chance to be signed, an Azeri political scientist said.

"The sides have advanced toward conclusion of an agreement on Madrid
principles. I think, next year will offer better opportunities for
conflict resolution," Rasim Musabekov said.

"At that same time, Armenia fell in complete dependence on its
strategic patron. There are some reasons to suppose that it can change
its position on the problem, which will be rated to instigation to
war," he said, 1news.az reports.

Nagorno Karabakh conflict in 2009 imply surrender of territories to
Azerbaijan, an Armenian expert said.

"In my opinion, resumption of hostilities is more likely than
resolution of the conflict next year," Andranik Tevanyan, head of
political economy research institute, told a news conference today.

The Karabakh conflict can be resolved through compromise, since Baku
is not ready to make concessions, according to him.

"Ilham Aliyev has great ambitions. He says that after regaining
Karabakh, Azerbaijan will invade the Syunik region of Armenia to
pave a direct way to Nakhijevan. Under the circumstances, speaking
of mutual concessions is ridiculous," Tevanyan said.

/PanARMENIAN.Net/ A conference on "The ways of the Nagorno Karabakh
conflict settlement from the Azerbaijani viewpoint" has recently
taken place at the Conrad Adenauer Foundation’s office in Berlin.

Elhan Nuriev, director of the Center of Strategic Sciences under the
Azerbaijani President and Johannes Rau, member of the International
Security Forum under the German Military Academy were invited as
speakers.

NKR Permanent Representative in Germany Gayane Apinyan and Ambassador
of Azerbaijan in Germany Parviz Shahbazov also partook in the
conference, held by senior officer of the Conrad Adenauer Foundation
Peter Hefele.

The Azerbaijani representative developed his speech in the
context of the Azerbaijani territorial integrity and threat of
the Karabakh conflict settlement by force. In response, officer of
the German International Institute on Security Issues Uwe Halbach
and representative of the Union of the Christian-Democratic and
Christian-Social Parties in the Council of Europe Rayner Dornzaifer
noted that they treated the Azerbaijani territorial integrity with
understanding; however the existing new realities and facts should
be taken into account in solving the conflict. Uwe Halbach added that
the demand of territorial integrity is not absolute and sometimes not
realistic, exemplifying Georgia. Rayner Dornzaifer advised Azerbaijan
to learn a lesson from the history of Germany that, according to
him, after the World War II had to accept the existing reality, thus
guaranteeing peace and security in Europe. He expressed confidence
that in case of refusing the territorial integrity, Azerbaijan will
contribute to the peaceful settlement of the conflict and together
with Armenia will be given great assistance from the Council of Europe
for liquidating the consequences of the conflict.

In response to Nuriev’s threatening to solve the Karabakhi issue by
use of force, Gayane Apinyan in her turn reminded how many people from
both sides sacrificed during the previous war and in what unfavorable
conditions the people of Nagorno Karabakh managed to uphold their
natural right to liberty.

"Today, in spite of Azerbaijan’s furious armament, Nagorno Karabakh,
due to its high state orderliness, is incomparably stronger and is
ready to defend its independence", she said.

Gayane Apinyan advised the Azerbaijani representatives to refuse the
revanchist aspirations and respect the right of the people of Nagorno
Karabakh to independence.

about a meeting between Foreign Ministers of Armenia, Azerbaijan and
Turkey in early 2009.

"The Ministers will not meet early next year," RA MFA media relations
division head Tigran Balayan told PanARMENIAN.Net.

Turkey’s Ambassador to Azerbaijan Hulusi Kilic announced Thursday
that the Foreign Ministers of the three states are preparing for a
meeting. "Turkey wishes a soonest resolution for the Nagorno Karabakh
conflict," Kilic said.

Towards the end of the current year we all witnessed the unprecedented
venture of Turkish intellectuals "Armenians, we apologize" which
once again proved the reluctance of Turks to reconcile themselves to
their own history, as well as showed the profound hatred that Turkish
society feels for Armenians.

The year of 2008 was also a time of reformatting the South Caucasus
Region. After the "five-day" war of Georgia against South Ossetia
it became clear that new division lines were to be outlined in the
region. No doubt unwilling to do it himself, President of Georgia made
a "regal" present to RF that had long been waiting for an opportunity
to gain revenge against the USA for the too profound an interference
it had in the solution of Caucasus problems. The result was a much
more chaotic bedlam in which even the most Â"skillfulÂ" states were
unable to "catch a fish".

/PanARMENIAN.Net/ But let us review the events one at a time. In 2008
elections were held in three South Caucasus countries, Russia and
the USA. On January 5 presidential elections were held in Georgia,
and on November 4 in the USA. Rather many events occurred between
these two dates, and some of them were fairly unpredictable. On
February 17 the United States recognized the independence of Kosovo,
which immediately produced a Â"domino effectÂ" and caused obvious
discontent in the self-proclaimed republics of the former USSR. In
spite of all the claims of the United States that "Kosovo cannot be a
precedent", it turned out that South Ossetia and Abkhazia had chances
to gain independence too, but from another world power, Russia.

As for the regional events, probably the most important of them was
not the meeting between the Presidents of Armenia and Azerbaijan in
St. Petersburg but Turkish President Abdullah Gul’s visit to Yerevan
on September 6. It is quite likely that the August crisis might have
played a role in this visit, but the latter became a reality also
due to the change of power in Armenia, as the former leadership in
the person of President Robert Kocharyan and FM Vardan Oskanyan saw
absolutely no chance of meeting on this level. By the way, backstage
talks between the diplomats of the two countries have rather a long
history. Gul’s visit to Yerevan cannot be considered a burst in
the Armenian-Turkish relations, but the first step seems to have
been made. After the Â"footballÂ" diplomacy the meetings between
Foreign Ministers of the two countries are perceived as a usual
thing. However, the situation is not as simple as it may seem. As it
has been repeatedly mentioned, Turkey is determined to gain a dominant
position in the region, the proof of which is the "Caucasus Platform
of Stability" suggested by Recep Tayyip ErdoÑ~@an. Naturally Iran
has no place in this platform. Turkey, as well as the whole world
perfectly realize that the Caucasus Platform is condemned to collapse
without Iran, but the position of "outcast state" that Iran acquired at
former US President George Bush’s will, does not give promise that it
has chances to integrate into the system of regional security. This,
however, gives the Russian side an additional trump-card in next year
talks with the new US President.

It would be no exaggeration to say that another major event of 2008
was the election of Afro-American Barack Obama to the post of US
president. Against the background of the political and financial
crisis caused by the untalented actions of President Bush and his
Administration, Americans were ready to elect anyone who would be
totally different from the Â"lame duckÂ". By the way, skin colour
had nothing to do in this case.

Shortly before the US Presidential Elections in Maindorf, Moscow the
Presidents of Armenia, Russia and Azerbaijan signed a declaration on
peaceful settlement of the Nagorno-Karabakh conflict. A month later
another declaration with identical contents was issued at the summit
of the OSCE Foreign Ministers. Neither of the declarations though drew
the regulation of the conflict nearer in the way it was expected by
the Â"masters of fateÂ" of Karabakh people. The latter do not truly
understand why there should be solved what was already solved back in
1994. Thus, all the statements on "great opportunity", "bright spot",
"burst of relations" are just diplomatic labels that are called to
conceal the negligence and in most cases the unwillingness to read
the labyrinths of the Caucasus policy.

And, finally, towards the end of the current year we all witnessed

we apologize" which once again proved the reluctance of Turks to
reconcile themselves to their own history, as well as showed the
profound hatred that Turkish society feels for Armenians.

Assembly. Thanks to your everyday work the National Assembly is the
most open and publicly working, transparent state establishment where
there can not be and there is no secret from mass media," H. Abrahamian

"I want to believe that your publications from parliament will
be really objective, interesting, important and necessary for the
people. Let the 2009 bring success to all of us, peace and welfare
to our country and people," the NA speaker said.

Hovik Abrahamian said that the National Assembly is a political body
and the speaker of the parliament is the head of the political body
and the initiated and carried out serious steps have been directed
towards consolidation of tolerance, unity and peace.

"We have big programs. The role of the National Assembly is not
limited with 1-2 months or a year, it is a process which will be of
continuative nature. We are going to organize National Assembly-people
contacts," Hovik Abrahamian assured, saying that from the coming year
visits to provinces will also be conducted.

The speaker also said that changes will also take place in the issue
of legislative initiatives – if currently 92.5 percent of the bills is
developed by the government and only 7.5 percent by the parliament in
future the members of parliament will come forth with more initiatives.

A working group has already been set up which will work towards the
change of the points of those laws which have been recognized by the
Constitutional Court as contradicting to the Constitution. There are
21 such laws.

The NA speaker also said that the participation of members of
parliament in the sessions of the NA have improved and the number of
hearings and discussions also increased.

Hovik Abrahamian accompanied by the Armenian Labor and Social Affairs
Minister Arsen Hambartsumian visited Nork old people’s house.

Hovik Abrahamian got acquainted with the issues of the institution
and promised to provide 3 million AMD from his own means for their
solution. "I am very happy that the residents of the old people’s house
have high mood and I am happy to see them healthy. I assure you that
these people and the issues connected with them are under the limelight
of the state. Everything will be done so that they live in welfare,"
he said, adding that such visits will be of continuative nature.

The building conditions of Nork old people’s house are intended for 230
people. "This is a big family full of warmth. There is a rest house,
library, playing room, opportunities for spending interesting days,"
the director of the old people’s house Aramayis Aloyan said.

According to him, there is a system according to which residents of
each floor elect council of elders and a leader. Every day they are
planning their days. The director said that the old people’s house
needs reconstruction.

Minister Hambartsumian said that 4 state and 3 non-state old people’s
houses are functioning in the republic. In 2009 it is expected to
increase their budgets by 20 percent for increasing salaries of
employees and provision of services.
