PRICE RISE TO ARMENIAN MP’S SURPRISE

14:10 / 11/16/2009It is the higher world prices, as well as the
USD revaluation, that account for the rise in consumer prices for
essential goods imported to Armenia, including sugar and butter,
the Parliament member and owner of the Salex Group Company Samvel
Alexanyan told NEWS.am.

He was surprised at the NEWS.am reporter’s remark about higher retail
prices for not only sugar, but also butter and other products imported
by the company. "Has the butter price been raised? To tell the truth
I do not know, I have been away. If so, the aforementioned factors
account for it," Alexanyan said. He gave assurances that the retail
price for the products imported by Salex Group will fall provided
the world prices fall and the USD devaluates.

Alexanyan showed his indignation at the fact that journalists "are
constantly noting the rise in prices for the products imported by
Salex Group." "Other companies sell their products at even higher
prices. Even after the price rise, our products are much cheaper that
those imported by other companies. Do not we have the right to raise
prices, why do not they speak about others?" Alexanyan asked with
indignation. He said he is not aware of retail prices, even in the
CITY supermarket chain, as it belongs to his wife. "I have nothing
but an MP’s mandate," Alexanyan said.

As regards the TAMIFLU drug imported to Armenia by the Natali Pharm
Company owned by Alexanyan, the MP was surprised to hear about the
drug and at the journalists’ interest in it.

"Although I have nothing in common with Natali Pharm, I will find out
the questions of interest to you when I talk to the company manager,"
Alexanyan said, and asked the NEWS.am reporter how much drug with
"a capital T" that person needed. Responding to the MP’s inquiry,
the Natali Pharm management reported they have a sufficient amount
and are going to import another 2,000 doses. After sharing this
information with the reporter, Alexanyan asked: "I wonder what kind
of drug this T…. is. What is it for?"

NAGORNO KARABAKH IS ARMENIAN LAND, CLAIMS TURKISH JOURNALIST VISITING OCCUPIED AZERBAIJANI TERRITORIES

Azerbaijan

Yerevan – APA. Correspondent of the Aksam newspaper of Turkey Nagehan
Alci visited Nagorno Karabakh, the occupied territory of Azerbaijan,
APA reports.

Nagehan Alci, who visited Nagorno Karabakh through Armenia, claimed
that these territories are Armenian lands. Giving interview to
Armenia’s Public Television the journalist said: "We, people living in
Turkey, made a mistake. Karabakh is one hundred percent the Armenian
territory and we have understood that you are persistent enough in
not ceding these lands," he said.

The journalist said he intended to see Nagorno Karabakh his own eyes
and make a report about the life of "Karabakh people".

"I offered the editor-in-chief to send me to Karabakh and received a
positive reply. Turkey is also interested in the territorial dispute
around Nagorno Karabakh. What I saw here dispelled my doubts about
the past and future of Karabakh. Stepanakert made a great impression
on us and we intend to come here again," he said.

Commenting on Turkey-Armenia relations, Nagehan Alci said they want
the borders to open.

"But Nagorno Karabakh problem is one of the major obstacles for the
this process. Our government has stated that the borders will not be
opened, unless Karabakh conflict is solved. Time will show," he said.

Asked whether his visit to Nagorno Karabakh will cause dissatisfaction
in Azerbaijan, Nagehan Alci said he supposes so.

"We try to be unbiased, characterize the region and write about the
real situation. Maybe, we will be announced persona non grata, but
I do not want to hurt anybody in Azerbaijan. This is my work, I am
a journalist and my profession requires being everywhere," he said.

Nagehan Alci said he will also visit Shusha and make a report there.

Spokesman for Foreign Ministry Elkhan Polukhov told APA that
Azerbaijani embassy in Turkey is carrying out investigation concerning
the visit of the Aksam correspondent to the occupied territories.

Fazil Mustaf:"Council Of Europe Secretary General Was Not Correct To

FAZIL MUSTAFA: "COUNCIL OF EUROPE SECRETARY GENERAL WAS NOT CORRECT TO SAY CONCRETE WORD ABOUT ANOTHER MOTIVATION OF CHARGES"

APA

Azerbaijan

"One blogger is in jail in each of Germany, Croatia and Finland,
two – in the United Kingdom"

Chairman of Great System Party, MP Fazil Mustafa told APA.

– Fazil Bey, recently Council of Europe Secretary General Thorbjorn
Jagland, as well as German and Norwegian embassies issued strong
statements against the Azerbaijani government regarding the court
decision about imprisonment of two young activists. How do you value
these statements?

– I advocate for approaching such issues not from political,
but legal aspect. I think any court decision can not satisfy the
parties for subjective and objective reasons and they can express
sensitive protests. But in any case, the most important issue in the
correction of any decision is to use legal opportunities till the
end. We witnessed that solution of problems not in legal aspects, but
under foreign political pressure caused undesirable results. I think
father of one of the young bloggers – honorable Hikmet Hajizadeh has
more polished position on this issue. He told journalists that they
are going to open next legal phase – appeal procedure.

We also can assist solution of the problem in this direction as members
of the parliament. My principal position is that it was not positive
case that the embassies or Council of Europe Secretary General issued
statements pressuring on Azerbaijan. It is not only question. They
can form a habit to interfere in the internal affairs of Azerbaijan
in the solution of other issues related to Armenians or others,
which can seriously damage our national interests. One blogger is
in jail in each of Germany, Croatia and Finland and two – in the
United Kingdom. How would accept the governments of those countries
if Azerbaijani embassies demanded protection of their rights or to
consider them as political prisoners. In any case, foreign embassies
have to give legal value to the court decision and not to underline
political motivation. It is confronting their diplomatic missions.

Early experience showed that political pressure of the embassies
lead to prolongation of term of imprisonment. But it would bring
more positive results if they investigate opportunities for their
releasing together with active position of country’s law-enforcement
organizations.

– Council of Europe Secretary General connected imprisonment of two
young activists with a satiric clip they released criticizing the
government. Does such statement have any legal base?

– I don’t know what clip is disputed there. But from the legal view,
the Secretary General should see the indictment even if formally. If
they quote some probabilities out of the indictment, they have to
show sources. The Council of Europe Secretary General can claim the
court decision, but it was not correct for him to say concrete word
about another motivation of the charges. As I know there were no such
claims or charges in the indictment.

– International organizations are frequently addressing the problem
of political prisoners in Azerbaijan and after the last trial,
German embassy condemned Azerbaijan in "creating two more political
prisoners". As a lawyer, what is your opinion about the notion of
"political prisoner"?

– The notion of "enemy of people" was so largely spread during
the Soviet time that the society called all persons jailed without
court decision or with other motivation "the enemies of people". Now
it could concern the notion of "political prisoner" and rebels or
domestic criminals are called so. I don’t support the cases where
"political prisoner" is used without coordination with law. Specially,
such statement by the European country, which urged for supremacy of
law, could be a question of disputes.

Azerbaijan is integrated into the mechanism of European Court and
charges out of this mechanism could be only probabilities, which have
no legal force. It is impossible to predict how the European Court,
or closer distance, the Appeal Court will react to the decision of fist
instance court. If some person is called "political prisoner", it can
be decided only by the European Court. In any case, it is determined
not by foreign embassies, but by the higher court instances. The
European Court didn’t use this phrase against any person so far. I
would like to emphasize that it would be better to pass legal trail
till the end, to unite efforts of human rights defenders and public
community instead of to direct the issue toward the political deadlock.

20:16 / 11/16/2009The Nagorno-Karabakh peace process and Armenia-Turkey
normalization process are two different processes that should not
be linked, Peter Semneby, EU Special Representative for the South
Caucasus Peter Semneby stated in his interview with Trend News on
the results of his visit to Azerbaijan.

The Armenian-Turkish relations must be normalized without any
preconditions, as this process is producing a having positive impact
on the situation in the region, including Azerbaijan, Semneby said. He
pointed out that both the processes are progressing.

Speaking of his impressions of the visit, he said that he had
substantial talks with Azerbaijani President Ilham Aliyev and Foreign
Minister Elmar Mamedyarov. Among the issues discussed by the sides
were both Azerbaijan’s foreign policy issues, relations with the
European Union, Nagorno-Karabakh peace process and Armenian-Turkish
relations. The EU Special Representative also expressed hope for
further progress in the Nagorno-Karabakh peace process.

In his interview, Semneby also spoke of the prospects of the EU
Eastern Partnership program. According to the diplomat, the next
step is adopting a mandate for association agreements with the South
Caucasus states.

The EU Foreign Ministers will discuss the negotiations mandate early
next year, which will be followed by long-lasting negotiations.

Progress in the negotiations depends on the will and potential of
each of the states, Semneby said. He pointed out that the program
will afford ampler opportunities for discussing regional problems.

As regards a negative impact the lack of a transit agreement with
Turkey may have on projects of gas transit from Azerbaijan to Europe,
Semneby said the issue is on the agenda, and a decision is a joint
priority of Azerbaijan and EU. He pointed out the need for creating
all the necessary conditions for the supply Caspian gas region to
Europe. The best way of doing it is signing a transit agreement with
Turkey, Semneby said. He reported that during his visit to Azerbaijan
he discussed energy issues as well.

BAKU: EU Special Representative Hopes For Maintaining Positive Tende

EU SPECIAL REPRESENTATIVE HOPES FOR MAINTAINING POSITIVE TENDENCY IN NAGORNO-KARABAKH PROCESS (INTERVIEW)

Trend
Nov 16 2009
Azerbaijan

Trend News European desk’s exclusive interview with EU Special
Representative for South Caucasus Peter Semneby as a result of his
regional visit.

Q: How was your visit today? With whom were meetings held and what
issues were discussed?

A: Very significant and well-grounded talks were held with the
President and Foreign Minister. In addition, I met with some political
figures with whom we discussed the vital issues of Azerbaijan’s foreign
policy, relations with the European Union, the Eastern Partnership
program, relations with neighbors, including the process of Karabakh
and the Armenian-Turkish relations.

Also we touched upon energy, primarily the question of the Southern
Corridor project. After the summit in Prague in May, was signed an
inter-governmental agreement with Turkey in June.

Q: Are there real progress in the negotiations on the Nagorno-Karabakh
conflict?

A: We hope to continue the positive tendency that we saw over
the last year. Our position is that Nagorno-Karabakh conflict and
Armenian-Turkish rapprochement are two different processes that should
not be connected with each other. Both processes have the promotion.

Armenian-Turkish settlement should take place without preconditions,
because it is a process that has a positive impact on the situation
in the region, including for Azerbaijan in the future.

Q: How do you see the role of European institutions in the political
processes in South Caucasus?

A: We are currently implementing a new program with our neighbors –
"Eastern Partnership" which will give greater opportunities to build
close and deep bilateral relations to discuss issues in a regional
context. The next step probably will be the adoption of the mandate
on the association agreement with the countries of the South Caucasus.

The mandate of these negotiations will be discussed by EU foreign
ministers early next year, after which long process of negotiations
will begin. Progress in these negotiations depends on the will and
capabilities of each state.

Q: Will the absence of a transit agreement with Turkey affect the
projects on transportation of Azerbaijani gas to Europe?

A: Absence of a transit agreement with Turkey is the most important
question on the agenda. Resolving this issue is a joint priority for
Azerbaijan and the EU. We must create conditions for the supply of
gas from the Caspian region to European consumers. The most suitable
route for this is a transit agreement with Turkey.

Q: Is there any progress in the dialogue of the president and
opposition in Georgia? Does the opposition suggest constructive
solutions or all are limited with criticism against the authorities?

A: After a visit to Georgia, I can say that the current situation
is much better than the previous. Tbilisi looks much calmer than a
few months ago, and this gives a reason for hope that the political
situation is completely normal and a political dialogue will be held
on vital issues for the country between the president and opposition.

Over the past few months, the president and the opposition had
enough to learn the more concrete and substantial issues instead of
confrontation on the streets, and this is encouraging.

Looking Back At The Morgenthau Legacy

LOOKING BACK AT THE MORGENTHAU LEGACY
By ANDREW KEH

New York Times
Nov 16 2009

At the end of this year, when Robert M. Morgenthau leaves his job as
Manhattan district attorney — the position he has held since 1975 —
it will be not just the end of an era for the prosecutor’s office,
but also the close of another chapter in the Morgenthau family’s
complex, century-long legacy of public service.

An exhibition that opens Monday at the Museum of Jewish Heritage in
Battery Park City examines the lives of three Morgenthaus: Robert,
now 90; his father, Henry Morgenthau Jr. (1891-1967), who was
secretary of the Treasury under President Franklin D. Roosevelt; and
his grandfather, Henry Morgenthau Sr. (1856-1946), who was ambassador
to the Ottoman Empire during World War I.

Titled "The Morgenthaus: A Legacy of Service," the exhibition features
objects and historical documents. "I hope it will encourage people
to be involved with public service," Mr. Morgenthau said of the
exhibition during a media preview on Friday morning.

Mr. Morgenthau said it was his grandfather who first encouraged him
to serve others, telling him: "I couldn’t get into public service
until I was 55. You don’t have to wait that long."

His priorities were further shaped, he said, by a near-death experience
while aboard the destroyer Lansdale during World War II. On April 20,
1944, the ship was attacked and sunk by an enemy torpedo.

As he treaded water in the Mediterranean Sea, unsure of whether he
and his crewmates would be saved, Mr. Morgenthau vowed to devote his
life to public service, he said.

"I made a lot of promises to the Almighty," Mr. Morgenthau said.

Mr. Morgenthau’s cap, medals and oar from his time in the Navy are on
view in the exhibition, alongside campaign materials from his failed
gubernatorial run in 1970.

Also on display is a note from Sonia Sotomayor, newly sworn in as an
associate justice of the United States Supreme Court, dated Aug. 25.

The message, handwritten in blue ink, reads: "Few can say they have
a friend and mentor like you. I was blessed the day we met. Thank
you for all your support."

Henry Morgenthau Sr., one of 12 children born into a Jewish family
in southern Bavaria, came to New York in 1866. He was appointed to
his ambassadorship in 1913, and is today credited with drawing needed
attention to the Armenian genocide.

A telegram written in 1915, by which he informed the secretary of
state that "a campaign of race extermination is in progress," is
prominently displayed in the exhibition.

Also displayed is correspondence that Henry Morgenthau Jr. had with
his staff and with President Roosevelt regarding the American response
to the Holocaust.

The Morgenthau and Roosevelt families became friendly while living as
neighbors in Dutchess County, N.Y., and President Roosevelt appointed
Henry Jr. as his Treasury secretary in 1934.

As evidence of the atrocities committed against Jews in Europe
began to emerge, many people, including Henry Jr. and his staff,
accused the State Department and the Allied powers of ignoring and
even suppressing information about the crisis.

Officials of the Treasury took it upon themselves to compose a report
that is said to have compelled President Roosevelt into action —
though historians still debate whether that action was sufficient.

On view in the exhibition is a copy of the staff’s original report,
titled "A Report to the Secretary on the Acquiescence of This
Government in the Murder of Jews." Henry Jr., the display shows,
changed the title before forwarding it to the president, out of worry
that his friend would find it offensive.

Three days after receiving the report, Roosevelt signed Executive Order
9417 (on loan at the museum from the National Archives) to create the
War Refugee Board, which, according to the display, saved the lives
of an estimated 200,000 European Jews.

Melissa J. Martens, one of the exhibition’s curators, called the
documents "cornerstones of America’s response to the Holocaust."

Ms. Martens said she and her co-curator, Karen Franklin, were given
broad access to the family’s trunks, bookshelves and closets to find
the diverse objects that ultimately made it to the exhibition.

Mr. Morgenthau is the chairman of the museum’s board of trustees, and
David G. Marwell, the museum’s director, acknowledged the strangeness
of creating an exhibition about his "boss."

But he explained that he relished the opportunity partly because it
gave the museum a rare opportunity to feature exhibits on the Armenian
genocide and Roosevelt’s policies during the Holocaust.

The exhibition will run through December 2010
