PARIS (Reuters) – Patrick Devedjian est nommé ministre auprès du
Premier ministre, chargé de la mise en oeuvre du plan de relance
dévoilé par Nicolas Sarkozy, annonce vendredi l’Elysée.

"Sur la proposition du Premier ministre, le président de la République
a nommé M. Patrick Devedjian, ministre auprès du Premier ministre,
chargé de la mise en oeuvre du plan de relance", indique la présidence
française dans un communiqué.

Patrick Devedjian, un ancien ministre, occupait jusqu’à présent les
fonctions de secrétaire général de l’UMP, le parti majoritaire.

PARIS (AFP) – President Nicolas Sarkozy on Friday appointed a new
minister for economic recovery charged with overseeing a massive
stimulus plan to help France fight the global slowdown.

Patrick Devedjian, a close Sarkozy ally and the current head of the
governing right-wing UMP party, will implement the 26-billion-euro
(33-billion-dollar) plan unveiled on Thursday.

Sarkozy said the new minister would ensure all funds unlocked under the
plan, which includes massive state investment and aid for the car
industry, are used for that purpose, and not simply folded into existing
ministry budgets.

"This plan will be implemented in full and it will be implemented
quickly," the president said.

Devedjian will be attached to the office of Prime Minister Francois
Fillon, and not to the economy ministry.

He immediately announced his resignation as UMP chief. His successor
will be appointed in late January with Sarkozy’s long-time ally Brice
Hortefeux, the current immigration minister, seen as a strong contender.

A deputy in the National Assembly, Devedjian took over from Sarkozy last
year as head of the district council for the Hauts de Seine, west of
Paris — the president’s political fief.

The 64-year-old has been junior minister twice before, for local affairs
in 2002 and industry in 2005.

YEREVAN, DECEMBER 5, ARMENPRESS: The working visit of Edward Nalbandian
to Helsinki continues. Armenian Foreign Ministry press service told
Armenpress that on December 4 in the morning the meeting of the council
of CSTO foreign ministers took place on the initiative of the chairman
of the council, Armenian Foreign Minister Edward Nalbandian.

Opening the meeting Armenian Foreign Minister said that within the
framework of the international conferences the meetings of the CSTO
foreign ministers give opportunity to consolidate the partnership
and combination of the activity of the CSTO foreign ministries.

The ministers discussed issues connected with OSCE reforms and
European security system, exchanged thoughts over the agenda of the
16th session of the council of the OSCE ministers.

On the same day Edward Nalbandian met with his Turkish counterpart
Ali Babacan. During the meeting the sides continued negotiations
directed towards regulation of Armenian-Turkish relations.

The two ministers agreed to continue the meetings.

During the meeting of Edward Nalbandian and Luxemburg Foreign Minister
Jan Aselborn the interlocutors discussed Armenia-EU relations. With
the request of J. Aselborn, Armenian foreign minister presented the
latest developments over Nagorno Karabakh conflict regulation.

Next meeting of the Armenian foreign minister was with his Swiss
counterpart Micheline Calmy Rey. They discussed issues on further
development of relations between the two countries as well as a number
of regional and international issues.

On December 4 meeting of Armenian and Azerbaijani foreign ministers
and foreign ministers of Russia and France Sergey Lavrov and Bernard
Kouchner and Assistant U.S. State Secretary Daniel Fried took place. At
the end of the meeting the foreign ministers of the OSCE Minsk Group
co-chairing countries presented a joint declaration in which they
reiterated their resolute viewpoint that Karabakh conflict does not
have a military solution and called on the parties to reconfirm their
readiness over the peaceful settlement of the conflict.

Today Edward Nalbandian is expected to deliver a speech at the session
of the council of OSCE ministers and meet with Foreign Minister of
Finland, OSCE chairing country, Alexander Stub.

YEREVAN, DECEMBER 5, ARMENPRESS: Armenian Foreign Minister Edward
Nalbandian delivered speech at the 16th OSCE Ministerial meeting
in Helsinki. The full speech of the Armenian foreign minister is
presented below: "Mr Chairman Dear Colleagues I would like to begin
by thanking the Finnish Chairmanship-in-Office and Minister Alexander
Stubb for the devoted and effective work throughout the year.

Helsinki is a city whose name will be forever linked to the basic
principles governing the relations between the countries of the
OSCE area. It would be highly symbolic if here, in Helsinki, we set
the basis for the future deliberations on the improvement of the
capabilities of our Organization, which requires truly joint effort
and efficient partnership. A discussion around an OSCE Charter and
the legal personality of the OSCE could become a good basis to test
various ideas and develop common positions through a dialogue. This is
a time for united action and I hope that we will leave Helsinki with
a clear commitment to strengthen the effectiveness of our organization.

Mr Chairman, Armenia is interested in continued cooperation within
the OSCE in all three dimensions.

In human dimension we are ready to continue constructive cooperation
with the OSCE/ODIHR, yet at the same time we support the re-evaluation
of the role of the ODHIR and a higher level of its accountability
before the member states. We are ready to work with all interested
member states in this direction. We are prepared to work towards
developing a more consolidated approach in economic-environmental
dimension in order to ensure its continuity and sustainability.

We note the importance of the dialogue on the OSCE political-military
dimension. Conventional arms control is an issue of primary
importance. The situation in our region makes the maintenance of the
Conventional Arms Control Treaty more imperative. Full implementation
of commitments is crucial for the security and stability of the area
of application. Regrettably, Azerbaijan’s massive military build-up
conducted in violation of its international obligations has not
received an adequate reaction from the majority of the state parties
of the Convention.

An arms race can lead to a resumption of a military conflict. The
situation becomes somehow classic – if there is a gun on the stage, it
has to fire. Europe obviously needs a new security architecture, which
will take into account all the existing concerns. With this in mind,
we think that a debate over a European security treaty can provide
a good forum for the development of a commonly acceptable system.

That is why we support the proposal by Presidents of France and Russia
regarding the convening of a summit to launch the negotiations on the
implementation of the initiative to develop a European Security Treaty.

Dear Colleagues, I would now like to inform you on the latest
developments of the Nagorno Karabakh peace process for which OSCE
has an important mediation role through the dedicated effort of the
three Minsk Group Co-Chairs.

The negotiations on Nagorno Karabakh settlement received a new
impetus at the Moscow meeting initiated by President of the Russian
Federation in his capacity as a Head of Co-Chair state and the
signing by Presidents of Armenia, Azerbaijan and Russia of the Moscow
Declaration. The Co-Chairs supported and approved the Declaration,
and we believed that it would intensify the peace process.

However, Azerbaijan misinterprets all the provisions of the Declaration
going as far as stating, in particular, that the peaceful settlement
does not exclude use of force. I wonder if there is any other
state here, around this table, which could have such interpretation
of the very clear notion of the ‘peaceful political settlement.’
The other vivid example of the misinterpretation of the declaration
and the whole process of negotiations, was the provocative non-paper
distorting the whole sense of the peace talks circulated yesterday
by Azerbaijani delegation, which I don’t even want to comment.

Despite this, we would want to hope that we will be able to maintain
the spirit and the positive momentum of the Moscow declaration and
will advance towards the resolution of the conflict. This was also
the vision of the declaration made yesterday by the three Co-Chair
countries in framework of our Ministerial meeting. Dear Colleagues,
There is one more long-standing problem which needs wise approach
and political courage to be resolved. I would like to briefly touch
upon the Armenian-Turkish relations, the normalization of which will
highly contribute to the establishment of stability and security in
the whole region.

The bold steps taken by the Presidents of Armenia and Turkey
demonstrate political will and readiness to move forward. Of course,
no one expects miracles and we were pragmatic enough not to think that
all problems would be solved overnight. However, the important thing
is to achieve a tangible result and not to negotiate for the sake of
negotiations. We are looking for establishment of diplomatic relations
and opening of borders without any precondition and we expect the
same approach from the Turkish side. Parties continue to work and
negotiate and I hope that together we will achieve what I believe
is our common goal – normalize our relations and bring security and
stability to our region.

Mr Chairman, In conclusion, I would like to wish success to the
incoming Chairmanship-in-Office and to ensure my distinguished Greek
colleague, Minister Dora Bakoyanis that she can count on the support
of Armenia in all her endeavours aimed at reaching security and
prosperity in the OSCE area.

YEREVAN, DECEMBER 5, ARMENPRESS: Monaco’s "Peace and Sport"
organization awarded Armenian President Serzh Sargsyan "Peace and
Sport Image of the Year 2008" prize for the best display of friendship
through sport. It was handed yesterday to the Armenian Sports and
Youth Affairs Minister Armen Grigorian by Prince of Monaco Albert
II personally.

The jury has unanimously decided to grant the prize to the President
of Armenia for symbolizing hand shaking image with Turkish President
Abdullah Gul.

A. Grigorian told Armenpress that it was also decided to grant the
prize to the President of Turkey Abdullah Gul which was received by
the chairman of the Turkish Football Federation.

"During the prize awarding ceremony the hand shaking of the Armenian
and Turkish presidents was shown on a big screen," A. Grigorian
said. Chairman and representatives of the International Olympic
Committee and presidents of Olympic committees and different sport
federations were present at the event.

Ukraine’s state border services have detected 61 people in Simferopol
who violated the terms of sojourn in the country. 17 of them are
Armenians. According to the local mass media, they have been fined
and denied entry to the country for the coming five years.

Over the past three months the state border services has detected
over 200 lawbreakers from Armenia, Uzbekistan and Georgia. They
all confessed that they had unduly stayed in the country living in
different settlements.

The Embassy of Ukraine in Yerevan says they are unaware of these
cases. They noted that Armenians don’t need entrance visa to the
Ukraine, yet, it doesn’t mean they can stay in the country as long
as they wish.

"Foreigners are given temporary residence permit in any country but
as soon as it expires they are punished by different methods."

His Holiness Patriarch Alexy II of Moscow and All Russia passed away
in the morning of December 5, reports the press service of the Moscow
Patriarchy.

Alexy II (Alexy Mikhailovich Ridiger) was 80 years old. He was born on
February 23, 1929, in the city of Tallin. Alexy II was the patriarch
of the Russian Orthodox Church from June 7, 1990.

Serzh Sargsyan held a consultation with the directors of the Armenian
commercial banks. According to the press office of the president,
the purpose of the consultation was to define the actions under the
aggravation of the global economic crisis, taking into consideration
the opinion of the banks as well. Serzh Sargsyan commended that the
banks were able to resist the first surge of the crisis without major
losses, which he finds to be the result of a wise policy. "Now that the
financial crisis has been followed by the economic crisis, we should
undertake action to be able to nourish the branches of economy which
will generate profit, develop and create new jobs," he said noting
that there are a number of programmes which will come true if there is
finance. Serzh Sargsyan pointed to small and medium-size businesses,
reiterating the assistance of the state to the banks in implementing
those programmes. He also underscored promotion of exports. For his
part, the president of the Central Bank Arthur Javadyan told about
development and current tendencies in the banking system in 2008. He
pointed to the high level of liquidity which makes the banks stable and
able to resist risks. The president of the Central Bank said deposits
by physical persons have increased over the past few months, and the
relations of commercial banks with international organizations have
improved. Over the past months contracts of 80 billion drams were
signed which all include long-term financial assets.

World financial crisis has had no impacts on the Armenian office
of Microsoft, its budgeting and financing, said Grigor Barseghyan,
the director of the local office. Barseghyan said that the budget
for Armenia has been formed for the future 5 years and there would
not be any changes. "Quite the opposite, Microsoft plans to extend
its projects in Armenia," said G. Barseghyan.

Remind that on October 31, Microsoft Company has signed a memorandum
with the Ministry of Education and Science of Armenia to implement
5-year programs in Armenia.

The President of Armenia Serzh Sargsyan hosted the heads of Armenian
trade banks, today, reported the press service of the President’s
Administration. According to the source, the President wished to verify
the activities in case of deepening of crisis in the world, hence
taking into account the view points of banking system representatives.

"Due to our banks, we managed to meet the first wave of the crisis. I
guess, much depended on your wise policy making skills. I have heard
people saying that they trust Armenian banks," said the President.

The President encouraged the representatives of banking system to
support those businesses which have real potential to open new working
places, to support small and average business development in Armenia.
