ALBERT MKRTCHYAN’S "THE DAWN OF THE SAD CITY" FILM TO BE PRESENTED AT THE 40TH INTERNATIONAL FILM FESTIVAL OF INDIA

Director Albert Lazarian’s "The Dawn of the Sad City" film will be
presented at the 40th international film festival of India, which will
be held from November 23 to December 3. Director of Armenian National
Cinema Center Gevorg Gevorgyan told Armenpress that the film will be
presented within the festival’s "World Movie" program.

In the running year the National Cinema Center has presented a
number of films at numerous international film festivals, and it
will continue to present films in near future as well. Hovhannes
Galstyan’s "Mingled Parallels" film will be presented in January,
2010 at Rotterdam international film festival. Earlier that film has
been presented within the contest program of Moscow international
film festival; it has won in the nomination "The Second Best Film"
at Toronto’s "Pomegranate" film festival.

YEREVAN, NOVEMBER 16, ARMENPRESS: President of Syria Bashar al Assad
received November 15 the delegation headed by the Catholicos of All
Armenians Karekin II.

Armenian Foreign Ministry Press and Information Department told
Armenpress that during the meeting the sides referred to the
Armenian-Syrian ancient-long historic-cultural ties, developing
relations, deepening of cooperation.

The Syrian president particularly highlighted the role and importance
of the Armenian community in Syria and the efforts of the Armenians
in the development of country’s economy and social life.

On his part His Holiness thanked the Syrian president for the warm
attitude toward Armenian community. At the same time the Catholicos
highly assessed the position of President Assad toward the ethnic
religious minorities, noting that Syria as a country and state may
serve as an example of religious tolerance and public reconciliation.

During the meeting the sides also discussed regional issues. A special
refer was made to the normalization process of Armenian-Turkish
relations.

YEREVAN, NOVEMBER 16, ARMENPRESS: On purpose of taking part in the
events dedicated to the 40th anniversary of Artsakh State University
the Armenian delegation headed by Minister of Education and Science
Armen Ashotyan, was November 13-15 in Nagorno Karabakh Republic. Media
and Information Department of State Committee on Science of Armenian
Ministry of Education and Science told Armenpress that Armenian
delegation-members met November 13 with NKR President Bako Sahakyan.

Welcoming the guests and expressing gratitude for admitting the
invitation, B. Sahakyan noted that the goal of the invitation
is the drafting of a new project on cooperation with Armenian
scientific-educational establishments.

A cooperation contract was signed on November 15 between State
Committee on Science of Armenian Education and Science Ministry and NKR
Education and Science Ministry. Chairman of State Committee on Science
Samvel Harutyunyan from the Armenian side and Science and Education
Minister V. Khachatryan from Karabakh side signed the contract.

The contract intends to carry out collaborative basic and applicable
works in the spheres of natural, technical and humanitarian sciences,
as well as to finance projects on scientific researches selected on
contest principles on the basis of independent experiment, to assist
the scientific-research works of young scientists, the preparation of
cadres, as well as to conduct scientific forums, classes, workshops
and other scientific events.

During the visit the Armenian delegation participated in the
scientific-methodical conference organized on the occasion of the
40th anniversary of Artsakh State University, visited the picturesque
places of Nagorno Karabakh Republic.

Chairman of Armenian National Academy of Sciences Radik Martirosyan,
rectors of higher educational establishments and other officials were
involved in the Armenian delegation.

Lake into the skating rink are in process. Head of the construction
and renovation department of the municipality Frunz Basentsyan told
Armenpress that it will start operating when the air temperature will
be +8 and lower.

Taking into consideration the climate of Armenia the skating rink
will start functioning in December. According to initial information,
the opening is planned for December 13 when the weather is favorable.

YEREVAN, NOVEMBER 17, ARMENPRESS: About 5650 citizens applied during
the ten months of this year to the US embassy in Armenia to get US
not-migration entrance visa.

An official from the embassy’s consulate department told Armenpress
that about 2400 people applied to get tourism or business visas, 100
applications have been presented for getting students’ "F" type visa.

Applications for getting "J" type students’ visas have also been
received which is given for studying in USA or to those leaving for
USA within the framework of cultural exchange program.

In the first nine months of 2008 the number of applicants for US
not-migration entrance visa was 7654. Last year the 53,3% of applicants
for US not-migration entrance visa were rejected.

The embassy charges 131 USD for US not-migration entrance visa.

Once in few years the State Secretariat is carrying out studies during
which the direct and indirect expenses of issuing visas are examined.

The last increase of price was registered in 2007.

This year no changes are expected in the procedure of applying
for visas.

the Armenian ambassador on special assignments, deputy head of the
Board of Trustees of the "Hayastan" All-Armenian Fund, E. Atanesyan
commented on the publication of the "USA Armenian Life Magazine"
which has ascribed a number of assessments to A. Ghukasyan about the
foreign policy of Armenia.

"It is known that if necessary A. Ghukasyan always expresses publicly
his viewpoint over the most important agenda issues, thus he has
no need of those who voice on his behalf false assessments built on
gossips," Atanesyan said. According to him, it is natural that during
the meetings with the representatives of US-Armenian community within
the framework of the annual marathon A. Ghukasyan did not let himself
such assessments, and moreover not politely speak about those figures
whom he assesses and respects.

"It is obvious that we deal with the not succeeded attempt of ascribing
primitive assessments and distorted quotes cut from the context,"
statement of the Armenian Foreign Ministry says.

/ArmeniaLiberty/ – A top leader of the Armenian Revolutionary
Federation (Dashnaktsutyun) expressed on Sunday concern about the
possibility of a shock alliance between President Serzh Sarkisian
and his hitherto main nemesis, Levon Ter-Petrosian.

Speaking at a Dashnaktsutyun rally held in Paris, Hrant Markarian,
the de facto head of the nationalist party’s ruling Bureau, said he
hopes Sarkisian will not accept what he called a cooperation offer
extended by Ter-Petrosian last week.

"I don’t know whether Levon Ter-Petrosian has already reached an
agreement with Serzh Sarkisian behind the scenes or whether his public
statement is a manifestation of such an agreement," he said in a speech
the transcript of which was circulated by the Bureau. "Perhaps this
is the latest Ter-Petrosian adventure."

"I don’t want to believe that Serzh Sarkisian can finally abandon
the national course which was adopted with his participation in
1998 …, finally turn his back on his teammates and surrender to
[Ter-Petrosian’s] HHSh. It’s hard to imagine that but everything lies
ahead. Time will tell," added Markarian.

The Dashnaktsutyun leader referred to Ter-Petrosian’s speech last
Wednesday in which the leader of the opposition Armenian National
Congress (HAK) signaled his readiness to recognize Sarkisian’s
legitimacy under certain circumstances. Ter-Petrosian also denounced
the main arguments of Dashnaktsutyun and other "extreme nationalists"
critical of the recently signed Turkish-Armenian agreements.

Markarian construed this as another indication that Ter-Petrosian
supports Sarkisian’s controversial policy of rapprochement with Ankara
despite HAK leaders’ criticism of the agreements. He claimed that
the HAK suspended its anti-government rallies and refused to join
a Dashnaktsutyun-led opposition coalition in order to "salvage the
protocols even at the cost of keeping Serzh Sarkisian in power."

Markarian claimed at the same time that Ter-Petrosian is offering
the president to "surrender" to the HAK and thus "defend against
Dashnaktsutyun and other national forces."

In his speech, Ter-Petrosian gave a mixed assessment of the two
protocols. He again condemned one of their most controversial
provisions envisaging the formation of a Turkish-Armenian panel of
historians tasked with looking into the 1915 massacres of Armenians
in the Ottoman Empire. But he defended another clause that commits
Armenia to explicitly recognizing its existing border with Turkey.

Ter-Petrosian also stressed that Sarkisian could and should seek to
legitimize his rule at home, rather than abroad. He said that could
be done through solving "internal political problems" and creating
"national solidarity." Sarkisian has not responded to the extraordinary
overtures yet.

ANKARA: Azerbaijani-Armenian Ties Emotionally Charged, Says Caucasus

A senior researcher at a Caucasus research center says Baku-Yerevan
ties are much more flawed than the relationship between Georgia and
Russia. He says that despite the August 2008 war, Georgians have a
favorable view of Russians but are skeptical of the Kremlin, while
in the case of Azerbaijan and Armenia, hostility is visible between
the two peoples, thus complicating an ultimate peace

Compared to the relationship between Georgia and Russia,
Azerbaijani-Armenian ties are more emotionally charged, thereby making
it difficult to build a lasting peace, according to the regional
director of the Caucasus Research Resource Center.

Hans Gutbrod told the Hurriyet Daily News & Economic Review on the
sidelines of an international symposium in Tbilisi that while Georgians
were against the policies of the Kremlin, at least there was no enmity
toward Russians. In the case of Azerbaijan and Armenia, the situation
is far worse because of the hostility between the two peoples.

"The relationship between Azerbaijan and Armenia is much more flawed.

The Armenians do desire some sort of stabilization and improvement –
ideally based on the status quo – whereas the view in Azerbaijan is
very hostile," he said.

"That reflects the result of similar conflicts in many places: The
side that loses is particularly angry and emotionally charged about
the conflict. This is not surprising at all," he said.

Azerbaijan and Armenia dispute control of Nagorno-Karabakh, an Azeri
territory occupied by Yerevan in the 1990s. The status quo lingers
because no peace treaty has been signed between the two countries.

"I think it is important for both sides to realize the risks of
[continuing the status quo]," Gutbrod said.

Armenia must understand that it needs to develop a relationship with
Azerbaijan since the country will always remain a neighbor. Meanwhile,
he said, "The Azerbaijani leadership needs to make sure that they
can prepare their population for a peace that is mainly based on a
compromise. As we saw in the August war between Georgia and Russia,
a military solution is very difficult."

Georgians favorable toward Russia, skeptical of Kremlin

Georgia went to war in 2008 with Russia over another frozen conflict in
the breakaway region of South Ossetia, resulting in Russia unilaterally
recognizing the independence of both South Ossetia and Abkhazia.

"What we see is that Georgians generally have positive views of most
of its neighbors, including the Russians. [For example], when we asked
if they would approve or disapprove of a woman of Georgian nationality
marrying a Russian man along with a range of other nationalities, the
Russians remain the most positive, even after the war," said Gutbrod.

"I think that shows there is a close cultural proximity to Russia and
Russians. When it comes to the views of what the Kremlin does, however,
Georgians are very skeptical and there is not a lot of goodwill for
Russia. The Georgians are really still very favorable to Russia but,
at the same time, skeptical of the Kremlin," he said.

Azerbaijani public skeptical of Yerevan

Referring to the case of Armenia and Azerbaijan, Gutbrod said:
"We know that public opinion in Azerbaijan is very skeptical of any
deeper engagement with Armenia. I think in the short term that’s very
understandable and reflects the particular outcome of a conflict,
but if we take a broader view, ultimately Armenia is not going to go
away and will remain a neighbor to Azerbaijan."

Gutbrod said the process of normalizing ties between Turkey and
Armenia might positively impact the relationship between Armenia and
Azerbaijan. "The potential opportunity for Azerbaijan is if Armenians
realize this very long, difficult relationship with Turkey is one they
could restructure and bring to a positive stage, it might help them
rethink their relationship with Azerbaijan as well," he said. "We are
ultimately locked into this part of the world and we cannot choose
where we are going to live."

Border a question for Turkey, not for Caucasus

He said the opening of the border between Ankara and Yerevan would
actually offer opportunities in other frozen conflicts in the
Caucasus. Asked if the border could be opened before a solution to
the Nagorno-Karabakh dispute was found, he said: "That’s a question
primarily driven by Turkish politics and to what extent Turkey succeeds
in convincing Azerbaijan [that it’s] a viable step. That’s a question
for Ankara, not a question for the Caucasus."

Nagorno-Karabakh Republic (NKR) and RA Ambassador-at-Large, called RA
Foreign Minister Edward Nalbandian "weak and unprepared," reported Appo
Jabarian, Editor of the USA Armenian Life Magazine. According to him,
Arkady Ghukasyan made the statement at a meeting on the Telethon-2009
in Los Angeles, November 3.

Speaking of the Armenian-Turkish protocols, Ghukasyan pointed out
that the documents have numerous weak points, and he shares the
Armenian Diaspora’s discontent. According to Ghukasyan, the Armenian
authorities started a dialogue with the Diaspora over Armenian-Turkish
rapprochement too late. "Serzh Sargsyan must have acted in the wrong
way, but he is a sincere and patriotic person and shouldered great
responsibility," Ghukasyan said.

It is noteworthy that Arkady Ghukasyan was a member of the group that
accompanied the Armenian leader during his pan-Armenian tour. If Mr.

Jabarian’s report is true, it means that Arkady Ghukasyan, an official
supposed to execute orders, particularly in the foreign-policy orders,
actually pronounced against Armenia’s official policy.
