ArmInfo. Traffic Police of Armenia will make its best to provide safe
traffic in view of the new educational year, Head of the Traffic
Police, Police Colonel Margar Ohanyan told media on Monday. He
highlighted that Traffic Police will conduct a safe traffic action
"Attention! Children!" on September 1-10.

"Police Head Alik Sargsyan has already charged regional police
departments on the above action. Our goal is to bring to naught the
probability of accidents," M. Ohanyan said. The results of the action
will be available in mid September.

ArmInfo. The Ministry of Nature Protection of Armenia recognized the
alienation of the land area of 21,76 ha from "Jrvezh" Forest Park.

As "EcoLur" organization told ArmInfo, in reply to "EcoLur" request to
clarify, whether a land area has been actually alienated from "Jrvezh"
Forest Park situated on the crossroad of Garni-Yerevan highway,
Samvel Amirkhanyan, Head of Administration of the Ministry of Nature
Protection of RA, (letter numbered 5/22/1052 dated on 20.08.09),
in particular, brought the following clarifications:

"The mapping and zoning of "Jrvezh" Forest Park, a part of "Forest Park
Complex" State Non- Commercial Organization of the Ministry of Nature
Protection of RA, were carried out in 2007-2008. During the mapping
and zoning some issues were revealed that refer to biodiversity,
number and spreading of plant and animal species. As a result of the
territory reconsideration, more exact zoning and mapping of the forest
park, the territory of the forest park made up 400,43 confirmed by
the government decision Ñ~L 684 Ð~L dated on 18.06.09 without the
land area of 21, 76 ha, which is the subject of the enquiry.

Basing on the fact that the aforementioned land area bordering
with Voghchaberd and Jrvezh Communities, as well as with
Yerevan-Garni-Voghchaberd highway has no fence (only 150 m out of more
than 1150 m), as well as on the fact20that this land area presents
difficulties in regard to care, safety and management.

Before the mapping, the size of "Jrvezh" Forest Park territory made
up 400 ha, and, as a matter of fact, it remains unchanged, as other
territories rich in biodiversity were joined to the forest park."

Thus, the Ministry of Nature Protection of RA approved the fact of
exchange of territories in "Jrvezh" Forest Park. What about the fact
that land area presents difficulties in regard to care, safety and
management, "EcoLur" invites the representatives of the Ministry to get
familiar with the splendid pine forest growing in the alienated land
area, to walk along the natural border separating this land area from
the highway, as well as to view the new stony and arid territories.

It should be noted when the actual exchange of the territories took
place in 2007, the Head of "Forest Park Complex" State Non-Commercial
Organization was Ashot Avalyan who is Deputy Head of Administration
of the Ministry of Nature Protection of RA at present.

ACCORDING TO ARPI VARDANIAN, JUDGEMENT OF CALIFORNIA COURT OF APPEAL IS LOSS OF ALL NATIONS

YEREVAN, AUGUST 31, NOYAN TAPAN. The judgement of the California Court
of Appeal is the loss of all nations of the world. Director of AAA
Armenian and NKR offices Arpi Vardanian expressed such an opinion at
a press conference on August 28.

To recap, according to the law adopted by California State Parliament
in 2000, the heirs of the 1915 Genocide victims can sue the insurance
companies till 2010 and get a compensation. A German company had also
been sued.

However the latter applied to the court demanding to recognize that
law as an anti-constitutional one. The protest was dismissed, then
it was appealed in the Court of Appeal and a judgement was issued in
favor of the German company this year on August 20.

According to A. Vardanian, with such refutations and denials the
nations of the world are in danger. According to her, that decision
will hamper the process of prevention of both Armenian and other
genocides.

A. Vardanian noted that AAA applied to U.S. President Barack Obama’s
administration to get some explanations.

State Program Of Armenian Education Development Should Be Worked Out

YEREVAN, AUGUST 31, NOYAN TAPAN. According to the law On General
Education which was adopted by the National Assembly in July, a
state program of Armenian education development should be worked
out. Zharangutiun (Heritage) NA faction member Anahit Bakhshian
noted at an August 28 press conference that very good principles are
stipulated by the law which should be still fulfilled.

"If the government does not respond to making decisions in
correspondence of this law’s principles, the law will not serve the
purpose," A. Bakhshian said. According to her, in accordance with
the law the management board of the school which should consist of
parents, teachers, representatives of regional administration will
elect a headmaster and sign a working contract by the established
order for 5 years.

It was also noted that from now on for being candidate of school
headmaster one should gain a certificate of educational management,
and then take part in the announced competition.

According to A. Bakhshian, she herself and society will pursue
realization of the principles of this law which has got 100% votes
of the political authorities. According to her, if the law does not
remain on paper, a system of general education which will serve for
the development of the individual’s comprehensive education will be
created in our country.

bronze medal in Olympiad of Beijing, Hrachya Jabakhian from Vanadzor

(91 kg), Champion of European Junior and Youth Championships Samvel

Turkey, Armenia Agree To Establish Diplomatic Ties

ANKARA, Turkey (AP) – Armenia and Turkey agreed Monday to establish
diplomatic relations, overcoming a seemingly intractable rift that
dates to the early 20th century and was marked by massacres of
Armenians under Ottoman rule.

The neighboring countries will be setting up and developing relations
for the first time, Turkish Foreign Ministry spokesman Burak Ozugergin
said. It is unclear, however, if the talks will touch on the dispute
over the World War I-era killings.

The issue is a major stumbling block to Turkey’s aspirations to
join the European Union and has strained ties with the United
States. Historians estimate that, in the last days of the Ottoman
Empire, up to 1.5 million Armenians were killed by Ottoman Turks in
what is widely regarded as the first genocide of the 20th Century.

Turkey denies that the deaths constituted genocide, contending the
toll has been inflated and that the casualties were victims of civil
war. It says Turks also suffered losses in the hands of Armenian gangs.

Turkey and Armenia also disagree about Armenian forces’ control
of the Arzerbaijani region of Nagorno-Karabakh. Turkey is a close
ally of Azerbaijan and back Baku’s claims to the region, which has
a high number of ethnic Armenian residents but is located within
Azerbaijan’s borders.

Turkey was one of the first countries to recognize Armenia’s
independence in 1991, but the two countries never established
diplomatic relations and their joint border has been closed since 1993.

Ties began to improve after a so-called soccer diplomacy campaign
last year, when Turkish President Abdullah Gul attended a World Cup
qualifier in Armenia.

Armenia’s President Serge Sarkisian has said he wants significant
progress on reopening their shared border before he will agree to
attend a World Cup qualifying match in Turkey on Oct. 14.

The Turkish Foreign Ministry said the upcoming talks, agreed to after
mediation by Switzerland, should last about six weeks.

Armenian political commentator Artyom Yerkanian, speaking during a
special TV broadcast, suggested the agreement to establish ties could
be signed at the October soccer match.

French President Nicolas Sarkozy welcomed the announcement, saying
in a statement that "normalizing relations between Armenia and Turkey
wouldconstitute an event of historic import that would contribute to
regional stability." Sarkozy opposes Turkey’s entry into the EU.

Establishing ties with Armenia is important for Turkey – a country
that is playing an ever increasing role as a regional mediator and
powerbroker.

Turkey has mediated indirect talks between Syria and Israel, and
hosted Russian Prime Minister Vladimir Putin as well as EU leaders
separately for talks on proposed pipeline projects to bring energy
supplies to the West.

Earlier Monday, Foreign Minister Ahmet Davutoglu visited Iraq and
Syria to try and defuse diplomatic tensions over Baghdad’s demand that
Damascus extradite two suspects wanted in a recent suicide attacks
on government ministries.

dismissed the country’s chief prosecutor Saeed Murtazavi . The latter
was involved in the trials against the opposition and was personally
responsible for persecution of the opposition and closure of a number
of print publications in the country. Dismissal of Murtazavi is a blow
towards the Iranian President Mahmoud Ahmadinejad, Zman.com writes.

Meanwhile, the Iranian parliament will vote on composition of the
new cabinet proposed by the re-elected President Mahmoud Ahmadinejad.

It is expected that a number of candidates will meet the objections
of deputies, including supporters of the president. First of all,
the candidate for oil minister Massoud Mirkazemi, who’s opponents
claim that he has not enough experience for this position.

Following the official re-election of Ahmadinejad for the second term
on June 12, Iran broke into the most acute political crisis over the
past 30 years. The opposition held mass protests, claiming that the
vote had been rigged, Radio Liberty reports.

establish mutual relations with Turkey without preconditions, President
Serzh Sargsyan said in an interview to BBC. I will go to Turkey to
watch football match if the border is open or we are in the run-up to
achieving that. That’s to say, much depends on whether or not Turkey
will comply with our agreement. And we do have an agreement. I think
that the normal thing is when parties comply with their agreement,"
Armenian leader stated, adding that he has not so far seen great
desires by Turkish party to comply with agreement.

To the correspondent’s question whether Armenian President will go
to Turkey to watch return match between two country’s national teams,
Mr. Sargsyan said, "The question has two answers. The first – whether
I will go to Turkey – is essential. What I want to say is that we
cannot link football match to our relations with Turkey. Let’s take
two possible variants. We either freeze our relations with Turkey
and I go there to watch football match or we proceed with the talks,
but I don’t go there. Which is more important? If you ask the question
in the context of our negotiations with Turkey, my answer is that we
