OSCE MG FM statement can facilitate Karabakh process

/PanARMENIAN.Net/ Armenian Foreign Minister Edward Nalbandian met in
Helsinki with Finnish Foreign Minister, OSCE Chairman-in-Office
Alexander Stubb to discuss the recent developments in the Nagorno
Karabakh conflict settlement process.

`The statement adopted by Foreign Ministers of the OSCE MG co-chair
states can facilitate the Karabakh process,’ Mr. Nalbandian said.

Ministers Nalbandian and Stubb also exchanged views on development of
the Armenian-Finnish relations.

Foreign Ministers of France, Russia, and the United States – the
co-chair countries of the OSCE Minsk Group – issued a joint
declaration of the on Nagorno Karabakh conflict, which says:

`We, the Foreign Ministers of the OSCE Minsk Group’s Co-Chair
countries ` France, Russia, and the United States ` call on the
parties to the Nagorno Karabakh conflict to build on the positive
momentum established during the meeting of the Presidents of Armenia
and Azerbaijan in Moscow on November 2, 2008. The Moscow Declaration
signed that same day opened a new and promising phase in our shared
endeavor to expand peace in the South Caucasus. In that declaration,
the Presidents reaffirm their commitment to advancing a peaceful
settlement of the Nagorno Karabakh conflict in the framework of the
Basic Principles developed by the Minsk Group Co-Chairs in
collaboration with the leaders of Armenia and Azerbaijan on the basis
of their proposals advanced last year in Madrid.

We call on the parties to work with the Co-Chairs to finalize the
Basic Principles in coming months, and then begin drafting a
comprehensive peace settlement as outlined by those agreed
principles. In keeping with the Moscow Declaration, we call on the
parties to work with the Co-Chairs to develop confidence-building
measures, beginning with pulling back snipers from the Line of Contact
to save lives of innocent civilians and soldiers as our mediators
already proposed to the sides at the highest level during the last
visit mid November. It is urgent for the parties to work with each
other, the Co-Chairs, and the Personal Representative of the Chairman
in Office to stabilize the ceasefire through this and other
measures. We reiterate our firm view that there is no military
solution to the conflict and call on the parties to recommit to a
peaceful resolution.’

have not yet determined their position in priorities: whether to
choose the European way or to finally head for Russia.

South Caucasus states made another step towards European
integration. The European Commission decided to back the initiative of
`Eastern Partnership’, which presupposes closer cooperation with
Armenia, Azerbaijan, Georgia, Moldova, and the Ukraine. According to
Jose Manuel Barroso, the Commission president, only with strong
political will and commitment on both sides will the Eastern
Partnership achieve its objective of political association and
economic integration. `We need to make an even greater investment in
mutual stability and prosperity. This will be quickly compensated by
important political and economic benefits and will lead to more
stability and security both for the EU and for our Eastern partners,’
Barroso stated.

/PanARMENIAN.Net/ After August 2008 developments in the Caucasus, as
well as in the whole world sped up, and `Eastern Partnership’ was
adopted to keep the balance of power upset on the post-Soviet
territory. In our opinion, with this move the EU first of all aims to
cut down Russia’s influence and power in the region, as well as to
have a more unyielding position in talks with Moscow. After the latest
NATO summit in Brussels, when Georgia and Ukraine were refused into
Membership Action Plan (MAP), stance of the West in the region may
become more vulnerable. Unlike Georgia, Armenia and Azerbaijan, as
well as Moldova and Belarus have not yet determined their position in
priorities: whether to choose the European way or to finally head for
Russia. On the whole, in either case the post-Soviet countries are
subject to obedience, and it is still a question which Big Brother
would be better to choose. In fact, in such cases the notion of good
or bad is generally replaced by the concept of
«expediency», and there is no choice as such. Neither
are there clear perspectives as to the outcome of partnership with the
EU or Russia.

The draft communique proposes holding an "Eastern Partnership Summit"
in June 2009 to launch the project. Follow-up meetings of EU and
Eastern Partnership foreign ministers are to take place each Spring,
while "Senior officials" from the "27 + 5(6)" countries are to meet
twice yearly to prepare for the ministerials. The European Partnership
is to raise the EU’s per capita spending in the region twice by 2013
and 3.3 times by 2020. The shift will cost Ð?2.1 billion, atop
the lost income of Ð?75 million per year as a result of waiving
EU visa costs. Under the EU’s `Eastern Partnership’ initiative, talks
would be conducted on creating visa free travel in the long-term, the
six countries ` Armenia, Azerbaijan, Belarus, Georgia, Moldova and
Ukraine ` would be eligible for comprehensive free trade agreements,
and EU-funded educational, environmental and energy supply exchange
programmes would be organized.

According to The Financial Times, the plan’s primary purpose is to
raise the EU’s profile and reinforce political and economic stability
in the area between the 27-nation bloc and Russia ` a region that
Dmitry Medvedev, the Russian president, laid claim to as a
`privileged’ sphere of influence after the fighting in Georgia.

In the words of Karen Bekaryan, Head of the `European Integration’
NGO, changing the format of relations between the EU and the European
Neighborhood Policy (ENP) states was dictated by time and by the
problems that the ENP faced in the process of its realization. `As to
the benefit Armenia can derive from the Eastern Partnership, it’s
apparent. New programs will be launched, economic cooperation will
expand; Armenia will be rendered assistance in implementation of
reforms it needs so much,’ Bekaryan noted.

However, Azerbaijan has a different view on the matter. According to
Azeri political analyst Zardusht Alizade, democracy ideals are alien
to the current Azerbaijani leadership, that is why instead of getting
down to work, it will take to imitation. `Some laws will definitely be
amended, but, most apparently, they will not work. Any measures
suggested under the program `Eastern Partnership’ and aimed at
creation of active civil society in Azerbaijan will be met with bitter
hostility by the authorities. The latter have no state, and,
accordingly, they see no point for Azerbaijan to integrate into the
EU,’ Alizade believes. And, basically, he is right. Official Baku
greatly fears democracy, which will not tolerate intimidating the
public and making a fool of them. As for EU membership, Azerbaijan,
like Armenia, is still too far from it. But unlike Armenia that either
by word of mouth or in practice does not yearn for integration into
the European Union, as it can see by Turkey’s example how difficult it
is, Azerbaijan for some reason is sure that sooner or later it will
become a EU member and for the sake of oil which, by the way, will
soon be over Brussels should turn a blind eye to complete absence of
democracy in the country. Though, if the pipelines continue
functioning, violation of human rights can be treated quietly, but
it’s a long way in the future and Turkey’s example is again
educational. No matter how hard Ankara tried, Baku-Tbilisi-Ceyhan did
not serve as a permit to Europe in spite of the fact that certain
reforms are being carried out in Turkey – though slowly, unwillingly,
something is being done anyway. Baku lacks even slow development,
which cannot be said about Armenia. And, as we have mentioned more
than once, it may even happen so, that with successful course of
events and with a change of balance in the region, Armenia should
become a EU member sooner than Turkey. And in that case `Eastern
Partnership’ might serve as an additional stimulus for Armenia to
refuse care from Moscow.

ECONOMIC COOPERATION POSSIBLE AFTER SETTLEMENT OF KARABAKH CONFLICT

Turkish State Minister for Foreign Trade K?Ã?¼r?Å?ad T?Ã?¼zmen announced
in Baku that trade-economic cooperation with Armenia and opening of
Armenian-Turkish border is possible only after rehabilitation of
Azerbaijani territorial integrity and Karabakh conflict settlement.

"In principle, we are not against starting a trade-economic
cooperation with Armenia, as the step will only contribute to the
positive development of the whole region. However, the step will be
taken exclusively on our conditions", the Turkish minister said at
Azerbaijani-Turkish business forum.

"COOPERATION BETWEEN ARMENIA AND RUSSIA DEVELOPS SUCCESSIVELY"

Russian Prime Minister Vladimir Putin said that cooperation between
Armenia and Russia develops successively.

"I would like to mention with gratification that the relations between
our countries develop successively, practically in all directions",
Putin said at the meeting with Armenian Prime Minister Tigran
Sargsian.

The leader of the Russian government mentioned that big projects are
being implemented in the sphere of energy and other branches.

"We have a sheer volume of cooperation, and I am confident that your
visit will be very useful and constructive", Putin added.

World finance crisis impact on IT sphere to be discussed in Dilijan

WORLD FINANCIAL CRISIS IMPACT ON IT SPHERE TO BE DISCUSSED IN DILIJAN

The third informal meeting of the current year in the sphere of
Information Technologies will be held December 6-7 in Dilijan with
participation of IT organizations’ leaders, government
structures and bank representatives.

The main theme of the meeting is the world financial crisis and its
impact on IT sphere. The issue of the Armenian information
technologies’ competitiveness under the conditions of the
financial crisis will be discussed at the meeting. Electronic
government is also one of the issues to be discussed – "Erickson"
company delegation will deliver a speech.

Georgian delegation will also participate in the meeting.

According to preliminary information, 60 people will participate in
the meeting. Union of Information Technology Enterprises is the
organizer of the meeting.

Spitak earthquake

VIKTOR YANUKOVICH VISITED GYUMRI

Delegation led by the Ukrainian former Prime Minister, leader of the
Party of Regions Viktor Yanukovich visited Gyumri yesterday to
participate in the events dedicated to the 20th anniversary of Spitak
earthquake.

In 1988, Ukraine also took part in the rescue operations in Spitak,
later in construction projects implemented in Gyumri. At that time,
necessary construction materials and equipments were imported from
Ukraine. V. Yanukovich.led the construction works in those years. "The
disaster was the tragedy of the Armenian people, and all the Soviet
republics gave their condolences to the Armenians. Almost all the
republics participated in the rehabilitation of the disaster zone",
Viktor Yanukovich told journalists.

V. Yanukovich laid a wreath at Gyumri memorial to the victims of the
earthquake and lit a candle in St. Hakob Mtsbnetsi Church in
remembrance of the victims.

The same day Yanukovich left for Spitak.

PRIME MINISTER: ARMENIA TO SUPPORT RUSSIAN COMPANIES

On December 5, the Prime Ministers of Russia and Armenia have
discussed the outcomes of bilateral economic cooperation and their
perspectives in the frames of Prime Ministers’ meeting. The Prime
Ministers have positively evaluated the bilateral economic
cooperation. According to V. Putin the trade circulation between
Armenia and Russia is well improved.

T. Sargsyan commiserated the head of Russian Government for the death
of Russian Patriarch Aleksy II. T. Sargsyan said that Armenia is
willing to support more than 1000 Russian enterprises by creating
prosperous business-atmosphere in the country. `Armenian-Russian
relationship develops dynamically in all aspects,’ said the Prime
Minister of Armenia.

USA TO HELP ARMENIA

Tomorrow at 17 p.m. American military-transport C-130B airplane will
land in `Zvartnots’ airport. Commemorating the 20th anniversary of the
earthquake in Armenia, the USA provides clothes, medical equipments to
the victims of the disaster, reported the press service of the USA
Embassy to Armenia.

According to the source, the Ambassador of America to Armenia Mari
Yovanovitch, the Minister of Emergency Situations Mher Shahgeldyan and
the Deputy of Rescue Service Aram Tananyan will meet the airplane in
the airport.

AZERBAIJAN NERVOUS ABOUT ARMENIAN-TURKISH RELATIONSHIP

Azerbaijan is nervous about the improvement of Armenian-Turkish
relationship, and Sabi Rusamkhanlin, a deputy of Azeri Parliament has
announced `We would not like to see strengthened diplomatic relations
with Armenia as it would be against our national interests. Moreover
Turkey should continue its policy which it adopted before.’

`Until Armenia takes out its troops from Azeri territories, Turkey
will not strengthen its relations with Armenia,’ announced the deputy.

But still one thing is obvious that Azerbaijan is not authorized to
prevent Turkey from making relations with Armenia.

PRIME MINISTER TO VISIT GEORGIA

On December 9, the Prime Minister of Armenia Tigran Sargsyan leaves
for Tbilisi on one-day working visit; the press secretary of the Prime
Minister Diana Mnacakanyan has confirmed Panorama.am’s
information. The Prime Minister is going to take part in summit of
inter-governmental economic cooperation which is organized in Tbilisi.

In the frames of the session the road construction from Armenia to
Batumi will be discussed according to the agreement that the
Presidents of Armenia and Georgia have made during their meeting.
