traffic related issues in Yerevan, making full use of 2009 city budget,
leading transportation management expert Karen Hakobyan told a news
conference in Yerevan.

Asked to comment on smoking in public transport as well as malfunctions
of minibuses, he said, "Passengers’ negligence results in violations
of the law on restriction of tobacco products consumption."

"As to malfunctions, minibuses undergo maintenance checkup twice a
year so the level of faultiness must be low. The business entity in
charge of transportation services should also bear responsibility
for technical validity," Hakobyan concluded.

to creation of the film, portraying Missak Manouchian’a life," actor
Serge Avedikian said, reminded of chansonnier’s accounts about his
father, Mishs Aznavourian. "They helped me a lot in my work in Robert
Guediguian’s "The army of crime" film to premier in Yerevan on November
29," the actor said.

The film deals with the true events surrounding the Affiche Rouge
("red poster") affair. The phrase "army of crime" was taken from the
caption on historic propaganda poster, in which the Nazis sought to
present prominent resistance fighters as criminals. The caption read
"Liberators? Liberation by the army of crime".

In Paris during the German Occupation, an ill-assorted group of
resistance fighters commits disorganized attacks. Missak Manouchian,
an Armenian exile, is ready to help but is reluctant to kill; for
him, being ready to die but not to kill is an ethical matter. However,
circumstances lead him to abandon his reluctance. Under his leadership,
the group structures and plans its actions and thus the Manouchian
network is born. The film traces the story of this group, from its
shaping to the execution of its members in 1944.

"~SThe army of crime" has already won acclaim among the audience,
owing to its truthfulness and professionalism," Ariane Askaride, the
actress starring in the role of Madame Elek in Robert Guediguian’s
film, emphasized.

/PanARMENIAN.Net/ An employee of the Kazakhstani Embassy in Russia,
who is suspected of beating an Armenian visitor, was detained yesterday
in Moscow.

The conflict took place on November 1. As investigation found, a
suspect, working as a driver for the Embassy of Kazakhstan in Russia,
beat a citizen of Armenia. The victim with head injury and fractures
was hospitalized. Yesterday law enforcement officials arrested the
alleged perpetrator near the house number 54 at Chertanovskaya street,
CITI-FM reported.

November 27 chaired by the secretary of the National Security Council
(NSC) of Armenia Arthur Baghdasaryan decided to develop a national
concept of civil defense in accordance with the RA National Security
strategy and Armenia – NATO Individual Partnership Action Plan (IPAP).

The concept will be presented to the National Security Council until
May 2010.

The Secretary of the National Security Council, emphasizing the
importance of the concept, particularly said the adoption of the
concept is important for further implementation of reforms in the
field of civil protection.

Regional Center for Crisis Management will be established in Yerevan
with branches in regions, press office of the National Security
Council of Armenia reported.

League 1 bronze medalists, are getting ready for a new season.

As head coach Sevada Arzumanyan told PanARMENIAN.Net reporter, on
December 1-2, club participants will undergo medical examination,
to be followed by trainings in Armenia and Georgia.

According to Sevada Arzumanyan, goalkeeper Gevorg Kasparov became a
part of Iranian football club, so the position is currently vacant.

In 2010, Uliss will participate in UEFA Cup qualifier. "Our goal is
to perform successfully and present Armenia at the championship as
best we could," Sevada Arzumanyan noted.

RA Prime Minister Tigran Sargsyan has held a meeting with the newly
appointed Indian Ambassador to Armenia Mr. Achal K. Malhotra. The
RA Premier congratulated the Indian diplomat on commencement of his
mission in Armenia, expressing hope that his activities will give
impetus to the development of bilateral relations, the RA Government’s
press service told NEWS.am. "Our political relations are at a high
level, and we appreciate that. At the same time our wish is that our
bilateral economic relations develop as well. I am sure we have a
great potential for that," Premier Sargsyan said.

Ambassador Achal K. Malhotra conveyed the greeting of the Indian
Premier and people to the Armenian Prime Minister, and made a high
appraisal of the Armenian community’s contribution to the Indian
multicultural and multilanguage society.

The sides discussed the establishment of an information and
communication technologies center in Armenia, as well as scientific
and agricultural cooperation. The Indian Ambassador also outlined a
new agenda of assistance to friendly states. The side also discussed
the two states’ experience in overcoming the global economic crisis.

The Armenian Premier expressed hope that the Armenian-Indian
Intergovernmental Commission will hold a meeting in the near future.

Combat capability of Armenian army provides balance with Azerbaijani
armed forces, having quality vs. quantity, RA Defense Minister Seyran
Ohanyan told Armenian H2 TV channel.

According to him, Azerbaijani President’s statements are not of great
concern to Armenian side, as they contain much politics induced by
domestic situation and foreign policy of the country.

Presently, RA Defense Minister esteems military efficiency of Armenian

In the course of December 1-2 meetings in Athens, Armenian and
Azerbaijani Foreign Ministers, Edward Nalbandyan and Elmar Mammadyarov,
are expected to discuss the issues that the sides have not yet agreed
on, informed Elhan Poluhov, Azerbaijani FM Spokesman. In addition,
a 3+2 format meeting of FMs with OSCE MG Co-Chairs is also scheduled.

OSCE Minsk Group Co-Chair Yuri Merzlyakov earlier reported of the
possibility of Nalbandyan-Mammadyarov meeting within the framework
of the OSCE Foreign Ministers’ conference.

Earlier, speaking in RA NA, the Armenian FM did not rule out the
possibility that the document adopted in the course of OSCE Foreign
Minister’s meeting will contain the provision on conflicts, namely
Nagorno-Karabakh issue.

Nov. 26, 2009 RA Foreign Minister Edward Nalbandyan met with Crown
Prince Naruhito within the framework of his official visit to Japan.

Nalbandyan conveyed RA President’s greetings to Japanese Emperor
Akihito and outlined Armenia strives for the enhancement of friendly
relations with Japan, RA MFA press service informed NEWS.am.

RA FM presented Naruhito Armenia’s stances on certain regional and
international issues, the purpose of his visit, outcomes of his
meetings with Japanese officials and the agreements reached for
promotion of Armenia-Japan cooperation in different fields.

Nov. 26, Nalbandyan gave Japanese NHK Channel and Nikkei daily
interviews. He also visited Shimizu Corporation and had a meeting
with its management, where the corporation’s programs carried out in
Armenia and the expansion of collaboration were discussed.

November 27, Nalbandyan returned to Yerevan.

Turkish Besiktas Aziz Akkaya stated about his resignation, Turkish
Yenisafak reports. The head coach said: "It is shameful to lose to
a team, that participates in EuroCup first time."

NEWS.am notes that Turkish people are still in aftershock by Besiktas
failure.

After the three rounds, Armenian Hatis has 5 points and is leading
group F. Hatis will face Greek Athinaikos in the next round in Yerevan
on Dec. 3.
