Armenian and Azerbaijani Presidents discussed framework agreement

agreement that will further become the base for the signing of
underlying agreement on Nagorno-Karabakh conflict settlement, Euronews
TV channel informed after the Munich meeting.

The source reports that under the discussed agreement, Armenian side
will withdraw troops from the controlled territories around
Nagorno-Karabakh, retaining control over the corridor connecting
Armenia with Nagorno-Karabakh. The status of Karabakh will be decided
by means of referendum.

As NEWS.am reported earlier after the meeting of two Presidents, OSCE
Co-Chair Bernard Fassier stated that the sides have achieved
significant progress, however there were some difficulties. French
diplomat underlined that Co-Chairs intend to start preparations for
the next meeting, but did not clarify where it would take place.

OSCE Minsk Group Co-Chairs called on Azerbaijani President to refrain
from making warlike statements. As NEWS.am reported earlier, on the
threshold of the meeting, Ilham Aliyev made a number of warlike
statements. In particular, he stated that if the hope for talks comes
to an end `country is justified in liberating its territories by
coercive methods.’

FRANFKURT-ON-MAINE, November 22 (Itar-Tass) — Important progress was
made at the Munich negotiations of the Armenian and Azerbaijani
presidents on Karabakh settlement on Sunday, French Cochairman of the
OSCE Minsk Group Bernard Fassier said.

Also, the meeting exposed certain difficulties in the negotiations, he said.

In the words of Fassier, the French, Russian and U.S. cochairmen of
the OSCE Minsk Group had agreed to prepare another meeting of the
Azerbaijani and Armenian leaders. He did not say when the new meeting
might take place.

Presidents Ilham Aliyev and Serzh Sargsyan did not make comments after
the Munich event.

That was the eighth round of their direct negotiations in the past 18
months. Four meetings were held in Russia.

The sides are coordinating a framework agreement based on the Madrid
Principles, which were signed by the cochairmen in November 2007. Once
the framework agreement is ready, the sides will start to draft a
fundamental political settlement document.

The Madrid Principles stipulate Azerbaijani control over lands
occupied by Armenia and an intermediate status of Karabakh, which
would receive security guarantees and administrative autonomy. Armenia
will be linked to Karabakh with a corridor, and the Karabakh legal
status will be defined in a referendum. The Madrid Principles confirm
the right of all displaced persons and refugees to return home.
Finally, the principles provide international security guarantees,
i.e. a peacekeeping operation.

The Munich meeting with Armenian President Serzh Sargsyan on November
22 will be a crucial event, Azerbaijani President Ilham Aliyev said at
the opening of a refugee compound on November 20.

`We will present our program at the meeting. The meeting will play a
crucial role in the negotiations. There have been several meetings
this year, but no results have been attained. If the upcoming meeting
fails, the hopes we pin on negotiations will be crushed,’ he said.

Aliyev does not rule out a military solution if the negotiations prove
to be abortive. `If the hope we pin on negotiations fails, we will
have no other way [to resolve the problem]. We must be prepared for
that,’ he said.

Azerbaijan has the right to use force for freeing its lands, the
president said. Yet Azerbaijan wants a peaceful solution, he added.

`If Armenia thinks we can negotiate forever, it is mistaken. We will
negotiate until we hope that the problem will be resolved, until we
have some hope. If we see that the Armenian side does nothing but
foot-dragging and wants to make the negotiations eternal, the
negotiations will stop,’ Aliyev said.

Azerbaijan does not want `an imitation of negotiations,’ he said.

Armenia must meet Azerbaijan halfway and free the occupied Azerbaijani
lands, Aliyev said. Refugees must return, and then the Karabakh status
will be considered, he said.

`Azerbaijan will never agree to independence of Karabakh,’ Aliyev concluded.

Indifference of the international community drags out the settlement
of the Karabakh conflict, Aliyev said earlier in the week, while
opening of a residential area for displaced persons.

`The world is indifferent. International organizations have passed
resolutions, but they are not fulfilled and thus become senseless,’ he
said.

Whenever lands are occupied in another region, international forces
interfere and apply political and military methods, `but this is not
the case,’ Aliyev said.

`The international community does not put pressure on Armenia, which
breaches international norms. Azerbaijan needs to make a thorough
analysis of the situation and to make corrections in its action plan,’
he said.

Certain progress has been made at the negotiations, the president
noted. `The pullout of Armenian forces from all Azerbaijani lands,
including seven districts outside Karabakh, and the return of
Azerbaijanis to Karabakh are on the agenda. This gives us hope and
encourages our further participation in the negotiations,’ he said.

So far, Baku sticks to negotiations, Aliyev said. `Azerbaijan will
continue political and economic pressure on Armenia until justice is
restored,’ he concluded.

Meanwhile, Sargsyan told the media that Armenia was seeking long-term
solutions, which would bring genuine and lasting peace to the region.

`We are very serious and responsible about the negotiations,’ he said.
`Reasonable solutions are possible, but only if the negotiating
parties assess the situation realistically.’

`It would be wrong to reach decisions, which may be acceptable at a
certain moment but will not provide lasting peace,’ Sargsyan said.

"Some important progress has been reached," B. Fassier told reporters
after more than four hours of talks in Munich. "At the same time, we
identified some difficulties."

Fassier said he and his co-mediators from the United States and Russia
would prepare the next meeting, without specifying when it would take
place.

Today the presidents of Azerbaijan and Armenia had next meeting on
Nagorno-Karabakh conflict resolution with participation of ministers
of foreign affairs and Minsk group co-chairs. The meeting was held in
Munich and lasted more than 4 hours.

Germany. Reliable sources report that the Armenian and Azerbaijani
Foreign Ministers are now holding a meeting with the participation of
the OSCE Minsk Group Co-Chairmen.

World mass media have provided coverage of the meeting in the context
of the Azeri leader’s strongly worded statements.

Specifically, the Euronews TV channel entitled its report as `Last
chance talks over Karabakh’

The source reports that `the Moscow mediated truce deal signed last
year between Azerbaijan and Armenia is on the verge of unravelling if
talks today do not produce a result.’

Referring to the Azeri leader, Euronews reports that `President Ilham
Aliyev has already warned his country would be prepared to take the
region back by force.’

Yesterday, Sergey Markedonov, expert at the Russian State Humanitarian
University, commented on the Azeri leader’s statement. He said that
hostilities in the conflict zone may be resumed only if `someone loses
his rational faculty.’ According to him, resuming hostilities in the
conflict zone will be a unhappy enterprise the Azerbaijani leader is
unlikely to resort to ` in contrast to his Georgian counterpart,
Aliyev is a rational politician. `One thing is talking about war, but
quite another thing is getting corpses,’ Markedonov said. He added
that Aliyev will continue playing with this argument. The expert
pointed out a balanced situation round Nagorno-Karabakh ` neither the
West nor Russia is supporting either side. Marekedonov said that
Aliyev’s rhetoric is most likely a mere diplomatic move.

Azerbaijan’s President has warned neighboring Armenia that his country
is ready to resort to military force to resolve their territorial
dispute if talks over the enclave of Nagorno-Karabakh fail.

The two countries’ leaders, Armenian President Serzh Sargsyan and
Azeri President Ilham Aliyev, are meeting on Sunday in Munich.

"If no results are achieved at this meeting, the hopes we pin on the
talks will be exhausted, and no other way will remain for us. We must
be prepared for this," Aliyev said while visiting Azerbaijanâ??s
Geranboi district on Friday, Interfax news agency reports.

He noted that the recent talks did not produce any results because the
Armenian side demonstrated an unconstructive position, and said the
current meeting in Munich is likely to be conclusive.

The region has a largely Armenian population and has been a source of
conflict between the former Soviet republics since the late 1980s.

A war between Armenia and Azerbaijan for the area began in 1991, when
Nagorno-Karabakh unilaterally declared independence. Around 30,000
people were killed.

Most of Nagorno-Karabakh has remained under joint Armenian and
Nagorno-Karabakh military control, since the ceasefire in 1994.

Up to now the Nagorno-Karabakh republic has not been recognized by the
international community.

After a series of diplomatic talks, Azerbaijan’s President Ilham
Aliyev says he will pursue the military option against Armenia if a
long-running border dispute is not resolved in Munich this week.

Azerbaijan’s President Ilham Aliyev has threatened to use military
force against Armenia if the two neighboring countries do not resolve
a long-running territorial dispute during talks in Munich, starting on
Sunday.

The territory in question is the Nagorno-Karabakh enclave which has
been under the control of Armenian troops and ethnic Armenian forces
since 1994.

"If that meeting ends without result, then our hopes in negotiations
will be exhausted and then we are left with no other option," Aliyev
said on Saturday. "We have the right to liberate our land by military
means."

Azerbaijan is aiming to strike a deal whereby most of the seven Azeri
districts captured during the war with Armenia would be returned.

General and will be mediated by Western diplomats.

If war were to erupt, it would threaten a key oil and gas transit
region to the West.

It will be the sixth time the two leaders have met this year, and the
first meeting since Armenia normalized diplomatic ties with Turkey
after a century of hostility.
