/PanARMENIAN.Net/ A major section of a 14th century Armenian church
in Tbilisi collapsed Wednesday evening, after years of neglect by the
authorities to repair the historic structure, reported the Georgian
Diocese of the Armenian Apostolic Church on Thursday.

The St. Gevorg of Mughni Church, built in 1356, had been entirely
rebuilt in 1756. It is made of brick and its architectural typology
is that of a cross within a rectangular perimeter, with four
free-standing supports. The church had been closed for years, owing
to the structures deteriorating condition. Locals say the recent
rains further exacerbated the damage to the church.

been operating as a museum of folk art until the mid-1980s. By 1990
it was no longer a museum and its interior lay in ruin. The vestibule
attached to the western facade of the church was destroyed in May,
1991.

"The Georgian Ministry of Culture, Monuments Protection and Sports
should bear the responsibility," the Diocese said in a statement
Thursday. "All this creates an impression that by failing to solve
the issue of returning the churches to the Armenian Diocese, the
Georgian Patriarchate and authorities do not pay proper attention
to the preservation of Armenian churches, and intentionally destroy
important monuments of Armenian culture."

Georgian authorities had pointed to large cracks in the church’s
walls as an excuse to demolish the church instead of repair it. The
district governor in Tbilisi Thursday promised to allocate funds for
reconstruction of the church.

/PanARMENIAN.Net/ The assassination of Khosrov Reserve Director Samvel
Shaboyan is disclosed. Those guilty are arrested, RA Police criminal
office chief, colonel Hovhannes Tamamyan said.

The crime was committed by Vedi town resident Karen Petrosyan and
driver Vahram Khachatryan, living in Yerevan.

"The weapon was confiscated. Investigation is underway," colonel
Tamamyan said.

Khosrov Reserve Director Samvel Shaboyan was killed on November 18
night. His Toyota Prado (007LL71) was shelled by unknown in Myasnikyan
Avenue, Yerevan. Law enforcers counted 30 bullet holes in the car.

Shaboyan, who was sitting on the backseat, died from numerous bullet
wounds.

and Agriculture Organization "Restoration of Woods and Wood Cover"
program costing 432,000 USD will be implemented in Armenia. The
program is aimed at economic development of rural areas of Hrazdan
region and creation of new jobs.

Acting director of FAO Gayane Nasoyan said within the framework of
the program "Hayantar" non-trade state organization will be provided
strategic analyses and forecasts which will help in amending the
documents relating to the wood policy. She said classes will too be
organized for the specialists of the sphere. Besides, new devices
and materials will be provided to "Hayantar".

Armenian Agriculture Ministry, Nature Protection Ministry, Armenian
office of the Nature Protection World Foundation, "Armenia-Tree
Planting" foundation and Armenian State Agrarian University are
participating in the program.

World Bank Reports Poverty Rise In Armenia

Poverty in Armenia has increased this year for the first time in over
a decade as a result of the ongoing economic recession, the World
Bank said on Tuesday, according to azatutyun.am.

In a detailed analysis partly based on government statistics, it
estimated that the proportion of Armenians living below the official
poverty line reached 28.4 percent in the second quarter of this year.

The official poverty rate stood at 25.6 percent during the same period
of last year, meaning that the number of poor people has since risen
by at least 90,000 since then.

According to the website, the bank said the level of extreme poverty
has nearly doubled to 6.9 percent, or by over 107,000 in absolute
terms, on the year-on-year basis. "These developments are a setback for
Armenia after a decade of nearly double-digit growth … and reduction
in poverty incidence from 56.1 percent in 1998/99 to 23.5 percent in
[late] 2008," it said.

Armenia’s economy contracted by 18.3 percent in January-September
2009, one of the steepest GDP declines in the world. According to the
World Bank, poverty was mainly pushed up by the resulting job losses
as well as a fall in seasonal migration of labor from the country.

"The data show a significant number of jobs lost, particularly in
construction and manufacturing, and a more discouraged work force,"
read its analysis. "However, there was no appreciable reduction in
wage rates and working hours among those continue to be employed."

"There were large flows of returning migrants from Russia and other
destinations for temporary migration. And migrants who would normally
head to Russia during the spring have likely stayed at home," added the
document mainly authored by Lire Ersado, a senior World Bank economist.

Ersado said the poverty rise would have been more drastic without
anti-crisis measures taken by the Armenian government. "The coping
measures taken by the government and households themselves may have
dampened the consequences of the financial crisis," he told a news
conference in Yerevan. "Without that, the poverty increase could have
been 7.6 percentage points."

The government has borrowed more than $1.3bn in emergency loans from
the World Bank, the International Monetary Fund and other foreign
sources this year to try to finance those measures. That has allowed
it, among other things, to mostly offset a serious shortfall in tax
revenues resulting from the crisis.

"There is a strong case to be made to increase funding, not cut,
for targeted social safety net programs and for other pro-poor
spending programs," said the analysis. It also encouraged the
government to carry on with "employment intensive investments" in
public infrastructures.

The 6th media conference on "Journalistic education, improvement
of quality of education and new technology in the South Caucasian
countries" has started in Tbilisi on Thursday.

About 70 journalists participate in the two-day conference

The conference is organized on the initiative of the Office of OSCE
Representative on Freedom of the Media.

Chief of the international relations department of the Georgian
parliament Akaki Minashvili delivered welcoming speech at the
conference.

OSCE Representative on Freedom of the Media Miklos Haraszti said it
was important for the journalists to get education abroad to gain
experience. He said Tbilisi conference had significant importance
for approaching of Azerbaijani and Armenian journalists and it has
arisen from the requirements of "people to people diplomacy".

According to Haraszti, Armenia and Georgia already adopted defamation
law.

Medvedev Spoke Of Karabakh Conflict

According to RIA-Novosti, within the framework of Russia-EU summit
President of Russia Dmitry Medvedev spoke of Karabakh conflict at a
press conference saying, "We also discussed problems related to the
South Caucasus region. I can tell you honestly that in this area,
our positions do not converge, and this must be admitted openly. We
still have differences, but that is not the reason to dramatize the
situation. We need to move our positions closer together, to find ways
to stabilize a rather complicated situation that currently exists in
the South Caucasus.

There are also good approaches and good examples of cooperation. In
particular, we discussed the process taking place between Azerbaijan
and Armenia in settling the Nagorno Karabakh conflict. And this is a
good example of how we can cooperate, or how we could have cooperated
if the known act of aggression had not taken place last year."
