ESTABLISHMENT OF CONTACTS BETWEEN PUBLIC REPRESENTATIVES OF ARMENIA AND AZERBAIJAN DESERVES ATTENTION: AZERI POLITICAL SCIENTIST

Azerbaijan

Rasim Aghayev News.Az interviews political scientist Rasim Aghayev
on his attitude to a dialogue between representatives of Armenian
and Azerbaijan mass media held in Moscow.

"I suppose there cannot be two opinions on this issue. Certainly,
if we want the peace solution to this conflict and have initiated
a peacekeeping process to a certain extent, have a breakthrough
in one direction, have prospects in another, Karabakh direction,
establishment of contacts between public representatives deserves
attention. We have at war for already twenty years. These are mostly
presidents and foreign ministers that contact with each other.

Sometimes it occurred on the level of several deputies or ministers
who attended some international conferences in Yerevan or in Baku and
several small human rights organizations. It means that in fact wide
masses remain beyond this process. Therefore, public involvement in
this process is important and expedient.

This especially refers to journalists. Certainly, intellectuals
influence the process but journalists’ position will have the
greatest impact on formation of images. Why do we need intellectuals’
rapprochement? It is necessary because intellectuals, most Armenians…

Though let’s not speak who did more, or did less. First of all,
intellectuals are to be blamed for what has happened between the
peoples. It first created enmity and then turned unable to offer the
best way of conflict settlement. And now it must settle the issues of
hatred, enmity that sometimes lead to racism and misanthropy and so
on. Therefore, if the intellectuals form any serious understanding and
serious attitude towards it in the result, it will be wonderful. If
not, it would be a disaster for both Armenians and Azerbaijanis.

Second. Journalists have also made a serious and negative contribution
to this process. They are exaggerating and misinforming the public.

These were very incompetent people, who became correspondents of
some newspapers and so on after perestroika. But let’s remember
that the first strike came from Zorit Balayan, correspondent of the
"Literaturnaya qazeta". He is neither a writer nor a publicist, but
anyway he was a journalist in one of the most influential newspapers
of the USSR. The newspapers that served to Soviet intellectuals
were widely spread among it. And Zoriy Balayan made a large negative
contribution in relation to both nations. On the other hand he is in
fact one of those who created a myth of Armenian Nagorno Karabakh,
distorted history, falsified it in the most primitive way.

Nevertheless, it was accepted.

Therefore, journalists’ duty is to improve the process at the current
stage. Little should be done for it. I remember that in 1991 a similar
meeting was held in Moscow in autumn as well. Sabir Rustamkhanly and
several other people attended alongside me. Armenia also sent its
representatives. And at that time we managed to create and write down
a single position in relation to journalists’ conduct and improvement
of mass media. We found mutually appropriate forms and signed a
protocol of intentions. Yet, this issue was not developed as some
fire exchanges were recorded on the front line and everything failed.

Though I want to note that the experience of peacekeeping process
outlines a rule. As soon as we record a serious achievement or
reconciliation, or come to some coordinated positions, establishment
of contacts and trust, immediately different groups of the so-called
insane ultranationalists rise here and then provocative strikes are
heard in Armenia and in the diaspora, including in Moscow. First the
propaganda and then real fire exchanges are observed on the border
and the initiated thaw is frustrated.

Therefore, I think it is correct and we should start from smaller
things. It is necessary to agree on some definite points regarding
what should not be done. Certainly, we should prevent insulting
speeches and historical interpretations. We should not interfere with
the negotiation process unless basic principles of resolution are
published. Some painful spots that need anesthesia can be found. It
can be done and it may have a positive impact on the process.

Certainly, we should send people that hold indirect propaganda – a
newspaper editor or director of the agency. We should not forget that
television channels are especially able to influence the perception and
formation of opinions so that to attain some practical implementation
of possible agreements. But gradually, I think there is a need to
expand such an artistic circle of such mutual communication regardless
of how test with intellectuals and journalists end. We should attract
new social grouping. We should also involve scientists to this
process. I suppose it would be possible to hold a single conference,
for example, not on the history of Karabakh but on the correlation
of principles of self-determination and territorial integrity and
discuss how much they comply with the current realities.

What to prefer? And are they not outdated? And we should also study
an international approach to these problems. Or apply a historical
approach, which means consider the development history and perception
of this principle. I think scientists could join the process.

Opportunities are wide here, we should just practice it. And, on the
whole, the fact that this process is controlled by ambassadors Polad
Bulbuloghlu and Smbtyan may also enter the history as a "policy of
two ambassadors", or the "ambassadors’ initiative". It is necessary to
develop a single formula of "the ambassadors’ initiative" and further
develop it under the auspices of two popular figures that are famous
in Azerbaijan, in Armenia and the post-Soviet area. This might help. I
want to say that this case is promising though if you remember it
faced resistance in our country and in Armenia in the beginning.

ARMENIAN APOSTOLIC CHURCH MARKS THE COMMEMORATION DAY

Armenia

Today Armenian Apostolic Church marks the commemoration day of Sts.

Gurias, Samunas, Deacon Abib, Romanos the Hermit, Child the Confessor
and Soldier Husikos.

Gurias and Samunas were priests from Yedessia living during the period
of reign of the Roman Emperor Dioklethianos (284-305). Gurias and
Samunas are imprisoned because of being Christians, they are brought
to the judge of Yedessia and are ordered to burn incense before the
idols and to worship the picture of the emperor. When they refuse to
obey the order they are subjected to severe torments and are thrown
into the deep pit. Gurias and Samunas are beheaded at the beginning
of the 4th century.

Deacon Abib served in the Church of Yedessia at the beginning of
the 4th century. During the period of Christians’ persecutions he
went from one village to another and preached the Word of God and
encouraged those who were subjected to torments. Emperor Likianos,
becoming aware of his activity, orders to imprison him. Becoming aware
of his mother’s and relatives’ imprisonments Deacon Abib voluntarily
surrenders himself to the authorities. The judge seeing that he is
unable to force the Deacon to renounce Christ, ordered to burn him
over the fire. The saint first prays and then is burnt in the fire
in 312. He is buried in the same tomb where the bodies of Gurias and
Samunas martyred during the same period were buried.

During the period of reign of the Roman Emperor Dioklethianos when
Christians were persecuted, a clergyman named Romanos, who was
imprisoned because of his faith, said the judge: "Even if you ask a
child what is right – to worship the only God – the Creator of the sky
and the earth, or to many gods, the child will give the right answer".

And really, the judge calls a child and asks that question, and that
child answers: "The people’s God should be the only one God. The God
we worship has Only Begotten Son, who is one with God." The annoyed
judge immediately orders to kill the innocent child. This event
happened in 304.

The soldier Husikos has been subjected to torments during the period
of reign of the Roman Emperor Dioklethianos. Husikos has served in the
royal army. He was drowned in the water because of his faith in Christ.

WORLD INSISTS ON THE PEACE SETTLEMENT OF KARABAKH CONFLICT AND OUR STATE FOLLOWS THESE PRINCIPLES: NOVELLA JAFAROGHLU

Novella Jafaroghlu News.Az interviews human rights activist Novella
Jafaroghlu on her attitude to a dialogue between representatives
of Armenian and Azerbaijan mass media held in Moscow on October 28
of 2009.

"I think it is correct. The world insists on the peace settlement of
this conflict and our state follows these principles. Our president
Ilham Aliyev meets with Sergh Sargsyan, our foreign ministers also
meet. It means we all want to settle this peacefully. Accord between
nations is needed to come to peace. It is primarily necessary to
persuade the two nations that there will be no enmity.

I think journalists and human rights activists are the first
representatives of the two nations that should meet. Journalists
should avoid insulting descriptions against each other or raising
tensions if we reallywant to attain peace resolution of the conflict,
while meetings between human rights activists are important to attain
confidence that the rights of Armenians as well as the rights of other
national minorities of Azerbaijan will be secured. We have never had
problems with protecting rights of Russians, Jews, Lezgins, Avars,
Talishs. Armenians lived freely in Azerbaijan and they never had
problems with Azerbaijanis. All our problems started in relation
to Karabakh.

Therefore, journalists should meet and create new types of
negotiations. It is necessary to restore practice of holding video and
television bridges. In turn, we, the human rights activists, constantly
meet each other. We work together. It would be incorrect that we
are happy to see each other. The process moves in hard conditions,
but we try to find a common language and understand each other.

One of such meetings occurred in the Cyprus, where Karabakh Armenians
and Azerbaijanis came along with the human rights activists. The
preparations were serious. The invitation was sent to Azerbaijanis
and Armenians who lost their closest relatives at war. And indeed
everyone tried to distance from each other. And when we offered to
forget the past and look into the future, one of the Armenians stood
up and said that when he was going to a meeting with Azerbaijanis,
his fellow villagers said: How can you go there, they killed your
brother? But I see that Farida also lost her brother, husband and
father. It means that we have suffered this equally. And this is not
only my land, it is Farida’s land too. It means that ordinary people
came to a common understanding of the issue.

We should bring the two nations to understanding that they should
live together. Karabakh Armenians should normally perceive the fact
that they are the citizens of Azerbaijan. Therefore, I welcome the
initiative of the journalist circle of the two countries. Journalists
should be there, journalists should meet and journalists can inform
the citizens of the real situation better than others. Certainly,
there will be some things that we and Armenians would not like. But
we should step over that and attain the peaceful settlement of the
problem. It is very important to prevent resumption of hostilities
and to preserves people’s lives".

BAKU: OIC Believes Nagorno-Karabakh Conflict Will Be Resolved Peacef

OIC BELIEVES NAGORNO-KARABAKH CONFLICT WILL BE RESOLVED PEACEFULLY: SECRETARY GENERAL

Trend

Azerbaijan

The Organization of the Islamic Conference (OIC) believes the
Nagorno-Karabakh conflict will be resolved peacefully, OIC Secretary
General Ekmeleddin Ihsanoglu told Trend News.

"We believe eventually this problem will be resolved peacefully,
because it is the right of the Azerbaijani people," said Ihsanoglu,
who is attending the Baku conference on dialogue among civilizations.

"All the OIC’s resolutions were adopted in this direction."

Resolutions on the Armenian aggression against Azerbaijan were adopted
at the 36th meeting of foreign ministers of the OIC member states in
Damascus. The resolutions envisage providing economic assistance to
Azerbaijan in connection with the Armenian aggression. The resolutions
have condemned the destruction of Islamic cultural and historical
monuments in the occupied Azerbaijani territory by Armenians.

Ihsanoglu named the destruction of mosques and the burning of forests
by the Armenians in the occupied Azerbaijani territories as great
mistake.

"We do not support these actions and do not believe that we should
answer by the same methods [the actions of Armenia], because our
faith forbids us to it," he added.

The Islamic community – Ummah, according to him, "throughout history,
opened the doors to all religions, but unfortunately Armenians have
destroyed mosques and historical monuments and even resorted to
burning of forests during the Nagorno-Karabakh conflict."

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

"As its firm and principled position, the OIC has condemned the
Armenian aggression against Azerbaijan and would continue its
solidarity with Azerbaijan on the conflict with Armenia over the
Nagorno-Karabakh." Ihsanoglu said in an exclusive interview with
Trend News earlier.

The OIC has also supported all efforts of Azerbaijan for a just and
negotiated peaceful settlement of the conflict and rejected Armenian
activities in the occupied territories, he added.

The OIC, which is the second largest organization in the world after
the U.N, said "now, for a peaceful settlement of this dispute, we
should stick to the international law and regulations. International
laws as well as those resolutions adopted by the UN Security Council on
this conflict have clearly reaffirmed the sovereignty and territorial
integrity of Azerbaijan and also the inviolability of international
borders and the inadmissibility of the use of force for the acquisition
of territory."

"SOUTH CAUCASUS RAILWAY" CJSC HAS APPLIED TO ARMENIAN GOVERNMENT PROPOSING TO GIVE IT A STATUS OF A NATIONAL COMPANY

ARMENPRESS
NOVEMBER 12, 2009
YEREVAN

YEREVAN, NOVEMBER 12, ARMENPRESS: "South Caucasus Railway" CJSC has
applied to Armenian government proposing to give it a status of
a national company. Director General of "South Caucasus Railway"
Shevket Shaydulin told Armenpress that achievement of the status
of a national transport company, insurance with the right to enter
in international transport logistic organizations will enable to
cooperate with the railway companies of neighbor countries in equal
rights. Sh. Shaydulin said that it will also enable to defend Armenia’s
profits in the mentioned organizations and to become more attractive
in involving investments.

"The hot developments taking place in South Caucasus connected with
the opening of the border and construction of Iranian-Armenia railway
can radically change external and internal environment of the whole
economy, including the role of the railway in the country’s economic
and political life.

With such development of events it is necessary to look upon the
Armenian railway as a transit link in Europe-Asia and North-South
international transport passage. It seems us real that the railway
can play the role of a locomotive for bringing the other spheres of
economy to external market. The solution of these issues is possible
only in case of mutual cooperation with Armenian government", he noted.

An official from the company told Armenpress that Sh. Shaydulin
presented the issue on acquiring the status of a national company
also at the session of Inter-Parliamentary Commission on Cooperation
between Russian Federal Assembly and Armenian National Assembly,
which was conducted November 9. Sh. Shaydulin’s proposal received a
written approval by parliament members.
