Turkish scientist says Armenians are creating false facts

"Armenian side shows unlimited self-confidence", – said Kamal Chichek,
head of the Armenian Research Desk at the Turkish Historical Society
during a panel discussions at the Turkish House in Washington DC, on
November 20th.

The event was held by the Assembly of Turkish American Organizations
(ATAA) in order to discuss the Turkish-Armenian relations.

Kamal Chichek said despite the Zürich agreement (which are supposed to
make the relationship between the two countries better), the Armenian
Diaspora in the US is trying to raise the genocide issue in Congress
again. The Turkish Diaspora is concerned about that. This matter will
be discussed in the beginning of December during prime-minister
Erdogan’s visit to US.

Chichek says that Armenians are creating false facts.

Answering question, head of the Armenian Research Desk at the Turkish
Historical Society stresses that the Turkish side believes that the
joint historical commission will dig out the truth.

"It will be good opportunity. Armenians will see that the documents
which they read are not correct. Their arguments are not strong. For
example, recently Armenians quoted Talat Pasha’s telegram where
according to Armenians he said that genocide really happened. But
there is no such a telegram in reality. If we create a joint
commission Turkish side can provide to Armenian side all of telegrams
written by Talat Pasha" `said Turkish representative.

The participants of the panel also mentioned that while investigating
the history, people mustn’t forget such recent events as the massacre
in Khojali.

Jamestown Foundation: by April US to make moves to meet Armenia halfway

Baku, Fineko/abc.az. International conference `Impediments to Security
in the South Caucasus: Current Realities and Future Prospects for
Regional Development’ organized in Baku yesterday by the Centre for
Strategic Studies (SAM) under the President of the Republic of
Azerbaijan and International Institute for Strategic Studies (IISS)
showed that US analysts consider their country’s policy in the region
inefficient.

Addressing to the conference Jamestown Foundation’s senior fellow
Vladimir Socor said that conflict in the region will have no result if
the US does not play more active role.

`At the same time the US has unprejudiced interest in partnership
between Turkey and Azerbaijan and their bilateral co-operation,’ Mr.
Socor said.

However, these interests are threatened because of US Administration’s
current position.

`Barak Obama made a mistake in the course of election campaign by
promising to recognize genocide of Armenians in the Ottoman Empire.
After he became the US president he failed to do that not to spoil
relationships with Turkey. But Obama seeks opportunities to make moves
to meet Armenia halfway and these moves can be expected by April,’ Mr.
Socor said.

This April Armenia is to mark the next anniversary of this genocide.

At the same time Mr. Socor does not consider a mistake the protocols
on normalization of ties between Turkey and Armenia thinking that
processes of normalization of Turkish-Armenian links and settlement of
Armenian-Azerbaijani conflict should be carried out in parallel and
complement each other.

Armenian will be presented by Luara Hayrapetyan with her song called
â??Barselonaâ??. She will be the third one to appear.

On the Junior Eurovision Song Contest participate the following
countries; Armenia, Russia, Byelorussia, Georgia, Belgium, Cyprus,
Malta, Macedonia, Romania, Serbia, Holland, Sweden, and Ukraine.

West makes efforts to support Armenia: senior Azerbaijani official

"Recent financial crisis is influencing on the international
diplomacy, politics and international relations."

`People feel results of financial crisis and therefore don’t pay
attention to its impact on politics and diplomacy’, said chief of the
international relations department of the Presidential Administration
Novruz Mammadov at the international conference `Security challenges
in the South Caucasus: realities and prospects of regional
development’.

He said politicians, experts and diplomats understand it very well: `I
consider that there is a crisis in diplomacy and politics today.
Existence of diplomacy, politics and international law should be
reflected on Armenia-Azerbaijan Nagorno Karabakh conflict,’ he said.

`U.S. Congress passed Section 907 against Azerbaijan as a result of
this conflict in 1992. Everyone thinks today that it was incorrect and
groundless decision. But this decision has allowed Armenia to receive
2.5 billion dollars of assistance from the United States since than.
Azerbaijan, which suffered from the aggression, didn’t receive any
assistance from the United States. Second example, following the
August 2008 events in the region, the world community, the West
decided that Armenia lost 500-600 million dollars in this process and
therefore it needs assistance. They decided to let some countries and
international institutions to assist Armenia. Though entire world,
including the West know that Azerbaijan suffers most damages losing
more than one billion dollars. But they kept silence on this issue. I
have an impression that the West has directed all its efforts to
support Armenia for long years. It avoids explanations making
superficial statements’.

Mammadov said he didn’t understand reasons of that.

`Indeed Azerbaijan is only country in the post-soviet area that
efficiently cooperates with the West. It is enough to give an example
of one pipeline project carried out by Azerbaijan to prove my words.
But foreign ministers of six leading countries became intercessor to
Armenia for 3-5 hours in Zurich during the signing of protocols. What
is the reason? Though Minsk Group countries, including co-chairs have
never showed such concrete position on the Nagorno Karabakh conflict.’

The official reminded that representatives of the West, who were
talking about the conflict, say everything is OK and there is not much
left until the solution to the conflict.

`Our friends in the West, those who have gathered here, who are not
here, the states with which we have close cooperation, the countries
co-chairing Minsk Group should speak concretely concerning these
issues. The two sides can never be guilty equally in a conflict. Since
when has the principle `Solve yourself, we will support you’ been
considered the norm of the international law? Why should it be applied
especially to Azerbaijan? The US and Russia share one position only
the Nagorno Karabakh problem while their positions differ in all
other issues. Though Azerbaijan is a young state, it is mighty, has
chosen its way and believes it will develop and reach its goals. We
will move on this way, even though there is difficult situation. I
think our friends in the West, East, South and North will sooner or
later have more sensitive approach to the principle of justice and
express their concrete and fair position on these processes,’ he said.

Lithuanian Foreign Minister meets with Armenian opposition

Leader of Armenian National Congress, first-sitting Armenian President
Levon Ter-Petrosyan, met with Lithuanian Foreign Minister Vygaudas
Usackas who also represents the EU presidency.

`The parties discussed items of democracy in Armenia, and those of
political prisoners,’ Congress’s press office reported. The sides
shared views on process of normalisation relations with Turkey and
issue of Karabakh conflict.

excluded in the current stage of the talks on Karabakh conflict
resolution, as Azerbaijan is well-aware of the Armenian armed forces’
high combat readiness, Head of the `Heritage’ faction Armen
Martirosyan said commenting on Azerbaijani President Ilham Aliyev’s
statement on the possibility of resumption of hostilities in Karabakh
conflict zone.

According to him, Armenian and Azerbaijani Presidents’ Munich meeting
will not be the last, as Mr. Aliyev forecasts, because the negotiation
process does not depend on two leaders only, but their `senior
partners’ as well. `As Armenian and Azerbaijani Presidents are not
legitimate, they are bound hand and foot,’ Martirosyan outlined.
According to him, Aliyev’s statement pursues an aim to exert moral
pressure on RA Serzh Sargsyan and OSCE MG Co-Chairs.

As NEWS.am reported previously, Azerbaijani President Ilham Aliyev
stated if the meeting with RA President Serzh Sargsyan in Munich on
Nov. 22 yield no result, Azerbaijan will walk out of the talks and
seek military solution to the conflict.

Secretary Arthur Baghdasaryan received Lithuanian Foreign Minister
Vygaudas Usackas. The officials discussed issues on bilateral
cooperation as well as collaboration in the frames of international
organizations, RA National Council Security press service informed
NEWS.am.

There is a great potential of cooperation intensification in different
fields between the states, Baghdasaryan outlined. An agreement was
reached to develop the cooperation in food security and other fields.
Mutual visits will be paid in the near future for further discussions.

Issues related to Armenia-EU cooperation reforms in Armenia and
Eastern Partnership project were canvassed in the course of the
meeting. The parties attached significance to Armenia-EU dialogue
intensification and enhancement of the cooperation within committee’s
framework on justice, liberty and security.

The diplomats also exchanged views on regional issues, particularly
Karabakh conflict and Armenia-Turkey normalization process. Vygaudas
Usackas appreciated high Armenia’s efforts to normalize relations with
neighboring countries, adding that Lithuania supports Armenia-Turkey
reconciliation.

Mr. Mayilyan, what is your opinion on Azerbaijani President Ilham
Aliyev’s statement that if tomorrow’s meeting with RA President Serzh
Sargsyan in Munich yields no result, Azerbaijan will break off the
talks and prefer military showdown.

The attempt of Azerbaijani President to exert pressure on Armenian
side and blackmail international mediators is evident. Such line of
conduct by Azeris can be induced by the fact that impending meeting of
Armenian and Azerbaijani Presidents in Munich will be the first after
the Protocols’ signing in Zurich. The tendency itself to
Yerevan-Ankara normalization apart from NKR peace process triggers
serious concerns in Baku that entails this kind of statements.

Don’t you think such statements depreciate the Presidents’ Munich meeting?

Armenia should keep on participating in the talks to achieve the
restoration of full-fledged trilateral format, as well as the
elaboration and adoption of realistic principles on the conflict
resolution. If Azerbaijani authorities dislike the consultations’
results, Azerbaijan should walk out of the process and claim the
responsibility for the consequences of the made decision.

What expectations do you have from Aliyev-Sargsyan tomorrow’s meeting?

I don’t have particular expectations, however I reckon it is always
good to exchange views on different levels. It’s better to do it with
the participation of conflicting parties, meanwhile showing good will.

Azerbaijan threatens Armenia with ‘military force’

Azerbaijan says it has "the full right" to resort to military action
in order to liberate the Nagorno-Karabakh region, which it lost to
Armenia in the 1990s.

Azerbaijani President Ilham Aliyev said on Friday that if an upcoming
meeting with his Armenian counterpart ends short of a deal on the
matter "then our hopes in negotiations will be exhausted and then we
are left with no other option" than to reclaim the territory by force,
the Reuters news agency reported.

"We are doing that because we never excluded and we do not exclude
that option. We have the full right to liberate our land by military
means," he added.

Azerbaijan lost control over the region in a rebellion by local
Armenians, who were supported by Yerevan’s military. The conflict
killed tens of thousands of people rendering more than a million
others homeless.

"That meeting must play a decisive role in the process of
negotiations," the Azerbaijani president noted as he was preparing to
attend talks with Armenia’s Serzh Sargsyan in Munich on Sunday.

The international community has refused to recognize the de facto rule
of the ensuing Nagorno-Karabakh Republic.

Azerbaijani-Turkish Diaspora Organizations hold joint meeting in
Frankfurt

Frankfurt ` APA. European Azerbaijanis Congress and Coordination
Council of Azerbaijani-Turkish Diaspora Organizations hold a joint
meeting in Frankfurt, Germany on Saturday.

The State Committee for Diaspora Activities took into consideration
addressed of the European Azerbaijanis Congress and Turkish
communities in the different countries and put forward an initiative
to hold such meeting. The addresses said important events in the
region in 2009, particularly signing of protocols between Turkey and
Armenia on October 10 about the establishing of diplomatic relations
between the two countries and development of bilateral relations
caused serious concerns and protests of Azerbaijani and Turkish
Diaspora organizations. They univocally stressed that the opening of
Turkish-Armenian borders without solution to Armenian-Azerbaijani
Nagorno Karabakh conflict is unacceptable and they support
Azerbaijan’s position on this issue.

The State Committee considers it necessary to express the position of
Azerbaijani and Turkish Diasporas in large scale. Vice Speaker of the
Azerbaijani parliament Bahar Muradova, chief of the public policy
department of the Presidential Administration Ali Hasanov, chairman of
the State Committee for Diaspora Activities Nazim Ibrahimov, members
of the parliament, scientists, intellectuals, as well as members of
the European Azerbaijanis Congress and Coordination Council of
Azerbaijani-Turkish Diaspora Organizations participate at the meeting.

The meeting of European Azerbaijanis Congress and Coordination Council
of Azerbaijani-Turkish Diaspora Organizations will consist of three
panels: `Azerbaijan-Turkey: common history, common interests and
common problems’, `Integration of Azerbaijan and Turkey into the
globalized world: realities, problems and prospects’ and `Contemporary
development level and prospects of cooperation between Azerbaijani and
Turkish Diaspora organizations’.

European Azerbaijani Information Center will be presented at the
meeting. The center will enhance propaganda opportunities of European
Azerbaijani Diaspora. It will provide Europe with information about
history and today’s realities of our country. It will contribute to
the strengthening of solidarity between the Azerbaijanis abroad and
will be important bridge between them and Azerbaijani community.
Initiative Group of the Union of European Azerbaijani Women
Organizations will be established at the meeting.
