11 PEOPLE IN ARMENIA CAUGHT A/H1N1 VIRUS

/PanARMENIAN.Net/ As of November 13, 11 A/H1N1 infected individuals
are registered in Armenia. All incidences penetrated from abroad,
mostly from Russia, RA Health Ministry’s Web site reports.

7 virus carriers arrived from Russia, 2 – from Iran and 1 – from
Turkey. One of patients is a contact person.

As reported by Health Ministry, 4 of patients are members of the same
family. The husband was diagnosed on swine flu on his way back from
Omsk. By that time, however, he had managed to infect his family
members.

Armenia continues implementation of preventive measures, conducting
monitoring among people arriving from foreign states.

Patients’ test samples have been sent to London reference lab.

OSCE MG Can Provide Solution To Karabakh Conflict

that can provide solution to Karabakh issue or at least pave the
way for peaceful conflict settlement, said CoE Secretary General
Thorbjorn Yagland.

"I must say that the parties’ membership to the Council of Europe is
an important factor because they have additional grounds for finding
a solution," he said.

CoE official finds membership essential not only for countries
having conflicts, but also for regional states. "Minsk process is
very important. Conflicts are resolved in this way, and Europe is
built in this way," APA quotes him as saying.

President of the Nagorno Karabakh Republic Bako Sahakyan received a
group of scientists and academicians who arrived in Stepanakert in
the framework of celebration of the 40th anniversary of the Artsakh
State University, Central Information Department of the Office of
the NKR President reported.

Welcoming the guests, the Head of the State extended his gratitude to
them for accepting the invitation of the NKR President to visit Artsakh
and noted, that the goal of invitation was to devise a cooperation
program with scientific and educational institutions of Armenia. Within
the framework of this cooperation it’s supposed to study problems in
different spheres of the Republic’s vital activity and work out ways to
solve them with involvement of the scientific potential of Armenia. At
the same time the President underlined the importance of the detailed
preparation of the program and its consecutive realization.

The participants of the meeting expressed readiness to support further
development of the Nagorno Karabakh Republic in every way possible.

Former Special Assistant to US president Mark Medish believes the
adjustment of Nagorno-Karabakh conflict doesn’t depend only on the
conflict sides.

"As somebody who worked on the Nagorno-Karabakh negotiations during
the Clinton Administration, I have long believed that a mutually
acceptable settlement is within reach, but unfortunately opportunistic
political calculations in various capitals have blocked it" former
Senior Director for Eurasian Affairs on the US National Security
Council 2000-2001, who currently is a senior adviser at the Carnegie
Endowment for International Peace said in an interview with Trend News.

Speaking about the stability conditions in South Caucasus former US
president’s assistant stressed that "Basically all conflicting sides
have understood that the path of confrontation is extremely dangerous
and not in anybody’s interest".

He also noticed that "the scars are deep and anxiety remains high. The
consequences of recklessly unfreezing a frozen conflict, as Georgia and
Russia did last year, could be like Pandora’s Box. Therefore efforts
must be re-doubled for negotiated, peaceful resolution of all regional
disputes, with the help of international mediators as much as needed".

Mr. Medish also commented on U.S. Assistant Secretary of State Philip
Gordon’s doubts that without progress in the Nagorno-Karabakh conflict
solution, the Turkish-Armenian protocols will be ratified by the
Turkish Parliament.

"I find it difficult to predict the behavior of the US Congress and
therefore I would be careful to make statements about other countries’
parliaments. In any case, the Turkish-Armenian rapprochement is to
be welcomed as a step toward regional stabilization and integration"
– analyst mentioned.

Touching upon the Armenian-Turkish reconciliation and the interrelation
of the two regional processes, Jagland underlined that he considers
the process "can have a positive influence on the existing conflicts
in the region."

"The contradictions between countries from earlier times make it
impossible to make even small progress in resolving conflicts. That is,
the Turkey-Armenia rapprochement is a consequence of the presence of
universal norms and values in these countries because they are both
members of the Council of Europe. In such circumstances, it is natural
to seek solutions to existing problems. This is to some extent like
the processes that occurred in Europe after the Second World War,"
stated Jagland.

Taraf daily’s columnist Sevan NiÅ~_anyan, who wrote a humanistic
adaptation of Ataturk’s "Address to Turkish Youth," a patriotic
speech calling on young people to protect their country at all costs,
published e-mails received from irate nationalists and filled with
threats and vulgar language in his column yesterday.

In his adaptation, NiÅ~_anyan replaced the first sentence of the
address, "Your first duty is to preserve and to defend Turkish
Independence and the Turkish Republic forever," with "Your first duty
is to be a human being." The sentences: "This is the very foundation
of your existence and your future. This foundation is your most
precious treasure. In the future, too, there may be malevolent people
at home and abroad, who will wish to deprive you of this treasure"
in the original were changed to: "The very foundation of being human
is love toward other human beings. All through your life, you shall
consider it a duty for yourself to teach beauty, reason and justice
to people. If you have knowledge, you will share it without expecting
anything in return." The rest of NiÅ~_anyan’s adaptation was a treatise
on the equality of all human beings.

However, the backlash from some among the Turkish youth was
spine-chilling. "We will make you write the correct version of the
‘Address to Youth’ with your own blood. … I’ll kill you like that
Hrant Dink dog," said one of the messages, most of whose text was
not suitable for replication here.

Another one said: "I have been praying for years to be able to kill
one of your kind when I’m on my army duty. I would do this in cold
blood and killing your ilk would not hurt my conscience at all but
would give me honor. … You should know that we are waiting for
the tiniest spark." Another message was the sender’s own adaptation,
"Turkish Youth! Your primary duty is to adopt as a principle to wipe
from the earth for the sake of Turkishness and humanity the Armenians
and Kurds, that champion enmity against Turks and which are the most
debased nations on earth."

Yet another version started: "Oh You! The despicable creature who
thinks himself a man because you know how to write. You and your ilk
will see the power of the Turkish Nation very soon. Armenians and
others, those who continue their corrupted intrigues to separate the
country despite all the tolerance we have shown will pay the price they
deserve to pay in the near future. Now is your day to speak, but don’t
you worry; that will change in a year or two. The day we’ll settle
accounts with you is near! We’ll see if you can show the same courage
then!! Find a hole to hide in, you separatist PKK-supporting traitors."

"Yours is a cowardly nation. You can write all you want about Ataturk;
you’ll never have the strength to destroy his republic. But you
and your owners who hold your leash should remember that the thing
that can cross your immunity and protection is a 9mm bullet." Other
messages accused him of being a lapdog of Prime Minister Recep Tayyip
Erdogan and Islamic scholar Fethullah Gulen.

the opening of the Armenian – Turkish border is that kind of situation.

The speaker thinks that the question of the border has forced the
public "to wake up".

As for the prospective of the possible Turkish cultural expansion
after the opening of the borders L. Lachikyan thinks are funny.

"The Armenian and Turkish cultures have no reference to each other
neither in time borders nor with their qualities", – mentioned the
culture scientist and added that he doesn’t have any fear that after
opening the border the Turkish art come and destroy the Armenian
culture.

The speaker thinks that having such an opinion is funny and there is
no danger for cultural invasion.

On November 13 the Foreign Minister of Armenia, Edward Nalbandian,
received Consuelo Vidal, outgoing UN Resident Coordinator and UNDP
Permanent Representative in Armenia.

Minister Nalbandian highly appreciated Mrs. Vidal’s work over the
four years of her tenure in office and expressed gratitude for her
contribution to the development programs of Armenia. He attached
importance to the programs implemented in Armenia by different UN
agencies.

For her part, Consuelo Vidal expressed gratitude for the brilliant
cooperation between Armenia and UNDP, stressing that she’s leaving
Armenia with warm memories.

Minister Nalbandian awarded Consuelo Vidal with a Memorial Medal of

Public Health Issues Discussed At Health Ministry

PUBLIC HEALTH ISSUES DISCUSSED AT HEALTH MINISTRY

YEREVAN, November 12, /ARKA/. Members of an Armenian council set up to
tackle a flour enrichment program met Wednesday in the premises of
Armenian ministry of health to discuss a number of public health
related questions, the ministry of health said in a statement posted
on its official website.

The council was established by a prime minister’s decree on July 15,
2009. Health minister Harutyun Kushkian spoke about the importance of
this issue for public health. He said for a final solution to this
issue Armenian experts need to examine the international experience,
which he said will be done in cooperation with Armenian parliament.

Leili Moshiri, head of UNICEF Armenia Office, presented the
international experience of flour enrichment. She said flour
enrichment is implemented in 54 countries, including the United States
and Great Britain.

Enriched flour is flour with specific nutrients returned to it that
have been lost while it was prepared. Enriching is necessary because
the processing used to make white flour destroys some of these
nutrients that originally were present in the whole grain.
