The idea of building an Iran-Armenia railway was discussed once again
at the recent sitting of the Armenian-Iranian intergovernmental
commission in Tehran, and Iran expressed a willingness to build a
raliway from the Iranian city of Tabriz up to the Armenian border,
the co-chair of the commission, Armenian minister of energy and natural
resources Armen Movsisian said at the December 22 press conference.

In his words, Armenia is now carrying out work on finding financing
sources for construction of the railway’s Armenian section. It was
mentioned that various schemes of constructing the Armenian section
and the opportunities of participation of various investors in the
construction are being discussed. The minister expressed an opinion
that solutions will be found in 2009.

As the Armenian minister of transport and communication Gurgen Sargsyan
stated earlier, out of three versions of constructing the Armenian
section of Armenia-Iran railway, the version of a 447-km railway is
most preferable.

In case of two other versions, the railway will be either 373 km
or 443 km long. Each of the three versions envisages constructing a
railway from the border of the two countries to Jermuk, and by the
preferable version, it will go through Selim mountain pass, Martuni,
Gavar and up to the operating Gagarin station. In the minister’s
opimnion, it will take 5 years to build the railway.

It should be mentioned that an agreement on allocation of a one
million dollar grant by the Asian Development Bank to Armenia was
signed recently, by which design work of the indicated railway and
a motorway to be built in parallel will be done.

According to experts, construction of Armenia-Iran railway will cost
1.5-2 billion dollars.

During the recent sitting of the Armenian-Iranian intergovernmental
commission, the sides reached an agreement to bring the trade regimes
between each other into line with requirements of the World Trade
Organization (WTO). The co-chair of the commission, Armenian minister
of energy and natural resources Armen Movsisian announced this at
the December 22 press conference.

He said that the differences in the trade regimes of the two countries
were examined at the sitting. A. Movsisian reminded that Armenia
is a member of WTO and its legislation and norms on trade relations
are in line with WTO requirements. "We put this problem before our
partners and we have come to an agreement that the regimes should
be brought into line with these requirements," he said, adding that
"Iran also has a goal of joining the WTO and it should pass the whole
process of becoming a member".

To recap, a country that expressed a willingness to join WTO must
reach agreements on trade regimes with those countries – WTO members,
with which it has trade relations.

ARMENIAN MINISTER OF ECONOMY NERSES YERITSIAN VISITS DUBNA JINR

The Armenian minister of economy Nerses Yeritsian visited Dubna
(Russia) on December 17-18 in order to familiarize himself with
the activities of the Joint Institute for Nuclear Research (JINR)
in Dubna and discuss issues related to the creation of a center on
nuclear medicine in Armenia.

A project "Acceleration Technologies of Production of Radioactive
Nuclides for Medicine of Armenia and Regional Countries" has
been developed jointly by Yerevan Physics Institute (YPI) after
A. Alikhanian and JINR, under which it is envisaged creating a
cyclotron nuclear center on the basis of YPI for production of
radioactive nuclides and study of allied sciences.

According to the RA ministry of economy, as a result of discussions
held during the visit, the sides confirmed their willingness to
cooperate on creation of a nuclear medicine center in Armenia. JINR
will take an active part in all the stages of the process: development,
testing, staff training, launching and joint work in new directions.

An agreement was reached to establish a congress center in Armenia
for holding joint conferences, round tables and schools of young
scientists and working out interactive educational programs.

The sides also addressed the prospects of YPI’s further activity and
development and the opportunities of its cooperation with JINR. They
confirmed the expediency of jointly developing applied problems of
mutual interest, as well as their interest in cooperating at the
Dubna special economic zone with the aim of developing the JINR’s
innovation zone and creating an internatinal center of nanotechnologies
of CIS countries.

The RA minister of economy Nerses Yeritsian and the RA minister
of transport and communication Gurgen Sargsyan on hehalf of the
Armenian government signed with the Asian Development Bank (ADB)
an agreement on provision of technical assistance for preparation
of the North-South Motorway Construction Program, by which the ADB
will provide a grant of 1 million USD from the Technical Assistance
Special Fund to the Armenian government.

The program on technical assistance included the Armenian side’s
proposal to take into consideration the opportunity of simultaneous
construction of a railway and a motorway in the southern section of
the North-South road corridor, while developing a ten-year action
plan within the framework of the indicated program.

The RA ministry of energy and natural resources effectively implemented
the 2008 program, the minister Armen Movsisian stated at the December
22 press conference to summarize 2008’s results. In his words, the
energy system of Armenia is well-prepared for 2008-2009 winter and
the system will have no problems during its activity in that period.

As regards the programs implemented in 2008, the minister said that
they succeeded in connecting Kajaran-Ararat section of Iran-Armenia
gas pipeline to the country’s distribution system six months earlier
than it was planned.

Besides, the construction of the platform of Yerevan Thermal Power
Plant’s steam-and-gas unit with a capacity of 275 megawatts is being
done according to the schedule. The tests of the gas turbine to be
installed was started by Alstom company (Germany), and Armenian experts
will also take part in the tests. It is envisaged transporting the gas
turbine to Armenia in mid 2009, and after assembly work in June-July,
it will be connected to the Armenian energy system in 2010.

Speaking about work of the Russian-Armenian company founded in 2008 for
geological survey of uranium mines, mining and processing in Armenia,
the minister said that the company began conducting geological
physical and geological chemical survey, and drilling operations
will start in 2009 which will allow to receive full information
on uranium resources in Armenia by late 2009. The minister did not
rule out that Armenian nuclear fuel will be used in the new power
unit of the Armenian Nuclear Power Plant. It was mentioned that the
feasibility study of the new unit’s construction has been completed,
and a tender for a company to manage the construction will be held
soon, with its results to be announced in late February 2009.

A. Movsisian informed those present that at the recent sitting of
the Armenian-Iranian intergovernmental commission held in Tehran,
an agreement was reached to build a pipeline 250 mm in diameter
for transporting processed oil products in the Tabriz-Yeraskh
direction. According to the minister, an Armenian-Iranian joint
venture with equal shares will be created for implementing this
200-240 million dollar project in two years.

Construction work will begin in the spring of 2009. The current
platforms of Iran-Armenia gas pipeline will be used by 60-70% during
the construction of the above mentioned pipeline. The minister also
announced that an investment program on a capacity growth was launched
at the Tabriz processing plant. A project to build an oil refinery
in Yeraskh is also on the agenda.

The year 2008 will have a significant impact on development of
Yerevan due to Armenia’s economic development and large-scale urban
development programs being implemented in the capital city, mayor of
Yerevan Yervand Zakharian stated at the December 22 press conference.

According to him, this year the mayor’s office has done work of
168.5 bln drams (about 561.6 mln USD), with work of 115 bln drams
being done with state budgetary resources and work of 53 bln drams –
with community budgets’ resources and private investments.

Work done in construction, improvement and munisipal economy of
Yerevan amounted to 17 bln 94.7 mln drams this year. In particular,
ten 3rd-degree accident-prone apartment buildings were reinforced,
and two apartment buildings were built and put into operation for
residents of 4th-degree accident-prone buildings. In the words of the
mayor, in this way the problem of moving the residents of 4th-degree
accident-prone buildings to new buildings was solved. He added that in
2009-2010 the problem of moving residents of 4th-degree accident-prone
dormitories to new buildings will also be solved.

The mayor stated that this year the construction of Saralanj highway
and the transport node at the intersection of Heratsi, Koryun,
Nalbandian and Charents Streets finished. Y. Zakharian announced that
the road section from Nork-Marash district to Sari Tagh district will
be put into operation soon.

Besides, street sections of 340 thousand square meters were covered
with asphalt, and work on outdoor lighting of 17 streets was done.

Speaking about the urban development zones, Y. Zakharian announced
that urban development work has begun in Kond and 33rd districts. An
area of about 3 ha was already demolished in Kond, while construction
of the first building for residents will start in January 2009.

L. Ter-Petrosyan prolongs time with his lectures

As shown by the first conference of the Armenian National Congress
and the speeches delivered there, L. Ter-Petrosyan’s efforts towards
smoothing over the discords among the radicals and sponsoring their
political activeness have come to the point when the ex-President,
as a political figure, has nothing to do any more and has therefore
to disguise the obvious reality behind the slogan, "Speak Over and
Over Again!".

What we see inside the pro-opposition camp at present is a structure
consisting of political forces and public organizations, whose separate
leaders have their own ideas about the further political steps of the
Congress. That’s why, they leader is currently engaged in mitigating
the discords and prolonging time. That’s to say, L. Ter-Petrosyan
has no other choice apart from making joint assessments over the
new challenges to be faced by the Congress and the country. However,
the elaboration of a tactics of actions is out of the question.

L. Ter-Petrosyan devoted his successive lecture to the evaluation
of the processes in and around the country, completely ignoring
the further actions of the Armenian National Congress. Accordingly,
he singled out three important challenges faced by the country: a)
the set tlement of the Karabakh conflict "in the nearest future", b)
the impact of the international crisis upon the country’s economy c)
the necessity of "reinstating the constitutional order and democratic
freedoms".

Fore creating common opinions and approaches over these issues, L.

Ter-Petrosyan tried to find justifications for having sent his
co-thinkers home after the October 17 rally, encouraged them with
the prospect of the prospect of the economic hardships to be faced
by Armenia and attempted to keep the public attention focused on the
trials of the March 1 case.

However, repeating ourselves we should note that L. Ter-Petrosyan’s
assessments remained in the domain of reiterations.

The ex-President’s firm belief on the necessity of looking forward
to the settlement of the Karabakh issue by pursuing the "wait-and-see
policy" also aroused sharp criticism among separate organizations which
have joined the Congress, and their representatives started making
more clear and convincing arguments. As to the allegations on the
impossibility of "mounting a strong public protest over the Karabakh
issue in Armenia", they are only based upon the "memories of the past"
and sound more than unconvincing. "We are neither Dashnaktsoutyum
nor the National Democratic Union to deepen the impending danger by
certain activities destabilizing the situation."

20 As to the issue what the Congress is going to do in case of
possible negative developments with regard to the Karabakh issue,
it remained unclear.

The same uncertainty continued while L. Ter-Petrosyan proceeded to
the second part of his speech, i.e. the impact of the international
economic crisis upon the economy of Armenia. Here too, the ex-President
satisfied himself with strictly general assessments and several
proposals, without making any clarifications as to what the Armenian
National Congress is going to do in case the crisis assumes larger
scales. The vague assessments on the crisis can only lead to the
assumption that the Congress will probably organize a couple of rallies
in February-March when given phenomenon has more acute manifestations.

Thus, in its rally held on December 21, the Armenian National
Congress did not propose to the opposition any concrete political
course. The leader finally arrived at the thought that "while assessing
the activities of the Armenian National Congress, it is hereafter
necessary to consider the prospect of broadening the agenda of the
Karabakh settlement and the international economic crisis. It is such
new phenomenon that dictates the logic of our current activities and
the character of our current tactics". But as to what the "current
tactics" is, it remained unclear.

We believe the reason is that in case of changing his strictly g
eneral judgments into concrete political steps, L. Ter-Petrosyan will
be facing the imperative of making a choice among several tactics
inside the Armenian National Congress. Besides, it is necessary to
keep in mind that in such case he will have to replace the practice
of delivering lectures once per month with the agenda of a politician.

Hence, the more uncertain the tactics of the Congress, the better
for L. Ter-Petrosyan and his closest circles. As to the remaining
issues, such as Karabakh, the economic crisis and even the "political
prisoners", they still have some time to wait a little.

2008 is coming to a close and all the ministries are summing up the
results of their activity. Yesterday the journalists met with the
Minister of Energy and Natural Resources Armen Movsisyan.

The Minister affirmed that the program approved during the previous
year has been implemented with high effectiveness.

"No extraordinary event has taken place during the year. The energy
system has worked with a regular regime. We are well prepared for
continuing our work in the difficult winter conditions.

As we have already planned the construction of the second sector of
Iran-Armenia gas-pipeline (Kajaran-Ararat) is over. Experimentation
works are in process. This is our greatest achievement, because
we have run ahead of the program terms, by 6 six months and we have
consolidated our country’s energy security. In force-majeure situations
we will be able to maintain the stability of our economy and not to
disappoint our people.

As we know a new steam-gas-turbine with combined cycle is under
construction in the platform of Yerevan’s thermal power plant. Armen
Movsisyan said all the problems are solved in this energy knot:
"All the necessary equipments are being imported. The gas turbine is
being experimented in Germany. In January the gas turbine20will be
installed in the new platform.

The installation and the regulation of the equipments will start in
the coming June. In April 2010 the new thermal power plant will be
operated and will join Armenian energy network."

The investigation of uranium mines in the territory of our country
is in process. A. Movsisyan informed us that Russian-Armenian
geological-investigation joint company has been established for the
realization of these works. The funding of this company investigating
the resources of Armenian uranium is solved. The activities in
the field, geo-physical and geological studies are already in
process. The drilling works will start in 2009. At the end of the
year we will possess final data regarding the uranium resources in
Armenia. The technical-economic works linked with the construction of
the energy-block of the new power plant in the platform of Metsamor
power plant is over. The Minister assured that it is a right way to
develop the energy system. "Only the new power plant can serve as an
alternative energy power. The technical parameters, the power, and the
structure of the new power plant are sketched. The document package of
the competition is also ready and has been submitted to the approval of
the government. The competition will be announced in the coming days."

According to A. Movsisyan the new power plant will be the best
expression of modern technologies.20The best world experience in the
spheres of nuclear energy will be employed. The power plant consists
of three principal islets: reactor, turbine, and automatic system. The
best complexes of the world will be employed, in terms of all the
before mentioned three islets.

The new power plant is previewed to build in the platform of the
same Metsamor power plant, because there are all the necessary
substructures here, and plus, we have no problem linked with the
place. It is pointless to look for a new place.

As we know the problems linked with the Georgian roads last August
caused certain crisis but the government managed to avoid serious
negative impacts and to organize the import of the first aid products
to Armenia. The minister said a new alternative and secure road
has been found to avoid deficiency of diesel-fuel, petrol, and
power-generating substances.

"We are holding negotiations with Oil and Gas Ministries in Iran. We
are planning to build a new pipeline from Tavriz oil-refinery to
Armenia, to import oil. The pipeline will join the terminal built in
Yeraskh, and we will not have to import oil by cars. The construction
of the pipeline with 250 mm. diameters and the terminal will start
in spring and will come to a close in two years and will cost 240
dollars. Naturally all the security measures will be maintained,"
A. Movsisyan said.

The Minister assured the programs linked with energy sphere, which
are continual and will not be affected by the world crisis, have
been called into life. "We don’t have any problem that can hinder
the implementation of our programs. Of course we will face problems
in the implementation of the new projects, but we will overcome them.

I’m sure all the projects previewed in the sphere of energy will be
implemented, even the program on exporting energy to Turkey. We have
agreements on exporting energy to Turkey beginning from March-April
and our Turkish partners assure that we will not face any problems
in the framework of these agreements."

MP EDWARD SHARMAZANOV, Press-Secretary of the Republican Party
of Armenia, yesterday had a meeting with journalist in "Hayeli"
(mirror) club.

The speaker characterized the PACE Monitoring Committee’s proposal
on suspending the Armenian delegation’s right to vote "unfavorable"
for our country. At the same time, he pointed out that the PACE had
held similar discussions with regard to other countries; however,
they hadn’t received support. "There have been three similar
cases. Comparing them with the situation here, I don’t think the
prospect of suspending the Armenian delegation’s right to vote is
realistic.

However, there are really certain problems and such problems may exist
in any country after making attempts to stage a revolution. But that
the Armenian authorities have carried out quite realistic work towards
the implementation of Resolutions # 1609 and 1620 is a fact which,
by the way, is mentioned in the Monitoring Committee’s report."

E. Sharmazanov believes that the Committee cannot avoid double
standards while making assessments. "I believe, in this case they
are applying double standards. In general, if our colleagues want to
see us more democratic, I don’t think the application of sanctions
is the best way out in such situation."

With regard to the prosecution of the cases related to the "March 1"
incidents, "A lot depends on the trial of the ‘Case of Seven’. We have
respect for the commitments undertaken by our country but I don’t think
there are any grounds to speak about amnesties unless there is a final
decision. Why? Because I don’t think that the amnesty will ‘relieve’
the situation or consolidate society before the decision is made.

Whereas it may become a very bad precedent when any political force
attempts to stage a political coup after each election, disputing
the results. I am sure everything will be within the law, and I
hope our society will know the answers to all the questions it is
interested in."

E. Sharmazanov proposed the journalists to closely follow the course
of the trial and not to make haste in further assessments. "My party
has one belief which has also been mentioned by its Chairman. That
is, no person in the Republic of Armenia shall be condemned for his
political views. There will be mild punishment for misdemeanors. And
the people who have committed grave crimes will be punished with the
whole strictness of the law. The country should be definitely governed
by the principle of rule of law."

Turkey’s Stance Remains Unchanged

"Gyul’s visit has mainly got a symbolic character, it doesn’t give
any hint about principal changes. But if Turkey really intends to
make positive changes in Armenian-Turkish relations after this visit
it will be more visible and clear," Director of the Institute of
Oriental Studies under the Academy of Sciences Ruben Safrastyan said
in his interview given to "Hayots Ashkharh" daily one day before the
visit of the Turkish President Abdullah Gyul to Armenia.

Summarizing the period following the recent football diplomacy of
Armenian-Turkish relations, he underscored yesterday: "Judging from the
reports of the Turkish press and the announcements made by different
high ranking officials in Turkey, there is no significant change in
Turkey’s stance regarding Armenian-Turkish relations. Not only is it an
important, but in my view the most important circumstance, because the
present situation of Armenian-Turkish relations is mainly conditioned
by the stance of the Turkish state, Turkish policy towards Armenia".

Touching upon the proposal on security and cooperation in South
Caucasus initiated by Turkey: that is to say the format 3+2, Armenia,
Georgia, Azerbaijan and Turkey, Russia, R. Safrastyan linked it with
the fact that the August developments in the region were solved to
the benefit of Russia.

According to the observations of the speaker, what Turkey really
needs is that the before mentioned initiative is supported by Russia
and the South Caucasian countries. Georgia abstained from supporting
the proposal only because Russia was involved there. In this regard
Armenia’s positive approach is very important for Turkey, because in
case Armenia also refused to participate, only Azerbaijan would have
remained there: "This was the first case when Armenia became valuable
for Turkey in terms of diplomacy, which Armenian party must use in
the negotiation process."
