achieved agreement with the NKR authorities, the OSCE mission conducted
Á regular monitoring of the line of contact of Nagorno Karabakh and
Azerbaijani armed forces near Horadiz settlement.

>From the positions of the NKR Defense Army the monitoring group
was headed by Personal Representative of the OSCE Chairman-in-Office
(CiO), Ambassador Andrzej Kasprzyk. The monitoring group involved Field
Assistants of the Personal Representative of the OSCE CiO Peter Kee
(Great Britain), Irzhi Aberle (the Czech Republic) and Zhaslan Nurtazin
(Kazakhstan).

No violation of cease-fire regime was registered. The monitoring
mission from the Karabakhi side was accompanied by representatives
of the NKR Ministries of Defense and Foreign Affairs, NKR MFA
Press-Service reported.

ARMENIAN PRESIDENT ARRIVES ON STATE VISIT TO BUDAPEST ON NOVEMBER 9 AT INVITATION OF HUNGARIAN PRESIDENT

BUDAPEST, NOVEMBER 9, NOYAN TAPAN. At the invitation of the preident of
Hungary Laszlo Solyom, Armenian President Serzh Sargsyan has arrived
on a state visit to Budapest on November 9. As the RA presidential
press service reported, since Armenia’s independence, this is the
first state visit to Hungary at the level of Armenian president.

Following the official welcoming ceremony at the palace of the
Hungarian president, S. Sargsyan made a record in the Book of Honorary
Guests. Then a tete-a-tete talk of S. Sargsyan and L. Solyom took
place followed by negotiations in an enlarged staff.

L. Solyom said Hungary considers Armenia an important partner and is
prepared to deepen its political dialog, cooperation in trade, economy,
humanitarian and other spheres with Armenia in both the bilateral
and multilateral formats. The presidents expressed confidence that
the current visit will become a stimulus for promotion of relations
between the two countries. In their words, the documents and agreements
to be signed during the visit will create a sufficient legal basis
for developing the Armenian-Hungarian friendly links.

S. Sargsyan and L. Solyom said that despite the evident dynamism of
the political dialog between Armenia and Hungary in recent period,
the rates of trade and economic cooperation do not yet reflect the
existing potential. They stated with confidence that the documents
signed and the Armenian-Hungarian business forum to open in Budapest
will give fresh impetus to business ties and help increase the trade
turnover between the two countries in parallel with overcoming of
the global financial and economic crisis.

The heads of the two states attached great importance to fostering
direct cooperation of state bodies and departments, as well as various
cities of Armenia and Hungary.

They also pointed out the importance of further deepening of
collaboration of the two countries at international organizations and
in other formats, in particular the EU Eastern Partnership Project. In
the words of S. Sargsyan, Armenia considers the European direction
of its policy a priority and views the Eastern Partnership policy as
a new opportunity to develop its relations with the European Union
and various EU member states.

L. Solyom noted that Hungary is following carefully the progress in
the implementation of Armenia’s Action Plan within the framework of
the European Neighborhood Policy (ENP) and the Eastern Partnership
Project, as well as its reforms in this respect. He declared that in
2011 – during their presidency of the EU, the Eastern policy will be
one of Hungary’s top priorities.

During the negotiations, S. Sargsyan informed his Hungarian counterpart
about the normalization process of Armenian-Turkish relations
and the current stage of negotiations on the Karabakh conflict
settlement. "We want to solve the existing problems peacefully
and without any preconditions and to establish relations with our
neighbors, allocating the available resources for the sustainable and
peaceful development of our region. I believe that it is possible to
ensure development, a lasting peace and stability in the region only
through cooperation," S. Sargsyan stated.

L. Solyom in his turn welcomed the progress in the normalization of
Armenia-Turkey relations, saying that Hungary supports the process
of regulating the relations between the two neighboring states.

At the meeting, the two presidents exchanged ideas about regional
security problems. S. Sargsyan thanked his Hungarian counterpart for
the fair attitude of the Hungarian court during the examination of
the case of the Armenian officer Gurgen Margarian’s brutal murder in
Budapest. He also expressed his gratitude to the Hungarian authorities
for their policy with respect the Armenian community in Hungary.

S. Sargsyan invited the Hungarian president to pay a return visit to
Armenia, which will give an opportunity to continue political dialog,
coordinate the implementation of the agreements reached and to outline
the further priorities of deepening the cooperation. L. Solyom accepted
the invitation to visit Armenia.

Following the high level negotiations, S. Sargsyan and L. Solyom
signed the agreement on the avoidance of double taxation and the
prevention of fiscal evasion with respect to taxes on income and
property between the governments of Armenia and Hungary, the agreement
on cooperation between the ministries of justice and agriculture of
the two countries, and the intergovernmental agreement on cooperation
in the sphere of economy.

Then the presidents of Armenia and Hungary made statements finalizing
the results of the negotiations.

During the state visit, S. Sargsyan went to Heroes’ Square in Budapest
and laid a wreath at the memorial complex of the heroes who died for
Hungary’s independence. In downtown Budapest, he laid a wreath at the
Khachkar in memory of the Armenian Genocide victims and talked with the
Armenian community’s representatives who had gathered at the Khachkar.

YEREVAN, NOVEMBER 10, ARMENPRESS: During the nine months of the running
year 75 charity programs of the social sphere have been sent to the
Armenian Labor and Social Affairs Ministry. Head of the ministry’s
charity programs coordinating department Martin Mkhitaryan told
Armenpress that the ministry has presented a relevant suggestions
which have been taken into consideration. The presented programs are
of different nature – food, clothes, stationary, etc.

M. Mkhitaryan noted that in recent period the distribution of food
is of very small percentage. The biggest food distribution program
in Armenia was implemented within the framework of UN "World Food
Program". Within the framework of the program 35,000 families –
handicapped, parentless children, families with many children –
were ensured with food. This year the program has not been implemented.

The programs presented to the ministry also have programs of support to
children’s houses, old people’s houses within the framework of which
not only clothes, stationary will be provided but the establishments
will be reconstructed.

YEREVAN, NOVEMBER 9, NOYAN TAPAN. Public’s entrance to Cafesjian
Center for the Arts to see the exhibitions presented there was free on
November 8. American Armenian benefactor Gerald Cafesjian’s address
at the center’s opening ceremony mentioned that the agreements he
reached with RA President Robert Kocharian 6 years ago were very
important for the successful end of the Cascade Complex construction.

Works from American Armenian benefactor’s private collection, nearly
5000 works are presented in most part of center’s exhibition halls,
including works by Czech couple Stanislav Libenski and Jaroslava
Brikhtova, American vanguardist Dale Chihuly’s Persian Series glass
works, Czech Jaromir Ribak’s, Japanese Tadushi Sumi’s, Swedish Bertil
Valien’s works. G. Cafesjian’s collection is also rich in sculptures
and paintings by Fernando Botero, Arshile Gorky and Andy Warhol,
surrealistic works by Barry Flanagan and Ann Wrilink.

Prominent Armenian painter Grigor Khanjian’s famous monumental
tripicture, Armenian Alphabet, Avarayr, and Armenian Revival are
presented in an individual exhibition hall in the center. It is
the first time Arshile Gorky’s 21 original works, mainly drawings,
as well as some oil paintings are shown in Armenia.

It should be mentioned that except the exhibition hall on center’s
ground floor and Grigor Khanjian’s exhibition hall, entrance to other
exhibition halls will cost 1000 drams, for old people it will amount
to 750 drams (nearly 2 USD), for students 800 drams, and entrance
for children aged 12 and below will be free.

Armenian chief infectiologist Ara Asoyan told Armenpress that for being
protected from the flu it is necessary to strictly keep the hygienic
rules, avoid hand-shaking, kissing, contacting with people with flu,
using other’s lip stick. Another way of spread of the infection is
using other’s mobile phone. It is advised to use 2-3 liters of liquid,
products having vitamin C.

The answers from London referent laboratory whether the three suspected
cases in Armenia are A/H1N1 flue have not yet been received.

In case it is the case an official statement will be made.

A. Asoyan assures that there is enough of "Tamiflu" medicine in
Armenia which is considered an effective medicine to fight against
the flu, though it will be applied only in case of hard cases of the
disease. In general, means of treating usual flu will be applied.

"The possibility of treatment of H1N1 flu is 99%. The lethal case
is registered in 0.8-1% mainly among people who have chronic breath
diseases and lung issues," Asoyan said. The flu lightly passes among
healthy people and may be cured quickly. The important thing is to
apply to the doctor on time.

He said there was an initial agreement with the World Health Committee
to bring anti-flu injection to Armenia in late November but as far
as no cases of infection were registered, the time of bringing the
medicine was delayed till January, though with the registration of
these suspecting cases the time may be reviewed.

YEREVAN, NOVEMBER 9, NOYAN TAPAN. As a result of a change in the rates
of the state duty, in addition to the entry visa for 120 days with the
state duty of 15 thousand drams (.4), an entry visa for 21 days with
the state duty of 3,000 drams has been established in Armenia. As Head
of the Tourism and Territorial Development Department of the Ministry
of Economy Mekhak Apresian said at the November 9 press conference,
this change may significantly help raise the sector’s competitiveness.

"It will also have a positive effect on the formation of a tourism
package’s competitive price," he underlined.

As regards the price policy, M. Apresian said it should be revised.

"The private sector forms the prices, while as a result of revision
of the price policy, a considerale part of domestic tourists would
prefer to spend their holidays in Armenia," M. Apresian noted, adding
that the state should create the respective conditions and indirectly
affect the price policy.

However, according to him, the problem is not in high prices, but
in the fact that the population is not informed about services at
moderate prices. He said this gap is conditioned by the problem
related to the hotel services – tour operator cooperation.

YEREVAN, NOVEMBER 9, NOYAN TAPAN. Despite the global financial and
economic crisis, a 5.8% growth of tourism was recorded in Armenia in
January-September 2009, Head of the Tourism and Territorial Development
Department of the RA Ministry of Economy Mekhak Apresian stated at
the November 9 press conference. It was mentioned that since 2001,
the average annual growth of tourism made 20-25% in Armenia, whereas
this year the growth rate has considerably declined.

M. Apresian said 422,807 tourists visited Armenia in January-September
2009, which is more by 23,116 tourists compared with the same period of
2008. There was also an increase in the number of Armenian tourists who
visited foreign countries – a growth of 1.2%, with the total number
of outgoing tourists making 399,650. The number of tourist travels
declined by 3% worlwide, at the same time there was a 10% growth in
Europe and also a considerable growth of travels in African countries.

According to M. Apresian, tourists come to Armenia mainly from such
countries as Russia, Georgia, other CIS states, the U.S, and Iran. In
recent years tourists from Scandinavian and Latin American countries
have started to show interest in Armenia. Besides, two groups from
Turkey have visited Armenia in 2008 and 2009. In the opinion of M.

Apresian, the possible opening of the Armenian-Turkish border will
have a positive impact on tourism. "In this case it would be possible
to form regional packages, so the number of tourists to our country
will increase," he noted.

M. Apresian informed those present that the Armenian government has
paid great attention to the development of winter tourism in recent
years. "There is already some infrastructure, which we, however, do
not consider as final and complete because there is still much to be
done for promotion of winter tourism," he said. He reminded that the
government has announced Tsakhkadzor and Jermuk winter tourism centers.

State visit of the Armenian President Serzh Sargsyan to Hungary kicked
off yesterday. This is the first state visit to this Central European
country on the level of the President of Armenia since the country’s
independence, Armenpress reported.

Presidential press service told the agency that Armenian President
met with his Hungarian counterpart Laszlo Solyom after which extended
negotiations took place.

Welcoming the Armenian President, Laszlo Solyom said that his country
views Armenia as an important partner with who it is ready to expand
bilateral, multilateral cooperation.

The two presidents expressed assurance that the state visit of the
Armenian president is a notable impetus to activate relations between
the two countries and noted that the documents signed within the
framework of the visit create enough legal bases for moving forward
Armenian-Hungarian friendly relations.

The presidents pointed out that in spite of the dynamics registered
in the political dialogue the trade-economic cooperation tempo do
not reflect the existing potential. They expressed assurance that the
signed documents and the business forum which will open in Budapest
will give new impetus to the activation of business contacts and in
parallel with the overcoming the global financial-economic crisis
will promote the increase of the volume of trade turnover between
Armenia and Hungary.

Serzh Sargsyan and his Hungarian counterpart also highlighted the
further boosting of partnership between the two countries both in
the formats of international organizations, particularly within the
framework of Eastern Partnership policy.

During the conversation the Armenian President informed his
Hungarian counterpart about the current round of normalization of
Armenian-Turkish relations and Karabakh conflict regulation process.

"We wish to solve the existing issues without preconditions, in a
peaceful way and establish relations with our neighbors directing the
existing resources toward the stable and peaceful development of our
region. I consider that only with cooperation it is possible to ensure
development, long-lasting peace, and stability," Serzh Sargsyan noted.

On his part, Laszlo Solyom welcomed the progress registered in the
process of normalization of Armenian-Turkish relations, and noted that
Hungary supports the process of normalization of relations between
the two neighbor countries.

President Serzh Sargsyan expressed gratitude to his Hungarian
counterpart for the unbiased and just attitude of the Hungarian
justice toward the severe murder of Armenian officer Gurgen Margaryan
in Budapest.

YEREVAN, NOVEMBER 9, NOYAN TAPAN. Under the 2010 draft state budget of
Armenia, it is envisaged allocating 40.3 billion drams to transport
and communication sector (including the projects implemented with
loans and grants from foreign sources) which is less by 5.3bn drams
compared to the actual sum expected for 2009. 25bn drams of the
indicated sum are funds from foreign sources, which exceeds the
actual index expected for 2009 by 5.9bn drams. Expenditures in the
amount of remaining 15bn drams will be incurred from domestic sources,
First Deputy Minister of Finance Pavel Safarian said at the November
6 joint sitting of the National Assemly Standing Committees.

The 2010 draft state budget was calculated based on the settlement
exchange rate of 376 drams per dollar.

YEREVAN, NOVEMBER 9, NOYAN TAPAN – ARMENIANS TODAY. Armenian President
Serzh Sargsyan will go on a state visit to Hungary on November 8. The
delegation headed by the president is composed of five ministers of
the RA: Foreign Minister Edward Nalbandian, Minister of Diaspora Ms.

Hranush Hakobian, Minister of Justice Gevorg Danelian, Minister
of Culture Ms. Hasmik Poghosian, Minister of Agriculture Gerasim
Alaverdian, as well as Head of the Armenian-Hungarian Friendship Group
of the RA National Assembly Gagik Melikian, and other high-ranking
officials.

According to a report of the RA presidential press service, the
Armenian delegation is expected to arrive in Budapest late November 8.

On November 9, an official welcoming ceremony of the Armenian
president will take place in the Hungarian president’s residence to
be followed by a tete-a-tete talk of Serzh Sargsyan and Laslo Solyom,
after which an enlarged meeting of the delegations will be held with
the participation of the two presidents. A number of agreements are
expected to be signed between the governments of the two countries.

Then the presidents of Armenia and Hungary will make a statement for
the press. On the same day President Sargsyan will also meet with
Speaker of the Hungarian parliament Bela Katona.

S. Sargsyan will visit Heroes’ Square in Budapest to lay a wreath at
the memorial complex. He will also lay a wreath at the khachkar in
memory of the Armenian Genocide victims in Petefi Square.

Later on the same day an official dinner in honor of Armenian President
Serzh Sargsyan will be given on behalf of Hungarian President Laslo
Solyom. On November 10, Serzh Sargsyan is scheduled to meet with Peter
Cardinal Erdo and Hungarian Prime Minister Gordon Bajnai, then with
the participants of the Armenia-Hungary business forum. S. Sargsyan
will go and see the sights of Budapest. He together with L. Solyom will
also visit the Military History Museum in Budapest. In the second part
of the day, President Sarsgyan will leave Budapest and pay a short
working visit to Kaliningrad, Russia, at the invitation of Governor
of Kaliningrad Region Georgy Boos. In Kaliningrad, S. Sargsyan will
meet with the governor, then with members of the local Armenian
community. He will also attend the opening ceremony of an Armenian
cultural center and lay flowers at the Armenian khachkar.

The Armenian president will return to Yerevan on November 11.
