ArmInfo. President of Armenia Serzh Sargsyan, who is paying a working
visit to Gegarkunik region, and the Commission on the Main Problems
of Sevan will discuss the problems of the lake.

As ArmInfo correspondent reported, director of the ‘Sevan’ National
Park, Ashot Gndoyan, told journalists that they are going to discuss
with the president the problems of purification of the border sectors
of the lake and the problem of fighting poaching.

He also added that not only the workers of the Sevan National Park
but also the law-enforcement agencies should deal with these problems.

Raising of the water level of the lake Sevan is one of the main
problems, he said and added there is no relevant equipment to save
the nature surrounding the lake. ‘The allocated funds are not enough
to buy the relevant equipment’, – Gndoyan said.

For his part, Armenian Nature Protection Minister Aram Harutyunyan
said that wood cleaning of about 600 ha in Gegarkunik region will be
implemented over the current year. He also added that 400 thsd baby
fishes will be put in the lake Sevan.

He also said that all the problems will be submitted to the president
and the working programme for the next year will be composed.

France Telecom’s Affiliate Company Start Working In Armenia

ArmInfo. The third mobile operator of Armenia, Orange Armenia, an
affiliate company of France Telecom, started working today.

The management of France Telecom, headed by the Company Chief Executive
Didier Lombard, as well as Ambassador of France to Armenia Serge
Smessow were present at the grand opening of the Company’s Head Office
in the Northern Avenue in the center of Yerevan. As vice president
of France Telecom Olaf Swantee said, Orange Armenia will do its best
to promptly become the most friendly disposed operator of Armenia.

Orange Armenia is an affiliate company of France Telecom in Armenia.

The company obtained license for rendering of mobile communication
services in Armenia in November, 2008. In 2009, investments of Orange
in Armenia should make up about 80 mln Euro, in 2009 – 2011 – 150
mln Euro

Having personally visited the Nagorno Karabakh Republic, Berliner
Zeitung newspaper’s correspondent, if even desired, couldn’t but notice
that the people who had experienced terrible hardships, destructions,
and grief in an unequal struggle had, however, managed to realize its
right to self-determination, heroically stand all the calamities of the
war, restore its state infrastructure, and implement radical reforms
for establishing a state corresponding to the European standards.

After the World War II, the Germans dreamed for an integrated state
and lived with this idea tens of years. We don’t think that the German
nation’s aspiration can be questioned by any other nation.

Exactly 20 years ago, the Berlin separating wall was destroyed in just
a few days by the will of the great powers, and the Germans not only
reunited, but also gained full-fledged independence, on the occasion
of which we congratulate this distinctive and gifted nation of the
Old World.

Nagorno Karabakh gained its independence, having, first of all,
neutralized the Azerbaijani aggression, defending the lives of
children, women, and old people. Just that’s why nobody can question
the will and right of Nagorno Karabakh’s people to independence. In
other words, nobody brought the independence and right to free life to
Nagorno Karabakh on a tray. And if today’s population of our Republic
makes only 140 thousand, then it is also a vivid demonstration of
Azerbaijan’s evident anti-Armenian policy; otherwise, over a million
and a half of Karabakhi Armenians and their descendants would not be
citizens of other states today. So, like Germans in the recent past,
today we are also striving for our sovereignty.

The Germans have, for many years, cherished as relics the stones
and fragments of the once separating Berlin Wall. The situation is
totally different in Nagorno Karabakh. Here, the shrines are the
marble tombstones of soldiers perished at the Karabakh War for the
independence of their homeland. The correspondent of your newspaper
could not but notice that.

Unfortunately, we should state that having overcome thousand
kilometers, journalist Tobias Asmuth presented a superficial and
distorted article to the readers of the newspaper, without inquiring
the causes and essence of the Karabakh issue. Similarly, the author
could easily write a number of analogous articles, staying at home
and using various sites.

However, if freedom of speech and press is equivalent to a sin against
truth for the Berliner Zeitung, then it is quite a different matter.

off in the United States of America. The head of government is in the

Rackow and First Vice-President. Harut Sasounyan in Los Angeles.

The sides discussed a bilateral cooperation-related agenda.

Dedicated to the development of high technologies, ArmTech – 2009 will
take place in San Jose which is the heart of the Silicon Valley. The
Prime Minister-headed Armenian delegation includes Chief of Government
Staff David Sargsyan, Minister of Economy Nerces Yeritsyan, other
dignitaries.

The end of October was marked by Russia’s serious achievements in
"pipeline politics". Denmark consented to the Nord Stream construction
in its territorial waters, Turkey greenlighted the research related
to South Stream in its exclusive marine zone, and deals on the
construction of the Serbian segment of South Stream and the upgrade of
the Banatski Dvor gas storage facility were penned during the visit of
Russian President Medvedev to Belgrade. As a result of the impressive
progress in promoting South Stream, Russian President V. Putin made a
sensational statement that the pipeline would possibly be constructed
earlier than Nord Stream. The implementation of pipeline projects in
Southern Europe should make it possible for Russia not only to keep
the role of the main transiter for the Central Asian gas export,
but potentially to channel across its territory most of the natural
gas exported by Azerbaijan as well.

Extracting from Turkey the license for the South Stream-related
research was certainly the biggest of the above accomplishments. While
the project to construct the pipeline across the Black Sea bed
linking Novorossiysk (Russia) and Varnu (Bulgaria) and then forking
to reach Italy and Austria appeared ambitious, until recently there
was no clarity as to in which country’s territorial waters it would
be located. Naturally, Ukraine as the country currently hosting
most of the gas export avenues to Europe was reluctant to issue a
license to construct a pipeline bypassing its territory. According
to the existing plan, South Stream – a pipeline costing Euro 25 bn
and ensuring the throughput of 63 bn cu m of gas annually – must be
phased in in 2013 and finalized by 2015. Now it transpired that the
pipeline is going to be constructed in Turkey’s exclusive marine
zone, while Russia has paid for the decision by consenting to the
construction of the Samsun-Ceyhan oil pipeline across Turkey.

The new oil pipeline will run from Samsun at the Black Sea to Ceyhan
at the Mediterranean Sea, have the target capacity of 60-70 mln tons
of oil annually, and serve as an alternative to both the transit via
the Bosporus and the Burgas-Alexandroupoli pipeline via Greece and
Bulgaria, concerning which the Bulgarian government remains undecided.

Russia’s Rosneft, Transneft, and Sovkomflot, Turkey’s Calik, and
Italy’s Eni (which is also Gazprom’s key partner in the South Stream
project) will cooperate in constructing the Samsun-Ceyhan pipeline.

Russia’s Lukoil also expressed interest in joining the project,
and Kazakhstan said it would be one of pipeline’s suppliers.

The pipeline situation in South Europe is taking one more turn
favorable to Russia. The increasingly likely recovery in the relations
between Armenia and Turkey is paralleled by emerging tensions between
Turkey and Azerbaijan. On October 16, Azerbaijani President I. Aliyev
said at a government meeting that Turkey impedes the export of natural
gas from Azerbaijan to Europe. He said Turkey’s transit fees are 70%
higher than the regional average, while Azerbaijan is selling gas
to Turkey at $120 per 1,000 cu m which is only a third of the normal
international market price. Azerbaijani President said that over the
past two years Baku has been trying to address the problem gently
and to have all disagreements settled via negotiations but everything
Turkey offered in response was unacceptable.

Currently Azerbaijan supplies to Turkey some 6 bn cu m of natural
gas via the Baku-Tbilisi-Erzerum pipeline phased in in 2006. The
disagreements over transit fees affect the implementation of a much
bigger project – the construction of the Nabucco pipeline with the
31 bn cu m annual throughput, which is to link the Caspian region and
Europe via Turkey. The plan of the project consortium is to initially
feed only half of the amount to the pipeline, with Northern Iraq and
Azerbaijan contributing 8 bn cu m of natural gas each. Commenting on
the position of Azerbaijan, Radio Free Europe – Radio Liberty said
"Aliyev’s move has heightened fears that Azerbaijan may be moving
quickly into Moscow’s orbit, some observers say he could be bluffing
in an attempt to influence Turkey’s parliament".

Azerbaijan is actively relying on Russia as a counterforce to Turkey.

Practically at the time when Russia and Turkey were holding talks over
South Stream, Gazprom and State Oil Company of Azerbaijan Republic
signed a deal to start supplying gas from Azerbaijan to Russia
starting January 1, 2010. Initially the amount to be supplied – 0.5
bn cu m annually – is relatively modest, but it is to reach 3 bn cu m
annually in the future. Russia already stated that it would gladly buy
all the gas produced at the second phase of the Shah Deniz field. The
Azerbaijani expert community seems keenly interested in opportunities
to broaden the country’s oil and gas export to Russia. Once the
relations between Turkey and Armenia started reverting to normalcy,
Baku was prompt to realize that the throughput of its currently idle
northern export outlet is about 7.7 bn cu m of gas annually, and
transit via the Baku-Novorossiysk pipeline is much cheaper that across
Georgia. Azerbaijan could act as the supplier for South Stream upon
the completion of the construction in the framework of the project.

The position of Turkmenistan, supposedly the main supplier for Nabucco,
contributes to the dire outlook for the project. Turkmen ambassador
to Russia Khalnagar Agakhanov said in an interview to Nezavisimaya
Gazeta that despite Ashgabat’s strategy of diversifying the country’s
export routes at present the disputes between it and Azerbaijan over a
number of Caspian offshore oil and gas fields inhibit the construction
of a gas pipeline across the Caspian seabed.

Western commentators say that due to the lack of precedents the
chances that the international arbitration invited by Turkmenistan
will help to resolve the disputes are fairly slim. At the same time,
Khalnagar Agakhanov, for example, sees no serious obstacles in the
way of constructing the Caspian pipeline along the Caspian shore,
stretching to Russia via Kazakhstan.

On the whole, there is an impression that, given the momentum gathered
by the Russian leadership’s pipeline initiatives in the south, South
Stream is likely to be constructed ahead of not only Nord Stream,
but also Nabucco which is supposed to become operational in 2014.

Over a year ago the US and its European vassals had recognized
the independence of Kosovo. What will not be forgotten are the
fortitude of Serb patriots and the disgusting Hague trials during
which unbelievably unfair sentences were handed out to them. Yet, the
story is far from over. These days hundreds of NGOs based in the US,
Europe, and Arab countries are "promoting democracy" in Kosovo. It
should be realized to what extent their activities mesh with those
of the Albanian criminal underworld.

In Kosovo a dense network of mostly Islamic non-government foundations
and organizations are establishing numerous schools, ostensibly
to study Koran but practically to pursue an agenda not limited to
the dissemination of religious knowledge. In particular, the system
includes a number of Saudi organizations such as Al-Haramain Islamic
Foundation, Joint Committee for Rescuing Kosovo and Chechnya, and The
Saudi Joint Committee for the Relief of Kosovo, as well as Muslim
NGOs from other countries – Al Vakh Al Islami, The World Assembly
for Muslim Youth, The International Islamic Relief Organization,
The Society of the Revival of Islamic Heritage, and Kaliri il Merilis.

All the Saudi foundations are operated by the Saudi Relief Committee
headquartered in Riyadh. Its Kosovo office is located on the Bill
Clinton Boulevard in Pristina. The Kosovo branch is headed by
Jael Hamza Dzalaidan, an individual linked to Osama Bin Laden. The
mission of the Committee is to coordinate the efforts of all Saudi
NGOs in the former Yugoslavia aimed at spreading the Wahhabi brand
of Islam, with which the population of the geographic region was not
even familiar prior to the NATO occupation. The Committee provides
financial support to a range of Albanian organizations espousing
extremist views such as the Islamic Student Front, Prizren Youth,
and Albanian Youth of Kosovo and is also known to have sponsored the
terrorist Albanian National Army.

When Arab charities in Kosovo offer aid to villages and towns,
the consent of their residents to the construction of new mosques
is set as the prerequisite. Agents of Saudi intelligence services
establish contacts with the imams of the new religious centers, and
the believers attending them are subsequently regarded as candidates
for recruitment. Routinely the mosques are visited by Arab preachers
– typically individuals with combat experience from Lebanon, Iran,
Iraq, and Pakistan – who also act as military instructors. Along with
religious indoctrination they teach the younger generation of Kosovars
combat in urban settings and sabotage. Liaison officers of the Islamic
Jihad terrorist group based in Egypt were spotted in Kosovo. There
is a community of Albanian students at the Cairo University, a school
notorious for serially bringing up Muslim terrorists.

Muslim terrorists are especially active in the Prizren and Pec
regions. Communities of followers of the most aggressive Islamic
movements reside in Pec, and, unfortunately, support for them at
the Balkans is broadening. It is generally believed that there exist
three main centers of Islamic extremism at the Balkans – in Skopje
(Macedonia), Tirana (Albania), and Kosovo.

US security expert and OSCE Kosovo mission officer Thomas Gimble
asserts that Kosovo has grown into a heaven for Islamic terrorist
organizations and that Al Qaeda is massively pouring money into
the region. The Saudi Arabia, Iran, Bahrain, and Qatar as well as
the Hezbollah terrorist group are jointly forming a whole army of
jihadists potentially numbering up to 75,000 people.

The process underway in Kosovo is not an Islamic renaissance but the
advent of Wahhabism which is the most aggressive and irreconcilable
aberration of Islam. It is driven not only by the Saudi Arabia
but also by its "big brother" – the US. The latter may claim to
be uprooting Wahhabism in Afghanistan but, strange as it may seem,
the US has no problem coexisting with it in Kosovo. Manipulations
perpetrated by the US are meant to create a source of permanent
tension and destabilization in Europe. It is not surprising, therefore,
that Western humanitarian missions – Charles Stuart Mott Foundation,
East-West Management Institute, Foundation for Democratic Initiatives,
The Balkan Trust for Democracy, The German Marshall Fund, Rockefeller
Brothers Fund – are working side by side with Wahhabi preachers.

It is stated proudly at the site of the Charles Stuart Mott Foundation
that currently NGOs are mushrooming in Kosovo. According to Kosovo
branch head Bakshim Rahmani, the number of NGOs registered in the
province has reached 5,000!

Implementing its political projects in the region, the US cooperates
tightly with the leaders of the Albanian mafia. Curiously, "the
world’s foremost democracy" and the Albanian criminal groups seem
to have common objectives. The most influential leaders of Albanian
criminal underworld are Rami Mustafi, leader of the Rami-Guys group
controlling the east of Kosovo (Kacanik-Gnilana-Vitina), Albanian
politician Hashim Thaci, Recep Salemi, and Agim Cheku. The merger of
the Albanian politics and organized crime brought to life a monster
which poses a threat to the entire Central and South Europe. Backed
by Tirana and Washington, the Albanian organized crime is forging
political parties to infiltrate the Kosovo administration. For example,
Thaci, Salemi, and Cheku established the Kosovo Democratic Party. Their
allies are notorious individuals like Havit Haliti, Suleyman Semimi,
Agim Shyla, and Samid Lushtaku. Lushtaku and Semimi are the founders
of the Kosovo Liberation Army and former field commanders of the
Defense Corps Kosovo. All of these people have individual sectors
of responsibility in the politics and organized crime spheres while
acting under the control of the Democratic Party of Kosovo. So,
Thaci is the party leader, and Haliti is the director of secret
service and financial operations.

Currently the top criminal positions in Kosovo are shared by the
Rami-guys and several other groups having links with US and Albanian
intelligence services. Some of them are characterized below.

The Brakai group is led by brothers Albert, Ilin, and Fatmir Brakai.

They maintain close ties with former Albanian Prime Minister and
present-day parliamentarian Fatos Nano. Information about the
connections between Nano and the Albanian mafia in Italy surfaces
regularly in the Italian media. The Brakai group controls Pristina
and the territories along the Drenica Valley.

The dominion of former Kosovo Prime Minister Ramush Haradinaj’s
group spans Pec-Decani-Dakovica. It is sponsored by major Albanian
businessman and arms smuggler Ekrem Luka. The arms deliveries are
controlled by Luka’s trustee Ali Haski who is linked to Albania’s
SHIK security service. Luka is an ally of Thaci’s clan connected to
it via Haliti.

Several other groups are also dominant in the formerly Serbian Kosovo.

Florim Maloku controls the smuggling of cigarettes, cars, and alcohol
into Kosovo (he is known to have donated $300 to the Kosovo Liberation
Army in the past). Ismet Aslani, an individual linked to Thaci and to
Kosovo’s number one smuggler Nuredin Ibishi, controls the deliveries
of marijuana, heroin, and fuel to the region. Salli Nimani, whose
donations to the cause of the Kosovo Liberation Army totaled $3 mln,
supplies firearms from Albania, occasionally transiting them by cars
with diplomatic license plates. He also helps former Kosovo Liberation
Army guerrillas find jobs in Presevo, Medveda and Bujanovac, thus
broadening the niche of his criminal activity. As a result, currently
Nimani is also smuggling firearms into the above regions. Shukri Buya,
a smuggler and a confidant of SHIK and the Albanian mafia, sponsors
the Black Eagle paramilitary formation.

As it follows from all of the above, the Islamization of the formerly
Serbian territories is paralleled by their criminalization. The
Albanian mafia patronized by Washington is penetrating the Kosovo
administration and propelling its agents to significant political and
government positions. Given the current disposition, the abandoned
Serbian minority in the region has practically no chances to survive.

"My beloved Serbia, I am ready to sacrifice my life in your name. I
am aware what I give away and for what". This was the vow of Serbian
volunteers preparing to fight the enemies of their country. Hopefully,
Serbs will find the strength not to give in at the face of new
hardships.

Under the 2010 draft budget the RA Ombudsman’s Office is to receive
125m AMD against 135m AMD this year, RA Ombudsman Armen Harutyunyan
stated in Parliament. He reported that liaison and business trip
expenses will mostly be reduced. "We are for reducing expenses on
business trips abroad, as hosts or donors normally sponsor important
meetings. Business trips inside Armenia are more important for us. In
this context we consider our negotiations with the Government a
success," he said.

Harutyunyan pointed out that the office has a 47-member staff, with
only 28 of them being experts. Over the past two years, 50% of the
experts have quitted because of low salaries – the average monthly
salary is 119,000 AMD (about U.S. $300).

Whether the Ombudsman will ask the Government to raise the salaries,
Harutyunyan said: "It should be done when possible. It is unrealistic
to speak of a wage increase amid the budget reduction."

This year office representatives have paid two or three visits to
Armenia’s regions, whereas only one visit to each region will be paid
next year. "All the group members visit the regions, after which task
groups stay there for two days," Harutyunyan said.

As to whether the office will become less efficient, the RA Ombudsman
said: "We will be able to perform our fundamental tasks. It will not
be easy, but the basic expenses have remained unchanged."

Report on the right to fair trial will be most probably ready by the
end of November, Ombudsman Armen Harutyunyan told the journalists on
Nov. 5.

Asked whether when it will be made public, Harutyunyan replied, "The
experts are still working on the report that will also involve March
1 trials. However, it will not merely be devoted to March 1 events,
as we speak of the right to fair trial in Armenia in general. Once
it is completed, you will be informed of it."

The document is being translated into English, Ombudsmen noted. Asked
why is it translated and whether it means report should be sent
somewhere, Harutyunyan said, "We always make our reports in two
languages."

The November 4 incident on the Armenian-Georgian border was a result
of engineering works on demarcation, the head of RA National Security
Service (NSS) press service Artsvin Baghramyan told NEWS.am.

"Presently engineering works on demarcation are conducted, it was
just a matter of measurement," said Baghramyan, adding that such
cases usually occur in the course of demarcation.

Referring to the presence of Georgian army as well as chiefs of
frontier services of both countries at the site, Baghramyan stated
that the information is unlikely to be true.

As Hayk daily has reported today, the situation strained after Armenian
side tried to place frontier markers and faced resistance of Georgians.
