`Another execution of Hrant by TRT,’ the headline of the daily’s top
story said yesterday, reporting that a documentary film broadcast by
the Turkish Radio and Television Corporation (TRT) on Wednesday night
showed slain Turkish-Armenian journalist Hrant Dink as one of the
individuals responsible for the MaraÅ? massacre, in which 111
Alevi citizens were killed in 1978. The top suspect in the massacre,
Ã-kkeÅ? Å?endiller of the Grand Unity Party (BBP), wa
shown in the documentary claiming that what happened in 1978 was not
an Alevi-Sunni conflict, but the work of Dink and his
friends. Å?endiller said organizations in which Dink and his
friends were members had carried out the massacre. The daily said
letting someone make such allegations about Dink on TRT was tantamount
to killing Dink once again because he had nothing to do with the
massacre.

NA passes in 2nd reading draft law on local self-govmt in Yerevan

National Assembly passes in second reading draft law on local
self-government in city of Yerevan

YEREVA N, DECEMBER 26, NOYAN TAPAN. The RA National Assembly on December
26 passed in second reading the draft law on local self-government in
the city of Yerevan and, based on it, the legislative package
envisaging amendments to 22 current laws and codes. The darft and the
package were adopted with 95 votes in favor and 6 against. The members
of "Heritage" faction voted against the package due to the government’s
rejection of the principled proposals made by the faction, including
the proposal on order of mayor’s election.

The parliament passed in first reading the government-submitted package
of amendments to the Law on Licensing and the Law on State Duty. The
package envisages including the technical control of construction
quality and the technical examination of buildings and structures in
the list of activities subject to licensing. It is proposed that the
annual state duty for licensing of the two above-mentioned activities
should be fixed at 50 thousand drams (about 160 dollars).

The main speaker, RA minister of urban development Vardan Vardanian
said that the government’s proposal on these amendments is based on the
results of studies done by the State Urban Development Inspection in
recent years. In particular, construction work at 1,865 out of 6,084
facilities examined in 2004-2008 was done without technical control of
the quality of construction. It was mentioned that technical
examination of buildings and structures is a complex engineering
process that requires well-qualified personnel and modern equipment,
whereas now any organization implementing scientific research and
engineering research functions in seismic construction sector is
allowed to make such an examination. As a result, in many cases the
conclusions of two different organizations about the same building
contradict each other.

Flag’, `On NKR National Emblem,’ `On NKR National Anthem,’ `On Freedom
of Conscience, and Religious Organizations,’ `On making changes to the
NKR Law `On Victim of Political Repressions’, `On Approving the three
year NKR program on State Statistical Activities for the period of
2009-2011′. *** On 5 December NKR President Bako Sahakyan signed an
order according to which individuals who have had distinguished
services to the Motherland (the total of ninety people) starting from
January 1, 2009 will be granted allowances for life at the twentyfold
rate of the fixed in the NKR minimal salary.

A group of public figures of the Nagorno-Karabakh Republic have come
together to establish the Council on Foreign Policy and Scurity Issues.
The Council seeks to mobilize the intellectual potential to help
address issues facing Artsakh in the realms of foreign policy and
security. The Council will work to develop recommendations for
interested government and non-government entities. To develop these
recommendations Council will reach out to the public and the expert
community to discuss national issues, prepare and publish analytical
briefs, commentaries and expert assessments.

Council members commit themselves to work on the basis of principles of
national interests, non-partisanship and professional competence.

The Council will be led by NKR’s former deputy minister of foreign
affairs Masis Mayilian.

`The Council will bring together local experts as well friends of
Artsakh working abroad,’ said Mr. Mayilian. He expressed confidence
that Council’s work will benefit state agencies involved in foreign
policy-making.

Council members believe that work of the newly-established
non-government entity that is unique to NKR will enrich the republic’s
foreign policy agenda with sound ideas and initiatives. Civil society’s
role in formulation of the foreign policy strategy will help the
republic as it
seeks to adopt decisions intended for the defense of
national interests of NKR.

Dear Artsakh people

In view of the New Year and Christmas I convey to you my warmest
greetings, and wish you all the best and profound joy of full-blooded
life in the Homeland.
I hope that 2008 was a year of realization of new opportunities and
ideas for you.
The past 12 months were mostly of this kind for the Republic of
Artsakh. Though inevitable difficulties arose before us during the
year, we managed to implement the major part of the state programmes
outlined for the year, to provide definite economic growth, to achieve
a new level of social security for the population. Solid investments
were made in the sphere of agriculture; the reforms initiated in this
sphere as well as those in the spheres of energetics, healthcare and
other spheres assure great results. The hypothecary company gathers
momentum and one of our main aims is that all the Artsakh people attain
the happiness of having a private dwelling in the near future.
We would like to anticipate more from 2009, though it can already
be said that the forthcoming year will not be easy and plentiful from
the view point of economic progress, and this, chiefly because of the
serious split in the world financial and economic system. However, we
have considerable opportunities and a private programme of actions, the
realization of which will enable us to reduce the forthcoming
difficulties and to secure the successful vital activity of our
Republic. 2009 should become a year of unified, systematized and
purposeful work for us. There are important programmes outlined,
particularly, in the social sphere, in the spheres of urban planning,
education, small and middle enterprises, and in other spheres. The
realization of these programmes will allow to raise the welfare level
of our citizens, to create new conditions of life for them. The
Government will show great support to those, who will work and create
within the framework of our common interests and with their honest
labour, will contribute to the prospering process of Artsakh State.
I wish peace and labour, energy and health to all of you, dear
Artsakh people. Let light and harmony, mutual understanding and
solidarity dominate in your families. Let the forthcoming year be full
of kindness and good luck!

Impoverished by Israel’s economic squeeze and persecuted by the Muslim
majority, Christians are deserting Bethlehem

The morning service at the Latin church in Beit Jala was packed, the
enthusiastic congregation spanning generations filling the aisles and
spilling out of the door, a powerful testimony of belief and faith.
But, for many of the worshippers in the suburb of Bethlehem the driving
wish was to secure their futures abroad, joining a Christian exodus
from the land of the Bible.

According to Victor Batarseh, the Christian mayor of Bethlehem, the
proportion of Christians here has slumped from 92 per cent in 1948 to
40 per cent. "It is a sad fact, but it remains a fact, that a lot of
Christians are leaving," he says. One charge is that Muslims have been
taking over Christian lands with the Palestinian authorities turning a
blind eye.

Bethlehem has also been badly affected by Israel’s separation barrier
causing widespread economic hardship among both Muslims and Christians.
Yusuf Nassir 57, is looking for a way to emigrate. "The problem is that
we are a minority and minorities always suffer in times like these. My
house was attacked [by Muslims] over nothing. There was a dispute
between a Muslim and a Christian boy, this turned into a communal fight 0D
and then around 70 men turned on us. My sister got injured. She said to
me ‘you must leave for the safety of your family’, but finding the
money is not easy," he says. "I have also had Israeli soldiers fire at
me, once when I was driving a car. The bullet missed me by about 25
centimeters.

"But it is the wall which has destroyed my business. I now owe $120,000
in back rent. I have had to sack staff, and other businesses around
here have had to do the same. This just adds to the unemployment and
social problems here."

Nicola Lolas, a 38-year-old hairdresser, has left for the US with his
wife, Marian, 30. He says: "What we are seeing now is organised
extortion from some Muslims. Maybe these people are small in numbers
but the effect is very bad. I know of two cases, one involving a doctor
and another a hairdresser, where women from Muslim families have gone
along as a patient and then accused them of improper behaviour because
the men have touched them.

"In each case they have been forced to pay compensation even though
they have done nothing wrong. I am a hairdresser and it is only a
matter of time before they try something like that with me. I would
rather use my life savings to try a new life in America than give it to
these people."

The family travelled to California on tourist visas, but Mr Lolas hopes
to get a "green card", which would allow him to take20up a job. Mrs
Lolas says: "The local economy is in bad trouble because of the wall
and it also affects other things in our lives. For instance I can’t
even take my children to the seaside because of the checkpoints, and we
have the same problems going even to Jerusalem. I have also noticed
that as an uncovered Christian woman I get insulted a lot more by
Muslim men than I used to."

At the Latin Church, Father Ibrahim stresses that they are wrong to
blame the entire Muslim community for the actions of a few. Some of the
Muslim families taking Christian lands, he points out, have lost their
own homes in Hebron, a stronghold of hardline Jewish settlers. "These
divisions are really damaging for our society," he says. "But there are
problems which need to be resolved. More and more people are leaving.
It will be a tragedy if the Christian community disappeared from the
Holy Land."

But there is a ray of hope that the exodus can be stemmed. According to
the Mayor, Mr Batarseh, the one factor that could arrest it is a
pick-up in tourism; he says that 1.5 million pilgrims have already
visited the city in 2008 ` easily the best year since the beginning of
the intifada in 2000. It has helped to bring unemployment down from 50
to 20 per cent, and filled hotels to, or near, their capacity of 5,000
rooms for this Christmas.

Mr Batarseh said yesterday that fewer Christians are thinkin
g of
leaving the city "due to the new situation in Bethlehem with the
improvement in tourism and the slight improvement in the economy". The
Mayor even says that some families are trying to return, but he fears
that the Israeli bureaucracy will make it difficult for them to
re-enter the Holy Land.

Fr Ibrahim, who insists the Israeli occupation of the West Bank is the
main factor driving Christians away, is less optimistic about the
reasons, arguing that it is because those Christians with enough money
to leave have done so, leaving the poorest to stay behind. Nor is Mr
Batarseh saying that he is remotely happy with the city’s wider
economy, reeling off a list of negative factors: the occupation; the
loss of agricultural land swallowed by neighbouring Jewish settlements;
and the barrier encircling much of the city ` "If it was there for
security it wouldn’t have been built inside Palestinian areas"; and
Israel’s denial of permits to most of Bethlehem’s citizens who want to
work in Jerusalem.

Nevertheless the mood of `admittedly guarded ` encouragement among
Christian hoteliers and shopkeepers was as unmistakable as the chill
winter breeze cutting through the city’s Manger Square outside the
Church of the Nativity yesterday. At the rebuilt Paradise Hotel, which
was occupied by Israeli troops for 22 days and was closed from 2002 to
2006, the Christian owner, Basil Abu Aita, 70, says that he has managed
to fill his 177 completed rooms over the holiday, most with
Israeli-Arab Christians; he added that reservations for next year are
good. But the hotelier echoes nearly every Bethlehem businessman when
he says: "If the occupation of what the Israelis took in 1967 ended
most of our problems would be solved."

Indeed Mr Bartaseh argues that up to six times as many visitors might
stay in Bethlehem if the city had the capacity and the long delays for
visitors leaving through the Gilo checkpoint did not deter some from
staying overnight. Many visitors are day trippers staying in the warmer
climes of the Egyptian Sinai, such as the Theunissen family from
Belgium. They might come back for longer in future, says Susan
Theunissen, an architect. After all, she says: "This is where our
culture started."

TRIAL ON MILK POWDER WITH MELAMINE IN CHINA

People who have added melamine in milk powder in China are being
accused, reports rbc.ru. The poisoned milk powder killed 6 children
and more than 300 thousands have been poisoned.

The trial started on December 26 in Shijiazhuang city, where Sanlu
Company the producer of the milk powder is established. According to
the lawyers the accused will be sentenced for 10 years.

Note that Chinese Police revealed 600 tones of milk powder and source
of melamine was revealed in it.

Tracinda Corp. has purchased 391,368 shares of Delta Petroleum
Corp. in the past two days, the company said in a regulatory filing on
Wednesday.

Delta Petroleum (NASDAQ: DPTR) is a Denver-based oil and gas company.

Tracinda, owned by financier Kirk Kerkorian, is Delta’s largest
shareholder. The purchases boost Tracinda’s holdings by just under 1
percent, to 39,999,368, or roughly 38 percent of Delta’s outstanding
shares.

On Nov. 6, Tracinda announced that it wouldn’t go forward with a
previously announced $11-per-share tender offer for 14 million Delta
shares, citing a steep decline in Delta’s share price and uncertain
financial markets. At the time, Delta’s stock price had dropped 27
percent from the $9.11 closing price on the day before Tracinda
announced its bid.

But Tracinda said in November that it continued to believe strongly in
Delta’s fundamental business model.

Tracinda bought 281,368 Delta shares on Dec. 23 at $3.99 per share,
and 110,000 shares on Dec. 24 at $4.04 per share.

Their casino empires are still intact, but the country’s economic
swoon has stripped away much of the luster from Nevada gaming moguls
Sheldon Adelson and Kirk Kerkorian.

Forbes magazine has placed both men at number one and number four,
respectively, on their list of America’s Biggest Billionaire Losers Of
2008. The rankings, which include such distinguished billionaires as
Warren Buffett and Bill Gates, highlight the sinking fortunes of the
wealthiest men holding publicly traded stocks.

The Forbes article details the rapid decline of Las Vegas Sands shares
in 2007, to the point where the company needed a cash infusion from
Adelson’s personal assets just to stay afloat. In recent days Sands
stock has begun to rebound, closing at $7.49 Wednesday, up from its
52-week low of $2.89 per share.

However, those numbers are nowhere near the 52-week high of $105.38.

Kerkorian, who owns a 53 percent stake in MGM Mirage, took a
double-hit in 2008. Gaming is down and so is Kerkorian’s interest in
the Ford Motor Company. Another recent Forbes article speculates that
if Kerkorian had been patient when buying Ford stock, he would
currently own 50 percent of the company.

THE SEMINARY STUDENTS CELEBRATE
THE FEAST OF ST. STEPHAN

The Seminary of the Catholicosate of Cilicia marked the memory of
Proto-Deacon and Proto-Martyr St. Stephan, the first saint to have become a
martyr for the Christian faith, during a special event on December 23.

Given that the feast of St. Stephan is a feast of the deacons, the ceremony
was organized by the deacons and sub-deacons. The Seminary deacons presented
a lecture on the life and work of the Saint.

Kevork Saghdedjian delivered the opening remarks, highlighting the
uniqueness of the feast of deacons and the meaning of the service they
provide particularly in current times. Serge Tinkdjian read out a section of
the letter written by the Apostle Paul to the Romans.

Mourad Tchorbadjian delivered a lecture on the theme "The deacon in the
Church", touching on the challenges and the difficulties today’s youth face
and the importance of providing Armenian and Christian education to the new
generation. In this respect, he cast a critical look at the well studied and
well prepared formation process through which the Seminary students pass.
Following the lecture, Mike Tashdjian performed a section from the hymn
dedicated to the Saint.

The second lecture around the theme "what is the deacon’s calling in the
face of the 21st century’s challenges?" was presented by Apraham Manuelian,
who spoke about the various ways of serving especially in present-day
conditions.

V. Rev. Fr. Krikor Chiftjian concluded the event. Addressing the attendants
he first congratulated the deacons for their efforts in organizing the
event. Through the lectures delivered by the deacons, Fr. Chiftjian
reflected upon the spirit of the event and explained the meaning of the word
service. "Service is not something that is done in return for compensation.
Otherwise, it would be emptied of its meaning. The word service acquires its
full meaning when it is realized through self-dedication." Fr. Chiftjian
concluded by calling upon the seminary students to follow the path of all
those who have loyally served our church, assuring that their compensation
would be in heaven, not on earth.
