Amendments to the law on referendums which the Armenian parliament
passed aroused a new surge of debate on the Karabakh issue. In
addition, strangely this time the stance of Armenia is under
consideration. In answer to the question of Member of Parliament
Larissa Alaverdyan if the Armenian government has a common approach
towards the settlement of the Karabakh issue the prime minister
suddenly noted that there is no such an approach.

Apparently there has never been one. Only recently has the minister
of foreign affairs been instructed to work out a document which the
government will rely on to respond to various issues.

At first it is necessary to find out what a document the
Armenian foreign ministry is working out for the Armenian
government. Considering that yesterday the foreign minister asserted
the intention to continue the talks on the basis of the principles
of Madrid, it is going to be a document which will recommend the
Armenian government to agree to the return of the territories
adjacent to the former autonomous region of Nagorno-Karabakh, the
return of the refugees, deployment of international peacekeepers and
proclamation of NKR in the territory of the former autonomous region
of Nagorno-Karabakh. Considering that the Armenian ministers are ready
to follow the recommendations of the20foreign ministry without second
thoughts, Armenia will start to promote these principles at all levels,
even if our opponents do not demand that.

But the most terrible thing is that the people who occupy high posts in
Armenia and have the possibility to do politics have no distinct stance
on the most important issue for the nation, on the solution of which
the future of the Armenian state depends. First of all, it means that
the people who rule in Armenia have an inadequate evaluation of the
reality and lead the country in an inadequate direction. Apparently,
it was the most terrible idea which occurred when the prime minister
said the foreign ministry is just working out the "common points"
on Karabakh. And it happened 20 years after the movement in Karabakh
started. Although at that time everyone knew what they want.

The second conclusion is that in Armenia someone thinks seriously that
it is necessary to conduct a referendum on the Karabakh issue. First
of all, it should be noted that holding a referendum on Karabakh
in Armenia is extreme political illiteracy. Why should the fate of
Karabakh be solved in Armenia?

Even the international mediators do not offer holding a referendum in
Armenia. On top of considering the possibility of holding a referendum
on Karabakh in Armenia they also suppose that by its results, true
or falsified, the public may vote for the return of Karabakh or the
territo ries. They do not dream of such absurdity even in Azerbaijan.

The attitude of Armenia towards the Karabakh settlement is highly
important.

However, it should get a corresponding form. A country cannot hold a
referendum on the status of another country. Even though we assume that
we all are Armenians, Armenia and Karabakh are different states. The
issue of the referendum can be one in Armenia – does Armenia agree
to the proposal of Karabakh to secede from Azerbaijan and unite with
Armenia? Only in this case Armenia is authorized to hold a referendum.

On the other hand, those who speak about a referendum should take into
consideration an important factor. So far the co-existence of Armenia
and Karabakh has not been described by serious clashes. Different
things have taken place – from time to time, depending on the political
conjuncture, anti-Karabakhi moods burst in Armenia, sometimes they
say it is not easy for the Armenians of Armenia to integrate with
the society in Karabakh. However, there has been no common approach
towards the fate of Karabakh, an approach dictated by the instinct
of self-preservation. Imagine, however, what may happen if the public
in Armenia, even though as a result of a falsified referendum, speak
for the return of at least one square meter of land? The people of
Karabakh will lose their only ally. And if so far no crucial steps
have been taken only because Armenia coul d suffer from that, the
young Karabakh men on sentry duty at the border will have nothing to
lose. They know what to do with the enemy.

Apparently the protest potential of Karabakh is groundlessly ignored
by the mediators and in Armenia. Many hope that Karabakh will have
to agree to what the Armenian government or those who "persuade"
the Armenian government will offer. However, this hope may "not come
true" because unlike others the people of Karabakh live on this land,
are fed by this land and defend themselves with the help of the
land. To return or not to return is not a matter of national honor
and mythology for them but a matter of life and death.

Apparently, if the people of Karabakh do not speak about it often
and in a sophisticated way, considering that it goes without saying,
it makes a lot of people hope that Karabakh has run out of its protest
potential. However, this is not so. Because when a person is left alone
with death, the person can have two thoughts, to save and to carry
along as many enemies as possible. At the moment, there is nothing
more terrible for the Karabakhis than to feel face to face with death.

The 16th sitting of the OSCE Ministerial Council is starting in
Helsinki today. 1 200 Foreign Ministers and delegates from 50 countries
will participate in the sitting.

Speaking at a news conference ahead of today’s start of the Ministerial
Council, OSCE Chairman-in-Office, Finnish Foreign Minister Stubb said
the 2008 Finnish OSCE Chairmanship and the Helsinki meeting were not
"business as usual."

"For the first time in the history of the OSCE we have 50 ministers
present here," he said, adding that the importance of the meeting
was also evidenced by the 67 delegations, more than 1,200 delegates
and 300 accredited journalists who are scheduled to attend. "I am
looking forward to an eventful, exciting foreign ministers’ meeting
here in Helsinki."

Chairmanship will seek agreement on two regional declarations,
on Nagorno-Karabakh and Transdniestria, as well as on a dozen OSCE
decisions on a range of topics. Stubb said he was hopeful for progress
on a declaration on Nagorno-Karabakh.

Issues related to eth settlement of the Artsakh issue were discussed
during yesterday’s meeting between the Foreign Ministers of Armenia
and Azerbaijan Edward Nalbandian and Elmar Mammadyarov in presence
of the three Co-Chairs of the OSCE Minsk Group and the Personal
Representative of the OSCE Chairman-in-Offic e. According to the
Ministry of Foreign Affairs of Armenia, the parties stressed the
importance of maintaining the positive atmosphere established as a
result of the meeting of the Presidents of Armenia and Azerbaijan in
Saint Petersburg on June 6 and the constructive talks in Moscow on
November 2, as well as continuing the negotiations with the support
of the mediators to bring the positions of the parties closer and
resolve the issue in a peaceful way.

Within the framework of his visit to Helsinki, the Foreign Minister of
Armenia, Edward Nalbandian, met with the OSCE Parliamentary Assembly’s
Rapporteur on Nagorno Karabakh Goran Lenmarker.

During the meeting the interlocutors discussed the latest developments
in the process of settlement of the Artsakh issue. Stressing the
importance of the declaration signed between the Presidents of Armenia,
Azerbaijan and Russia in Moscow on November 2, Edward Nalbandian
noted that Azerbaijan’s attempts to ignore the provisions of the
declaration and its distorted comments of the document hamper the
effectiveness of the negotiation process and its progress.

Edward Nalbandian noted that Armenia attaches importance to
parliamentary diplomacy as a working format for discussing
issues. Goran Lenmarker noted that the OSCE Parliamentary Assembly
has always been and remains a supporter of the resolution of the
Karabakh issue through peaceful negotiations.

The Prime Minister of Armenia, Tigran Sargsyan, received today the
delegation of the European Bank for Reconstruction and Development
(EBRD).

Greeting the guests, the Prime Minister expressed confidence that
this visit of the EBRD delegation would serve as a new impetus for
the further reinforcement and deepening of our country’s cooperation
with the Bank.

Tigran Sargsyan noted that despite the problems with implementation
of some programs in our country, rather serious work has been done
over the past years to make the cooperation more effective and raise
it to a qualitatively new level. He attached special importance to
the cooperation with the private sector.

Turning to the priorities of cooperation with Armenia, the Head of the
Armenian Government specially pointed out the expansion of support to
small and medium-sized enterprises, development of infrastructures,
contribution to the formation of free economic zones next to
"Zvartnots" Airport and in Gyumri, development of the capital market.

Prime Minister Tigran Sargsyan presented to the members of the EBRD
Board of Directors the current state of Armenia’s economy and the
programs for 2009, our country’s capacities to resist the negative
impacts of the world financial crisis. The Prime Minister noted
that when working out and implementing anti-crisis measures, the Gov
ernment takes into consideration Armenia’s relative advantages and
searches for ways to demonstrate our country’s strength to the world,
and therefore, its attractiveness for making investments.

Members of the EBRD delegation expressed their stances and opinions
on the issued discussed, spoke about the world financial and economic
crises, the Bank’s activity under the conditions of economic crisis,
the approaches on resisting challenges.

During the meeting reference was made to our relations with neighbor
countries. The Armenian Prime minister noted, in particular, that
Armenia is interested in having stable and predictable neighbors
and welcomes Turkey’s bid for EU membership. According to hi, the
reforms that will be implemented on that way will make Turkey more
predictable and stable.

improve parallel to those reforms.

Iran and will try to preserve those in the future. Turning to the

Europe-Turkey Forum will take place in Sopot, Poland from December
5 to 6.

Armenian MP, member of the ARF Bureau Vahan Hovhannisyan, Head of the
Representation of Armenian Organizations of European and the Armenian
community of Slovakia Ashot Grigoryan and a representative of the
Armenian Ministry of Foreign Affairs have been invited to attend
the forum.

During the forum reference will be made to issues related to
Turkey’s accession to the European Union, the cooperation of Black
Sea countries, cooperation of the South Caucasus countries, etc.

The participation of Vahan Hovhannisyan and Ashot Grigoryan is
expected within the framework of the cooperation of the countries of
the South Caucasus, where issues of expansion of Turkey’s influence
in the region and its mediating activity will be presented.

An equal number of people from Turkey and EU countries have been
invited to attend the Forum. The total number of participants is
150. The Armenian participants of the Forum have serious expectations
from the results of discussion of Armenian issues.

The ex-Prime Minister of Ukraine, Viktor Yanukovich will arrive in
Armenia on December 5 to participate in the arrangements dedicated
to the 20th anniversary of Spitak earthquake.

The city authorities of Spitak have taken the decision to name one
of the streets of the city after the leader of the Ukrainian Party
of Regions. This way, the Armenian side expressed its gratitude to
Viktor Yanukovich for his contribution to the reconstruction of the
city after the earthquake.

In 1988 Viktor Yanukovich headed the Production Association
"Donbastransremont." According to the information of the Party
of Regions, they received a letter from Spitak, which states that
"from the very beginning Viktor Yanukovich actively participated in
providing assistance to the casualties of the earthquake, headed the
staffing of rescue brigades and construction gangs."

The Prime Minister of Armenia, Tigran Sargsyan, will leave for the
Russian Federation on December 5 for a working visit. Deputy Foreign
Minister of Armenia Shavarsh Kocharyan told a press conference today
that the Prime Minister will meet his Russian counterpart Vladimir
Putin. The discussions will mainly focus on the world financial crisis
and the joint efforts that should be made to resist the possible
negative influence of the financial crisis on the economies of the
two countries.

Shavarsh Kocharyan said it’s natural that every country has its
peculiarities, and the two Prime Ministers are expected to discuss
the steps that will allow solving the problem with joint effort. The
heads of executive bodies of the two countries will discuss all issues
of mutual interest.

"The relations with our strategic partner Russia have a unique place
in the balanced policy of the Republic of Armenia. Those relations
have been dynamically developing especially in the recent period,
and the frequent meetings on the highest level are evidences of it,"
the Deputy Foreign Minister stated.

At the Armenian Embassy in Russia the Prime Minister will meet
Armenian businessmen.

President Serzh Sargsyan received today the delegation of the European
Bank for Reconstruction and Development (EBRD).

The President highly appreciated the activity of the European Bank
in Armenia, noting that the cooperation started immediately after
the country gained independence, and the Bank’s role is great in the
success registered over all these years.

Among the main challenges Armenia faces today, the President pointed
to the consistent work in the direction of economic development and
resisting the world financial and economic crisis by minimizing its
negative influence. In this context the President prioritized the
implementation of additional measures, raise of the efficiency of
governance. He noted, at the same time, that the Government intends
to implement both short-term and long-term programs.

Assessing the cooperation with Armenia as effective, representatives
of the European Bank said it provides new opportunities for expanding
the field of partnership. Notwithstanding the complex period, they
expect that the Armenian economy will continue moving along the path
of development.

Members of the EBRD Board of Directors informed that they recently took
the decision to increase the volume of involvement in the countries,
where they launch activity. According to them, the business programs
connected with Armenia are rather ambitious, and with this regard the
strategic approaches of the Bank and the Armenian Government coincide.

The President also stated he would like the Bank to get deeper
involved in Armenia and have its participation in different spheres
of Armenian economy.

According to Serzh Sargsyan, the Bank brings a new culture of
management, which is extremely important.

President Serzh Sargsyan today received the absolute lightweight
boxing champion Vik Darchinyan, President’s Press Office reported.

Congratulating the sportsman on achieving the absolute champion’s
title, the President stated that "any victory on the international
arena in the fields of sport and culture and others brings a great
fame to our state and people and makes every Armenian feel proud."

For his part, Vik Darchinyan congratulated the President on the
success of the Armenian chess team and informed that he has arrived
in Armenia to participate in the arrangements dedicated to the 20th
anniversary of the 1988 earthquake.

The absolute world champion presented his future programs to the
president and informed that his next fight will, most probably,
take place on February 7, 2009.

The 10th Ministerial Conference of the TRACECA Intergovernmental
Commission kicked off in Baku today.

The conference has brought together TRACECA national secretaries
and transport ministers of the member states, as well as transport
officials from Iran, Afghanistan, Russia, South Korea, China,
Turkmenistan, Egypt, Poland, Baltic States and representatives from
GUAM, United Nations Economic Commission for Europe (UNECE), OSCE,
Black Sea Economic Cooperation (BSEC), Organisation of the Islamic
Conference (OIC), European Union (EU), World Bank, Asian Development
Bank, and European Bank for Reconstruction and Development.

Participants of the conference discuss work done during the period of
existence of the program, the process of implementation of the action
plan until 2015, as well as the promising infrastructure projects in
the Black and Caspian Sea Basins.

The Armenian delegation headed by Head of the Foreign Relations
Division of the Ministry of Transport and Communication, Armenia’s
National Secretary at the TRACECA Intergovernmental Commission
participates in the 10th Ministerial Conference.
