Armenian-Georgian border An incident has occurred on the
Georgian-Armenian border, as the Armenian side tried to install
border posts.

The Armenian National Security Service has confirmed that the
incident occurred as the result of technical work connected with
border demarcation.

"The sides argued over the measuring process. It often happens when
border demarcation is at issue," National Security Service spokesman
Artsvin Bagramyan said. At the same time he dismissed reports in
Armenian newspaper Hayk that Georgian troops had been deployed to
the border and that the heads of the Armenian and Georgian border
services had arrived at the scene.

Bagramyan did not give any further details about the incident.

WB Advises Debt Restructuring To Armenia

WB ADVISES DEBT RESTRUCTURING TO ARMENIA

Armenia is among the countries that, on the World Bank’s advice,
should restructure the debts of banks and population, but not at the
expense of government funds.

According to the WB report published by the UN News Center, poor
countries, including the former Soviet countries, which are less
integrated into global economy, are suffering a crisis because
of reduced exports and private transfers as a result of economic
recession in Russia.

The WB advises governments to create necessary legal underpinnings
for restructuring, without using government funds.

Day.Az interview with head of Center for Culture and Solidarity of
Azerbaijan in Manisa, Turkey Seyfaddin Ayakai, who is of Azerbaijani
origin.

Day.Az: What do you think about the protocols that aim to normalize
diplomatic relations between Turkey and Armenia? What is your attitude
towards the protocols?

Seyfaddin Ayakai: We have extremely negative attitude towards them
and they are not acceptable for us. There are open doors for Armenians
neither in our heart nor in our land.

Q: Do all Azerbaijanis in Turkey unanimously share your views? What
is the attitude of Turkish people towards the protocols?

A: Stance of Azerbaijanis who live in Turkey does not differ from
the that of Azerbaijanis who live in Azerbaijan Republic. Opening of
Turkish-Armenian border and establishing diplomatic relations will be
considered a betrayal to homeland and its people till Azerbaijan’s
Armenia-occupied lands are freed and Armenians give up claims of
recognition of the so-called "genocide". No patriot in Turkey will
accept it.

Q: Have the organization you lead staged any protest action or public
event on this issue?

A: The most recent event, at which we expressed our attitude to ongoing
processes, was an event dedicated to the 90th anniversary of political
relations between Turkey and Azerbaijan.

Q: Will the Turkish parliament ratify the protocols before the Armenia
liberates Azerbaijan’s occupied lands or not?

A: Turkish-Armenian border will not open until the Karabakh problem
is resolved. The Turkish president, prime minister and other senior
officials have reiterated this on numerous occasions. I believe that
these statements have become historical and it would be very wrong
to decide something against them. Moreover, such a solution would
be a black stain in Turkey’s history. Turkish people will not accept
parliament’s decision to ratify Armenia-Turkey protocols if it happens.

Today in the frameworks of the events dedicated to the 50th anniversary
of Arts’ institute’s foundation of the National Academy of Science
of the Armenian Republic launched the 9th republican scientific
session. In the scientific session partake the head of the Arts
institution of the RA NAS Ararat Aghasyan, the chairman, of State
Committee of Science of the National Academy of Science Samvel
Harutyunyan, Academician-vice Chairman of the Armenian National
Academy of Sciences Dr. Vladimir Barkhudaryan.

The opening speech was made by the director of the Art institute Ararat
Aghasyan. He congratulated everyone on the 50th anniversary of the
Arts Institute, and mentioned that "this 50 year old session sums up
the activity of the institution and this jubilee is characteristic as
it sums up the achievements of the institute, and the session helps
us to see what they have gor at present and what expectations can
they have in the future."

He also stressed that due to the scientific reports will be promoted
the artistic mind and the issues that are faced by the study of art
will be revealed.

On his turn Academician-vice Chairman of the Armenian National Academy
of Sciences Dr. Vladimir Barkhudaryan said that "the scientific
discussions will rise the level of the art criticism as sometimes
there are works published where the required quality is not preserved
and these scientific discussions will promote to rise the quality of
such kind of works."

On the session was present also Karo Vardanyan, the deputy chief
of the department of modern and folk arts of the Ministy of Culture
of the Republic of Armenia. He awarded Doctor of Architecture Murad
Hasratyan and the head of the music department of the Arts institute,
deputy director Gevorg Gyodakyan with the "Golden Medal" of the
Culture Ministry of Armenia.

The session works will last for two days during which 40 art critics
will appear with reports about different branches of art.

Turkish Premier Hopes For Historians

Turkish Premier Recep Tayyip Erdogan recently expressed hope for the
Armenian-Turkish disagreements to be settled as a result of studies by
historians and other scholars, while the bilateral relations develop,
reported Anadolu Agency.

The Turkish Premier meant the intergovernmental commission to be set
up to study historical facts and archives. The commission, which is
to be formed under the Armenian-Turkish protocols, will study the
events in Ottoman Turkey, which are regarded as genocide by numerous
historians and other scholars.

The Turkish Premier also pointed out the Armenian-Turkish presidential
meeting in Bursa, Turkey, on October 14. He regards it as "positive
dynamics."

Addressing the Nagorno-Karabakh conflict, the Turkish Premier expressed
hope that it will be settled by means of a dialogue. He pointed out
that turkey has always considered Azerbaijan’s interests as its own.

Recep Erdogan also spoke of problems of terrorism. He stated Turkey
has nothing in common with terrorism and murders of innocent people.

The Turkish authorities will not allow terrorist activities in Turkey.

Turkey must open a new page in its history, which would be prerequisite
for a dialogue, harmony and integration instead of enmity and
aggression.

The Turkish Government’s democratic initiatives are actually a
multi-aspect process of national unification. According to Erdogan,
the aim of democratic initiatives is not only to eradicate terrorism,
but also establish friendly relations between people and ensure the
country’s prosperity.

BAGHDAD — Reckoned to be Iraq’s top expert on cement, Anis Amjad
does the rounds of factories during the week but nothing can stop
him conducting the stamp auction in old Baghdad every Saturday.

On that day the 56-year-old chemical engineer takes off his white
coat and raises his auctioneer’s gavel. The lots are knocked down in
an old Ottoman building dating from 1908 which, nine years later,
became the first British Post office and where a traditional red
letter box still adorns the facade.

"I am head of the inspection department at the industry ministry and
I supervise Iraq’s cement works. But I have always declined foreign
assignments so as not to miss this meeting," says the confirmed
bachelor, who first ran the auction 12 years ago.

Interest is reviving fast at the Iraqi Philatelic and Numismatic
Society, founded in 1951, which has only recently resumed meeting
after three years of suspension because of a violent struggle between
Iraq’s Shiite and Sunni populations and a strong Al-Qaeda presence
in the neighbourhood.

Official membership stands at more than 2,000, though only around 80
are active buyers and sellers.

Stamp prices are rising sharply, in particular any ones showing Saddam
Hussein, the dictator overthrown by the US-led invasion in 2003.

"Before 2003, the country was closed in on itself and we were cut
off from the international market. But now business is going well.

American and British collectors snap up stamps with Saddam on them,"
says Kamal Kamel, 46, who runs a stall in the Bab al-Muazzam district
where the society meets.

"Unlike us, they couldn’t get enough of him — they could not buy the
stamps, because of the embargo," he said, referring to UN sanctions on
trade with Iraq introduced after Saddam Hussein invaded Kuwait in 1990.

"A series showing Saddam Hussein which was worth 200 dinars sells
today for 5,000 dinars (4.3 dollars). My monthly revenues have passed
from 200 to 1,500 dollars. Prices really have risen," Kamel said.

"Only Iraqis come into my shop but I have an intermediary with access
to the Green Zone who sells a lot to American soldiers and diplomats,"
he added.

Sitting round a long table, 30 or so dealers and collectors examine the
stamps, bank notes and coins which comprise the lots on offer that day.

Anis livens up the sale with auctioneer’s patter but all the bids
are below prices given in foreign catalogues.

Festooning walls of the room are photocopies of letters from the
British Philatelic Association dating from 1917, along with many
stamps from Iraq and other Arab countries.

Since Iraq’s first stamp in 1917, the postal service has issued 1,824
series of stamps, including 24 from after the fall of Saddam.

Garo Manaskan, a 51-year-old Iraqi of Armenian origin who is an
accountant and runs a well-known Baghdad restaurant, is selling
several items from his collection of three million stamps.

"I started at the age of six. It is my passion — when some cease to
please me I sell them to buy others. As I am unmarried, I will leave
my collection to the Armenian church," he says.

Next to him, Haqqi Abdel Karim, a 45-year-old coin enthusiast, is at
the auction for the first time in three years since seeking exile in
Syria to avoid intercommunal violence.

"Today things are better and I am thinking of coming back but the
association should move. This is not a safe district," Karim said.

Members come from a range of religious and ethnic backgrounds, but
old animosities have prevented the election of a committee for the
past six years.

"Two thirds of the people around this table made a lot of money
by taking part in or even leading the looting of post offices which
happened in the wake of the American invasion," confides Mohammed Dhia,
an active member of the society.

"When you accuse them, some go silent and others promise to give them
back without having any intention of doing so. Then there are those
who try to convince you the stamps are better off in their hands than
with philistines knowing nothing of philately," he added.

His point is illustrated by the society’s location at al-Koshla
("clock" in Turkish) post office, in Seraglio Street in Bab al-Muazzam
neighbourhood, where the stamp museum stood before 2003. The museum’s
collections were all stolen and sold… to stamp collectors.

The Mayor of Yerevan Gagik Beglaryan received the representatives of
the OSCE Yerevan office headed by Sergey Kapinos, the Head of the OSCE
Office in Yerevan. The possible ways of support have been discussed
for the bilateral cooperation. Sergey Kapinos mentioned that they
are delegated to implement different types of activities and they
can clarify the cooperation agenda regarding the situation. The Mayor
Gagik Beglaryan presented the main issues that need to be supported.

The Head of the OSCE Office in Yerevan mentioned that they have a
new experience in electronic management and are ready to pass it to
the Mayor of Yerevan. They encourage any technological innovation and
welcome the adequate steps undertaken by the municipality. The OSCE
delegate is ready also to show his legal support, if they will need
advice in legislative changes of the city governing. The Mayor of
Yerevan with a mutual readiness suggested realizing the discussions
already started, the information and public relations department of
Yerevan Municipality informs.

Today Armenian Apostolic Church marks commemoration day of Sts.
Pontiffs Metropanos, Alexandros and Paul the Confessor, and the
Scribes Markianos and Martyron.

The Pontiff Metropanos (Metrophanes) was the junior son of the King
Probios. He has been ordained by the Bishop Titos of Byzantine and
has succeeded him in his office. Bishop Metropanos was known for his
deep faith and good reputation, who was able to influence even King
Kostandianos the Great to decide that the site of the new capital city
to be built should be in the place of Byzantine. He was appointed
by the same king to be the first Bishop of Constantinople. Because
of his old age the Pontiff Metropanos has not participated in the
First Ecumenical Council of Nicaea, in 325, sending instead of him
Alexander, who later succeeded him. He passed away in 236 AD.

The Pontiff Alexandros (Alexander) has succeeded the Pontiff
Metropanos. According to the tradition he has been ordained by the
Pontiffs participating in the Ecumenical Council of Nicaea, when
they had arrived to Nicaea to attend the previous Pontiff’s burial
ceremony. St. Alexandros has participated in the First Ecumenical
Council of Christ’s Church. He has been a generous, eloquently
speaking, fair and pious pontiff, who has always struggled against
the Arianism and the heathen philosophers. According to the Church
tradition it is thanks to his prayers and the prayers of the Pontiff
St. James of Nisibis that Arius has died. The Pontiff Alexandros has
passed away in 326 AD. (According to some sources – in 327 AD.)

The Pontiff St. Paul the Confessor was born in Selanik. He was a
pious man and very well knowing the Holy Bible. He has succeeded
the Pontiff Alexander of Constantinople. For his strict attitude
against Arians St. Paul has been exiled by the King Kostantdianos
to Pontos. He returns to Constantinople in 338 AD. But it was fated
that the Pontiff should be exiled for three more times. For the last
time the Pontiff Paul has been exiled to the town Kokison (Armenia),
where he has been martyred by the Arians, who strangled him during
the Divine Liturgy in 350 AD.

Markianos (Marcian) and Martiron (Martyrius) were senior scribes, who
served in the Patriarchate of Constantinople and assisted the Pontiff
Paul the Confessor who was the Patriarch during that period. When they
become aware of the Pontiff’s being strangled, they spread among the
people the fact that the reason for the Pontiff Paul’s death are the
Arians. For making them to keep silent the Arian Eparkos living in
Constantinople orders to behead the scribes in about 350 AD.

AZERBAIJAN COMPLETES INVESTIGATION OF FIRES ON LAND OCCUPIED BY ARMENIA

Ministry of Ecology and Natural Resources Azerbaijan’s Ecology and
Natural Resources Ministry reports that it has completed monitoring
of arson committed by Armenians in the occupied areas of Azerbaijan.

A report on the monitoring will be sent to international organizations.

Since March this year Armenians have started fires over 250 hectares
in Fizuli and Agdam districts, causing damage worth 248,130 AZN
($308,850), the ministry said.

The Armenians appear to have started the fires in order to conceal
the widespread destruction they have caused in the occupied areas and
to try to link it with high temperatures on those days. The ministry
includes in its report weather statistics for the days in question.

Since 2006, Armenians have been committing arson in occupied
Azerbaijani territory, Azerbaijan’s state news agency AzerTAj reports.

The Armenian side denies arson, saying that the fires occur naturally.

Armenian taekwondo team took part in ITF European Championship in
Nicosia (Cyprus), October 25-31, Sportinfo.am reports.

Sixteen Armenian sportsmen, representing Yerevan, Gyumri and
Nagorno-Karabakh participated in the championship.

Levon Minasyan (63,5 kg) won two golden medals (sparring and breaking
of boards) and Davit Atanesyan became the champion in Kata exercise.

Armenian national team took the second place in the championship.
