PRIME MINISTER TIGRAN SARGSYAN ON WORKING VISIT TO UNITED STATES

ArmInfo. RA Prime Minister Tigran Sargsyan-led delegation’s working
visit kicked off in the United States of America. The head of
government is in the USA to attend ArmTech – 2009 business forum,
the Government press-service told ArmInfo.

On the first day of the program, Tigran Sargsyan met with President of
Lincy Foundation Jay Rackow and First Vice-President, Harut Sasounyan
in Los Angeles. The sides discussed a bilateral cooperation- related
agenda. Lincy Foundation is funded by Kirk Kirkoryan, a US billionaire
Armenian by origin. The first program implemented in Armenia in
2001-2003 cost $150 million. The second program worth $60 million
was implemented in 2006-2008.

Dedicated to the development of high technologies, ArmTech – 2009 will
take place in San Jose which is the heart of the Silicon Valley. The
Prime Minister-headed Armenian delegation includes Chief of Government
Staff David Sargsyan, Minister of Economy Nerces Yeritsyan, other
dignitaries.

ArmInfo. The Karabakh conflict is not included in the Armenian-Turkish
protocols. This is very important and it means that Turkey will not
bring it back to the agenda any more, Richard Giragosian, director of
the Armenian Center for National and International Studies ( ACNIS),
said at a seminar in Yerevan.

He said that even U.S. officials admit that Nagorny Karabakh issue is
the second track of diplomacy between the two parties which moves much
slower and there is less optimism about possible breakthrough for the
nearest future. He said that Nagorny Karabakh conflict is naturally
related to the Armenian-Turkish relations. However, he thinks that
this issue is no longer linked to these relations directly and can no
longer be a precondition to the Armenian-Turkish diplomacy. This issue
must not be brought back on the agenda any more, R. Giragosian said.

ArmInfo. Nagorno-Karabakh conflict is an important issue of
Armenian-Turkish diplomacy, Director of Armenian Center for National
and International Studies Richard Giragosian said at a seminar in
Yerevan, Wednesday.

According to him, Turkey’s constant demands on the Karabakh issue
is a challenge not only to Armenia, but to the whole international
community. He pointed out that the progress in Nagorno-Karabakh
conflict is not on the agenda today. He said he personally did not
expect any changes in the Karabakh peace process. Now it is more
important how to define this process in which Turkey and OSCE are
expecting some signs of progress, Giragosian said. He added that
Armenia has strong expectations from Turkey to take further steps
to restore the relations, and Brussels and Washington are exerting
constant pressure on Turkey for the latter to implement its commitments
within a reasonable period of time.

ArmInfo. Change in Russia’s policy may lead to radical changes in
Karabakh process, Richard Giragosian, director of the Armenian Center
for National and International Studies (ACNIS), said at a seminar in
Yerevan. He said breakthrough in settlement of the Karabakh conflict
may not depend on Yerevan or Baku, OSCE Mink Group or Stepanakert.

Possible change in Russia’s policy from pro-Armenia to neutral
position may influence the process. This will promote relations of
Russia and Azerbaijan. In addition, Russia will hereby demonstrate
to America and Europe that it can cooperate more constructively,
the expert said. He believes that such possible change in Russia’s
policy is the only factor Armenia is not ready for and in such case
Armenia will not have a response or lever of counterbalance.

ArmInfo. Press-service of the NKR Foreign Ministry has directed an
open letter to the editor-in-chief of because of an article of one
of its correspondents.

As ArmInfo correspondent reported from Stepanakert, the letter says:
‘Having personally visited the Nagorno Karabakh Republic, Berliner
Zeitung newspaper’s correspondent, if even desired, couldn’t but notice
that the people who had experienced terrible hardships, destructions,
and grief in an unequal struggle had, however, managed to realize its
right to self-determination, heroically stand all the calamities of the
war, restore its state infrastructure, and implement radical reforms
for establishing a state corresponding to the European standards.

After the World War II, the Germans dreamed for an integrated state
and lived with this idea tens of years. We don’t think that the German
nation’s aspiration can be questioned by any other nation.

Exactly 20 years ago, the Berlin separating wall was destroyed in just
a few days by the will of the great powers, and the Germans not only
reunited, but also gained full- fledged independence, on the occasion
of which we congratulate this distinctive and gifted nation of the
Old World.

Nagorno Karabakh gained its independence, having, first of all,
neutralized the Azerbaijani aggression, defending the lives of
children, women, and old people. Just that’s why nobody can question
the will and right of Nagorno Karabakh’s people to independence. In
other words, nobody brought the independence and right to free life to
Nagorno Karabakh on a tray. And if today’s population of our Republic
makes only 140 thousand, then it is also a vivid demonstration of
Azerbaijan’s evident anti- Armenian policy; otherwise, over a million
and a half of Karabakhi Armenians and their descendants would not be
citizens of other states today. So, like Germans in the recent past,
today we are also striving for our sovereignty.

The Germans have, for many years, cherished as relics the stones
and fragments of the once separating Berlin Wall. The situation is
totally different in Nagorno Karabakh. Here, the shrines are the
marble tombstones of soldiers perished at the Karabakh War for the
independence of their homeland. The correspondent of your newspaper
could not but notice that.

Unfortunately, we should state that having overcome thousand
kilometers, journalist Tobias Asmuth presented a superficial and
distorted article to the readers of the newspaper, without inquiring
the causes and essence of the Karabakh issue. Similarly, the author
could easily write a number of analogous articles, staying at home
and using various sites.

However, if freedom of speech and press is equivalent to a sin against
truth for the Berliner Zeitung, then it is quite a different matter.’

ArmInfo. The OSCE Minsk Group co-chairs on Karabakh conflict settlement
Yuri Merzlyakov (Russia), Bernard Fassier (France) and Robert Bradtke
(USA) as well as personal representative of the OSCE chairman-in-office
Andrzej Kasprzyk will arrive in Yerevan tomorrow to meet the leadership
of the country, a diplomatic source told ArmInfo.

At present the co-chairs are in Azerbaijan.

ArmInfo. About 70,000 sheep or about 10% of the whole livestock have
been exported from Armenia since early 2009, Armenia’s Minister of
Agriculture Gerasim Alaverdyan said at Thursday press-conference.

According to him, the average selling price of one sheep made up
about 30,000 drams ($78 at the current rate). The minister also
said that the Armenian sheep are exported mainly to Iran, Syria
and UAE. ‘This is an ecologically clean product, that causes these
countries’ interest. Export is a serious stimulus for development of
cattle breeding in the republic, and I welcome it’, the minister said.

YEREVAN, November 4, /ARKA/. Armenia’s national gas operator
ArmRosGazprom (ARG) said in a statement it has invested a total of
$376 million in the fifth unit of Hrazdan thermal power in 2006-2009,
including $248.8 million paid for the Hrazdan facility, of which
almost $189 million in natural gas supplies to Armenia.

According to the statement, the fifth unit of the power plant will
come online in 2010 July. ‘As a result Armenia will have effective
and competitive 400 megawatt power generating capacities.’

The statement said the company has brought state-of-the-art equipment
to assemble the steam generating unit of the fifth unit that will
make the project unique not in the region but also in the word.

The Hrazdan power plant will be working on Iranian gas and will sell
part of electricity to Iran as payment for gas.

ARG’ statement said the company has received a 4,000 kilowatt-ampere
transformer and besides a block transformer, two German-made water
boilers, as well as Alstom-made equipment for the gas turbine are
going through the customs clearance and will arrive at the site soon.

Anatoliy Podmyshalsky, deputy chairman of ARG and head of a Gazprom
department in charge of former Soviet republics, was quoted as saying
that everything is being done to have the fifth unit come online in
2010 summer.

ARG was founded in 1997. The Russian Gazprom owns 80% in it, the rest
is held by the Armenian government.

YEREVAN, November 4, /ARKA/. The Armenian government plans to allocate
8.3 billion Drams to fund scientific research next year, first deputy
minister of finance Pavel Safarian said Tuesday during a parliamentary
hearing on the 2010 draft budget. He said science spending has not
been slashed and will remain on the 2009 level.

According to the deputy minister, the funds will be directed to three
major research directions- fundamental, targeted and thematic. Some
5.2 billion Drams are earmarked to support fundamental research and 1.5
billion Drams will be spent on thematic or contractual research work.

According to Pavel Safarian, some 529 million Drams will be paid
to scientists with academic degrees. The extra payment will be from
10,000 to 20,000 Drams.

According to the 2010 draft budget, the government plans to collect
676. 6 billion Drams of revenues, down from 772 billion projected
for 2009. It also plans to spend 859.6 billion drams, of which 85.7%
will be current expenditures. Tax revenues for 2010 are projected at
533 billion Drams, up from 510 billion, projected for 2009.

YEREVAN, November 5. /ARKA/. Funding of Armenian science is planned
to increase 10 times by 2020 up to 2% of GDP of the country", said
Radik Martirosyan, President of Academy of Sciences to the journalists
on Wednesday.

According to the draft budget plans to allocate 0,2% of GDP or less
than 1% from the part of expenses in 2010 which is about 8 billion
drams. "The planned allocations are not enough for the development
of science. In Armenian the state allocates 3 thousand EURO for
each scientist and in European countries it makes about 120-130
thousand EURO", he said. Strategy of science development till 2020
was elaborated, according to which funding of science is planned to
reach to 2% in 2020.

But the provision of the given indicator will be problematic and
will fully depend on the economy and development of its priority
directions. "Provision of all the envisaged indictors will allow
to raise the level of Armenian science up to European standards",
