On the occasion of Christmas and New Year, President Serzh Sargsyan
invited over hundred representatives of the business community of
Armenia to a reception at the President’s Office.

Congratulating the guests on Christmas and New Year, the President
said: "We all realize pretty well that 2009 is going to be a year
of hard work. Our task is to resist the existing challenges through
cooperation between the government and the private sector and pass
the exam of time. The success of every of us in his sphere is the
common success of all of us."

Recalling the old words "It’s hard to be wealthy in a poor country,"
Serzh Sargsyan said there is only one way in the current situation:
to make the country wealthier and stronger.

The President wished success, high spirit and productive work to the
businessmen in 2009.

The Criminal Court of Yerevan yesterday started the hearing of the
"Case of Seven" (in the building of the General Jurisdiction Court
of Shengavit community). The seven culprits accused of organizing
mass disorders and usurping power were Alik Arzoumanyan, Myasnik
Malkhasyan, Hakob Hakobyan, Sassoun Mikayelyan, Souren Sirounyan,
Grigor Voskerchyan and Shant Haroutyunyan.

As was expected, the building of the court and the surrounding area
were overcrowded with the revolutionary leaders, the ardent supporters
of the Armenian Pan-National Movement and aggressive activists. Having
participated in the "spontaneous" acts of violence in the center
of the capital city, the pro-Levon public had now come to the court
to follow the trial and holding the pictures of the seven "heroes",
was screaming, "Freedom!", "Levon, President!".

This is a phonogram which we heard both on March 8 and April 24,
as well as on the day of the protection of children… in short, on
all the days marked on the Armenian calendar. And yesterday, we heard
the same words pronounced before the start of the trial of the "seven".

The organization of the international conference "Information War"
dedicated to the 90th anniversary of "Armenpress" press agency,
gives hope that our officials will also take serious actions to
solve the sad situation existing in this extremely important sphere
of national security.

It will firstly depend on the successful process of the activity of
the interagency commission to be formed by the decision of the Council
of the National Security, which will try to elaborate certain protocol
on ensuring information security in Armenia.

It is not possible to delay the settlement of this problem, because
our neighbor countries have noticeably moved forward as compared
with our country. Moreover two of them, Turkey and Iran, countries
with serious tradition of statehood can create certain climate in
the world information domain.

Azerbaijan and Georgia have also formed serious systems of spreading
information in the international sphere. In this regard Azerbaijan’s
experience is especially noteworthy, which over the recent decade
invested enormous financial means for the formation of certain
international image for our country, as well as staged information
war against Armenia.

Matters took such a turn that Azerbaijani press agencies ("Day-Az"

is the most aggressive among them) turned into structures that carry
out investigative and lobbyist activity for Baku. Once they learn that
this or that foreign company or bank has made investment in Nagorno
Karabakh they will immediately put into practice the mechanisms of
advocacy blackmail.

They blackmail and boycott also those international press agencies,
which dare to spread even little information about Nagorno Karabakh
and Armenia.

The vivid example is the recent aggressive campaign of "Day-Az"
against the Russian "Regnum".

They also put into practice the organization of the Internet
version of the "protest letters" written by the Azerbaijanis living
in different countries. Once they see a brochure or a movie, or a
booklet, which makes the leaders of the Azerbaijani Internet nervous
the protest campaign immediately starts. And some people think that it
is spontaneous, which means their publication was really unilaterally
pro-Armenian.

The problems of information security are of course not limited
to the activity of the press agencies. Their realization requires
corresponding approach and knowledge, from the leaders of certain
ministers, agencies, as well as educational institutions and
organizations in Diaspora.

Let’s remember what negative impact had the absence of the Armenian
delegation in the conference of the Ministers of Culture of COE member
states, on our20country’s international image. Azerbaijan managed to
take the role of the "bridge of civilization", fundamentally falsifying
the cultural past of the region, without any sign of counteraction.

The process of the Armenian -Turkish dialogue was another proof of
Armenia’s imperfectness in the sphere of information security. All
the Armenian agencies, especially those ensuring the spheres of
the foreign policy and foreign advocacy were not ready for those
challenges, due to which the international community has come to a
conclusion that they shouldn’t interfere in the relations of Armenia
and Turkey, which is at the stage of " political honeymoon".

But the protocol of the information security won’t stop this dangerous
process, unless the strategy of the insurance of information security
is elaborated.

At present we shouldn’t be inspired of the organization of
international conference "Information Wars" in Yerevan, Let’s be
patient, and wait until they translate into action the concerns and
standpoints expressed in this conference.

The Vice Spokesman for the US State Secretariat Robert Wood announced
that he welcomes the signing of the Maindorf declaration.

He specially emphasized that attaching great importance to the
fundamental principles of the international law the USA is ready to
support any stance over which the parties will reach an agreement.

Based on the controversial announcements made by Minsk Group American
Co-Chairman Mathew Braze the Azerbaijani party, states recently
that allegedly the USA considers that the issue must be settled in
the framework of Azerbaijan’s territorial integrity. Whereas the
Vice Spokesman for the State Secretariat didn’t confirm the before
mentioned stance.

The Georgian authorities continue the talks and have promised to
provide a solution to the problem of the six Armenian churches which
are considered "disputable" and are not under the jurisdiction of
the Georgian-Armenian diocese.

According to Archbishop Vazgen Mirzakhanyan, primate of the
Georgian-Armenian diocese, the Armenian side has clearly expressed
its approach, saying that it is against the idea of forming a
commission which will deal with the problem of the six Armenian
churches (Norashen, Sourb Nshan, Shamkhoretsots St. Astvatsatsin,
St. Gevorg of Moughni and St. Minas churches in Tbilisi and St. Nshan
church of Akhalskhe)

Those are Armenian churches, and the evidence is the Armenian
records. So those churches cannot be subject to dispute. The Armenian
side can only discuss the issue of the more than 20 Armenian Churches
which have become Georgianized. Seven of them are situated in Tbilisi.

The inquest of the criminal case on the death attempt against the Major
of Stepanavan S. Gharakeshishyan is on the Investigative department
of Lory province under the General Investigation Administration of
the Police, in the framework of which S. Gharakeshishyan is also
involved as a culprit.

Based on certain proofs, S. Gharakeshishyan was charged by article
116, section 1, of the Criminal Code, for going beyond the limits of
self-protection and causing injury of average gravity.

ARTASHES GEGHAMYAN, leader of "National Unity", proposes his option

"Mr. Geghamyan, as we know, the PACE Monitoring Committee discussed, in
its recent session, Thomas Hammarberg’s report on Armenia’s compliance
with Resolutions # 1609 and 1620. A decision was made to deprive the
Armenian delegation of the right to vote. How do you estimate the
decision adopted by the Monitoring Committee?"

"First, I want to draw the readers’ attention to the following striking
phenomenon. First, there is such an impression that LTP, together with
his team members, would not have lived such a great triumph and felt
such a great satisfaction had the detainees been granted amnesty,
since the Monitoring Committee of the CoE Parliamentary Assembly
has passed a draft resolution which is going to be submitted to the
discussion of the Assembly during the January 26-30, 2009 session.

What happened in Paris is an anticipated event, but if we now try
to just make assessments on what happened, we will chose the wrong
path. Let me say why.

Actually, the Council of Europe, as a political body, is currently more
inclined to carry out activities in the legal domain. Knowing that,
we were obliged to previously set a task to the Council of Europe 0Ato
make a political assessment on the March 1 events in Armenia. In that
case, its activity, i.e. the task of making a political assessment,
would be conceivable and acceptable.

Otherwise, it turns out that attempts are being made to punish the
authorities and why not, the people of the country, for being able
to avert a civil war after the March 1 developments, with all the
gravest consequences deriving thereof. Let’s note that if no abrupt
measures had been taken on March 1, and the events had taken their
course, armed confrontations would have started in Armenia, with a
lot of human losses to follow. This is the harsh reality.

And what we have now is actually a document submitted to the discussion
of the Parliamentary Assembly of the Council of Europe, which proposes
‘to suspend the Armenian parliamentary delegation’s right to vote
unless the Armenian authorities have clearly expressed their political
will to solve the problem of the political detainees arrested after the
March 1-2 developments’. In short, they are punishing the authorities
for having averted the civil war.

It’s in and off itself that once a company or a battalion had taken
sides with the pro-opposition figures, the clash would have definitely
taken place. Once the civil war was unleashed, Azerbaijan would
have started military operations along the whole border of Nagorno
Karabakh and why not, on the north-eastern border of the Republic
of Armenia. And what was averted in Ossetia and Abkhazia due to the
Russian intervention would have definitely happened in Armenia."

"There were, anyway, certain positive steps towards the implementation
of the requirements of Resolutions # 1609 and 1620. However,
despite noticing the positive, they made a made decision. Why did
the Monitoring Committee of the Council of Europe make that step?"

"The answers to those questions are copybook truths. The Council of
Europe made that step for the simple reason that it wanted to have
a lever in the South Caucasus for influencing the authorities of the
Republic of Armenia, the only military-political ally of the Russian
Federation in the region. That lever is necessary, because both the
European Union and the United States have a major task to maximum
weaken Russia’s influence on the countries in the South Caucasus,
in particular, they are planning to launch new oil and gas pipelines
extending through this territory. This will enable them to diversify
the energy supply of Europe and what’s even more, direct the oil
and gas resources of Central Asia and Azerbaijan to Europe, passing
round Russia.

>From this point of view, we are required to analyze the developments
around the country. Judge yourselves: the matter has gone so far
that the Europeans, unfortunately, express their disagreement over
i ssues concerning us. Because by the resolution adopted in Paris,
they have put themselves in a very vulnerable position.

What’s that? Let me note that there is a European Court on Human
Rights, which has its residence in Strasburg. When you closely analyze
the statements made by the OSCE and other international structures,
there is such an impression that these bodies have actually assumed
the functions of the Strasburg court. Moreover, without having the
court decisions, they already make assessments and announce that
there are political prisoners in Armenia.

Mr. Hammarberg says that the decisions passed by the judicial
investigative bodies lack professionalism, that is, the CoE
Commissioner for Human Rights evaluates the work of the investigative
body. And that is being done during the inquest when the decision of
the court (let alone, the European Court) is not yet available.

What attracts attention is that they say the acts of the people
detained for the March 1 disorders did not absolutely have a tendency
for staging a coup d’йtat in Armenia by the use of force. Let’s
assume that Mr. Hammarberg is saying right things. What does this
mean? This means that the agenda did not contain any issue on staging
a coup d’йtat on March 1.

And if there was no such issue included in the agenda, then the
Commissioner contradicts himself. If there was no attempt to stage
a coup d’йtat, i.e. there were no political tasks, how can the
people standing behind all this be considered political convicts or
political prisoners."

dedicated to the Day of the serviceman of the National Security
Service. The Head of the State delivered a congratulatory address
to the staff of the service. In his speech the President said the
following: "Dear servicemen of the National Security Service, I
cordially congratulate you on your professional holiday.

I am personally aware of the difficulties your work deals with. The
honorable mission of providing security to the country and its
people, maintaining the constitutional defending state interests in
a comprehensive manner is vested in you as servicemen of the National
Security Service.

This ultimately responsible work demands high professionalism,
adherence to principles of high morale and human qualities, the
sense of civic duty. Every day and every hour you must be implicitly
guided by the letter of the law, by the principles of justice and
impartiality, fully realize out functions assigned to you by the law,
carry out your duties with absolute devotion, honestly and fairly. This
is the only way to live up to the high reputation of this structure,
enjoy public respect and trust. To further advance the efficienc y of
the structure’s activity it is necessary establish close cooperation
with other organs and structures, carry out continuous efforts in
deepening and strengthening corresponding interconnections.

I am confident the staff of the National Security Service possesses
corresponding potential to solve assigned tasks with dignity. The
State in its turn will keep in the spotlight the issues of logistical
support, amelioration of social and working conditions and as
well as raising the levels of professional qualification of the
servicemen. Special attention will be paid to solving problems the
families of your colleagues perished for the freedom of the Motherland

peace, good health and success for the sake of further strengthening

commission to be charged with a task to clear up whom Surb Norashen
belongs to. This church is Armenian, said bishop Vazgen Mirzakhanyan,
head of the Georgian Diocese of the Armenian Apostolic Church.

"Five churches should be returned to the AAC, namely Surb Norashen,
Surb Nshan, Shamkhoretsots Surb Astvatsatsin (Karmir Avetaran),
Yerevanots Surb Minas and Mugni Surb Gevorg. The fact that these
churches are Armenian is not questioned. Georgia’s claims that the
foundation of the churches is Georgian are absurd. If there is a
Georgian archeologist of genius who could define whom a church belongs
to, he would undoubtedly be worth of Noble Prize," the bishop said.

He also refuted the Georgian Patriarchate’s statement that an agreement
on formation of a commission was achieved during the November 26
meeting in Tbilisi. "More than 20 Armenian churches have been already
transformed into Georgian ones in 1990ies. The Armenian side could
agree to form a commission if the problem of these churches is also
addressed," bishop Mirzakhanyan said, Bagin.info reports.

Presently, 32 reconstructed Armenian churches function in
Georgia. Majority of them are situated in Samtskhe Javakheti and
Kvemo Kartli.
