the PACE Monitoring Committee "is aimed not against Armenia and its
people, but against the regime acting in Armenia." It was mentioned
in the statement of the Armenian National Congress.

According to the statement, "this decision’s whole responsibility lays
on the very regime, which disregarding both the commitments assumed
by the state and many appeals and requirements of Council of Europe,
European and other authoritative international structures, for many
months keeps in prisons dozens of political prisoners, grossly violates
the most important norms of meetings, marches, freedom of expression,
and human rights."

"Welcoming PACE monitoring group’s latest decision as a step
contributing to restoration of democracy and human rights in Armenia,
the Armenian National Congress once more officially calls international
structures for using only such sanctions, the target of which will be
not the country, but the anti-popular regime and the goal establishment
of democracy and legality in the country," the ANC statement read.

A campaign initiated by several intellectuals to apologize for
the events of 1915 — which Armenians claim constituted genocide —
continued to be discussed very vividly yesterday, with opposing groups
issuing strong statements against one another.

In Parliament, on the street and on TV programs, the subject took
center stage, with some critics attacking personalities such as
President Abdullah Gul and the intellectuals who initiated the
campaign.

"My conscience does not accept the insensitivity showed to and the
denial of the Great Catastrophe that Ottoman Armenians were subjected
to in 1915. I reject this injustice and for my part, I empathize with
the feelings and pain of my Armenian brothers. I apologize to them,"
the campaign statement says.

Republican People’s Party (CHP) deputy Canan Arıtman called the
organizers of the campaign traitors. "The false scientists signing
it should apologize to Turkey," she said, claiming that President
Gul — because of his "ethnic origins" — was not reacting to the
campaign. "We see that the president supports this campaign. Abdullah
Gul should be the president of the entire Turkish nation, not just
of those sharing his ethnicity. Investigate the ethnic origin of the
president’s mother and you will see," she said. There have been rumors
that Gul’s family has Armenian roots.

When Gul was asked for his opinion on the campaign, he said the
state’s attitude is to improve relations with its neighbors. "We
believe dialogue to be the solution for problems we have with our
neighbors. Perpetuating problems is not useful to anyone," he said.

Arıtman also suggested that that Gul was encouraged by his visit
to Armenia. Gul visited Yerevan in September upon the invitation
of his Armenian counterpart, Serzh Sarksyan, to watch the World Cup
qualifying game between the two countries’ national soccer teams.

President Gul in a written statement yesterday did not mention his
"ethnic origins" but underlined that he is sad to see the discussions
being used for minor political interests. The presidential statement
reiterates that the president views discussions on the subject
as indicators of self-confidence and the existence of a free and
democratic country. The statement also underlined that Gul, while
serving as a deputy, a prime minister and a foreign minister, defended
Turkey’s position on the issue at every platform.

Another personal attack came from Devlet Bahceli, leader of the
Nationalist Movement Party (MHP). "I want to say that I am ashamed
of the persons who initiated the campaign. We as the Turkish nation
should be ashamed of them," he said, adding that the campaign should
be stopped.

At Tuesday’s meeting of the parliamentary Foreign Relations Committee,
deputies from opposition parties, including the MHP, offered to make
a statement condemning supporters of the campaign. The pro-Kurdish
Democratic Society Party (DTP), however, objected to this. Following
discussion, a decision was made for deputies to condemn the apology
campaign on an individual basis.

The MHP initiated this campaign yesterday and Bahceli is expected to
be the first to sign the statement condemning the intellectuals whose
campaign, the MHP claims, aims to defame Turkish history. "There is
no single crime or anything to be ashamed of in the honorable history
of the Turkish nation. It is no one’s right and no one is entitled
to demand an apology by distorting history and defaming our ancestors."

Justice Minister Mehmet Ali Å~^ahin said civil society organizations
can approach the situation differently and that it is up to them,
but that he shares the view of the state. "I am in favor of the
continuation of the policy, view and the stance of the Turkish Republic
regarding Armenian claims of genocide," Å~^ahin underlined.

Professor Erol Kurkcuoglu, manager of the Turkish-Armenian Relations
Research Center, part of Erzurum’s Ataturk University, and known
for his research into 185 mass graves of Turks allegedly killed by
Armenians, also commented on the campaign. He claimed that "Turkish,
Russian and French archives show the real victims of those years
were Turks."

He repeated the official view of the state in his interview with the
Anatolia news agency and claimed that the law of forced migration was
issued after the uprising of Armenians in Van. "The forced migration
law definitely does not amount to genocide or massacre. With this
law the state tried to protect the life, property and honor of its
citizens," he suggested.

He added that during his research into mass graves, he even found the
elderly and women holding their babies. "In those days our people were
exposed to massacres and we lost thousands. These things happened
yesterday while some journalists and academics today organize an
apology campaign," he said.

He added that the aim of the campaign is to confuse people. "Everyone
should take into account what we, historians, are saying. We know
best. If anyone defends the opposite, he should come and see the mass
graves," he added.

Suleyman Cigdem, a professor at Ataturk University and chairman of
the Erzurum branch of the Association Fighting Groundless Claims of
Genocide (ASİMED), said the campaign was organized without taking
into consideration the facts. "We apologize to our martyrs for not
remembering them," he said.

Meanwhile, Armenian Assembly of America (AAA) Executive Director
Bryan Ardouny defined the campaign as the start of an irreversible
trend. "Over 12,000 people in Turkey want history to be recorded
truthfully, having already signed the Internet-based petition
apologizing for what they call the ‘Great Catastrophe’ that befell the
Armenians of Ottoman Turkey in 1915. This public apology is a first
step in that direction and will inevitably lead to Turkey coming to
grips with its genocidal past."

Trial On "Case Of Seven" Starts

YEREVAN, DECEMBER 19, NOYAN TAPAN. The trial on the "case of the seven"
started on December 19, parallel to which people gathered in the yard
of Yerevan Shengavit community court and in the adjoining street were
holding an action of protest.

The seven persons, mostly activists of first President Levon
Ter-Petrosian’s preelection campaign, are accused of organizing
mass disorders and seizing power after the February 19 presidential
elections. In her interview to Noyan Tapan correspondent one of
the action participants, Armenian National Congress member Anahit
Tadevosian stated that they have come to fight for their imprisoned
friends, who are unequivocally political prisoners and people
prosecuted for their political views. RA Ombudsman Armen Haroutiunian
was also at the court hall.

The court sitting (judge Mnatsakan Martirosian) started 15 minutes
late. The people gathered in the hall met the seven defendants
standing before the court with a storm of applause. From the very start
writer-publicist Shant Haroutiunian made a statement mentioning that
he is imprisoned only for expressing his political views. According to
him, after the February 19 presidential elections he struggled against
the Putin authorities of Armenia, who are the placemen of Russia.

Besides Shant Haroutiunian, former Foreign Minister Alexander
Arzumanian, National Assembly deputies Sasun Mikayelian, Miasnik
Malkhasian, and Hakob Hakobian are among the defendants. The other
two defendants are Grigor Voskerchian and Suren Sirunian.

Defendant Suren Sirunian also made a speech saying that he has come
to "box with the authorities" and will not permit it to turn into
kickboxing. S.

Sirunian warned the court that if unequal conditions are created for
the defence and prosecutor parties, he will leave the court hall.

Defendant, former Foreign Minister Alexander Arzumanian, in his turn,
stated that the defendants on the March 1 case and he personally are
the problem of the Republic of Armenia. He affirmed that the court
was obliged not to accept the "case of the seven" for examination,
as it is a mockery.

The defence party made a petition to challenge judge Mnatsakan
Martirosian, which was turned down by the court after an hour’s
interval. The lawyers again submitted the same petition, after which
the judge again announced an interval for two hours.

the Armenian banking system grew by 16.2 billion drams and made 1
trillion drams (about 3 bln 243.5 mln USD), passing this threshold
for the first time.

There was mainly a growth in correspondent accounts in banks, cash
in banks and credits. The credits increased by 3.3 billion drams,
incliding a growth of 1.8 bln drams in credits to legal entities and
that of 1.4 bln drams in credits to natural persons.

According to the PR Service of the Central Bank of Armenia (CBA), the
overall capital of the banking system increased by 5.9 bln drams in
the indicated period and made 229.4 bln drams, which was conditioned
by replenishment of a total of 4.2 bln drams in the authorized funds
of 3 banks and a profit of 1.7 bln drams made by the banking system
last week. The liabilities of the system grew by 10.3 bln drams to
771 bln drams. The deposits of natural persons grew by 3.7 bln drams.

ANKARA: Gov’t May Finalize Long Delayed Military Satellite Project

Turkey’s top decision-makers on arms procurement met Thursday to
decide on the acquisition of a long-delayed Gökturk electro optical
satellite system worth around $250 million.

An Executive Committee (EC) meeting of the Turkish Undersecretariat
for the Defense Industry (SSM), the top decision-making body on arms
purchases, was held yesterday afternoon. The SSM meeting was chaired
by Prime Minister Recep Tayyip Erdogan, and Minister of National
Defense Vecdi Gönul and Chief of General Staff Gen. İlker BaÅ~_bug
participated in the meeting.

This was the first EC meeting that BaÅ~_bug has taken part in as chief
of general staff. There have been expectations that BaÅ~_bug might
get involved more heavily in choosing the best system on the market.

BaÅ~_bug does not want to disregard the fact that Turkish technology
in some areas is not up to the highest standards and that a satellite
system relying on Turkish technology might end up being an unprofitable
product to be exported, said a Turkish defense industry source.

It is believed that BaÅ~_bug can contribute more to the selection of
weapons without causing a conflict with civilians. As Today’s Zaman
went to press, the EC meeting was still continuing.

At the top of the agenda was the acquisition of a satellite project,
the finalization of which was postponed twice since last year.

But because of differing opinions between the government and the
military — with the former said to be favoring the Italian proposal
and the latter, the German model — a selection among the competing
companies might not be made, Turkish defense industry sources
speculated.

EADS Astrium (Britain), Ohb-System (Germany) and Telespazio (Italy)
are competing in the satellite project. French Alcatel offers the
satellite’s camera system in the Italian proposal. The camera system,
which is the most critical component of the satellite, is required to
have a resolution below one centimeter and will feature the capability
for border surveillance.

Italian Telespazio has reportedly been the frontrunner in the project
from a technical viewpoint. A recent decision by the French Senate
to rule out a debate on a resolution blaming Turkey for the genocide
of Armenians in 1915 may play a factor in easing Turkey’s hard-line
approach on France’s contribution in the Italian offer, the same
sources said.

Israel’s IAI was earlier eliminated from the project when it has
imposed restrictions on Turkey, including a ban on the use of the
Israeli system in Israeli airspace and listing several countries that
Ankara is prohibited from selling the Israeli satellite.

The SSM issued a request for proposals (RFP) in August 2006 for the
acquisition of a 0.8 meter resolution reconnaissance and surveillance
satellite system, which would also include ground stations and
integration.

Contract requirements — such as maximum local content, technology
transfer and prior approval from the respective bidder governments —
have deterred US companies from participating in the tender.

The RFP conditions for the Gökturk satellite include a five-year
operational life with 97 percent availability, land and maritime
surveillance capability, and a secondary mission objective to meet
civilian satellite imagery requirements. The program should also
directly involve Turkish engineers and image specialists.

Turkish Air Force Commander Gen. Aydogan Babaoglu said in July that
Turkey plans to launch a military observation satellite into space
in 2011.

The EC may also discuss the procurement of 84 general purpose
helicopters for which US Sikrosky and Italian Agusta Westland are
competing. The project is estimated to cost around $2.5 billion.

Decision-makers may also announce the winner of a project for the
acquisition of 2,720 tactical wheeled vehicles under four different
variants, including mine resistance personnel carriers for the Turkish
Armed Forces (TSK), to be produced with a maximum local input. Ten
local companies are competing in the project.

Turkish defense industry sources do not rule out the possibility that
the number of these projects might be halved because of the economic
crisis. "This number has already been high and not realistic,"
said a retired general. Turkey spends around $5.5 billion for arms
purchases yearly.

It is still unclear whether the government or the military will
announce any measures such as cancellation or delay of some of the
military projects due to the effects of the economic crisis.

According to the latest figures, gross domestic product (GDP) growth
slowed to a 0.5 percent crawl in the third quarter of 2008 compared
with the same period in 2007, representing a total increase of 3
percent for the first nine months of 2008. The same statistics put
the official unemployment rate at 10.3 percent.

In a related development, Gönul confirmed Thursday that an
Israeli-made searcher Unmanned Aerial Vehicle (UAV) crashed. Turkey
leased the searcher UAV when its Heron UAV was lost in July this year
during a mission in the Southeast.

Gönul denied a news report that one of the two Heron UAVs delivered
to Turkey late last month crashed. The ground tests of those Herons
are still continuing and the one lost was not a Heron UAV, he said.

must be used in Armenia starting from January 1, 2009. The economic
entities not to use such tapes will be fined: in case of revealing
a violation for the first time, value added tax (VAT) payers will
pay a fine of 150 thousand drams, non-VAT payers will pay a fine of
75 thousand drams. In case of two and more violations, the amount of
the fine will be doubled. The deputy chairman of the RA State Revenue
Committee (SRC) Armen Alaverdian announced this at the December 19
meeting with reporters. The coupons of new cash register tapes will
be protected, with special numbers of casting of lots being available
on their inner side.

According to A. Alaverdian, cash register users can purchase tapes
of the new type starting from December 22, from the points of sale
in the building of the tax inspection of their place of residence
or registration. The sale of tapes will be made only by invoices,
and tapes are not subject to resale.

Their price will not exceed 350 drams a roll.

Another chairman of SRC, Artashes Beybutian denied the mass
media-spread rumors about collection of advance payments by tax
bodies. In his words, a tax body does not collect advance payments,
it carries out current control of tax calculation and payments, and
in case of revealing a violation, it draws up a report on check-up,
and the sum of the tax liabilities unpaid due to the violation is
transfered to the state budget.

ANKARA – Remarks by a main opposition party deputy over the Turkish
president’s stance on free discussion of the 1915 events drew reaction
from the presidential office.

Canan Arıtman of the Republican People’s Party, or CHP, criticized
President Abdullah Gul for supporting the initiative of a group
of Turkish intellectuals who launched a campaign to make a public
apology for what they call "the great catastrophe" of 1915. Gul said
the initiative was proof that everything could be openly discussed
in Turkey.

"It seems Gul supports the campaign. Gul should be the president of
the Turkish nation, not the president of his ethnic origin. A further
examination of Gul’s ethnic origin on his mother’s side will reveal
the truth that he is of Armenian origin," Arıtman said on Wednesday.

"We all knew from the beginning that Gul’s mother was of Armenian
origin. He has to protect the rights and dignity of the nation whatever
his origin," she said.

Meanwhile, a written statement released yesterday by the presidential
office said the Turkish president had voiced and defended Turkey’s
opinions and proposals concerning the 1915 incidents everywhere. "Free
discussion of the 1915 incidents is a clear indication of a
more democratic atmosphere in Turkey than elsewhere, and of the
self-confidence of the Turkish nation and its peace with its history,"

development of cooperation in the high-tech sector were discussed
at the December 19 meeting of the Armenian prime minister Tigran
Sargsyan with the chairman of Sitronics OJSC Sergei Aslanian, the
deputy chairman Sergei Urezchenko and the authorized representative
of the company in Armenia Armen Khachatrian.

S. Aslanian presented Sitronics’s activities, its participation
in federal target programs in Russia, its international links
and involvement in the forthcoming initiatives and projects on
cooperation in the high-tech sector in Armenia, CIS, Central and
Eastern Europe and some other countries. In particular, he spoke about
the possibility of creating a free economic zone of research type in
the area of RAO Mars CJSC transferred to Russia under the Property
for Debt Agreement. This possibility was an instruction given at the
10th sitting of the Armenian-Russian Intergovernmental Commission on
Economic Cooperation Issues. S. Aslanian also discussed the creation
of a venture investment fund in Armenia with the participation of
Sitronics, noting that their company is prepared to present its
cooperation program on this issue soon.

According to the RA Government Information and PR Department,
T. Sargsyan attached importance to cooperation with Sitronics,
expressing confidence that this cooperation in the high-tech sector
will be mutually beneficial and efficient.

The Six Main Canals Rehabilitation Contract Signed

Account-Armenia (MCA-Armenia) SNCO announced the award of a contract
to "SADE" (France) in consortium with "SHMSH-23" (Armenia) for
the rehabilitation of the first package of six main canals, a .7
million contract under the MCA-Armenia Irrigated Agriculture Project
Infrastructure Activity. The contract was signed at the MCA-Armenia
Offices on December 16 2008 by MCA-Armenia CEO Ara Hovsepyan and
Mr. Francis Marquiez of "SADE".

The first package rehabilitation works will involve sectional concrete
lining along approximately 4.2 kilometers of the Arzni-Shamiram main
canal and rehabilitation of the hydro-technical structures in the
sections of Artashat, Lower Hrazdan, Armavir, Talin, Arzni-Shamiram and
Shirak main canals that are in a critical state and require immediate
attention. The work will cover the Armenian marzes of Armavir,
Aragatsotn, Ararat, Kotayk and Shirak, and will begin in January 2009.

The contract also includes a pilot sub-component to test shotcrete
and other advanced technologies in lining of approximately 200m of
the canal. If successful, the shotcrete or other advanced technologies
will be applied in the future civil works for rehabilitation of canals
and hydro-technical structures, MCA-Armenia Office reported.

WASHINGTON -The petition for an apology to Armenians for events in
1915 is sparking international debate. While some Armenians feel this
petition is the beginning of Turkish recognition of the so called
Armenian genocide, the petition organizers say it is just meant to
break the taboo on debate

A leading U.S. Armenian group late Wednesday said a move by a group
of Turkish intellectuals to collectively apologize for 1915 incidents
effectively meant the beginning of a process that would lead to Turkey
facing "its genocidal past."

"An irreversible trend has commenced in Turkey. Over 12,000 people in
Turkey want history to be recorded truthfully, having already signed
the Internet-based petition apologizing for what they call the ‘great
catastrophe’ that befell the Armenians of Ottoman Turkey in 1915,"
said Bryan Ardouny, executive director of the Armenian Assembly of
America, or AAA.

"This public apology is a first step in that direction and will
inevitably lead to Turkey coming to grips with its genocidal past,"
Ardouny said, according to an AAA statement.

However, Cengiz Aktar, widely considered the architect behind the
petition, told the Hurriyet Daily News & Economic Review that the
purpose of the petition was not about genocide. "Let anyone say what
they will, this is not a campaign about the genocide debate."

"This is about private individuals, citizens, acting according to the
voice of their conscience, and apologizing for the last 90 years this
topic was not even discussed," said Aktar, a BahceÅ~_ehir University
academic. Pointing out that the topic had always been a taboo, but
still so far 13,500 signatories have broken it, he said. "It has never
been discussed like this before. Next time it comes up, everybody
should take into account the 13,500 people who feel this way."

Prime Minister Recep Tayyip Erdogan made it clear Wednesday he would
not join the apology effort, and said, "I personally do not support
this campaign. If there was a crime, then those who committed it can
offer an apology. My nation, my country has no such issue."

More than 60 former ambassadors, other diplomats and some lawmakers
have also denounced the apology campaign. Despite this, Ardouny
said, "Momentum is building and support continues to increase
dramatically. Within a few hours of the apology’s release, over 2,500
people added their signatures and made encouraging comments."

He said U.S. President-elect Barack Obama and Vice President-elect
Joe Biden were "both on record as supporting Turkey’s reconciliation
with its past."

During the election campaign Obama pledged to recognize the 1915
incidents as "genocide" if elected president. Turkey has warned
that any such recognition by the United States will hurt bilateral
relations in a major and lasting way.

New leader in House In another development, the Armenian caucus in
the U.S. House of Representatives, a powerful lobby of pro-Armenian
lawmakers, has selected Mark Kirk, a Republican from Illinois, as
its next Republican co-chair.

Kirk will replace Joe Knollenberg, a Republican from Michigan,
who lost the Nov. 4 congressional election in his district to his
Democratic rival.

Frank Pallone, a Democrat from New Jersey, continues to be the Armenian
caucus’ Democratic co-chair.

"I am honored and excited to serve alongside congressman Pallone as
co-chair of the Caucus on Armenian Issues," Kirk said.

"The Caucus on Armenian Issues is well-known for its work to strengthen
the U.S.-Armenia relationship and recognize the Armenian genocide,"
he said.
