Day.Az interview with senior consultant at Ukraine-based National
Institute of International Affairs Elena Kotelyanets.

Day.Az: What can you say about possible ratification of the protocols
in the Turkish and Armenia parliaments? Is opening of borders between
the countries is possible in near future?

Elena Kotelyanets: Signing of the Armenian-Turkish protocols on
normalization of bilateral relations can rightly be called a historic
decision. Turkey realized one of its most important foreign policy
initiatives and secured a diplomatic victory. By signing the protocols
Armenia seems to make a principal concessions primarily with regard
to the "Armenian genocide" processes of recognition of which can be
considered "frozen".

If such a question is set aside, Armenia will likely be ready to make
further concessions (concerning resolution of the Nagorno-Karabakh
conflict) in exchange for economic and political dividends. We believe
the Armenian-Turkish rapprochement as well as proactive steps to
establish full diplomatic relations between the countries will be
brought to logical conclusion, despite the mixed reaction of the
Armenian and Turkish public on this process.

Of course, one should not expect that normalization of Armenian-Turkish
relations to be simple and quick. However, one can assume that the
leadership of both countries will make every effort to ratify the
protocols in the parliaments as huge work has been done in this regard
and realization of national interests of both countries is involved.

Q: What is Ukraine’s stance on settlement of the Nagorno-Karabakh
conflict?

A: Ukraine’s official position implies recognition of Azerbaijan’s
territorial integrity and diplomatic support for this position. The
Ukrainian side believes that the OSCE Minsk Group has the main
role in the settlement of the Nagorno-Karabakh conflict. A Ukrainian
representative is also involved with the Minsk Group. Ukraine supports
resolution of any conflict exclusively through peaceful means in
accordance with international law.

We believe it is high time for Ukraine to intensify foreign policy
activities in the South Caucasus subregion and form a basic document
on foreign policy strategy in the South Caucasus. This document
is projected to contain Ukraine’s proposals to develop new forms of
cooperation with regional countries in politics, economy, security and
options to involve Ukraine with important economic and energy projects
in the subregion, as well as settlement of ethno-political conflicts.

Q: Do you think Armenian diaspora’s negative attitude to possible
ratification of the protocols can be viewed as a lack of interest in
further development of Armenia?

A: The process of discussion of the Armenian-Turkish protocols in
Armenia is not limited by national borders of this republic. Opinion
of a large Armenian diaspora, though it does not decide Armenia’s
domestic and foreign policies, is an important factor that no leader
of the country can ignore. The Armenian community both within and
outside Armenia perceives normalization of relations with Turkey
ambiguously. The Diaspora (not only Armenian) are often more radical
towards complex national issues than their compatriots in the
"historic homeland."

Such a position is attributed lack of knowledge about realities back
in homeland, current interests and a need to emphasize ethnicity,
historical past and traditions in a multi-ethnic environment in every
possible way. This radicalism can also be attributed to life conditions
in another country, where stereotypes of the past, fears and phobias,
historical experience are stronger than in historical homeland.

Thus, Armenian diaspora’s negative attitude to Armenia-Turkey
reconciliation can be regarded not as its disinterest in development
of historical homeland, but in absence of a sense of current needs
of Armenia.

Q: The South Caucasus region is currently unstable for many reasons.

Under what circumstances full cooperation between all countries in
the region is possible?

A: Full cooperation among the South Caucasus countries in near future
is unlikely, even fantastic. The current situation in the Caucasus is
due to several trends. To overcome these trends and create conditions
for effective cooperation among the countries is a very complex task.

The point is that the South Caucasus still remains the epicenter
where interests of leading countries (such as the U.S. and EU) and the
Black Sea-Caspian region, in particular (Russia, Turkey, Iran) clash.

Thus, political influence can clearly be seen on the South Caucasian
countries. Secondly, there is rivalry in the Caucasus between the
two security systems: NATO (which seeks to integrate Georgia and
Azerbaijan) and the Collective Security Treaty Organization (which
includes Armenia). In addition, there are a number of outstanding
historical, ethnic, religious, territorial issues, which pose
difficulties for relations among countries of the region. Full
cooperation of the South Caucasus countries is impossible until a
wide range of complex problems are resolved.

Q: Media recently reported that Washington plans to appoint U.S. State
Department diplomat Matthew Bryza a new ambassador to Azerbaijan. What
effect can it have on relations between Azerbaijan and the United
States?

A: As far as I know, the procedure of approval of Matthew Bryza as
U.S. Ambassador to Azerbaijan was suspended. However, his appointment
to this position would be justified step. Bryza has served as co-chair
of OSCE Minsk Group from the United States for quite a long time. He
is well aware of the problems in the Caucasus and all "pitfalls"
for the settlement of the Nagorno-Karabakh conflict. It is quite
difficult to foresee new trends in the U.S.-Azerbaijani relations
with appointment of a new U.S. ambassador.

The point is that the U.S. president and his new administration have
pushed the issue of the Caucasus aside due to the global economic
crisis focusing on domestic economic issues and foreign policy
objectives such as to restart relations with Russia. The Barack Obama
administration has not yet formed the concept of U.S. foreign policy
in the Caucasus. It is difficult to predict impact of a U.S.

ambassador to relations with Azerbaijan or any other South Caucasian
country till he/she is appointed.

Q: Do you believe Turkey can become a co-chair of the OSCE Minsk? If
so, how this may impact the settlement of the Karabakh conflict?

A: Despite the fact that the international community links settlement
of the Karabakh conflict exclusively with efforts of the OSCE Minsk
Group, conflict resolution mechanism and MG participants have been
changed in past years. Russia and Turkey, leading regional players,
have intensified efforts. Turkey has even made an initiative
to establish stability in the South Caucasus region and solve the
regional conflicts, which comprises basis of "Platform of Stability
and Security in the Caucasus."

According to this document, Turkey today pursues a policy of
rapprochement with Armenia initiating negotiations on Karabakh conflict
between Armenia and Azerbaijan. So, Turkey, having no relation
to the OSCE Minsk Group, today plays a role of chief mediator in
the settlement of the Nagorno-Karabakh conflict. I believe Turkish
diplomacy does not aim at accession to the Minsk Group since it can
realize its foreign policy plans in the Caucasus beyond the OSCE.

Moreover, Turkey will not be able to obtain membership in the Minsk
Group at least because of two reasons: Armenia considers Turkey a
party that supports Azerbaijan’s position in the settlement of the
Nagorno-Karabakh conflict and Russia will not back Turkey’s accession
to the OSCE MG.

Yerevan (Yerkir) – Senate Majority Leader Harry Reid (D-NV) has
informed the Armenian National Committee of America (ANCA) that he
will once again support legislation calling for U.S. reaffirmation
of the Armenian Genocide.

"We want to offer our appreciation to Majority Leader Reid for
joining with his colleagues in supporting this legislative effort to
put America on the right side of the Armenian Genocide issue," said
Aram Hamparian, Executive Director of the ANCA. "We look forward to
working with Senator Reid and our other friends in the leadership of
the Senate and the Foreign Relations Committee as the Armenian Genocide
Resolution moves to a Committee vote and adoption by the full Senate."

Spearheaded by Senators Bob Menendez (D-NJ) and John Ensign (R-NV),
the Armenian Genocide resolution (S.Res.316) also enjoys the early
support of Senators Sherrod Brown (D-OH), Russ Feingold (D-WI), Dianne
Feinstein (D-CA), Jack Reed (D-RI) and Sheldon Whitehouse (D-RI).

Senator Reid’s cosponsorship comes as Armenian Americans across the
country continue to participate in the ANCA "Countdown to Erdogan"
campaign – a four-week, grassroots campaign urging President Obama
to speak truthfully about the Armenian Genocide when he meets on
December 7th with Turkey’s Prime Minister Erdogan. The first week
of the campaign focused on Senate action, with thousands sending
ANCA WebMails and participating in a national call in day to Senate
offices in support of S.Res.316.

"Americans for Artsakh" organization held an event in the Armenian
embassy in Washington which is aimed at informing about the situation
existing in Armenia and Artsakh.

Robert Avetisyan, the permanent representative of the Nagorno-Karabakh
Republic to the United States has presented the history of the Karabakh
conflict and the present situation in the Republic.

On the event was mentioned that today the Caucasus has a significant
place in the international political life and the fact of the society
being well informed about Artsakh is very important.

Sara Lyudvig the executive director of "Americans for Artsakh"
organization has informed about their projects, particularly mentioning
that they are planning to hold trainings for young leaders, employees
of governmental structures and other groups, informs the press office
of the Ministry of Foreign Affairs of the Nagorno Karabagh Republic.

Council of Europe Committee of Ministers Monitoring group (AGO) will
meet with Armenian leadership and public organizations’ representatives
November 20 in the frames of regional visit.

November 23-26, AGO will be in Azerbaijan to assess Azerbaijan’s
commitments to the Council of Europe.

In Baku group members will meet with Azerbaijani President,
Parliament Speaker, oppositional parties’ leaders, NGO and mass
media representatives.

The meetings with Ambassadors of the CoE member states are scheduled
as well.

BAKU: Ambassador: Azerbaijan Is A Friendly Country To Lebanon

Assem Jaber "Lebanon has good relations with both Azerbaijan and
Armenia. We support Russian efforts for the solution of confrontations
between the two countries close to us", Lebanese ambassador to Russia
Assem Jaber told.

He said he believed that Azerbaijan and Armenia would reach solution
of the problems between them.

"We believe in wisdom of leaders of both countries. I am sure that
if the problems are solved our friends in Azerbaijan and Armenia will
be happy".

The diplomat mentioned the state of Lebanese-Azerbaijani relations.

"Azerbaijan is a friendly country to Lebanon and we love Azerbaijan.

The presidents of both countries are keeping up correspondence with
each other. We are happy to observe the development of Azerbaijan
reached in recent years. We hope that work will be continued toward
the strengthening of friendship and cooperation between our countries.

Unfortunately Azerbaijani-Lebanese economic relations are lower than
existing potential and political relations. I hope we can improve
the state of economic relations in near future".

Today Yerevan is holding a forum aimed at expanding partnership
relations in field of education with involving of all interested
organisations and groups.

The ‘Education: improvement under cooperation’ Forum was attended by
representatives of acting in Armenia international and non-commercial
organisations, officials of Armenia’s Ministry of Education and
Science and Ministry for Diaspora Affairs.

The chief objective is to classify programs which are promoted by
various organisations involved in field of education, then the forum
has a goal to involve the society into discussion plans on education
development, to create basis for cooperation with local and
international organisations.

"These all depend for great works, as not only financial matter
appears, but demand for changes in a mindset. It’s necessary to
understand what we need to provide competitive quality of education.

There is a need in intensifying the partner’s activities in field of
education, create new joint programs," said Minister of Education,
Armen Ashotyan.

Head of Standing Parliamentary Commission for European integration
affairs, Naira Zohrabyan, in her turn, said that Armenia’s Parliament
will contribute to education reforming.

Azerbaijan urges the European Union to play a more active role in the
resolution of the Karabakh conflict, Elnur Aslanov, chief of political
analysis and information department at Azerbaijan’s presidential
administration, has said.

"We want the EU to play a more active role in the resolution of
the Karabakh conflict", Aslanov told an international conference on
security in the South Caucasus that opened in Baku Friday.

He said the resolution of the Karabakh problem meets Europe’s interests
as transformation of Azeri occupied lands into an uncontrolled "grey
zone is not only a regional but also a common European threat".

"The withdrawal of troops from the occupied lands of Azerbaijan is the
only way out for Armenia from isolation. Azerbaijan will raise pressure
unless Armenia withdraws its troops from the occupied lands", he said.

The unsettled conflicts and application of double standards in their
settlement is a main threat to security in the South Caucasus. Despite
this, he said Azerbaijan continues rapid democratic and economic
development, the country contributes to the energy security of Europe
which was proven by the recent Bulgarian-Azerbaijani cooperation on
gas issue.

"Azerbaijan is among the rear countries that hold independent policy
in complex geopolitical conditions", Aslanov said.

In this connection, he stressed Azerbaijan’s intensive cooperation with
Russia in particular on gas and cooperation with the United States.

Then he said Azerbaijan builds its external policy based on the
development of regional cooperation and partner relations with all
the interested countries.

Speaking of Azerbaijan’s progress, Askanov said the country is
developing steadily and if in 2003 poverty rate made 49%, in 2008 it
fell down to 13%.

Then he touched upon the issue of democratic processes in the region
and said "democracy cannot be exported, it should be studied and its
application should be based on historical and national and cultural
needs of the countries".

On November 19 President of the National Assembly Mr. Hovik Abrahamyan
received the Director of the Office for Democratic Institutions and
Human Rights of the Organisation for Security and Co-operation in
Europe (OSCE/ODIHR) Ambassador Janez Lenarcic.

Welcoming the guest RA NA President expressed his conviction that the
cooperation with OSCE/ODIHR promotes the strengthening of democratic
institutions and protection of human rights in Armenia. Mr. Abrahamyan
underlined that the wish of the authorties of the country was to see
the Republic of Armenia in the family of the progressive European
democratic countries and the necessary political will existed in order
to reach that goal. In that context RA NA President presented to Mr.

Lenarcic the developments following the elections of 2008 and the
undertaken actions in overcoming the consequences of the March 1-2
tragic events.

Expressing his gratitude for warm reception, the OSCE/ODIHR noted that
the goal of his visit was to strengthen the atmosphere of mutual trust
in the relations with the authorities of the Republic of Armenia. In
that connection Mr. Lenarcic underscored that the organization led by
him did not pursue the goal of giving lessons or imposing anything,
but it simply proposed its specialized assistance.

During the meeting the sides also touched upon the issue of
normalization of the Armenian-Turkish relations, as well as the
process of peaceful regulation of Artsakh problem.

Sinan Ogan The talks between the Armenian and Azerbaijani presidents
on 22 November are unlikely to produce a major breakthrough in settling
the Karabakh conflict, Sinan Ogan has said.

The head of the Turkish Centre for International Relations and
Strategic Analysis (TURKSAM) told 1news.az, "No significant
breakthrough in negotiations is expected in Munich as Yerevan is
not ready for constructive talks and uses them just to continue the
occupation of Azerbaijani land."

"Armenia’s tactics are clear," Ogan said.

"The Armenians are trying to protract the negotiations till April in
order to put pressure on Turkey through the United States. And then,
naturally, relations between Baku and Ankara will worsen and Yerevan
will get additional dividends.

"This is clear to everyone. Armenians forget that Turkish diplomacy
has a 600-year history. Don’t they understand that we realize what
they are trying to do?" Ogan said.

The Karabakah problem is one of the issues that Turkish Prime Minister
Recep Tayyip Erdogan will discuss on 7 December in Washington and
in Moscow too, Ogan said. "Turkey will spare no efforts in putting
pressure" on the countries co-chairing the OSCE’s Minsk Group that
is mediating a resolution to the conflict, he said.

Ogan said that the talks should be effective, otherwise Azerbaijan
has the right to suspend them and settle its problem in other ways.

"How can we bear all this?" Ogan asked. "The United States, Russia
and France should persuade Armenia to stop this policy and comply
with the norms of international law."
