The death of baby Hope following an operation to separate her from her
sister is a reminder that despite advances, the outcome of conjoined
twin surgery remains unpredictable.

Even in the modern era, these operations are among the most challenging
for doctors, with painstaking preparation involving large teams
of specialists.

Only a handful of hospitals in the world have the resources and skills
needed to attempt separation.

Yet the history of such operations stretches back more than a century.

Conjoined twins are created just a few days after they are conceived –
most likely by the incomplete splitting of the fertilised egg.

Most are stillborn, and a proportion of those who a born alive do
not survive long afterwards.

They can be joined at the hip, the back, the chest, or even the head,
perhaps sharing one or more internal organs, each adding to the
complexity of any operation to separate them, as the surgeon seeks
to provide each with enough to support life.

In past centuries, when separation was frequently not an option,
there are many references to twins who grew up still joined.

These included two pairs reputedly born in Rome in the fourth and
seventh centuries AD and Armenian twins joined at the abdomen in the
tenth century AD, alongside the so-called "Biddenden Maids" from
England, who were joined at the spine, and reportedly lived into
their 30s.

The term "Siamese twins", now discarded, refers to Chang and Eng
Bunker, who found fame as circus performers.

Early operations

While there are reports of unsuccessful attempts to separate twins in
the 1600s, what is thought to be the first successful twin separation
was carried out in 1689, on twins joined only by a ligament at
the chest.

While operations on other twins with comparatively simple anatomies
were also successful, later attempts to separate those with more
shared organs and tissues were frequently only partially successful.

One example is in 1900, with chest-joined Brazilian sisters Maria
and Rosalina separated, only for Maria to die within days.

However, by the 1950s, specialists were becoming far more practised,
with the first recorded successes in separating twins joined at
the skull.

US surgeon Dr C. Everett Koop also managed to separate two girls who
shared a bowel, urinary system and genitals – one even managed to go
on to mother her own children.

‘Preparation key’

Professor Alastair Millar, from the Red Cross War Memorial Children’s
Hospital in Capetown, heads a centre responsible for dozens of
successful operations in recent years.

He said the key to success in recent years was the ability to plan
complex operations well in advance.

"You can now create 3D models on the computer to work out just how
you are going to do these operations.

"We are just getting better at everything – the surgical team has
been able to discuss what to expect and what role each will play."

However, he said: "In the end, it might not matter how extensively
you have prepared, there can always be a surprise for the surgeon
when the operation starts, an unexpected complexity.

"And if the operation is an emergency, then the difficulties are
far greater."

"We could have considered the Declaration a breakthrough in the
Karabakh peace process only in case Nagornyy Karabakh had signed
it. Unfortunately, this failed to happen",- he said. At the same
time, Hovannisian said that such approach to the Karabakh problem
is inadmissible for Heritage, and added that he wouldn’t sign the
document on such unbeneficial terms for Karabakh and Armenia.

The Declaration signed in Meindorf castle in Moscow suburbs after the
meeting of Armenian, Russian and Azerbaijani presidents in Moscow Nov
2 stipulates the settlement of the Karabakh conflict on the basis of
principles and standards of the international law and decisions and
documents adopted within these frames.

the relations between Turkey and Armenia’, – senior expert of the
analytical center European Stability Initiative, editor of Turkish
Policy Quarterly magazine issued in Istanbul Nigar Geksel told ArmInfo
correspondent.

She also added although there are certain difficulties on this way,
they should be overcome. Touching on the progress in the matter of
establishment the Armenian-Turkish relations the expert drew attention
at the fact that rumours were spread in Ankara about the necessity of
the strategical changing in the position of the country. ‘In Turkey
many people think that absence of the diplomatic relations with Armenia
and the fact of the border shut down are not in favour of the state. Of
course, changing of the positions of the parties is in some sense
conditioned with the August events between Russia and Georgia too,
as well as with the power changing in Armenia’, – she said.

Asked about the positive affect that has led to certain progress in
normalizing of the Armenian-Turkish relations, the expert replied, that
there are two factors – geo-political and ripening of understanding
in the Turkish and Armenian societies that they need changing. She
also added that in Turkey the liberal part of the society is
actively working in this direction. This work is coinciding with
the strategical changes in the position of official Ankara. Finally,
positive tendencies have been noticed from both sides, the expert said.

ArmInfo. U.S. President-elect Barack Obama’s selection of Sen. Hillary
Clinton as secretary of state seems to have been met with approval
by both Turkey and Armenia, with the largest U.S. Armenian group and
Turkish officials welcoming the decision, the Hurriyet reported.

The Armenian National Committee of America, or ANCA praised Clinton’s
record as a strong supporter of the Armenian cause, in a statement
late Monday.

However, the ANCA made no mention of Clinton’s opposition to
the passage of an "Armenian genocide" resolution in the House of
Representatives in October 2007, when she cited concerns of a strong
Turkish reaction.

"We extend our thanks to President-elect Obama for this choice
and our congratulations to Senator Clinton on her appointment to
our nation’s top diplomatic post," said Aram Hamparian, the ANCA’s
executive director, according to the statement.

"We are certainly pleased to see that, for the first time in recent
memory, an individual with a strong record in support of Armenian
genocide recognition will serve as America’s secretary of state,"
Hamparian said.

Obama announced earlier Monday, he would nominate Clinton, his former
rival during the Democratic Party’s primaries for the presidential
election, as his secretary of state. Clinton first needs the Senate’s
confirmation to assume her new post. She is not expected to face any
difficulty with that process.

Turkish officials are also happy with Obama’s overall cabinet choice,
although for different reasons.

"We have very good relations with these three figures (Clinton,
Defense Secretary Robert Gates and Gen. James Jones). We believe
Obama is forming a very good national security cabinet," said one
Turkish official on condition of anonymity.

Turkish officials see Clinton as an experienced and centrist figure
with a positive understanding of Turkey.

Although both Obama and Clinton have pledged to recognize the so-called
genocide, the ANCA, which has now congratulated Clinton, viewed Obama
as the more sincere candidate on Armenian matters and decided in late
January to back him against Hillary in the primaries.

In addition, Hillary’s husband and former president, Bill Clinton,
due to last-minute pressure, prevented a similar resolution from
passing in a house floor vote in October 2000.

of Industry and Commerce Chambers of India (FICCI) in New Delhi on
1-2 December at the initiative of Armenian Embassy in India.

Armenian Foreign Ministry press-service reported that FICCI Deputy
Director General Rajan Kohli, First Deputy Minister of Agriculture
of Armenia Samvel Avetisyan, Armenian Ambassador Ashot Kocharyan,
Deputy Minister of Economy of Armenia Mushegh Tumasyan, business and
government representatives delivered speeches at the plenary session
of the forum on 1 December.

Armenian and Indian businessmen had separate meetings.

First Deputy Minister of Agriculture Samvel Avetisyan and Deputy
Minister of Economy Mushegh Tumasyan met with the State Minister of
External Affairs of India E. Adamed and Secretary of Textile Ministry
A.K. Singh. The sides discussed issues related to the opening of an
Indian information center in Armenia, plantation of Armenian apricot
trees in India, and the agenda of the meeting of the Armenian- Indian
inter-parliamentary commission scheduled for the first half of 2009
in Yerevan, as well as the prospects of cooperation in the textile,
agriculture and food industry sectors.

S. Avetisyan met with the administration of Agri Machinery and
Tractors, EXCORTS Limited in Faridabad. In addition, youth chess
national teams of Armenia and India played a friendly match at the
Russian Cultural Center.

traffic load almost 4 times, Gurgen Musheghyan, director of CJSC
Yerevanproject, told media Wednesday at the opening ceremony of
the flyover.

He said that over the last years the traffic load in the
central streets in Yerevan have been about 4 times higher than
envisaged. Thanks to the new flyover, the trip from the north to the
south of the city will decrease threefold. He underlined that part
of the River of Getar running along the city center is now running
under the ground, which will make it cleaner, G.

Musheghyan said. He highlighted that construction was completed
within the shortest period of time, within a year, but the design
work was carried out with due accuracy reckoning with the relief and

ArmInfo. Unibank shareholders have adopted a decision to raise the
authorized capital of the bank by 3 billion drams instead of the
present 5.6 billion drams. Unibank press-service told ArmInfo the
given decision was made in late November 2008. Unibank Council plans
to complete the procedure of raising the capital in early 2009.

In addition, Unibank promoters will provide additional 6 billion
drams subordinated loan at the beginning of 2009.

To recall, Unibank shareholders are Asset Management and EVA Invest
that hold by 50% stakes. By data of Unibank, Moody’s Investors Service
increased the long-term credit rating of Russian Uniastrum Bank (key
strategic partner of Unibank) in late November by three points to Ba2
(outlook stable).

Moody’s Interfax Rating Agency increased the national scale long-term
credit rating from Baa1 to Aa2. The president and shareholder of
Uniastrum Bank Gagik Zakaryan is the co-owner and Chairman of Unibank
Council.

By data of Unibank, total capital of the bank amounts to 9.5 billion
drams.

Assets totaled 67,7 billion drams on 30 November 2008. Unibank has
maintained its positions in the top five of leader-banks in Armenia
by key figures.

BRUSSELS, Belgium (AP) — NATO foreign ministers on Wednesday affirmed
their support for U.S. plans to install anti-missile defenses in
Europe despite Russia’s strong opposition.

The ministers said the planned U.S. defenses in Poland and the Czech
Republic will make a "substantial contribution" to protecting allies
from the threat of long-range ballistic missiles.

Russia has vehemently opposed the deployment, threatening to respond by
placing short-range missiles in its westernmost region, Kaliningrad,
which borders Poland. The U.S. insists the defenses are aimed at
potential attack from Iran and pose no threat to Russia’s ballistic
arsenal.

All 26 NATO allies signed the statement backing the deployment of
interceptor missiles in Poland and an advanced radar station in the
Czech Republic.

Doubts about allied support for the plan were raised last month when
French President Nicolas Sarkozy said the missile defenses would
"bring nothing to security … it would complicate things, and would
make them move backward."

Sarkozy’s statement at a meeting in France with Russian President
Dmitry Medvedev appeared to contradict his early support for the
missile plans at a NATO summit in April. But in Washington a few
days later, the French leader changed tack again, saying that the
anti-missile shield could "complement" Western defenses against a=2
0 threat from Iran.

The NATO ministers agreed Tuesday to gradually resume contacts with
Moscow, which were frozen after Russian troops poured into Georgia
in August.

However, they were critical of Moscow’s actions and insisted the
resumption of low-level talks would not mean a return to business as
usual for the NATO-Russia Council.

Faced with opposition from Russia, the NATO ministers backed away
from establishing a plan for Ukraine and George to move toward entry
into the Western military alliance for the former-Soviet nations.

However, the ministers offered to step up military and
political cooperation to help them achieve their goal of eventual
membership. Russia’s ambassador to NATO, Dmitry Rogozin, welcomed
NATO’s offer to resume talks, but dismissed the alliance plan to
prepare Ukraine and Georgia for membership as an attempt to return
to Cold-War bloc-building that made "no political sense."

The European Union separately proposed building new economic and
political ties with the former Soviet states of Armenia, Azerbaijan,
Belarus, Georgia, Moldova and Ukraine.

Several EU nations have been lobbying for such a program to counter
Russia’s increasingly assertive policy toward its neighbors, and
to develop alternative routes for oil and gas pipelines to reduce
Europe’s energy dependence on Russia.

In a sign of Moscow’s more assertive foreign policy, the Russian Navy
said one of its warships would sail through the Panama Canal for the
first time since World War II.

The destroyer Admiral Chabanenko will arrive Friday in Panama for a
six-day visit following maneuvers with Venezuelan ships, said Navy
spokesman Capt.

Igor Dygalo in Moscow. The exercises with Venezuela were the first
such deployment to the Western Hemisphere since the Cold War.

ArmInfo. The Turkish and Armenian public should be ready for
difficulties in the process of establishment of a bilateral dialogue,
senior expert at the analytical center European Stability Initiative,
editor of the Istanbul-based Turkish Policy Quarterly, Nigar Goksel,
told ArmInfo correspondent.

She said some public organizations, youth groups of both countries
are already making attempts to establish a bilateral dialogue,
however, it is impossible to speak of possible results now. Goksel
said that she visits Armenia often and has started understanding the
approaches of Armenians living here better. However, many Turks will
find themselves unready to perceive these approaches. Certainly, the
same can be said about the readiness or unreadiness of the Armenian
public to perceive a given viewpoint concerning Armenian-Turkish
relations, Goksel said. The Turkish expert thinks that the widest
layers of both countries’ public should be aware of information about
the attempts to establish a dialogue.

Assembly Zharangutiun (Heritage) faction has voted against almost
all bills.

Reporting this at the December 3 press conference, faction member
Armen Martirosian said that Zharangutiun is also against adoption of
a new law on referendum, as it contradicts a number of provisions of
the Constitution.

Besides, according to him, the members of their faction consider that
urgent discussion of the new law and putting it to vote quickly is
connected with the Nagorno Karabakh problem: thus the authorities
try to get free of further responsibility.

According to A. Martirosian, Zharangutiun also voted against the
draft 2009 state budget, as it contains a number of incomplete
formulations regarding tax and customs administration. "The most
part of the budget will be made up on the basis of common citizens’
and not big businessmen’s pocket. In general, according to the 2009
state budget, the rich will become richer and the poor will become
poorer," the deputy said.

Touching upon country’s home political situation, A. Martirosian
said that the issues of releasing political prisoners and disclosure
of the March 1 events remain unsolved. He added that Zharangutiun is
concerned with the infringements upon bishop Achapalian by Gyumri town
authorities. A. Martirosian reminded that the church is the greatest
spiritual value of the Armenians. The church preserves the national
identity and it should be kept away from home political events.
