Unlike Georgia, Armenia and Azerbaijan, as well as Moldova and Belarus
have not yet determined their position in priorities: whether to
choose the European way or to finally head for Russia.

South Caucasus states made another step towards European
integration. The European Commission decided to back the initiative
of "Eastern Partnership", which presupposes closer cooperation with
Armenia, Azerbaijan, Georgia, Moldova, and the Ukraine. According
to Jose Manuel Barroso, the Commission president, only with
strong political will and commitment on both sides will the Eastern
Partnership achieve its objective of political association and economic
integration. "We need to make an even greater investment in mutual
stability and prosperity. This will be quickly compensated by important
political and economic benefits and will lead to more stability and
security both for the EU and for our Eastern partners," Barroso stated.

/PanARMENIAN.Net/ After August 2008 developments in the Caucasus,
as well as in the whole world sped up, and "Eastern Partnership"
was adopted to keep the balance of power upset on the post-Soviet
territory. In our opinion, with this move the EU first of all aims
to cut down Russia’s influence and power in the region, as well as
to have a more unyielding position in talks with Moscow. After the
latest NATO summit in Brussels, when Georgia and Ukraine were refused
into Membership Action Plan (MAP), stance of the West in the region
may become more vulnerable. Unlike Georgia, Armenia and Azerbaijan,
as well as Moldova and Belarus have not yet determined their position
in priorities: whether to choose the European way or to finally head
for Russia. On the whole, in either case the post-Soviet countries are
subject to obedience, and it is still a question which Big Brother
would be better to choose. In fact, in such cases the notion of
good or bad is generally replaced by the concept of "expediency",
and there is no choice as such. Neither are there clear perspectives
as to the outcome of partnership with the EU or Russia.

The draft communique proposes holding an "Eastern Partnership Summit"
in June 2009 to launch the project. Follow-up meetings of EU and
Eastern Partnership foreign ministers are to take place each Spring,
while "Senior officials" from the "27 + 5(6)" countries are to meet
twice yearly to prepare for the ministerials. The European Partnership
is to raise the EU’s per capita spending in the region twice by 2013
and 3.3 times by 2020. The shift will cost Ð~B2.1 billion, atop the
lost income of Ð~B75 million per year as a result of waiving EU visa
costs. Under the EU’s "Eastern Partnership" initiative, talks would
be conducted on creating visa free travel in the long-term, the
six countries – Armenia, Azerbaijan, Belarus, Georgia, Moldova and
Ukraine – would be eligible for comprehensive free trade agreements,
and EU-funded educational, environmental and energy supply exchange
programmes would be organized.

According to The Financial Times, the plan’s primary purpose is to
raise the EU’s profile and reinforce political and economic stability
in the area between the 27-nation bloc and Russia – a region that
Dmitry Medvedev, the Russian president, laid claim to as a "privileged"
sphere of influence after the fighting in Georgia.

In the words of Karen Bekaryan, Head of the "European Integration"
NGO, changing the format of relations between the EU and the European
Neighborhood Policy (ENP) states was dictated by time and by the
problems that the ENP faced in the process of its realization. "As
to the benefit Armenia can derive from the Eastern Partnership,
it’s apparent. New programs will be launched, economic cooperation
will expand; Armenia will be rendered assistance in implementation
of reforms it needs so much," Bekaryan noted.

However, Azerbaijan has a different view on the matter. According
to Azeri political analyst Zardusht Alizade, democracy ideals are
alien to the current Azerbaijani leadership, that is why instead
of getting down to work, it will take to imitation. "Some laws will
definitely be amended, but, most apparently, they will not work. Any
measures suggested under the program "Eastern Partnership" and aimed
at creation of active civil society in Azerbaijan will be met with
bitter hostility by the authorities. The latter have no state, and,
accordingly, they see no point for Azerbaijan to integrate into the
EU," Alizade believes. And, basically, he is right. Official Baku
greatly fears democracy, which will not tolerate intimidating the
public and making a fool of them. As for EU membership, Azerbaijan,
like Armenia, is still too far from it. But unlike Armenia that either
by word of mouth or in practice does not yearn for integration into
the European Union, as it can see by Turkey’s example how difficult
it is, Azerbaijan for some reason is sure that sooner or later
it will become a EU member and for the sake of oil which, by the
way, will soon be over Brussels should turn a blind eye to complete
absence of democracy in the country. Though, if the pipelines continue
functioning, violation of human rights can be treated quietly, but it’s
a long way in the future and Turkey’s example is again educational. No
matter how hard Ankara tried, Baku-Tbilisi-Ceyhan did not serve as a
permit to Europe in spite of the fact that certain reforms are being
carried out in Turkey – though slowly, unwillingly, something is being
done anyway. Baku lacks even slow development, which cannot be said
about Armenia. And, as we have mentioned more than once, it may even
happen so, that with successful course of events and with a change
of balance in the region, Armenia should become a EU member sooner
than Turkey. And in that case "Eastern Partnership" might serve as
an additional stimulus for Armenia to refuse care from Moscow.

GYUMRI, Armenia (Reuters) – Zhora Azizyan felt lucky when he was
granted temporary housing made of concrete blocks rather than the
railway cars given to others after the earthquake that devastated
northwestern Armenia.

But that was 1988.

Now he struggles to paper over the cracks in the walls, and the
single gas stove is no match for winter temperatures of minus 30
degrees Celsius.

"After the earthquake, the Soviet Central Bank donated temporary
accommodation for two years, made of concrete blocks 10 centimeters
thick," he said. "We were very happy at the time. But then two years
became 20."

Sunday marks the 20th anniversary of the Spitak earthquake that
flattened towns and villages across swathes of then Soviet Armenia,
killing 25,000 people and leaving tens of thousands homeless.

For many in Gyumri, Spitak and other towns shattered by the magnitude
6.9 quake, the memory has faded. But for others it remains as real
today as it was when it struck at 11.41 a.m. (0741 GMT).

An estimated 7,000 families are still in the woeful temporary
accommodation given to them in the weeks after the quake. For them,
it has been 20 years of empty promises.

At the time, Soviet officials said the recovery would be quick. But
they struggled to cope with the scale of the disaster. Then the Soviet
Union collapsed.

War that followed with neighboring Azerbaijan over the breakaway
region of Nagorno-Karabakh is still proving costly and is slowing
recovery efforts in this mountainous and poor corner of the Caucasus.

Successive governments have promised to finish the recovery job. And
the current administration of President Serzh Sarksyan is no different,
pledging $250 million to finish rehousing the homeless and rebuilding
the region by 2012.

"The situation is not as we would like," said Albert Margaryan,
a senior official at the regional administration, overseeing
construction work. "But every day we can feel improvement, we can
feel the activation of local investment."

"We hope that by 2012 we will solve this problem thanks to the
government program to rehabilitate the disaster area."

Local officials say unemployment in the region stands at 60
percent. They promise to build an industrial park in the former
textile hub of Gyumri, invest in small and medium-sized enterprises
and create 5,000 jobs.

The homeless are given vouchers to buy property anywhere in Armenia,
but they complain only those with money to add can actually make use
of them because of high property prices.

Azizyan, 75, lost 12 relatives in the earthquake. Reports at the time
spoke of unimaginable destruction, coffins stacked in the streets.

Azizyan and his wife together receive 55,000 drams ($180) monthly
pension, plus 24,000 drams in government aid. The family of six lives
within 30 square meters.

"I haven’t lost hope," said Azizyan. "I’m sure that everything will
be good.

Without hope, life is not worth living."

His wife Zina shares his optimism. "I feel we’ll get an apartment
next year," she said. "We have to think about our grandchildren."

Moscow, December 6, Interfax – The heads and representatives of all
Orthodox churches, many other churches, and other prominent religious
leaders will come to Moscow to attend the burial ceremony of Patriarch
Alexy II of Moscow and All Russia.

"Catholicos-Patriarch Ilia II of All Georgia, Archbishop Hieronymus
II of Athens and All Greece, and Metropolitan Christopher of the
Czech Lands and Slovakia have already confirmed their participation
in the mourning ceremonies," Moscow Patriarchate spokesman Archpriest
Vsevolod Chaplin told Interfax-Religion.

It was reported earlier that the Roman Catholic Church will be
represented at Patriarch Alexy II’s funeral by Walter Cardinal Kasper
and Roger Cardinal Etchegaray. A number of other Catholic hierarchs
are also expected to attend the ceremony, Chaplin said.

The Armenian Apostolic Church will be represented at a high level,
the Church of England will be represented by Bishop Richard Chartres
of London, and the Evangelical Church of Germany by Bishop Martin
Schindehuette, he said.

U.S. Rabbi Arthur Schneier, the head of The Appeal of Conscience
Foundation, Iranian Ayatollah Mohammad-Ali Taskhiri, Chairman of
the Caucasus Muslims Department Allahshukur Pasha-zade, and other
religious leaders will also come to Moscow, he said.

TEHRAN (FNA)- Iranian filmmaker Roqayyeh Tavakkoli’s short films
were screened at the fifth annual Kin International Film Festival
in Armenia.

Tavakkoli’s Water and Party were screened along with films directed
by women filmmakers from 11 countries.

Roqayyeh Tavakkoli is one the Iranian women filmmakers whose impressive
works have raked in international awards in recent years, press
tv said.

Manijeh Hekmat, Rakhshan Banietemad, Tahmineh Milani, Niki Karimi
and Samira Makhmalbaf are among Iran’s internationally acclaimed
women filmmakers.

Organized by the Armenian non­governmental Liza Foundation, the 2008
Kin International Film Festival was held from Nov. 28 to Dec. 2 at
Yerevan’s Puppet Theater.

The five-day event screened some fifty films by women directors
from around the globe with the aim of promoting women’s rights and
supporting their social and political participation.

Wade Meets Iranian Industry Minister

TEHRAN (FNA)- Iranian Industries and Mines Minister Ali Akbar Mehrabian
held a meeting with Senegalese President Abdoulaye Wade and Prime
Minister Cheikh Hadjibou Soumare in Dakar on Thursday.

At the meeting, the Senegalese president said that the doors to his
country’s market are open to Iranian companies willing to invest in
the African country.

President Wade also said he has long awaited the initiation of Samand
production unit.

The Iranian minister said that Iran looks at its relations with
Senegal from a strategic angle.

"Iran considers Senegal a gateway to the markets of the west African
countries," he said during the inauguration of a production line of
Samand sedan cars in the capital.

Mehrabian went on to say that the opening of Samand production is
aimed at boosting the level of bilateral cooperation between Tehran
and Dakar.

Mehrabian is visiting the country at the official invitation of
Senegalese Minister of Mines, Industry and Small and Medium Enterprises
Ousmane Ngom.

During his stay in Senegal, Iranian auto-manufacturer inaugurated
the assembly line of his popular passenger car Samand in the African
country.

Iran-Senegal relations are flourishing, Mehrabian said after the
meeting, the Islamic republic news agency reported.

The officials stressed the need to promptly implement the memorandums
of understanding signed by the two countries on cooperation in the
fields of agriculture, energy, and petrochemicals.

Meantime, Managing Director of Iranian carmaker Iran Khodro Company
(IKCO) Manouchehr Manteqi said on Wednesday that Samand manufacturing
plant will produce 10,000 units of car annually in Senegal.

He added the plan have been funded with dlrs 60 million, of which
60 percent will be paid by Iran Khodro, 20 percent by Senegalese
government and the rest by Senegal private sector.

"In a bid to equip Senegal taxi fleet, some 2,000 units of Samand
have been exported to this country," he said.

Also earlier on Wednesday, Iranian Industries and Mines Minister Ali
Akbar Mehrabian also said that the country’s auto-manufacturers now
export spare parts to 39 countries

"We need to promote the quality of our industry as well to expand
exports and our interaction with the world," he added.

Iran’s state-owned Iran Khodro is the largest carmaker in the Middle
East, Central Asia and North Africa, with an annual production of
more than one million vehicles of various models, including cars,
trucks, minibuses and buses.

The automaker opened a plant in Syria in April and is also readying
a new plant in Turkey for 2009.

IKCO is also ramping up exports as it builds a global presence
outside Iran.

The company builds more than half a million passenger vehicles a year,
and officials have said they want to boost annual production to more
than a million vehicles and hike exports to more than 600,000 by 2016.

Iran Khodro Company has exported Samand’s sedan model to Russia,
Afghanistan, Belarus, Senegal, Armenia and Azerbaijan.

The vehicle of choice for most of these local assembly operations is
the Samand, a compact sedan based heavily on the Peugeot 405 platform
and with the price starting at about $9,000. "Samand" is the Persian
name for a local breed of horse.

Market observers believe that Samand could challenge future Chinese
and Indian imports at the low end of the market.

Samand trade name is now registered at the World Intellectual Property
Organization (WIPO).

Iran-Khodro group, the Iranian car manufacturer and owner of Samand,
is the first Iranian company whose product is registered at the WIPO.

The state will ensure against the fraudulent use of the name,
industrial design, and copying of the product manufactured by the
company worldwide.

Many other world countries, including Turkey, Bangladesh and Pakistan
are considered as established importers of petrol and gas-powered
Samand models with left and right-hand steering-wheels.

Marketing researches have shown that given the financial capability of
European and South Asian markets and the competitive advantage that
Iran enjoys, Iran-Khodro can gain a foothold in many world markets
in a relatively short period of time.

The company has other automobile production ventures with foreign
countries and companies in a bid to market share for increased exports
to regional markets.

Croatian Ambassador to Tehran said last year that the people of East
Europe are waiting for the Iranian-made passenger car ‘Samand’.

She also said that after the launch of operation of Samand assembly
line in Azerbaijan and Belarus, the manufacturing company, Iran-Khodro,
now has better chances for gaining access to the CIS and East European
markets.

According to the diplomat, Iran-Khodro officials have announced that
they would soon start exports of Samand to Poland, while the company
is now studying other East European markets, including Romania and
the republics of former Yugoslavia.

Iran started export of the latest model of Samand to 32 different
countries in autumn 2007.

Manouchehr Manteqi, Managing Director of Iran-Khodro Car Manufacturing
Company, recently stated that the above-mentioned countries are among
customers of Iran-Khodro, which have imported Samand LX and GLX before,
adding that his company planned to manufacture 8,000 Samand Suren till
May, 1,200 of which would be exported to the aforementioned countries.

Samand Suren, Iran’s first passenger car achieving Euro III emission
standard, rolled off the assembly line several months ago.

Aside from reducing its exhaust gas pollutants, the fuel consumption
of the sedan has also been cut, and as a result of the modifications
made to the new models of Samand, particularly its Engine Management
System (EMS), the engine performance has been significantly enhanced.

Better drive ability, knock reduction and improvement in the engine’s
power output are cited as other changes made to the earlier model,
according to the company officials.

Manteqi said Iran-Khodro has plans to export 600,000 cars and USD10
bln worth of products by 2016.

"To achieve this goal, we have decided to double our exports,"
he continued.

Manteqi said that Iran-Khodro’s exports amounted to USD150 mln and
USD315 mln in 2005 and 2006, respectively, adding that his company
will export USD600 mln worth of products in the current Iranian year
(ending on March 20th, 2008).

The company has other products including different models of Peugeot.

Last year, the Iran government announced plans to develop a new
model aimed specifically at Islamic markets in Africa, Asia and
the Middle East, in cooperation with local partners in Malaysia and
Turkey. With IKCO as the lead manufacturer on the project, the car
is slated to begin production in 2011 and is being designed to sell
for under $10,000.

Iran, in cooperation with Malaysia and Turkey, is due to make a car
for the Islamic markets, in particular, and the rest of the world,
in general.

According to Manteqi, the assembly line for the production of the
said car will launch operation in 2011.

Manteqi said Islamic countries would be behind all the investment
and production.

"Each Islamic country can order the additional equipment based on its
own needs. In addition to Islamic countries, this car is capable of
being presented in all global markets," Manteqi said.

Manteqi said his firm, which produced more than 525,000 cars and
pick-up trucks in 2006/07, was chosen by the Organization of the
Islamic Conference (OIC) to lead the project.

This car will be sold for about 6,000 to 8,000 Euros. He said the main
target markets would be in Africa, the Middle East and southeast Asia.

Azerbaijan Publishes Its Principles Of Karabakh Conflict Settlement

HELSINKI, DECEMBER 5, NOYAN TAPAN. During the OSCE ministerial meeting
in Helsinki, the Azerbaijani delegation spread "Azerbaijan’s Region
of Nagorno Karabakh and the Principles for Peaceful Settlement of the
Conflict around It". According to Mediamax news agency, the document
says that "Azerbaijan will never make its territorial integrity a
subject of compromise and will not recognize the "fait accompli"-based
decision that the Armenian side is trying to impose on it".

It is indicated that "the conflict can be resolved only based on the
respect for Azerbaijan’s territorial integrity, the inviolability of
its internationally recognized borders, and the peaceful co-existence,
within Azerbaijan, of the Armenian and Azerbaijani communities making
full and even use of the benefits of democracy and prosperity".

According to the Azerbaijani delegation, the final goal of the
settlement process is the development and determination of the
model and legal framework of Nagorno Karabakh’s status as part of
Azerbaijan. "Any process of status determination should pass in
peaceful conditions, with the direct, full and even participation
of the whole population of the region, that is, the Armenian and
Azerbaijani communities, and with their constructive cooperation with
Azerbaijani government – exclusively within the framework of a legal
and democratic process," is said in the document.

It is indicated in "The Principles" that "a number of important
steps should be taken in order to pass to the stage of negotiations
on Nagorno Karabakh region’s status of autonomy within Azerbaijan".

Among these steps, the Azerbaijani delegation notes the following:

"The factor of military occupation should be taken out of the context
of the conflict settlement. Armenia should fully withdraw its troops
from all the occupied territories of Azerbaijan. A delay in the return
of territories may complicate this difficult process";

"The internally displaced persons should return safely and with dignity
to their former places of residence in Nagorno Karabakh region and
the adjacent areas";

"Special programs should be initiated for reconciliation of the two
communities of Nagorno Karabakh region with the aim of promoting
cooperation";

"All the communication routes in the region should be open for
mutual use";

"After Azerbaijan’s territories are freed, the restoration and economic
development of the region should start".

on December 5 received the former prime minister of Ukraine, head
of the Party of Regions Victor Yanukovich who has arrived in Armenia
in order to participate in the events on the 20th anniversary of the
1988 earthquake.

In 1988 V. Yanikovich headed Donbastransrepairs production enterprise,
and after the earthquake he took an active part in the rescue and
reconstruction work. S. Sargsyan thanked V. Yanukovich for his
contribution to reconstruction of the city of Spitak.

According to the RA presidential press service, the interlocutors
discussed the development of Armenian-Ukrainian relations. S. Sargsyan
said with satisfaction that Ukraine is one of the most important
trade and economic partners of Armenia. The sides attached special
importance to the full use of the existing potential in humanitarian,
cultural and scientific spheres.

They underlined the role of Ukraine’s Armenian community in promotion
of relations between the two countries.

the heads of foreign ministries of the countries – co-chairs of the
OSCE Minsk Group on Nagorno Karabakh conflict settlement: France,
Russia, the U.S. in Helsinki on December 4 asserts the provisions
of the Moscow Declaration of November 2 and does not contain a new,
strange provision. Announcing this at the December 5 briefing, the
Vice Speaker of the RA National Assembly, member of "ARF" faction
Hrayr Karapetian noted that according to the ARF party, Nagorno
Karabakh cannot be part of Azerbaijan, it should receive international
guarantees of security and have a land border with Armenia.

As regards the statement made by the U.S. Co-chair of the OSCE Minsk
Group Matthew Bryza in Helsinki the day before to the effect that the
principle of Azerbaijan’s territorial integrity should be primary
in the Nagorno Karabakh conflict settlement process, while some
possibility of exercising the nation’s right of self-determination
is not excluded, H. Karapetian said that he was surprised at the
mutually exclusive statements of the U.S. co-chair. In his words,
a political figure representing such a superpower as the U.S. should
"treat his own statements more seriously, but, unfortunately, we made
sure of the absence of this seriousness long ago".

Speaking about another statement of Matthew Bryza – the statement
about the prospect of establishing diplomatic relations between Armenia
and Turkey soon, the National Assembly vice speaker said that in this
case too "a wish is presented instead of the reality". According to
him, although the Armenian president has taken his step by inviting
the Turkish president to Armenia, it has not been followed by any
response political, diplomatic step of the Turkish side so far. Quite
the opposite, Turkey continues conditioning the establishment of
diplomatic relations between Armenia and Turkey by a pro-Azerbaijani
solution of the Nagorno Karabakh problem, denies the Genocide and
continues Armenia’s economic blockade.

on the website. "Welcome to the virtual family of
all Armenians. We are also opening our hospitable doors before the
Armenian youth, where the Association of Youth Organizations of the
Congress presents its programs and events," the report spread by the
Congress read.

WAC also reported that the website is also the primary information
source on the Congress activity, which facilitates its cooperation
with media in the respect of more unbiassed and efficient coverage

Electronic Design Automation software for semiconductor design, one of
whose biggest subsidiaries – Synopsys Armenia is located in Armenia,
has announced that in the 4th quarter of 2008 financial year (in the
U.S, a financial year begins on October 1 and ends on September 30)
it had revenues of 352.8 mln USD, which exceeds by 11.9% the index
of 4th quarter of 2007 financial year (315.2 mln USD). The revenues
for the whole 2008 financial year made 1 bln 337 mln USD, exceeding
by 10.3% the revenues of 1 bln 212 mln USD in 2007 financial year.

According to data calculated by the U.S. Generally Accepted Accounting
Principles (GAAP), the net profit of Synopsys made 46.4 mln USD in 4th
quarter of 2008 financial year – against 41 mln USD in 4th quarter of
2007 financial year. The net profit in the whole 2008 financial year
amounted to 190 mln USD – against 130.5 mln USD in 2007 financial year.
