"Turkish government’s policy of normalizing ties with Armenia is
difficult to predict."

"I am concerned over initiatives of "progress" including "Armenian
progress"," Member of Turkish parliament from Republican People’s
Party Birgen Kelesh said.

"Armenian progress" has been initiated because of borders," she said.

"We back normalization of relation with neighbors. However, current
situation must also be taken into account," she added.

"Armenia’s claims of "genocide", territorial claims to Turkey and
occupation of Azerbaijani territories are basic facts that hinder
normalization of Turkish-Armenian relations. These factors have not
been eliminated and Armenia makes no effort to eliminate them. The
Turkish government has given two promises: one to Azerbaijan and
another to Armenia. I wonder which of the promises the government
will keep," the Turkish MP said.

"Armenia will never agree to Turkey’s mediation in peaceful resolution
of the Nagorno-Karabakh conflict," the MP said.

As likely as not the incidents on Armenian-Georgian border will reoccur
further, Georgian political analyst Paata Zakareshvili said November
5. He expressed hope that eventually "common sense will outface and
the sides reach a consensus."

According to Zakareshvili, the incident reported yesterday
most probably took place. "I have studied the information on
Armenian-Georgian border incident. Apparently, indeed there was
a confrontation between the sides. However, according to available
information, the incident is over," said Zakareshvili, not ruling out
that the incidents might repeat on the same or another part of border.

As NEWS.am reported previously, the regular incident on
Armenian-Georgian border occurred November 4. According to Hayk daily,
the situation heated up after Armenian side tried to place frontier
markers and faced confrontation from Georgian side. Meanwhile, the
head of RA National Security Service (NSS) press service Artsvin
Baghramyan stated that incident was a entailed by engineering works
on demarcation. "Presently engineering works on demarcation are
conducted, it was just a matter of measurement," said Baghramyan,
adding that such cases usually occur in the course of demarcation.

BUDAPEST: Armenian President To Arrive In Hungary For State Visit On

ARMENIAN PRESIDENT TO ARRIVE IN HUNGARY FOR STATE VISIT ON NOVEMBER 8

Armenian President Serzh Sargsyan will arrive in Hungary on a three-day
state visit on November 8, the Hungarian President’s Office told MTI
on Thursday.

Sargsyan and his Hungarian host, President Laszlo Solyom, will hold
talks and sign agreements on Monday. Later on, the Armenian president
will meet House Speaker Bela Katona.

On Tuesday Sargsyan will hold talks with Prime Minister Gordon Bajnai,
to be followed by a meeting with Hungarian and Armenian businesspeople
in the Parliament.

Solyom and Sargsyan will jointly open an exhibition on the two
countries’ military history in Budapest.

YEREVAN, NOVEMBER 6, NOYAN TAPAN. Issues related to military
cooperation of Armenia and NATO, the establishment of international
security and stability, the participation of the Armenian armed
forces in NATO operations, the Nagorno Karabakh problem settlement,
and regional developments in the context of possible normalization of
Armenian-Turkish relations were discussed at the November 6 meeting
of RA Minister of Defence Seyran Ohanian and the NATO Secretary
General’s Special Representative to the South Caucasus and Central
Asia Robert Simmons.

R. Simmons expressed satisfaction at the Armenian armed forces’s
willingness to take part in the operations of International Security
Assistance Force (ISAF) in Afghanistan, saying that it will improve
cooperation of the Armenian armed forces with NATO and contribute to
the formation of similar approaches to the problems of international
security and stability in South Caucasian countries.

The sides stressed the importance of efforts on establishing diplomatic
relations between Armenia and Turkey and opening the borders, saying
that these efforts will undoubtedly strengthen the security and
stability in the region.

As regards the Karabakh conflict settlement process, R. Simmons said
that the political leadership of NATO views the problem’s resolution
only within the framework of the OSCE Minsk Group, ruling out the
use of force.

According to the Information and PR Department of the RA Ministry
of Defence, the interlocutors also addressed such issues as the
development of peacekeeping capacities of the RA, reforms in its
military education system, the introduction of the institution of
civil servants in the RA Ministry of Defence, involvement of partner
states in the preparation of the new strategic concept of NATO,
and other issues.

YEREVAN, NOVEMBER 6, NOYAN TAPAN. Receiving the NATO Secretary
General’s Special Representative to the Caucasus and Central Asia,
Ambassador Robert Simmons on November 6, Armenian President Serzh
Sargsyan stated that Armenia will continue efforts on enhancing the
partnership with NATO. He considered the cooperation with NATO in the
military sector and the spheres of security and emergency situations
as useful, instructive, and necessary.

Robert Simmons said the NATO-Armenia relations are at a good level. He
expressed a hope that the 2009-2010 Individual Partnership Action Plan
(IPAP) will also be successfully implemented. T. Simmons underlined
Armenia’s contribution to international peacekeeping operations. When
discussing the regional problems, he welcomed progress made in the
normalization of Armenia-Turkey relations, noting that NATO is in
favor of these relations’ normalization without any preconditions. He
expressed a hope that the parliaments of the two countries will ratify
the signed agreements as quickly as possible.

The interlocutors also exchanged ideas on Armenia-NATO agenda issues
and some regional problems, the RA presidential press service reported.

Official Visit Of Serzh Sargsyan To Kuwait

OFFICIAL VISIT OF SERZH SARGSYAN TO KUWAIT

AL KUWAIT, NOVEMBER 6, NOYAN TAPAN. Armenian President Serzh Sargsyan
paid an official visit to Kuwait on November 3-4. After the official
welcoming ceremony at Al Kuwait Airport and a short talk with Kuwait’s
Emir Sheikh Sabah Al-Ahmad Al-Sabah at the airport, President Serzh
Sargsyan received in his residence Director of the Kuwait Investment
Authority Bader Mohammad Al Sahadin. The latter said the Authority
implements investment projects in various developing countries and they
would be glad to cooperate with Armenia as well. Power engineering,
agriculture, real estate, and mining industry were pointed out as
sectors for possible investment by the Fund.

An agreement was reached to send a specialized working group to Kuwait.

Serzh Sargsyan had a meeting with Director General of the Kuwait Fund
for Arab Economic Development Abdulwahab Ahmad Al-Bader. The Fund is
one of the major institutions for economic development of the Gulf
countries and aims to encourage economic progress of the Arab countries
and developing countries by allocating financial loans and technical
assistance grants and making investments. Its director general also
attached great importance to the participation in Armenia’s economic
development and indicated economic infrastructure as the possible
sector of cooperation.

In his residence S. Sargsyan also received Speaker of Kuwait’s National
Assembly Jassem Mohammad Al-Kharafi and Kuwaiti Prime Minister Sheikh
Nasser Al-Mohammad Al-Ahmad Al-Sabah.

"This is my first visit to the Gulf region and its purpose is to
give fresh impetus to our cooperation with Gulf countries. Armenia
is interested in deepening its relations with Kuwait and other Gulf
countries, and our parliaments may play an essential role in this
respect," S. Sargsyan stated during the meeting with Speaker of
Kuwaiti National Asembly.

Jassem Mohammad Al-Kharafi underlined that the mutual visits and
contacts at the high level are conducive to the development of
bilateral relations and represent a definite incentive for business
circles of the two countries.

He proposed holding Days of Armenian Culture and in this way
familiarize Kuwait’s population with the tourism opportunities of
Armenia that Kuwaiti people consider a beautiful and attractive
country.

The prospects of developing economic cooperation of the two countries
were discussed during the meeting with the prime minister of Kuwait.

In the words of the interlocutors, the mutual respect of the Armenians
and the Arabs for each other and their positive feelings form a
fertile soil to cooperate in various spheres and fulfill the whole
potential of economic and cultural cooperation.

Serzh Sargsyan said that Armenia has positive experience of economic
collaboration with some Gulf countries, and in case of adequate
steps and consistency it will be possible to reach desirable results
regarding Armenian-Kuwaiti economic cooperation. He proposed setting
up an intergovernmental commission.

The interlocutors were unanimous in their opinion that the opening of
embassies in Yerevan and Al Kuwait will promote the bilateral relations
and the constant political dialog. They agreed to accelerate the steps
aimed at signing an agreement on encouragement and mutual protection
of investments between the two countries.

Later on the first day of the state visit, S. Sargsyan conducted
negotiations with Kuwait’s Emir Sheikh Sabah Al-Ahmad Al-Jaber
Al-Sabah. The Emir expressed confidence that the visit of Serzh
Sargsyan will stimulate the cooperation in various spheres based on the
centuries-old friendship, mutual love and respect of the Armenian and
Arab peoples. "There is no circumstance or problem that mights hinder
the development of our relations. Such high-level meetings can be
considered as a new stimulus to foster bilateral relations," he said.

S. Sargsyan in his turn thanked the Emir of Kuwait for his invitation
and warm reception. He stressed that Armenia is interested in promoting
the political dialog and the economic and cultural cooperation with
Kuwait, adding that the small but well-organized Armenian community
in Kuwait is a reliable bridge of the friendship between the two
countries.

He said the Armenian authorities are prepared to discuss in detail the
possible investment projects in Armenia, to ensure a proper environment
and provide all possible assistance for their implementation.

The sides exchanged ideas about the regional security and the solutions
to the current problems and conflicts. S. Sargsyan informed Kuwait’s
Emir about the current stage of normalization of Armenian-Turkish
realtions, as well as the essence of the Artsakh problem and the
negotiations on its resolution.

He said that the insufficient information about the Artsakh problem
and the inappropriate and inadmissible misuse of the religious
solidarity factor by Azerbaijan often result in incorrect decisions
by the Organization of Islamic Conference.

S. Sargsyan and the leader of Kuwait attended the signing ceremony
of the intergovernmental agreements: the agreements on cooperation
in agriculture, education, culture, and tourism, as well as the
agreement on the avoidance of double taxation and the prevention of
fiscal evasion with respect to taxes on income and property. Then
the Emir of Kuwait gave a dinner in honor of the Armenian president.

S. Sargsyan visited a scientific center in Kuwait’s Salamiya area where
he became acquainted with the activities of the center dealing with
the problems of the ecosystem of the Gulf. He met with the Chairman
of Kuwait’s Chamber of Commerce and Industry.

S. Sargsyan also met with representatives of the Armenian community
in Kuwait. He spoke about the results of the visit and the agreements
reached, about Armenia’s socioeconomic development, the preservation
of Armenian identity, the normalization process of Armenian-Turkish
relations, and the negotiations on the Artsakh problem settlement. He
answered the questions of Kuwaiti Armenians.

YEREVAN, NOVEMBER 6, NOYAN TAPAN. IF the Foreign Relations Committee
of the Turkish parliament does not release a positive recommendation
about the Armenia-Turkey protocols by December 7, the Turkish prime
minister will not be given a cordial welcome in Washington, moreover,
he will not be received at all. Sposkesman for the Republican Party of
Armenia (RPA) Edward Sharmazanov made this statement at the November
6 press conference. In his words, the fact that U.S. has always
welcomed RA President Serzh Sargsyan’s policy full of initiative
and has repeatedly said that Armenian-Turkish normalization should
proceed without any preconditions gives an occasion to think so.

"To establish relations with Turkey at any price is not our goal," E.

Sharmazanov said. According to him, in the 21st century, it is
necessary and appropriate for any European country to have open
borders. "Let Turkey decide whether it corresponds to the standards
of a European state or not," RPA’s spokesman noted. He said that
if Turkey does not ratify the protocols, Armenia has no unilateral
obligation to do so.

Speaking about the Karabakh conflict, E. Sharmazanov said he does
not see its resolution in the near future because the problem is
very complex. "The issue of status is the most important one. The
Azerbaijanis should put the idea of Karabakh’s being part of Azerbaijan
out of their heads," he declared. E. Sharmazanov also advised the
Turks to think about the fact that they have occupied 37% of the
territory of Cyprus, and only after that to demand some territories
for Azerbaijan from Armenia.

Erdogan wants joint council set up to debate thorny issues, visiting
diplomat tells government

A letter sent to Prime Minister George Papandreou by his Turkish
counterpart Recep Tayyip Erdogan proposes the establishment of a
joint council involving the premiers and ministers of both countries
to debate key issues of bilateral concern such as the Cyprus problem,
tensions in the Aegean and illegal immigration, a top-ranking Turkish
diplomat revealed during a visit to Athens yesterday.

Egemen Bagis, Turkey’s minister for European Union affairs, was in
Athens to attend a conference on Ankara’s EU accession prospects
organized by the International Center for Black Sea Studies (ICBSS).

Bagis said Erdogan has expressed his interest in joint discussions with
Greek government officials on a range of issues. But Bagis himself
kept his cards rather close to his chest on issues of key concern to
Greece such as illegal immigration and the Cyprus problem, focusing
more on the topic of Ankara’s EU accession bid, due for evaluation
by the European Commission next month.

On the issue of Cyprus, Bagis noted that a settlement would be
"beneficial for all involved" but reiterated that Turkey would
only open its ports and airports to Cypriot ships and aircraft
– in accordance with EU demands – if economic sanctions on the
Turkish-occupied north of Cyprus are lifted.

As for the problem of illegal immigration, Bagis avoided commenting
on the failure by Turkish authorities to honor a migrant repatriation
pact signed by Athens and Ankara in 2003, referring instead to the
arrests of smugglers that have been made on Turkish soil.

Nevertheless Bagis said he believed Erdogan’s initiative would spur
dialogue and could possibly lead to progress on longstanding problems.

"These days we discuss everything in Turkey, things that had been
taboo in the past," Bagis said, referring to a pact signed between
Turkey and Armenia last month to restore diplomatic ties.

In a related development yesterday, Turkey’s state-run Anatolia news
agency said that Erdogan was planning an official visit to Greece
but that a date had yet to be set.

Edward Nalbandian received OSCE Minsk Group Co-chairs Yuri Merzliakov
(Russia), Bernard Fassier (France), Robert Bradtke (U.S.) and Personal
Representative of OSCE Chairman-in-Office Andrzej Kasprzyk.

According to the RA Foreign Ministry Press and Information Department,
a number of issues regarding the Nagorno Karabakh settlement process
were discussed at the meeting. The Co-chairmen presented the results
of their meetings in Baku to the Foreign Minister.
