/PanARMENIAN.Net/ "Issue of opening border is exhausted. Turkey
is in the middle of process; the rest lies with Armenia," said
Turkish Ambassador to Azerbaijan Hulusi Kylydzh. According to him,
international community is already fed up with conditions required for
Turkish Parliament’s ratifying Protocols, Novosti Azerbaijan reports.

Those conditions, according to Turkish diplomat, concern liberation
of so-called Azerbaijani lands.

of expenses in the sphere of science, but budgetary allocations will
be reduced considering certain demographic issues. This, however,
will not affect educational system at all," said Minister of Education
Armen Ashotyan.

At that he noted that Ministry plans to abolish monthly student
scholarships.

"Since the 1990s, scholarships, even those paid to excellent students,
have comprised AMD 5 thousand. This is a very small sum not enough for
meeting even minimal needs. Hence, under the joint program implemented
with World Bank the sum will be directed at forming a student credit
fund. Such credits will be accessible to a large group of students,"
Ashotyan explained.

Minister also promised to discuss elaborated project with students.

/PanARMENIAN.Net/ Painter and photographer Samvel Sevada turns 60
this year. Samvel Sevada’s anniversary was celebrated by exhibit of
his works, organized by Armenian Painters’ Union (APU) and HayArt
Cultural Center.

On November 17, APU hall hosted the exhibition of artist’s paintings
and photographies.

Congratulating the artist, APU chairman Karen Aghamyan noted: "Samvel
Sevada’s sunny works made our day brighter. Kindness and humanity
shine through every painting and photo of the artist."

As Samvel Sevada told PanARMENIAN.Net reporter, the exhibition
was dedicated to his mother. "This might be the reason people note
brightness and kindness in my works," he said.

The event also featured Samvel Sevada’s photoalbum presentation. The
album includes 200 artistic photos and 30 poems, some of them authored
by Sevada.

/PanARMENIAN.Net/ In a parliamentary session held today, ARFD MP
Artsvik Minasyan submitted a draft decision on creating an interim
parliamentary committee which will monitor the implementation of
proposals made by committee investigating March 1-2, 2008 developments.

He proposed that Committee provide information to public every three
months and involve in its activities RA Ombudsman, extra parliamentary
factions and public sector representatives.

Head of Republican Party (RPA) Galust Sahakyan objected to proposal,
finding it unreasonable. "Other parliamentary committees may be
recommended to do that," he stressed.

faction Vahan Hovhannisyan announced that 10 out of 27 ARFD-proposed
bills received Government’s disapproval.

Among rejected bills was the one proposing amendments to RA Law
"On Holidays and Commemoration Days", he said.

Besides, Hovhannisyan added, ARFD proposed amendments to Criminal Code,
envisaging criminal liability for individuals questioning the fact of
Armenian Genocide. "We revoked the bill ourselves as we didn’t want it
to receive negative assessment by Government," Hovhannisyan stressed.

ARFD faction leader accounted for Government’s negative attitude by
plans of creating an Armenian-Turkish historical sub-commission.

"Armenia’s involvement in the sub-commission redirects the countries
policy in the interests of Armenian people," he said.

In that connection, he distinguished three groups of people: those who

today the "Armenian three-year long program on state statistical work
for 2010-2012". In the ethnography sphere the document particularly
intends conduction of experimental population census from April 14-23,
2010 and a regular population census October 12-21, 2011.

It is also expected to make the date base of the ethnographic indexes
in accordance with the international standards for more inclusive
presentation of the ethnographic situation in the country.

The three-year long program intends also implementation of programs
in economic, social, educational, nature protection and other spheres.

The parliamentarians also approved the 2010 program of activity of
the Oversight Chamber.

STEPANAKERT, NOVEMBER 17, ARMENPRESS: A state headquarter has been
established in Artsakh for conducting the regular national money
gathering of "Hayastan" all-Armenian fund in an efficient way, headed
by NKR Deputy Prime and Finance Minister Spartak Tevosyan.

Media and Information department of NKR government told Armenpress
that a consultation was held today, where a number of issues connected
with money gathering were discussed.

S. Tevosyan noted that there are already positive responses from
numerous Karabakh state, public and business institutions and
individuals, who have expressed readiness to actively participate in
money gathering. A decision has been adopted at the consultation to
address a relevant application to Artsakh population.

The money gathered as a result of all-Armenian donation will be
extended for the reconstruction of Shushi town.
