A roundtable meeting on settlement of the Armenia-Azerbaijan conflict
over Nagorno-Karabakh was held in Konrad Adenauer Foundation in Berlin
on December 9.

Speaking at the event, Elkhan Nuriyev, Director of the Center for
Strategic Studies under Azerbaijan President briefed the participants
on the dispute`s history.

According to him, Armenia`s aggressive policy against Azerbaijan is
a serious threat to regional security and stability.

He underlined Baku`s position on settlement of the conflict remains
unchangeable Armenian armed forces must leave occupied territories
of Azerbaijan, the country`s territorial integrity must be restored,
IDPs must return to their homes.

Nuriyev also pointed out sovereignty and territorial integrity of
Azerbaijan were confirmed in all documents adopted by international
organizations on the dispute`s settlement.

Azerbaijan will continue cooperation with all organizations,
including the OSCE Minsk Group on peaceful settlement of the conflict,
Nuriyev said.

The roundtable also discussed prospects for political and economic
relations between Azerbaijan and the European Union.

Prague, Dec 10 (CTK) – The situation in Nagorno-Karabakh, a disputed
landlocked region in the Caucasus, was one of the topics Czech
Foreign Minister Karel Schwarzenberg and his Azeri counterpart
Elmar Mammadyarov discussed in Prague today in connection with the
forthcoming Czech EU presidency.

Schwarzenberg told journalists after the meeting that Czech diplomacy
could help resolve the conflict if it were asked and if it received
the necessary mandate.

Nagorno-Karabakh has been controlled by Armenian separatists since
the beginning of the 1990s after an armed conflict that claimed
30,000 lives.

In 1994, representatives of the governments of Armenia and Azerbaijan
agreed on the cease-fire. Since then they have been holding peace
talks on resolving the conflict.

However, armed conflicts have been quite frequent during this period.

Schwarzenberg said it was necessary for both countries to be interested
in resolving the problem.

"It is high time to settled the conflict," Mammadyarov said.

The Czech Republic will take over the six-month EU rotating presidency
on January 1, 2009.

One of Czech priorities is orientation towards countries eastwards
of the EU. According to the Czech Foreign Ministry, Azerbaijan is
one of these countries.

In-depth reforms in the pipeline

"From March next year we shall witness the beginning of fundamental
public and political changes in the country. Preparations are now
under way to this end and the overall outlines of reforms are also
known. The issue in question is about matters that will have more or
less impact on all spheres of the country. The gist of the changes
is to succeed in complex rejuvenation [of the team]. The author of
the idea is directly President Ilham Aliyev. His plan can also be
described as a programme for `power change without a revolution’".

"Our newspaper received this report from a reliable source connected
with the ruling team. According to the source, esteemed Ilham Aliyev’s
reforms plan envisages activities in two directions:

1. To normalize public and political situation in the country as well
as the relations with the opposition.

2. To conduct cardinal personnel reforms and rejuvenate the ruling
team: "The issue in question is to remove several old officials or
send them into retirement or demote and start the new stage with
a new team and faces. In parallel with these, it is considered to
hasten the resolution of some domestic problems which are a source
of eternal problems."

We should say that Yeni Musavat newspaper has covered aspects of the
first part of this plan in detail. As we reported in our previous
issues, the government has taken a line of softening the domestic
situation and its desire to normalize relations with the opposition
does not remain as a mere intention or a plan.

As we already know both the latest developments around the Karabakh
issue and the lack of comprehensive understanding with the West
over democracy, human rights, freedom of speech and the undesirable
situation stipulated by the political crisis [as published] in the
country, the intention to extend the tenure of the president and
similar issues make the ruling team to cooperate with the opposition.

We also noted that practical steps to this end have been made and
confidential contacts between influential people in the authorities
and plenipotentiary representatives of the leading opposition parties
have started.

Wide-ranging package aims to get opposition backing

To put it differently, amongst issues discussed were the following:
the transition of the relations between the authorities and the
opposition to a civil channel; guaranteeing the democratic conduct
of the municipal and parliamentary elections; increasing powers
of the Cabinet of Ministers; reviewing the issue of forming the
composition of the CEC [the Central Electoral Commission] and the
electoral commissions on an equal basis; the restoration of the
proportional election system; increasing the number of the seats
in the Milli Maclis from125 to 175; taking heed of the opposition’s
proposals with regard to financing parties from the budget; allocating
seats to the opposition representatives in the clemency commissions,
at departments to fight corruption and the Security Council (without
remuneration); ending pressure on the opposition, the restoration of
the rights of the oppressed opposition representatives whose rights
have been undermined and are still in prisons;

We want to once again note that the likelihood of fundamental changes
in the Karabakh issue in months to come put the ruling team into
motion.

Amongst factors that have drawn the authorities into observing the
abovesaid conditions, i.e. to a choice of a moderate course, are to
gain the opposition’s support in the Karabakh issue and obtain the
opportunity of acting in a convincing manner in dealing with the
West and Russia as well as the intention of realizing the expected
constitutional reforms, to be precise, to approach easily to the
project of extending the presidential tenure. We have also covered
this topic.

What is obvious is that the authorities are really serious in their
plans and sent out the first message. The issue in question is about
Mr Aliyev’s humane decision with regard to two imprisoned brothers –
editor-in-chief of Azadliq newspaper, Qanimat Zahid, and satirist of
the paper, Mirza Sakit.

By permitting the political prisoners the brothers to attend the
funeral of their father (plus this issue was decided without a delay),
the president demonstrated his readiness to soften his approaches to
the matters. Actually, this meant "I am ready for changes".

This gesture was a big push towards the process of softening. The
process will inevitably get an irreversible nature. It is hard to
guess and imagine the other way round. Moreover, another option would
simply be illogical.

Aliyev keen to promote his democratic image

Especially, in this context, Mr Aliyev is said interested in promoting
his democratic image and establishment of a civil climate based on
mutual respect and confidence inside the country: "I would also like
that a democratic system be established in my country, we shall achieve
this, I am simply anxious about the speed of democratization." These
words also belong to Mr Aliyev. He has expressed this opinion more
than once at meetings with high-ranking foreigners.

Our source claims that Ilham Aliyev was ready for democratic reforms
and recognition of the opportunity of ruling over the country with
the opposition through parliament early in 2005: "At that time,
the opposition refused from negotiations and agreement negotiated by
international mediators.

One of the mediators was the official of the PACE [Parliamentary
Assembly of the Council of Europe], Andreas Gross. The talk was about
representation of the Freedom bloc [made up of People’s Front of
Azerbaijan Party, the Democratic Party of Azerbaijan and the Musavat
Party] in parliament with 25-30 seats and election of the opposition
representative to one of the deputy speaker post. However, the Freedom
bloc was very ambitious and a revolutionary mood was in place in the
country at that time.

However, later one of the founders of the bloc, Rasul Quliyev, fell
victim to a plot of one of the foreign intelligence services. As a
result, without knowledge of other leaders of the Freedom bloc, a team
of "revolutionaries" was set up with involvement of some officials
in the authorities, including the president’s uncle, Calal Aliyev.

They plotted to stage a coup, overthrow Ilham Aliyev and bring Rasul
Quliyev to power. As is known, this plan was exposed in October 2005
and Ilham Aliyev abandoned the course of democratic reforms to retain
his power by all possible means…"

March to be rich with political changes

Our source claims that the situation has changed now: "There remains
not a single force able to block reforms in the ruling family, in the
authorities and in the opposition camp either. Now the president will
stage a revolution!"

As for the second part of the plan, i.e., the personnel issues,
we obtained very interesting report from our source. In his view,
Ilham Aliyev considers this team to be his deceased father Heydar
Aliyev’s rather than his own.

He also knows it is impossible to go to a new period and get the
country out of fateful problems with old team members: "For this
reason, it is planned to introduce fundamental political reforms and
personnel changes after Novruz Holiday. Major figures will be removed
from their posts and their removal would mean the departure of the
current authorities. Relatively young people, "city [Baku] born guys"
and those who were educated in a different civilization are planned
to be the substitutes.

These changes are steps calculated to further targets; If Ilham
Aliyev’s presidential term is not extended and someone goes to the
election in 2013, the would-be team should also be ready for that
situation.

It would also be a message to the people and the opposition that
Western representatives also noted more than one the need for new
faces far away from enmity and those who have not shed blood or killed
anyone. Ilham Aliyev also has long ago accepted the need for purging
his authorities from Mafiosi forces…"

According to reports we obtained, the personnel changes will cover
major figures in the first stage. Bureaucrats and ministers in major
posts for a long time are targeted to be replaced. It is reported
that although Ilham Aliyev is happy about his economic advisers,
changes are also not ruled out in this team. The major reforms wave
will hit power-wielding sectors and the political group, the point
here is to fundamentally change the team. Ministers to be removed are
expected to be named ambassadors, presidential aides and be appointed
to similar low-ranking posts.

Nevertheless, it is also speculated that there will be people who
will be dismissed from one high-ranking post and appointed to other
"weighty" posts. Under these reports, the prime minister and all
in all, the Cabinet of Ministers would be changed: "People wanted
revolution and will get it. The opposition was demanding that the
authorities go and the authorities will go. The West was demanding
reforms and democracy and will get more than that…"

These all are from a source whose reliability and credential leave
no place for doubts. He advised that all the political forces are to
be ready for a revolution from above after the Novruz holiday…

"An ordinary visit – with extraordinary consequences"

The deputy head of the British embassy in Armenia visited Zhirayr
Seyfilyan, a Karabakh war veteran and a member of the Miatsum national
initiative, at the end of November, and talked to him tete-a-tete
for about an hour.

It is unknown what the Seyfilyan and deputy ambassador talked about
during the meeting. Seyfilyan said only that this was a regular meeting
with a person who carries out a diplomatic mission in Armenia and that
from time to time he receives staff members of other embassies. In
general, Seyfilyan said the British deputy ambassador asked about the
general situation and about the existing problems, which he believes
is a regular practice. Another member of the Miatsum initiative,
Zaruhi Postanjyan [MP of the opposition Heritage Party] also told
us that similar meetings between staff members of various embassies
and Armenian public figures are held often, and this one can also be
considered a regular meeting.

It is noteworthy that the visit of the British deputy ambassador, his
entrance to the building and his departure were photographed minute
after minute and published as a sensation peppered with comments in
a pro-[President] Serzh Sargsyan] newspaper [the Hayots Ashkharh
pro-government daily]. Moreover, it was implied that the British
official tries to destabilize Armenia’s political life with Seyfilyan’s
help. The fact that after the meeting Seyfilyan went directly to the
Yerablur Pantheon [in central Yerevan] and went on a hunger strike
there – demanding not to cede a piece of land [to Azerbaijan], is
described as an attempt "to destabilize the country". Seyfilyan said
this does not correspond to reality. "What can I say? Do embassy
employees have a right to contact people who deal with politics in
Armenia or not?" Seyfilyan asked us about this yesterday [8 December],
adding that he believes there is a direct link between the denial of
his recent application for citizenship and this story.

On the day when the picture of the British deputy ambassador entering
the building of the Miatsum was published, the government once again
turned down Seyfilyan’s application for Armenian citizenship. "It
is not accidental that the report was published on the same day – I
believe that they are preparing grounds (for not granting citizenship
– author). I do not know to what extent they will succeed in this,
I do not know, but this is my impression," Seyfilyan said, adding
that he is going to call a news conference regarding the issue and
introduce all the details.

P.S. We applied to the British embassy in Armenia yesterday [8
December] to get clarifications about what happened and comments
regarding it. They told us that the ambassador is out of the city,
and they will most probably provide comments today.

Azerbaijan and Armenia will resolve all disagreements regarding the
settlement of the Nagornyy Karabakh conflict during 2009. Bernard
Fassier, French co-chairman of the [OSCE] Minsk Group, has said
that a precise schedule to agree on main principles [of the conflict
settlement] was submitted to the parties to the conflict at the OSCE
Ministerial Council in Helsinki [on 5 December]. According to the
schedule, a draft peace agreement should be prepared by late 2009. The
schedule is reflected in a technical document concerning the Nagornyy
Karabakh conflict that was submitted to the Azerbaijani and Armenian
foreign ministers at the Helsinki summit.

The National Security Service has recently resumed its round-the-clock
control over the members of Nikol Pashinyan’s household – carrying
out a round-the-clock patrol near Pashinyan’s apartment.

NSS investigation operatives follow members of Pashinyan’s household
everywhere – to their jobs, cafes, stores, during guest visits,
business appointments and so on. The situation is noteworthy since the
NSS had been carrying out these measures with the same enthusiasm for
about six months. Having understood probably that this is an improper
way to spend the state budget, all this was stopped after six months
passed. However, in fact, an excess budget has been accumulated in
this period and it was necessary to quickly spend it. By the way,
the beginning of these actions of the NSS coincided with publication
of a few last chapters of Nikol Pashinyan’s book – "The opposite
side of the earth", according to which it was approaching Armenia
and finally reached it from the opposite side of the earth.

‘I WANT TO SEE JUSTICE’: ARMENIAN GENOCIDE SURVIVOR BRINGS HISTORY ALIVE FOR WILMINGTON STUDENTS

WILMINGTON — The students sat transfixed as their 100-year-old guest,
Vergin Mazmanian, shared her story.

"When I was a child, my mother made our clothing. I was 7 years old,
and she was making me a red outfit to wear to my first day of school,"
she began, then paused. "That day never came."

She went on to describe how the Ottoman army arrived before daylight,
rounded up Christian Armenians from their homes, and forced them to
begin a death march wearing only the clothes on their backs.

She was one of them.

Mazmanian, now a resident of Arlington, is a survivor of the 1915
Armenian Genocide. She will turn 101 in February and is on a mission
to spread her story.

She visited seniors in the Facing History and Ourselves class — an
interdisciplinary approach of English and history — at Wilmington High
yesterday. She was accompanied by her pastor, Rev. Vasken A. Kouzouian,
of the Holy Trinity Armenian Apostolic Church of Cambridge.

Mazmanian told stories of hunger, suffering and leaving family
members by the side of the road to die. She talked of her years in an
orphanage, where she was ultimately taken at the end of the march. She
lived there until she was taken in by a foster family and flown to
the United States.

She never saw her home again.

"Her story takes these events out of the textbook — they are no
longer just literal words on a page. We could see the horrors she saw,"
said student Mario Martins.

Classmate Joe Castiglia agreed.

"We could look into her eyes, hear what she has seen and witnessed,"
he said.

Mazmanian credits her solid faith in God for getting her through the
hardships and for blessing her with so many years.

"So many have died, but I am still here. Why? It is because I have
more to do. I have to share my story as often as I can. Those people
who died are not forgotten. … Their deaths aren’t in vain," she said.

Her chief concern is that many countries, including the United
States, do not officially recognize what her people went through as
genocide. Yet the Armenian Genocide, which commenced on April 24,
1915, is blamed for between 1 million and 1.5 million deaths.

"What I am waiting for is a gift," she said. "Ninety-three years is
long enough (to wait). I want to see justice."

Rev. Kouzouian nodded.

"She talks of this gift often," he added. "She wants to see the
U.S. government recognize what happened."

The students in the class, which is co-taught by Lisa Lucia and
Maura Tucker, are hoping to help make that happen. They videotaped
her presentation, plan to add student commentary, and send it to
President-elect Barack Obama.

"One thing this class taught us is how to make noise to get things
done," said student Brianna Brown.

Making noise is one of the lessons Lucia and Tucker are hoping their
students take from the class, which uses case studies to examine
crimes against humanity in the 20th and 21st centuries.

"In preparation for Ms. Mazmanian’s visit, we researched and discussed
the Armenian genocide and made posters petitioning the U.S. and
others who don’t recognize what happened," said Lucia. "These posters,
hung all around the school, have created awareness and conversations."

The posters dotting the hallways carry messages such as "History does
not fade away" and "Denial is killing twice."

"We look at the role of ordinary citizens and consider what we can
do today to prevent these crimes from happening again," said Lucia.

Other visitors to the classroom have included survivors from Cambodia,
Rwanda and the Holocaust. Students also painted symbols of hope to
send to the people of Darfur, in war-torn Sudan, and will study the
situation there later in the semester.

"Events like this visit have put a face to the textbook stories,"
said student Joe Giorlando.

Classmate Erin McMahon agrees. "It makes these things much more
personal. … It gives you a drive to take action."

The President of Armenia said that the purpose of the meeting is to
define the steps which would be necessary to take in the wake of the
deepening global financial crisis. Naturally, it should be done taking
into consideration the opinion of the banking system.

Speaking about the activities of the banking system during this period,
the President of Armenia said, Thanks to our banks we were able to
withstand the first wave of the crisis with no serious damage. I
believe it was conditioned not in the lesser degree by our wise
policy regarding both the attraction of resources as well as their
distribution.

I have often heard people saying that they trust the Armenian banks. It
is undoubtedly an advantage and we ought to use it to its best. Now,
when the financial crisis has been followed by the economic crisis,
we should be able together with you to develop efficient measures to
nourish those areas of economy which can bring profit, develop and
create new jobs. And there are such businesses in Armenia.

There are programs and these programs, even with a little financing,
with the help of loans can be implemented. First of all, I am referring
to small and medium businesses. You should be very active regarding
these issues. Really, our banking system should be become a source of
nourishment for the small and medium businesses. This should be your
main objective and on this mission you will be, of course, supported
by the state. We must foster the exports.

I have been and will be pursuing these issues. Rest assured that the
major package already adopted by the Government is the first step and
not the last one. We should be able to continue to work with the same
merit we have working with for the last months.

And I repeat, we will support your efforts, we will be constantly
looking for, finding and providing new resources, while you must use
these resources for the development of our economy and the increase
of our exports.

According to Serzh Sargsyan, there are many factors in Armenia which
make it possible to mitigate the repercussions of the global economic
crisis. We can not remain isolated, can not declare that the global
crisis will have no impact on Armenia, however there are many factors
that can help minimize the consequences of the crisis, the President
of Armenia noted and added that there were much more trying times in
our states development process, in our economy, and this is not the
worst of times.

Serzh Sargsyan expressed readiness to listen to the proposals and
recommendations of the participants to the meeting.

The Chairman of the Central Bank Arthur Javadian spoke about
developments in the banking system during the year of 2008 and
currently observable trends. He said that the system stands out by
its high degree of capitalization and liquidity which results in
its stability and ability to absorb a number of risks. The system is
functioning in the atmosphere of mutual trust and assistance.

According to the Chairman of the CB, the augmentation of the initial
capital in some banks, which took place earlier this year, continues
even now. Deposits by physical persons are also on the rise. In
his words, the relations of the Armenian commercial banks with the
international institutions have also improved which resulted in signing
in the second half of the year of the agreements worth 80 million ADM,
all of which are long-term financial instruments.

The participants to the meeting concurred that the proper use of the
competitive and relative advantages of our country would provide an
opportunity to mitigate the results of the global crisis.

Discussed were also other issues related to the banking system,
such as long-term and low interest loans, real estate and property
securities. President Sargsyan discussed with the bankers possible
solutions to all raised issues, and took note of their comments and
proposals. He said that the final solutions for many of the mentioned
issues would be forthcoming.

Concluding the meeting, the President of Armenia underscored once
again that that the state possesses sufficient resources to assist
the banking system on the relevant issues, while the banks should work
with a new ardor in the field of providing loans to the businesses.

Former parliamentary speaker and now independent MP Tigran Torosyan
spoke about Armenia’s national and foreign policy issues and possible
developments at the National Press Club yesterday [28 November].

Speaking about the Karabakh issue and new perception of the issue
within the last few weeks and the urgency of the settlement, Torosyan
said: "The latest developments are not connected with to the regular
settlement process of the Nagornyy Karabakh conflict but with regional
developments. A new stage and developments in this direction began in
August – after the five-day Russian-Georgian war. In fact, Georgia
has ultimately focused on the USA which has created a new situation
in the region."

Speaking about the Moscow declaration [on Karabakh settlement signed
on 2 November by the Armenian, Azerbaijani and Russian presidents]
Torosyan said that the document is rather directed to increase in
Russia’s role and weight. The circumstance that the declaration lacks
is a signature of a representative of Nagornyy Karabakh which made
Torosyan especially indignant and is extremely dangerous and can cause
serious problems later. "A document is signed on Nagornyy Karabakh,
a major side, the fate of which is being decided, is missing. This
indirectly means that the self-determination of Nagornyy Karabakh
has not been recognized," he said.

The Madrid principles on [the Karabakh settlement] are not clear to the
former member of the [ruling] Republican Party of Armenia. "In such
a case, not principles but the details are important. For instance,
why should Karabakh hold a new referendum, if it made a statement in
this regard previously in compliance with international norms. Also
who should ensure guaranteeing and carrying out of Karabakh’s right to
self-determination?," Torosyan said, mentioning the Kosovo example. He
believes that there are tens of such questions, which do not have
answers. However, the former parliament speaker believes the Madrid
principles are positive, considering them to be the continuation of
the Prague process where the right to self-determination is included
as a disciplinary element.

Torosyan said the public discussions on Karabakh settlement are
"harmless". "Nothing new was said during the meeting [the recent
discussions on Karabakh settlement with parties organized by the
Armenian president]. Everything that could have been said was said
many times long ago. Something that could not be said in public,
would not be said at a meeting with 50 parties," he said. [Passage

Sofia, December 11 (BTA) -Trade and economic relations between
Bulgaria and Armenia lag behind the level of active political
dialogue between the two countries and efforts should be made for
their activation. This is the opinion of both Bulgarian and Armenian
Presidents Georgi Purvanov and Serzh Sargsyan, who opened a joint
business forum here on Thursday [ 11 December]. The event has been
organized within the frames of Sargsyan’s official visit to Bulgaria.

Among the prerequisites to further develop economic relations
President Purvanov pointed out the historical proximity between the
two nations, the active political dialogue and the contractual and
legal basis. He however underlined the negative effect of the bad
transport connections. At the same time he voiced hope that the land
connection issue between Bulgaria and Armenia would be solved in
case of a successful outcome of the Armenian-Turkish negotiations
concerning opening of their mutual border closed because of the
Nagorno Karabakh conflict.

The Bulgarian President also said he hoped ideas about trade
diversification would emerge at the form, as the current trade
structure is rather modest. The Bulgarian side could deliver a wide
range of products valued at international markets in the field of
machine building, electrical engineering, pharmacy, cosmetics and
perfumes, clothing, foods. Other fields of cooperation could be
tourism and energy, Purvanov added.

President Sargsyan outlined also energy, including nuclear, among
the possible areas of cooperation. Armenia has a potential to supply
cheap electricity and natural gas, he added.

According to the Armenian President, the European Union is among the
most important economic partners of his country and the conclusion
of a free trade agreement with the EU will additionally boost the
Bulgarian-Armenian economic relations.

The businesses present pointed out that besides the transport issue,
the difficulties for enhancing economic relations also include
administrative problems such as transit taxes, insurance of goods,
quicker crossing of border zones.

Before leaving for home, President Sargsyan attended the opening of
an exhibition of eminent Armenian film director and artist Sergei
Paradjanov at the National Gallery for Foreign Art, accompanied by
