/PanARMENIAN.Net/ Under the Auspices of His Eminence, Archbishop Khajag
Hagopian, Prelate, the Armenian Prelacy of Canada’s Executive Council
held a one-day seminar for the Prelacy’s Church Boards of Trustees,
Canadian Armenian National Assembly Representatives and World Assembly
Delegates in Kingston, Ontario on October 31, 2009.

Rev. Fr. Karnig Koyounian, Sourp Hagop Armenian Apostolic Church Pastor
and Prelacy Religious Council member gave the first lecture of the
seminar on "Reforming Rituals." Archbishop Hagopian followed with
"Contemporary Social, Moral and Religious Issues," and His Grace,
Bishop Anoushavan Tanielian, Vicar of the Eastern Prelacy of the
United States, presented "The Challenges faced by the Armenian Church
in North America."

The series of lectures triggered intensive question and answer
sessions, from which many ideas and suggestions were brought to light
and seminar attendants took the opportunity to establish and prepare
agendas for future projects related to these issues.

His Eminence Archbishop Hagopian closed the seminar with a few words
of encouragement to overcome the challenges the Armenian Church faces
today, reported the press office of AAC Canadian Diocese.

rapprochement consequences. Baku’s political fate depends on Turkey’s
decision, Manvel Sargsian , an expert at Armenian Center for National
and International Studies (ACNIS) said at a seminar in Yerevan.

According to him, Ankara’s decision on protocols’ ratification will
influence new political configurations creation in the region.

"Turkey’s decision will also affect the situation with NKR issue.

Should Turkish parliament ratify protocols, the configurations would
differ from those formed in case Turkey sets Karabakh conflict as
a key precondition for ratification," Manvel Sargsian emphasized,
adding that, in any case, Turkey will have to face a serious choice.

YEREVAN, NOVEMBER 5, ARMENPRESS: As part of "Bibliobus" program
implemented on the initiative of Armenian Culture Ministry and Armenian
National Library 2693 books will be donated tomorrow to the libraries
of Nagorno Karabakh.

Chief specialist of the Cultural Heritage Department of the Armenian
Culture Ministry Luiza Berberyan told Armenpress that book exhibition
is expected to be conducted and separate professional classes will
be held for the Karabakh library employees.

Within the framework of the program 3396 books have already been
distributed.

53 COMPANIES TO TAKE PART IN THE "COUNTRY OF TALKING STONES 2009" 9TH INTERNATIONAL TOURISM EXHIBITION IN YEREVAN

YEREVAN, NOVEMBER 4, ARMENPRESS: About 53 companies will take part
in the "Country of Talking Stones 2009" 9th international tourism
exhibition which will take place in Yerevan November 6-7 organized
by the "Armenian Union of Tourist Agents".

Coordinator of the exhibition Lusine Stepanyan told Armenpress that
besides Armenia and Nagorno Karabakh the participants will present
Belgium, Georgia, Israel, Greece, Finland. The exhibition will
have 30 pavilions. Representatives of tourism agencies, airlines,
tour-operators, hotel complexes, rest houses, leading brandy producers
will take part in the event.

L. Stepanyan said that the exhibition will give an opportunity to
exchange useful information and experience, establish business ties
as well as present products and services.

Armenian Economy Ministry supports the organization of the exhibition
the conduction of which is funded by USAID’s CAPS.

Special Representative of NATO Secretary General in the South Caucasus
and Central Asia Robert Simmons will visit Yerevan on November 5-6,
NATO Information Center in Armenia informs.

Robert Simmons will meet with Armenian President Serzh Sargsian,
Speaker of the Parliament Hovik Abramyan, Secretary of the National
Security Council Artur Baghdasaryan, Minister of Foreign Affairs
Edward Nalbandian, Defense Minister Seyran Ohanyan and Minister of
Emergency Situations Mher Shahgeldyan.

Western Armenian lands must be returned to Armenia, said Armenia’s
Ambassador to Switzerland, famous singer Charles Aznavour in an
interview with Italy’s RIA3 television channel.

"When I was born, in 1924, they promised Armenia to the return of
lands. I am 85 years old and I cannot wait much longer," said Aznavour.

"In 1924, Stalin promised Armenia the return of Erzeroum, Erzngan,
Sebastia, Kharpert, Dikranagert, Bitlis, Van, Moush… The ‘Wilsonian
Armenia’ also included regions of Trabizon, Erzeroum, Van and Bitlis,"
said Aznavour while welcoming the prospects for establishment of
diplomatic relations between Armenia and Turkey.

"It would be pleasant to see open borders in the last part of my life,"
added Aznavour

Head of the Public Relations and Information Department of RA Police
Sayat Shirinyan summed up the crime rate in the republic over the nine
months of 2009. The data shows that the crime rate tends to increase.

The total number of crimes increased 57% as compared to the same period
in 2008. Sayat Shirinyan says the growth in unprecedented. "The growth
is connected with the refusal from the concealing of the crimes,"
he explained.

Among other reasons the Head of the Public Relations and Information
Department of RA Police pointed to the fact that 2 585 crimes committed
in the previous years were revealed and registered during the first
nine months of 2009.

According to police spokesman Sayat Shirinyan, within nine months of
2009, 10,719 crime cases were registered in Armenia (the index for
the same period of 2008 was 6,825). Shirinyan stressed that along
with the rise in crimes (as compared to the previous year) the crime
detection rate has also increased by nine percent.

On November 4 His Holiness Garegin II, Supreme Patriarch and Catholicos
f all Armenians, hosted the Russian Ambassador to Armenia, Vyacheslav
Kovalenko.

During the meeting the Ambassador congratulated the Catholicos on
the occasion of the 10th anniversary of his election and conveyed
the congratulatory message of the President of Russia, Dmitry Medvedev.

The message reads, in part:

"Russia feels great respect for the Armenian Church, which has
preserved the Christian belief for centuries. We rate highly the
kind relations between the Orthodox Church of Russian and the
Armenian Apostolic Church. They have always played a great role in
the reinforcement of friendship and trust between our countries. Its
tangible evidence is the Armenian temple being built in Moscow and
the Russian Orthodox Church in the Armenian territory. Undoubtedly,
as an outstanding religious figure, who pays great attention to the
humanitarian ties between Armenia and Russia, you have made a great
personal contribution to this.

Great is your contribution to the reinforcement of inter-religious
dialogue. We are confident that your efforts within the framework of
the CIS Inter-religious Council established by the Armenian Apostolic
Church, will contribute to the establishment of peace and stability
in the South Caucasus."

The Catholicos of All Armenians expressed his deep gratitude for the
congratulations, assuring that the Armenian Apostolic Church would
uphold its efforts towards reinforcement of ties between the two
peoples and countries in line with the spirit of centuries-old warm
and brotherly relations between the two peoples and churches.

The information war is a continuous process and it’s useless to
hope that peace will once be concluded in the field. Therefore, we
must always be ready to resist any assault, which gets more active
especially during the summer rest, the New Year celebration and
on Fridays.

Experts of the sphere Arman Saghatelyan and Aram Mkhitaryan state
that we have registered great achievements in the information war,
especially on the Azerbaijani front.

According to Arman Saghatelyan, fortunately today we have an
information security doctrine ratified by the President of the
republic, which is another guarantee of success.

On the whole, both experts assert that the Armenian side still manages
to defend its positions in the information war with Azerbaijan and
register tangible progress. However, the same cannot be said about
the Armenian-Turkish front. Many journalists insist that the lack
of official information from Armenian sources makes us apply to
Turkish media.

On 25 September, 2009 the President of Armenia signed a decree on
conducting the autumn conscription for mandatory and alternative
military service and demobilization during October-December 2009. The
male citizens who are 18 before the conscription day, as well as the
citizens under 27, whose right of military deferment has expired,
will be called up to military service, Press Service of the Prosecutor
General’s Office reports.

On the criminal cases investigated by the investigators of the
Armenian Police, initiated on the cases of evasion from conscription
for mandatory and alternative military service according to the
Article 327, part 1 of the RA Criminal Code, the accused were under
persecution and detention was chosen as a pretrial measure.

The Prosecutor General instructed the prosecutors of regions and
districts to change immediately the previously chosen means of
restraint that is detention and stop the search and criminal pursuit
against those accused persons who would voluntarily come to the
police station, prosecutor’s office or military registration and
enlistment office during the conscription with an intention to do
the military service.

According to the Article 13 of the RA law "On Citizenship of RA", the
RA double citizenship means a citizenship of another state (states)
besides the RA citizenship.

In the Republic of Armenia a citizen with double citizenship is
considered only an RA citizen. This norm is related also to the
citizens, who after January 1, 1995 without forfeiting the RA
citizenship according to the prescribed order, became a citizen or
got citizenship of another state, as well as to those who unilaterally
abandoned Armenian citizenship.

An RA citizen with double citizenship has all rights and carries all
responsibilities and obligations prescribed to the citizens of the RA.

The Prosecutor General’s Office calls on all conscripts under search
to get use of the given opportunity, to do their constitutional duty
for motherland, to give up the status of an accused under search,
to be proudly called a free citizen and soldier of our motherland.

We also appeal to the parents of conscripts with a call to support
their sons in foreign lands, to support them to give up the humiliating
status of an accused person, to contribute to their further healthy
physical and psychological upbringing for their sons to have a chance
to come back and live on their homeland after doing military service.

The persecution will not be implemented to those citizens who will
show an intention to leave for alternative service places in order
to do their duties for the homeland under the order prescribed by
the RA law "On Alternative Service".

The RA law "On citizens who did not do the mandatory military service
with the violation of the prescribed order" also stipulates an order
of termination of search and persecution of accused. The action
sphere of the law involves the time period from autumn conscription
of 1992 till May 1, 2009 and is spread over all those citizens who
violated the RA law "On compulsory military service" and were not
called up to military service (evaded the military service) and who
are 27 (to officers transferred to the reserve are 35) or under 27
(35) got a deferment or release of military service according to the
order prescribed by the RA law "On compulsory military service". The
mentioned persons, after paying the sum of money stipulated by the
law, will get a decision of the persecution implementing agency the
on the cease of the persecution within one month, also get a military
card and registration in the reserve of the military forces.
