BRATISLAVA, DECEMBER 9, NOYAN TAPAN. The Russian-Turkish agreement is
highly harmful not only to Armenia but also to Russia. The Chairman
of the Forum of Armenian Unions of Europe and the Armenian community
of Slovakia Ashot Grigorian expressed this opinion when summarizing
the results of the European Union – Turkey forum held in the Polish
city of Sopot on December 5-6. During a talk with NT correspondent,
he presented the following details:

"The issues of leaving Russia out of all the energy programs were
discussed at the forum’s sittings on economic subjects, and the
impression was that this was the main meaning of the forum.

The Turkish participants spoke about the wide opportunities of Turkey
which enable to lay pipelines of all power-bearing substances from Asia
to Europe, while passing round Russia. However, after Igor Tomberg,
a famous professor of the Moscow Institute of International Relations,
had presented quite credible facts, the Turkish program of energy
diversification became much more vulnerable. Prof. Tomberg first of
all stated that the information about the amounts of Azerbaijani
gas and oil is extremely exaggerated: at best, they make up only
one-third of the amounts necessary for Europe. As regards the gas
of Turkmenistan or Kazakhstan, Russia is not going to allow laying
a trans-Caspian pipeline due to strategic and ecological problems.

Then the professor announced a very important, if not shocking,
information, according to which on the fourth day of the
Georgian-Ossetian war, a definite agreement was reached between the
Turkish prime minister Erdogan and the Russian president Medvedev
on the following issues: Turkey would defend Russia’s position with
respect to Georgia, while Russia would allow Turkey to play a new
role in the South Caucasus, and Russia and Turkey would cooperate in
the energy sector on conditions of maintaining the bilateral interests.

The following conclusions can be made from the above said:
traditionally being an unreliable partner, Turkey, at the suggestion of
improving its relations with Russia, has left aside its South Caucasian
partners in recent years – Azerbaijan and Georgia, pursuing its own
interests. By giving a consent to Turkey to enter the South Caucasus,
Russia ignored the interests of its strategic partner – Armenia.

After analysing the proposals of the Turkish delegation, it became
clear that Turkey is playing a short-term game of forcing Russia to
its knees, however, it is trying to do so in the hope of gaining the
European Union’s trust.

The new process of Armenian-Turkish relations formed at Turkey’s
dictation has become now entirely clear. The reason for Turkey’s
highly toughened position on the Genocide issue and its resolute
statements on intervening in the Karabakh problem have become
entirely perceptible. The Armenian delegation witnessed this at the
Sopot forum when famous Turkish diplomat and deputy of the Great
National Assembly Mustafa Sukru Elekdag said in his speech that he
was surprised at how such an ungrateful country as Armenia can be
allowed to go as far as not to appreciate Turkey’s impartial position
on the Karabakh problem. Then he declared that "it is the result of
Turkey’s not dealing a counterblow to the false rumors of not the
genocide but even the deportation that Armenia also has territorial
claims to Turkey, up to the extent that the Armenians consider Mount
Ararat as their mountain".

The Turkish deputy nearly shouted these statements, gasping with
excitement and rage. True, in his speech he underlined the issues
raised by the Armenian delegation composed by the head of the
RA National Assembly "ARF" faction head Vahan Hovhannisian, the
Armenian ambassador to Poland Ashot Galoyan and the political scientist
Hovhannes Nikoghosian, calling attention of the authoritative audience
to these issues and thus doing a good service.

At the same time it became clear that it is at least naive to expect,
by European notions, a normal and civilized behavior from the Turks
in the neighborhood issue. The primitive diplomatic games of Turkey
are based on their traditional experience of deceiving their partners
and neighbors, which, however, cannot give a positive result to them
under conditions of the current diplomatic perceptions.

I think that in the light of the above said, our political figures
who have drawn a new way of Armenia’s foreign policy should come to
important conclusions".

LOS ANGELES, DECEMBER 9, NOYAN TAPAN. The representative of Armenia
for Eurovision 2009 song contest will be selected by internal
selection. The oikotimes.com website reports that reminding that the
candidature of Sirusho representing Armenia at that international
contest in 2008 was selected by the televoting system.

According to the same source, the two participants on the shortlist
are System of a Down, who have had renowned European-wide success and
Arame, voted best male singer at the Armenian National Music Awards
in 2007.

System of a Down have made note that they will only be keen to
represent their country if they are allowed to make mention of the
Armenian Genocide.

Eurovision 2009 will take place in Moscow.

this cultural delegation consisting of 70 people will take place on
December 12 and 13 in Yerevan and Vanadzor.

YEREVAN, DECEMBER 9, NOYAN TAPAN. The concert of Turkish violinist,
professor Cihat Askin will take place on December 9 at Komitas Chamber
Music House. As Noyan Tapan was informed by the Eurasia Partnership
Foundation, this concert is part of the cultural program between
Armenia and Turkey, which is implemented with the financial assistance
of USAID and cooperation of the Eurasia Partnership Foundation,
Orion Production and Komitas quartet.

C. Askin will perform pieces by European, Turkish, and Armenian
authors of songs. He will perform to the accompaniment of Gulden
Teztel (piano). C. Askin has graduated from Royal Music College
and City University (London), is the founder and First Director of
the Center for Advanced Research in Music (MIAM), is a professor of
Turkish State Conservatory, laureate of a number of prizes. He plays
the violin of master Jean Baptiz Voyom (1946).

It should be mentioned that this concert is the continuation of the
mutual visits of the Komitas quartet and its Turkish colleagues
held in 2002. "We deeply believe that music will emphasize human
values and will assist with establishment of a dialogue between the
two nations," Gevorg Ter-Gabrielian, the Director of the Eurasia
Partnership Foundation’s Armenian Office, said.

program of European Student Games finished on December 8 in Moscow. As
NT correspondent was informed by coach Arsen Avetisian, the only
representative of Armenia, a student of Armenian State Institute of
Physical Culture, a member of the Tork club Vrezh Petrosian (62 kg)
was also among the 20 countries’ delegates. At the start he beat
the sportsman of Belarus with the score of 5 to 0, in the second
tour the sportsman of Portugal with the score of 5 to 3 and passed
to the semi-final. The Vrezh Petrosian – Alexei Zherebchevski fight
for passing to the decisive tour was strained. Though the sportsman
from Yerevan surpassed him with his points (5 to 4), he received 5
reprimands during the fight, so 2 out of his points were reduced,
and he only gained a bronze medal.

TBILISI, DECEMBER 9, NOYAN TAPAN. The governmental delegation headed
by the RA prime minister Tigran Sargsyan on December 9 left for
the Georgian capital city of Tbilisi for a one-day working visit
in order to take part in the 7th sitting of the Armenian-Georgian
intergovernmental commission for economic cooperation.

According to the RA Government Information and PR Department, prior
to the sitting T. Sargsyan had a tete-a-tete talk with the Georgian
prime minister Grigol Mgaloblishvili.

Then the prime ministers of the two countries met with the working
group of the intergovernmental commission and participated in the
regular sitting of the commission, during which the sides discussed
the implementation process of the decisions taken at the previous
sitting held on October 15, 2007, issues related to the current state
and development prospects of the legal and contractual basis between
the sides, the long-term directions of developing the trade and
economic cooperation, as well as issues of cooperation in transport,
agriculture, energy, health care and social security, education and
culture, environmental protection, and tourism. The demarcation process
of the state border between Armenia and Georgia was also discussed.

The prime ministers of two countries said that the good-neighbourly
relations between Armenia and Georgia are developing successfully. They
expressed a hope that the 7th sitting of the intergovernmental
commission will become an additional stimulus for deepening and
extending these relations. Both sides attached importance to the work
on fulfilment of the agreements reached between the presidents of the
two countries during the visit of Armenian president Serzh Sargsyan
to Georgia this year.

T. Sargsyan and G. Mgaloblishvili were unanimous in the opinion that
it is necessary to conduct an open, transparent and comprehensible
policy, underlining that it should be visible to the great powers
having interests in the region. They expressed confidence that
the documents to be signed will give new impetus to the interstate
relations, noting that the governments of Armenia and Georgia will
do painstaking work in the near future with the aim of implementing
the agreements reached. According to them, during their tete-a-tete
talk, they addressed issues of mutual interest and those of regional
importance. The problem of Armenian Norashen Surb Astvatsatsin Church
was discussed as well. It was pointed out that the centuries-old
friendly links unify the Armenian and Georgian Churches. The
prime ministers underlined the importance of the initiative of
the Patriarch of the Georgian Orthodox Church regarding creation
of a joint commission to discuss and solve the problems related
to Norashen Surb Astvatsatsin Church and other churches through a
dialog. In this connection the Georgian prime minister said that no
issue in the relations between the two countries should give cause
for political speculation.

The ceremony of signing joint documents took place at the conclusion
of the sitting of the intergovernmental commission. The two prime
ministers signed the protocol summarizing the results of the 7th
sitting of the Armenian-Georgian intergovernmental commission for
economic cooperation. The Armenian minister of economy Nerses Yeritsian
and the Georgian minister of economic development Ekaterine Sharashidze
signed the protocol on making amendments to the Agreement on Free
Trade between the Governments of Georgia and Armenia of August 14,
1995. The Armenian deputy minister of culture Gagik Gyurjian and the
Georgian deputy minister of culture, monument preservation and sports
David Kiria signed the 2008-2010 Program on Cooperation between the
two ministries.

It was decided to hold the next – 8th sitting of the intergovernmental
commission in Yerevan in 2009. The date and agenda will be determined
later.

Then T. Sargsyan and G. Mgaloblishvili gave a joint press conference.

During the visit the prime minister Tigran Sargsyan met with the
Georgian president Mikheil Saakashvili, visited the Armenian embassy
in Georgia, the Armenian Norashen Surb Astvatsatsin Church, and the
Pantheon of Prominent Armenian Writers and Public Figures.

Urgent action is needed to address "unacceptable failings" in maths
and science in Scotland’s schools, the education secretary has warned.

It comes after a survey of more than 60 countries and regions found
Scottish pupils were below the global average.

The Trends in International Mathematics and Science Study (Timss)
compared primary and secondary school standards.

It found only 51% of P5 pupils and 68% of S2 pupils were taught
science by a teacher who felt "very well" prepared.

In maths, Scotland lagged behind countries such as Armenia and Slovenia
– and its overall highest position was 13th out of 49 countries.

‘Great challenge’

Education Secretary Fiona Hyslop has demanded a detailed analysis of
the report is put together for a summit in the new year.

She said: "This survey highlights unacceptable failings in maths and
science in Scotland’s schools and confirms the urgent need to act.

"During the last administration the achievement of Scots pupils fell
back between 2003 and 2007 compared to other countries.

"There is no doubt this government has inherited a great challenge
and it is for us now to take action. This survey paints a picture of
Scotland standing still while other nations pushed by."

Compiled by researchers in the US, the Timss study is an important
benchmark for comparing standards in maths and science around the
world.

Nearly 4,000 P5 pupils and the same number of S2 pupils took part.

As in 2003, the best results have been achieved by Pacific rim
countries, such as Singapore, Hong Kong, Chinese Taipei and South
Korea.

England’s pupils were placed in the top 10 for science and maths.

Scottish Conservative education spokeswoman Liz Smith said the findings
were "alarming".

She said: "This survey paints a very disappointing picture.

"I am particularly concerned about the lack of basic skills in
mathematics which, together with the issues about basic literacy
amongst too high a proportion of the pupil population, re-enforces
the need for far more focus to be put on the teaching of the 3Rs at
primary school."

YEREVAN, December 9. /ARKA/. Armenian Armavia air company is
opening new flights to Zurich, Berlin, Marseille and Teheran in
2009, Commercial Director of the company Julien Dufour told a press
conference Monday.

Yerevan-Zurich-Yerevan flights are to be launched late March 2009
and be operated every Tuesday and Thursday.

Armavia has signed a transit agreement with the Swiss Air giving its
passengers an opportunity to travel to any European city via Zurich,
Dufour said.

Yerevan-Berlin-Yerevan is to be operated on Tuesdays and Fridays
starting from April 14. Berlin will also be a transit city for
Armavia’s passengers traveling to any city of German or Europe.

The company is also to recommence Marseille-Yerevan-Marseille flight
in May next year and to operate it every Saturday in the beginning,
and twice a week starting from late June giving the passengers an
opportunity of transit flights to any city in Southern France and
better connections for traveling to Spanish cities, Dufour said.

Yerevan-Tehran0-Yerevan to be opened in April will be operated twice
a week.

Armavia national air company is the leader at Armenia’s aviation
market.

The company was established in 1996 by Aviafin Ltd and Mika Armenia
Trading Ltd. In June 2005, Mikhail Baghdasarov, President of Mika
Armenia Trading Ltd, became the full owner of the company.

The company operates over 70 regular flights a week to countries of
the CIS, Middle East and Europe.

The aircraft fleet of the company contains two A320, two A319,
a Boing 737-300, a Soviet made Yak-42, a Tu-134, an Il-86 and a
Canadian CRJ-100ER.

WB To Start $2mln Worth Technical Assistance Program Together With A

YEREVAN, December 9. /ARKA/. The World Bank (WB) intends to start
implementation of a technical assistance program for $2mln together
with the Armenian Development Agency (ADA).

Armenian government press service reports that before the start,
the Bank requested the Foreign Investment Advisory Service (FIAS)
to carry out a study of ADA’s activities and assess the agency’s
efficiency in institutional terms and the measures to raise it.

The final report on the study results was presented Monday, at the
meeting of Armenian Premier Tigran Sargsyan with Director of the WB
Yerevan Office Aristomene Varoudakis, Head of FIAS Karin Millet and
the experts of the WB and the FIAS.

The Premier said that the assessments, conclusions and the
recommendations made by the FIAS, confirmed his approaches to the
reforms in the Agency once more.

Sargsyan expressed his gratitude for the useful work and stressed
the importance of the assessment and consultations in improving the
efficiency of the Agency.

Bjni Plant (Armenia) To Come Under Hammer

YEREVAN, December 9. /ARKA/. The property of the Bjni mineral-water
plant will be put up to auction on December 19.

The RA Service for Enforcement of Judicial Acts reports that the
assets and interests of the Bjni mineral-water plant CJSC is to be
auctioned off under the RA Laws "On enforcement of judicial acts"
and "Public auction".

The auction is scheduled for December 19. The prospective
purchasers can take part in it by visiting either the website
or the RA Service for Enforcement of
Judicial Acts at 41a Alabyan St., Yerevan.

The RA Service for Enforcement of Judicial Acts confiscated the
property of the Bjni plant and sealed the end products both at the
plant premises and at warehouses.

The RA Committee for State Revenues presented a writ of recovery of
4,067,201,600 AMD on the plant. Under the verdict returned by the RA
Administrative Court on October 10, 2008, the sum is to be exacted
from the plant and transferred to the RA state budget.

Ara Zohrabyan, the lawyer for the Bjni plant, explains the reason
for the present developments, namely, the political views of the
Parliament member Khachatur Sukiasyan, who is the owner of the plant
and wanted by the police as involved in the March 1-2 case.
