and medium business is
the main part of economy and internal industry. This sphere is mainly
related to corruption risks in the process of interaction with state
structures", said Saghatelyan on Tuesday during the press-conference
and announced the start of the program "Force out corruption from
our lives". The program was organized by Armenian PR Association and
assistance of the program of mobilization of anti-corruption actions
of US Agency of International Development.

The main group of the program consists of representatives of small and
medium businesses in Armenia because this sphere provides the main
employment of the society. "Our task is to present the population
in cooperation with mass media more successful measures of struggle
against corruption", he said. Despite long anti-corruption process
in Armenia, the country will at last apply measures for the solution
of the problem which are applied in civil societies. Saghatelyan said
that recently the issue of transit role of Armenia and its position in
the region is being discussed, but no one speaks about the mentality
of Armenians whether they are ready to be integrated in the given
processes or not.

"I think that till we understand that applying to the court is a norm,
but not exception, we will not have balanced state between executive,
court and "forth" authorities. We can protect our civil interests and
interests of institutions which are fundamental, for example small and
medium business", said Saghatelyan. The main idea of the program is
to demonstrate to the society that if we want to protect our rights,
we should show them the ways to it.

"Real and practical steps, samples, directions and understanding is
needed, if we want to have legal country and civil society", he said.

Besides participation in court proceedings and discussions of issues
on struggle against corruption, we will create Internet page for
discussions and presentation of the product to the society which is
envisaged in the frames of the program. Honorarium fund will also be
established, from which payments will be made to the journalists.

Tatev Pirumyan, Executive Director of Armenian PR Association said that
preparatory activities for implementation of the program have started
in October. "We established contacts with 20 agencies of mass media
which will participate in court proceedings related to corruption
cases", said Pirumyan. Each month discussions with representatives
of mass media, lawyer-experts and representatives of judiciary system
will be organised.

Managing Director and Acting Chair said today that "The global crisis
has continued to have a serious impact on the Armenian economy. While
output appears to be stabilizing, the fall in remittances and the
collapse in the construction sector have caused a more severe economic
contraction and lower fiscal revenue than anticipated in the first
review. The authorities have fully implemented their economic program,
which calls for the continuation of fiscal and monetary easing and
a flexible exchange rate.

His remarks came after the Executive Board of the International
Monetary Fund (IMF) has completed the second review of Armenia’s
economic performance under a program supported by a Stand-By
Arrangement (SBA) and approved a request for a waiver of nonobservance
of end-September 2009 fiscal balance performance criterion,
modification of the quantitative performance criteria for end-December
2009 to reflect the revised macroeconomic framework and rephasing of
purchases to make the amounts scheduled to become available following
the second and third review available upon completion of the second
review. These decisions enable the immediate release of SDR 37.72
million (about US$60 million), bringing the total disbursed to SDR
301.94 million (about US$479 million).

He said,’ In light of continuing weak domestic demand, the authorities
will maintain fiscal easing this year, with external resources
taking up the revenue slack. Expenditure will focus on undertaking
anti-crisis measures, increasing capital spending, and protecting
social spending. The authorities are committed to starting fiscal
consolidation in 2010, with a view to ensuring medium-term debt
sustainability. The program allows for additional spending should
more donor financing become available to smooth the withdrawal of
fiscal stimulus.

"An accommodative monetary policy stance remains appropriate given
low inflation. The move to a more flexible exchange rate has served
Armenia well, helping the economy avoid significant overvaluation and
increasing the effectiveness of monetary policy. However, given the
remaining weaknesses in the monetary transmission mechanism, targeted
measures now being implemented to stimulate credit are crucial.

"The short-term outlook remains challenging. As external conditions
improve, growth is expected to resume gradually in 2010, although
risks remain, including a slower recovery of the global economy.

Continued reforms, particularly in the areas of tax policy and
tax reform administration, the financial sector, and the business
environment will be necessary to boost the medium-term growth potential
of the economy," Mr. Kato said.

The Armenian government, the World Bank and the International Monetary
Fund have all forecasted that the full-year economic contraction will
be between 12-15%. They also expect the economy to grow next year by
1%.

Monetary Fund (IMF) said today in a statement it has completed the
second review of Armenia’s economic performance under a program
supported by a Stand-By Arrangement (SBA) and approved a request
for a waiver of nonobservance of end-September 2009 fiscal balance
performance criterion, modification of the quantitative performance
criteria for end-December 2009 to reflect the revised macroeconomic
framework and rephasing of purchases to make the amounts scheduled
to become available following the second and third review available
upon completion of the second review.

It said these decisions enable the immediate release of SDR 37.72
million (about US$60 million), bringing the total disbursed to SDR
301.94 million (about US$479 million). The 28-month SBA was approved
on March 6, 2009 with access augmented on June 22, 2009.

On March 6, 2009 the Executive Board of the International Monetary
Fund (IMF) approved a 28-month SDR 368 million (about US$540 million)
Stand-By Arrangement for Armenia to support the country’s program to
adjust to the deteriorated global outlook, restore confidence in the
currency and financial system, and protect the poor.

On June 22 the Executive Board of the International Monetary Fund
(IMF) completed the first review of Armenia’s economic performance
under a Stand-By Arrangement (SBA) and approved an increase in the
IMF’s financial support to an amount equivalent to SDR 533.6 million
(about US$822.7 million; or 580 percent of Armenia’s quota).
