Azeri authorities are concerned with the perspectives of
Armenian-Turkish improved relationship. Azeri Deputy Gudrat
Hasahghuliev said: "I have raised that question in the Parliament
of Azerbaijan. Some oppositional parties have also expressed their
dissatisfaction over this issue, but still it is not enough." According
to him improvement of Armenian-Turkish relations is not something
spontaneous, as well as the apology of the Turkish to Armenians.

"First the President of Turkey visited Armenia. Then they made
agreement to create a monument in Kars devoted to Armenian-Turkish
relations. Some powers are interested in improvement of
Armenian-Turkish relations. I think that our Foreign Ministry should
react, call the Ambassador of Turkey and express our concern," said
the deputy.

On 23 December NKR President Bako Sahakyan met the staff of NKR
Control Chamber. Chairman of the Chamber Arthur Mosiyan presented a
report on the activities of the structure in the year of 2008.

Bako Sahakyan gave a positive valuation to the activities of the
structure, noting that a clear-cut progress has been registered
in effective utilization of budgetary means. The Head of the State
underlined that the Chamber should not restrict itself to checking and
inspections, it is necessary carry out educational activities too,
especially in universities. The President noted that that the NKR
Control Chamber must become one of the structures of high moral and
ethic in the republic. According to the President this is the most
important guarantors of the Chamber’s effective work.

2008 will be remembered as a turning point in Russia’s relations with
the West. It was a tumultuous year, with Kosovo, missiles in Europe
and NATO’s seemingly relentless march eastward like thunderclouds
gathering on Russia’s horizon, which finally burst 8 August over
South Ossetia, bringing tragedy to Georgians, triumph and tragedy to
Ossetians and Russians, as the Russian army stopped short of Tbilisi
in their defence of the plucky Ossetians.

Poland, in a tizzy, quickly signed up for US Patriot missiles; the EU
and NATO, in a snit, suspended relations with Russia and did their
best to undermine Russia’s fragile economy. US Secretary of Defence
Robert Gates made a grand tour of countries supposedly threatened by
Russia (in addition to visiting his new friends in Kosovo), though
only the woebegone Georgian President Mikheil Saakashvili bothered
meeting him at the airport. This darling of the West — and Israel —
suddenly found himself friendless after his disastrous altercation
with his neighbour. Even Israel pulled in its horns, cutting off its
lucrative arms sales out of fear of Russia.

Little more than a month later, the storm clouds over Russia seem
to have dispersed. Europe again began improving relations, with a
Euro-Russia summit in November, followed by renewed negotiations on
a strateg ic partnership and a renewal of Russian-NATO dialogue in
December. The Bush administration was not amused, but then lame-duck
President George W Bush has about as many friends these days as
Saakashvili.

It was amusing watching NATO Secretary General Jaap de Hoop Scheffer
jumping through hoops, so to speak, in early December after a NATO
foreign ministers meeting, as he explained the alliance’s decision
to begin "a conditional and graduated re-engagement" with Moscow,
despite strident disapproval from Washington, not to mention Moscow’s
own strident disapproval of NATO moves to absorb Ukraine and Georgia,
and after its spectacular assertion of authority in its "near
abroad" with the recognition of the independence of South Ossetia
and Abhazia. The Hoop argued, "Russia is such an important factor
in geopolitical terms that there is no alternative for NATO than to
engage Russia." He innocently claimed he had no idea why Russia felt
"victimised, not to be taken seriously, but if that is the perception,
we have to discuss it, because I have to try to convince them that
democracy and the rule of law are coming closer to Russia’s borders —
why should that be a problem?"

As if he actually believes that NATO is about the tired clichés of
democracy and freedom that are used to justify this Cold War relic, and
not about US empire and its attempt to end a ny residual opposition,
especially in the oil-rich Eurasian space, which Russia just happens
to control.

So why the sudden courtship of the Russian ogre? De Hoop said it was
because of Afghanistan, fighting terrorism and narcotics. We could
add the financial crisis as well. But towering over even that is the
very frightening spectre of another arms race between the two — yes
two — superpowers which Europe is uncomfortably sandwiched between.

It’s as if Don Juan realised too late that his latest flame — his
true love this time — was wise to him and had decided the jig was
up. Defying the US, de Hoop Scheffer and his Euro diplos realised
their place was the tried and true middle path between the two big
guys. He did his best to pretend that nothing really was wrong,
but no one was fooled. "I’m basically an engager," de Hoop Scheffer
said. "But engagement can’t take place in the context of spheres of
influence. We have to see if Georgia is a watershed or not. I hope
not, and I’ll do my best that it will not be." Sorry, de Hoop. You
closed the barn door too late. Your beloved has bolted.

The emissary of the spurned lover, Russian Ambassador to NATO Dmitri
Rogozin, welcomed the decision to resume informal talks with Russia,
saying, with not a little sarcasm, "I personally do not see the
difference between formal and informal sittings, exce pt that you
don’t have coffee in an informal meeting but you still can order
one." Rogozin also said that the decision not to give a formal action
plan to Georgia and Ukraine showed that relations with Russia were
more important to NATO than either applicant. He predicted that NATO
would retreat from admitting Georgia and Ukraine, a prospect that
"does not cheer anyone in the alliance." Rogozin said that "there is
an open split within NATO, and it will widen if NATO tries to expand
further. The schemes of those who adopted a frozen approach to Russia
have been destroyed." Words that left Don Juan apoplectic. The Hoop
shot back that Rogozin could say what he liked, and American officials
dismissed his comments as bluster aimed at a domestic audience.

Upping the ante, in the NATO meeting’s final communiqué, which
went through 22 drafts, the foreign ministers gave their unanimous
support to the planned deployment in Europe of US missile defenses,
which Washington continues to say are for protection from Iran, not
Russia. Reading from a script retrieved from history’s dustbin, the
ministers called the missile system "a substantial contribution" to
defense and encouraged Russia to take up US proposals for cooperation
on missile defence, oblivious to US president-elect Obama’s own
scepticism about the system, or the comments last month by French
President Nicolas Sarkozy that the missile defense would "bring
nothing to security" but "would complicate things and make them move
backward," or Russia’s threat to install short-range missiles of its
own in Kaliningrad.

As for Russian President Dmitri Medvedev’s proposed talks on a new
"security architecture" for Europe — which Sarkozy agreed to in
November — de Hoop Scheffer said that NATO members were "quite happy
with the security structure as it exists in Europe. There is not a
shimmer of a chance that NATO could or would be negotiated away." The
Euro fans of America and foes of Russia see the Russian president’s
proposals as a direct attempt to undermine NATO. And so what? The
only way to make peace with Russia is to do what should have been
done 17 years ago, when the Warsaw Pact was disbanded: dismantle
its twin and build a European partnership from the Atlantic to the
Pacific, minus the US and Canada. There is something called the
United Nations where everyone can get together. The EU and Russia
are already working together on peacekeeping — through the UN —
as seen with the current EUFOR mission in Chad, which includes 320
Russians. I repeat: Who needs NATO to police the world?

De Hoop drew his line in the sand at a news conference with Georgian
Foreign Minister Eka Tkeshelashvili. She expressed satisfaction with
the outcome of the meeting, in which ministers reconfirmed that Georgia
and Ukraine would eventually become members of NATO and said NATO
would accelerate cooperative reform programmes with both countries
through existing NATO commissions. Don’t hold your breath, Eka. A lot
can happen between now and "eventually." The US and Germany are at odds
over how further expansion of NATO can proceed, with Germany insisting
on a MAP (Membership Action Plan) and Bush’s team arguing that "MAP
has been fetishised." Assistant Secretary of State for European and
Eurasian Affairs Daniel Fried said that this "is not the only way to
get there," wherever "there" is. Instead of a MAP, he has in mind
the NATO-Georgia Commission established hurriedly after 8 August,
modeled after the NATO-Ukraine Commission established in 1997 —
"MAP without MAP," as the German fetishists drolly put it.

But the bottom line on Georgia is that it can’t join NATO if it is not
at peace with its neighbours, as this would oblige NATO to go to war
to "defend" it. This argument could even encourage Russia to make a
move on Crimea, putting Ukraine in the same predicament, making it,
too, ineligible. How ironic this would be, given NATO’s pretensions
to be a bastion of peace.

As the Hoop performed his verbal acrobatics, the EU was performing its
own highwire act with Russia, renewing negotiations on a new strategic
partnership. But with a nod to US desires to keep moving eastward come
hell or high water, European Commission President José Manuel Barroso
also outlined to the press the EU’s proposed new "Eastern Partnership"
with Armenia, Azerbaijan, Georgia, Ukraine, Moldova and Belarus,
the latest move into the ex-Soviet bloc since the EU expanded in 2004
and 2007 to embrace the Baltics and all the former Warsaw Pact nations.

The partnership offers free trade deals, closer energy ties, easier
access to visas and financial assistance programmes worth a total
of 600 EUR million over two years. To their bitter disappointment,
EU-member hopefuls Ukraine and Moldova were lumped together with the
others, indicating that their applications were on hol

Interesting, the supposed rush to get Ukraine and Georgia into NATO
and the procrastination over them joining the much more important
economic organisation. The Eastern Partnership was a response to
Sarkozy’s Mediterranean Union, bringing all the Mediterranean countries
together with the EU in a loose economic club, and was put on fast
track after the war in Georgia in August. Barroso denied suggestions
that the EU was seeking to establish itself as an alternative power
centre to Moscow. "The Cold War is over," said Barroso, "and where
there is no Cold War, there should be no spheres of interest." Who
does he think he’s kidding?

But Russia has no beef with EU expansion, which can only benefit Moscow
in the long run. In fact, it is not inconceivable that Russia itself
could join this economic pact, which clearly benefits one and all,
at least economically. This cannot be said of NATO. De Hoop Scheffer
understandably wants to keep his prestige (and pension), but this is
one endangered species that deserves extinction.

As NATO prepares the fireworks for its big 60th anniversary, its plans
for Georgia and Ukraine are in disarray and its war in Afghanistan
is a nightmare which could tear the organisation apart in 2009. Happy

OFID TO PROVIDE A $14 MILLION LOAN TO ARMENIA

On December 23 the Armenian Ambassador to Austria Ashot Hovakimyan
and the Director General of OPEC Fund for International Development
Suleyman Al-Harbish signed an agreement on provision of a $14 million
loan to Armenia from the Fund.

The loan is provided to the Armenian government for the implementation
of the "Farmers of marketing opportunities" program. The program is
meant to promote the economy of the urban regions of Armenia.

The Director General of the Fund noted that this is the second program
jointly implemented with Armenia. Mr. Al-Herbish expressed appreciation
for he cooperation with the Armenian Government and expressed hope
that the cooperation will continue in the future.

On behalf of the Government of Armenia, Ambassador Hovakimyan expressed
gratitude of the provided grant and support. He highly assessed the
cooperation with the Fund and noted that during his visit expected
net year the Director General will have an opportunity to personally
assess the results of the programs implemented.

Council On Foreign Policy And Security Issues Established In Nagorno

COUNCIL ON FOREIGN POLICY AND SECURITY ISSUES ESTABLISHED IN NAGORNO KARABAKH

A number of public figures of the Nagorno Karabakh Republic established
a Council on Foreign Policy and Security Issues. As a main priority
the Council has an objective to contribute to the mobilization of the
existing intellectual potential and making it serve for the solution
of the urgent issues facing Artsakh, work out practical suggestions
for the interested state and non-state structures through public
discussions on urgent issues.

The Council will periodically prepare analytical materials, publish
comments and expert evaluations.

Members of the Council have agreed to work in line with national
interests.

The Council will be headed by the ex-Foreign Minister of NKR,
Masis Mailyan.

According to him, members of the Council will include not only the
specialists of Artsakh, but also the friends of Artsakh who work
outside the borders of the newly independent country.

Masis Mailyan expressed confidence that the activity of the Public
Council will contribute to the intensification of the activity of both
government agencies of Karabakh and separate republican structures.

According to the member of the Council, the activity of the newly
established public structure will enrich the foreign policy agenda with
prospective ideas and initiatives. The participation of the public
in the formation of the foreign policy strategy will contribute to
the adoption of decisions targeted at the defense of NAR national
interests.

President of the Nagorno Karabakh Republic Bako Sahakyan met the
rector of the Armenian State Agrarian University of Armenia Arshalouys
Tarverdyan, Central Information Department of the Office of the NKR
President reported.

Issues related to developing science in the republic were discussed at
the meeting. Within this context it was mentioned that from January
2009 a branch of the university will start functioning in Nagorno
Karabakh.

The Head of the State considered important opening of the new
educational establishment in Artsakh and the role it is to play in
developing the main branch of NKR’s economy, the sphere of agriculture.

Someone Is Trying To Fool People

Recently the mass media have been the focus in Armenia. There were
several reasons – the parliament hearings on the bill on the language
and the letter of the Karabakh-based youth organizations urging to
replace the old map of Nagorno-Karabakh in 1988 from the weather
forecast maps.

Unfortunately, the debates on this issue did not touch upon the main
issues, at least judging by reports on the debates.

First the hearings. A few days ago the National Assembly held hearings
on the language of our TV channels. The speakers criticized the TV
channels which broadcast shows and films in bad Armenian translation,
propagate criminal romanticism, and so on. However, the issue of
the language was central, whereas the content of programs on air and
their consistency with the law was not discussed.

In the meantime, people go home in the evening and want to watch
TV. What are they offered? For instance, on December 24. The Public
Television reported the visit of Speaker Hovik Abrahamyan to the
orphanage Zatik. The visit itself was something regular, unlike
the speech Hovik Abrahamyan made … Addressing the orphan children
who were not there by their will, Hovik Abrahamyan said that upon
looking into their eyes he understood that children were happy there,
they felt good and comfortable. He also told the children that he
had found out the size of the annual budget of the orphanage and is
ready to boost it by 10 percent from his personal income. Afterwards
they showed children who said to wish they lived with their parents.

Then all the channels reported the opening of a supermarket in the
community of Kanaker-Zeitun, Yerevan. Nobody warned viewers that
they were going to watch a TV commercial, they showed a report about
a new grocery store in Yerevan. What is more, the first customers of
the grocery store thanked for the opportunity to buy food. As if the
people of the community had never been to a grocery store. Even the
head of the community spoke, who thanked the owners of the store,
as if they gave products for free. The first question that occurred
was who owns the supermarket which was shown in the evening news of
almost all the TV channels. In this report alone there were a number
of violations of the legislation but most importantly it was felt
that people watching TV are increasingly treated as idiots.

One more absurd report. The correspondent of Shant TV to Moscow told
on the phone about two fires in Moscow which also killed Armenians. The
host asked how many Armenians died. The correspondent said 5 Armenians
were killed in the first incident. How about the second, the host
asked? 5 people, said the correspondent. "Are they Armenians?" "No,
just tramps, most probably Russians." "Are you sure there are no
Armenians among them?" "Nooo."

In addition, none of the channels reported about the letter of the
Karabakh-based youth NGOs whom the Armenian experts joined, urging
the Armenian TV channels to remove from their weather forecasts the
maps with the former borders of Karabakh. The TV channels did not
replace the maps, and pretended as if there had been no letter.

And every day the Armenian viewers have to watch this, they have
no choice.

This happens in countries where the existence of a TV channel is not
determined by its rating, the confidence of the public but directly
depends on the political order of their owners. But even in those
countries there is the institution of the Public Television which
is sustained by the taxpayers and must be under the control of the
public. It is possible not to trust the other channels but the Public
Television must be free from politics.

However, everything in Armenia is upside down. The hosts of the news
program, reporting everyday news, may make comments, evaluations,
express emotions and even set forth accusations.

Conference On The Karabakh Issue In Berlin

A few days ago a conference on "Options of settlement of the
Nagorno-Karabakh conflict from the Azerbaijani viewpoint" was organized
at the office of Conrad Adenauer Foundation in Berlin.

Elhan Nuriyev, director of the Center of Strategic Sciences under the
Azerbaijani President and Johannes Rau, member of the International
Security Forum under the German Military Academy were invited to
make speeches.

The NKR Permanent Representative to Germany Gayane Apinyan and the
Ambassador of Azerbaijan to Germany Parviz Shahbazov also took part
in the conference, held by Peter Hefele, senior officer of the Conrad
Adenauer Foundation.

The Azerbaijani representative developed his speech in the
context of the Azerbaijani territorial integrity and threat of
the Karabakh conflict settlement by force. In response, officer of
the German International Institute on Security Issues Uwe Halbach
and representative of the Union of the Christian-Democratic and
Christian-Social Parties in the Council of Europe Rayner Dornzaifer
noted that they treated the Azerbaijani territorial integrity with
understanding; however the existing new realities and facts should
be taken into account in solving the conflict. Uwe Halbach added that
the demand of territorial integrity is not absolute and sometimes not
realistic, exemplifying Georgia. Rayner Dornzaifer advised Azerbaijan
to learn a lesson from the history of Germany that, according to
him, after The World War II had to accept the existing reality, thus
guaranteeing peace and security in Europe. He expressed confidence
that in case of refusing the territorial integrity, Azerbaijan will
contribute to the peaceful settlement of the conflict and together
with Armenia will be given great assistance from the Council of Europe
for liquidating the consequences of the conflict.

In response to Nuriev’s threatening to solve the Karabakh issue by
use of force, Gayane Apinyan in her turn reminded how many people from
both sides sacrificed during the previous war and in what unfavorable
conditions the people of Nagorno-Karabakh managed to uphold their
natural right to liberty.

"Today, in spite of Azerbaijan’s furious armament, Nagorno-Karabakh,
due to its high state orderliness, is incomparably stronger and is
ready to defend its independence", she said.

Gayane Apinyan advised Azerbaijan’s representatives to give up
revanchist aspirations and respect the right of the people of
Nagorno-Karabakh to independent existence.

St. Amenaprkich Church In Nijni Novgorod Was Founded

On November 21 St. Amenaprkich Church was founded in the Russian city
of Nijni Novgorod.

By the custom of the Armenian church, the 16 stones of the church
fundament were washed with water, wine and chrism.

On the next day the Armenian community of Nijni Novgorod, the
department of international relations of the State University and
the Institute of Strategic Studies held an international scientific
conference on the issues and prospects of the foreign policies in
Armenia and the Diaspora, the Armenian diocese of Russia and Nor
Nakhidjevan reports.

"GALA" TV COMPANY LAUNCHED ITS WEB-SITE

JOURNALISTS CHARGED WITH DISRESPECT TO COURT

On December 24 the Police Department of Kentron community of Yerevan charged
freelance journalist Gagik Shamshian and correspondent of "Chorrord
Ishkhanutiun" newspaper Gohar Vezirian with Part 1 of Article 343 of the RA
Criminal Code ("Disrespect to Court"). As it has been reported, incidents
with journalists occurred during the hearing of the same case in the court
of primary jurisdiction of Kentron and Nork-Marash communities of Yerevan.
On August 5, 2008 upon the order of judge Gagik Avetisian Gagik Shamshian
was put out of the courtroom. The journalist was first locked in the
basement of the court building and was further moved to the Kentron Police
Department. The next day, August 6, a similar sanction was applied to Gohar
Vezirian: upon the order of the same judge the journalist was put out of the
courtroom, she was kept for about an hour and half in a room, intended for
defendants, and was further moved to Kentron Police Department. Having spent
over two hours in the police department, Gagik Shamshian and Gohar Vezirian
were released on August 5 and 6 respectively. The criminal proceedings
against journalists were instituted in September, 2008 (see YPC Weekly
Newsletter, September 5-11, 2008).

As YPC was told by attorney Hovik Arsenian, journalists do not plead guilty,
saying it was the judge who exceeded his competence. Part 1 of Article 343
of the RA Criminal Code stipulates a fine ranging from 100 to 300 minimal
salaries or imprisonment of one to two months.

"HAILUR" SHOOTING CREW OBSTRUCTED FROM COVERING THE CONFERENCE OF ARMENIAN
NATIONAL CONGRESS

On December 21 the shooting crew of "Hailur" newscast of the First Channel
of the Public Television of Armenia was refused entry for covering the
conference of the Armenian National Congress (opposition political
organization led by the RA First President Levon Ter-Petrosian). As YPC was
told by "Hailur" correspondent Anna Vartanian, the External Relations
Officer of the Congress Vladimir Karapetian asked the journalists of the
Public Television to leave the hall where the conference was taking place.
According to the journalist, Karapetian substantiated this ban on coverage
by the attitude of the Armenian National Congress towards the incumbent
authorities. The Congress Coordinator Levon Zurabian described the
occurrence as a response to authorities’ refusal to provide the Armenian
National Congress with a hall for the conference.

PARLIAMENTARY HEARING DID NOT ADDRESS THE KEY BROADCASTING ISSUES

On December 19 the RA National Assembly Standing Committee on Science,
Education, Culture, Youth and Sport Issues held parliamentary hearings on
"Content of the TV Air and Legislative Regulation of TV Advertising". The
journalistic associations that took part in the debate, including Yerevan
Press Club, had supposed that the discussion would center on the urgent
issues of the broadcasting. Unfortunately, the hearing was of a general
nature. Most of the remarks made referred to the problems of language use
and esthetics. Such key issues as the formation of the regulatory body, the
transparency of broadcast licensing competitions and distinct criteria upon
which the National Commission on Television and Radio bases its license
provision decisions, development of mechanisms for regulating the activities
of the Public TV and Radio Company, digitalization in the context of
Armenia’s commitments to the Council of Europe were not touched on. The
representatives of journalistic associations drew the attention of the
organizers to this fact, and the Chairman of the specialized parliament
Committee Armen Ashotian assured that new hearings will be organized to
consider the whole range of problems faced by the broadcasting.

Meanwhile it was reasonable to expect due attention to the recent
resolutions of the Parliamentary Assembly of the Council of Europe. In
particular, on December 18 the provisional version of PACE Resolution "The
Implementation by Armenia of Assembly Resolutions 1609 (2008) and 1620
(2008)" was released after the approval of the Committee on the Honoring of
Obligations and Commitments by Member States of the Council of Europe
(Monitoring Committee). Clause 8.2 of the provisional version refers to the
amendments to the RA Law "On Television and Radio", adopted on September 10,
2008, according to which the broadcast licensing competitions are suspended
till July 20, 2010 due to the need to make preparations for digitalization
(see YPC Weekly Newsletter, September 5-11, 2008). This Clause stresses that
"the technical requirements for the introduction of digital broadcasting
should not be used by the authorities to unduly delay the holding of an
open, fair and transparent tender for broadcasting licenses, as demanded by
the Assembly". The provisional version of the new Resolution, stipulating a
sanction of suspension of voting rights of the Armenian delegation, will be
presented for the consideration of the PACE winter session on January 26-30,
2009.

SUIT OF FREEDOM OF INFORMATION CENTER AGAINST ARABKIR ADMINISTRATION

On December 19 the RA Administrative Court considered the suit of the
Freedom of Information Center versus the administration of Arabkir community
of Yerevan. The NGO addressed the court with a demand to commit the communal
administration to provide the information requested. On July 30, 2008 the
Freedom of Information Center made an inquiry as to the number of apartments
held by Arabkir community with ownership right, asking to specify their
addresses, as well as provide the judicial statistics on the cases of
eviction of the residents from unprivatized apartments. In the letter of
August 6 the communal administration responded only to the last part of the
inquiry, without providing the information about the apartments it owned.

At the court session of December 19 the respondent stated that the
unprivatized apartments had not been taken stock of previously, and their
registration started only recently, upon the order of the head of the
community. In the opinion of the judge, the administration should have
responded in any case, even if it lacked the necessary information.

The court ruling is set to be publicized on December 30, 2008.

"GALA" TV company of Gyumri launched its web-site, .The TV
company reports that apart from the Armenian-language resource, the news of
"GALA" will soon be placed on the web in English and Russian languages as
well.
