CHINA, ARMENIA SIGN AGREEMENT TO FURTHER INTER-PARLIAMENT COOPERATION

China and Armenia signed a memorandum of understanding here on Monday
on exchange and cooperation between the two parliaments.

"The signing of the memo marks a new era for the relationship between
the two parliaments", Chinese top legislator Wu Bangguo said when
witnessing the signing ceremony with visiting chairman of the Armenian
National Assembly Ovik Abramyan, according to a press release from
the news office of the Standing Committee of China’s National People’s
Congress (NPC), China’s top legislature.

In his meeting with Abramyan, Wu, Chairman of NPC Standing Committee,
highlighted the roles that the two parliaments play in promoting
Sino-Armenian relations as "highly important", expressing his hope
that the two sides could maintain the exchange at various levels and
cement cooperation in fields such as legislation and legal supervision.

China highly values its ties with Armenia, Wu told Abramyan, saying
that the country is willing to promote relations with Armenia to
a higher level based on the principles of mutual respect, equality
and reciprocity.

Echoing Wu’s views on the ties between the two nations and the two
parliaments, Abramyan said Armenia was committed to developing its ties
with China especially in the fields of trade, science and technology,
and education.

The Armenian National Assembly would regard the signing of the
agreement memo as an opportunity to boost friendly exchange and
pragmatic cooperation and inject new vigor into relations, said
Abramyan.

He said that Armenia would continue to adhere to the one-China policy.

Bad timing in foreign policy decisions can make even the most
attractive initiatives look hollow. This is indeed the case with the
current chorus of calls for conciliatory steps and gestures towards
Armenia. These calls have become more vocal in the wake of Obamas
election as U.S. President. The pundits defending this position argue
that Turkey should take the initiative in order to dissuade the new
American President from supporting Armenian genocide claims and do all
it can especially before the critical date of April 24. The emphasis
is on timing and on the need to act now. Unfortunately, however,
this chorus of well-intentioned appeals is ill timed and as a result,
misplaced as well.

President-elect Obama, Vice President-elect Biden, the designated
Secretary of State, Hillary Clinton, and the leadership in both wings
of the Congress have all in the past identified with the Armenian
thesis. During the election campaign, Obama made explicit promises to
the Armenian lobby in writing to recognize the claimed genocide. They
and many others on Capitol Hill actually believe the Armenian version
of events. There is therefore a greater risk (this time) than ever
that both the White House and the Congress might this time accept
the Armenian narrative, accusing the Turkish side of genocide.

At the same time, the Armenian lobby will surely exert its maximum
effort to seize this opportune moment in American history. The
distribution of the political cards seems to favor their chances of
realizing their long cherished goal of imposing their claims on the
U.S. Government. The Armenian community is first to press for the "g"
word in the traditional April 24 declaration by the U.S. President
and than to take their case to the Congress. Knowing that the stakes
are uniquely high this time, the Armenians will try to obtain the
widest possible assurance for the acceptance of their views before
making their moves. In other words, Turkey, the Turkish-American
community and American friends of Turkey are going to face their
toughest challenge yet in the upcoming Obama Presidency.

In the light of this political backdrop in the United States,
it is probably not wise for the Turkish Government to make any new
gestures toward Armenia before April 24. First, the aim of any Turkish
move would be too obvious and look like a political bribe. Second,
it may add fuel to the Armenian claim that pressure on the Turks
works. Third, it may not have the desired effect on the White
House and/or the Congress after all. Finally, rather than focusing
on the United States, any steps taken by the Turkish side in this
connection should be part of a broader strategy to engage Armenia
and the Armenians in a full-fledged dialogue with Turkey to resolve
all the outstanding issues between them.

campaign was launched Monday by Turkish academics in support of a text
apologizing to Armenians for the 1915 "events" (Armenian genocide).

The text the Turkish people are being called to sign is posted on
the website "ozurdiliyoruz.com".

The initiative belongs to university professors Baskin Oran,
Cengiz Aktar, Ahmet Insel and Ali Bayramoglu and the campaign,
which is expected to last one year, has the support of 275 Turkish
intellectuals.

"Hidden Markov Processes (HMP) is one of the basic tools of the modern
probabilistic modeling. The characterization of their entropy remains
however an open problem," scientists in Yerevan, Armenia report
(see also Physics).

"Here the entropy of HMP is calculated via the cycle expansion of
the zeta-function, a method adopted from the theory of dynamical
systems. For a class of HMP this method produces exact results both for
the entropy and the moment-generating function. The latter allows to
estimate, via the Chernoff bound, the probabilities of large deviations
for the HMP," wrote A.E. Allahverdyan and colleagues.

The researchers concluded: "More generally, the method offers a
representation of the moment-generating function and of the entropy
via convergent series."

Allahverdyan and colleagues published their study in the Journal of
Statistical Physics (Entropy of Hidden Markov Processes via Cycle

According to recent research from Yerevan, Armenia, "A vortical
mechanism for the collimation and acceleration of astrophysical jets is
proposed on the basis of exact solutions of the hydrodynamic equations
in a homogeneous gravitational field taking viscosity into account."

"Velocity profiles in the form of a jet structure with a uniformly
rotating trunk whose pressure decreases in time, and longitudinal
and converging radial flows of matter, are examined. Because of the
radial flow, the angular velocity of the trunk and the velocity of
the longitudinal flow of matter can accelerate exponentially or in
the manner of an "explosive" instability," wrote M.G. Abrahamyan and
colleagues (see also Astrophysics).

The researchers concluded: "Flows of this type have low energy
dissipation and can serve as unique channels for the acceleration
and collimation of jet eruptions from young stars, as well as from
active galactic nuclei and quasars."

Abrahamyan and colleagues published their study in Astrophysics

According to recent research published in the journal Astrophysics,
"Results from a spectral study of one of the brightest cataclysmic
variables, the star TT Ari, are presented. They are generally in good
agreement with previous observations, but there are some differences."

"The luminosity of the star, as well as the equivalent widths of
emission lines, reveal variations that are probably periodic in
character. Emission from the star in the CIV 5801 angstrom and
5812 angstrom lines is observed for the first time. The observed
variations in the symmetry of the broad absorption Balmer series
(beginning with H beta) may be a consequence of the appearance of
a P Cyg line profile. The H alpha line manifests a P Cyg profile
consisting of two components corresponding to 600 and 1900 km/s,"
wrote N.D. Melikian and colleagues (see also Astrophysics).

The researchers concluded: "The average of the ratio EWH alpha/EWH beta
indicates that the formation of these lines may be explained, at least
partially, in terms of a simple photoionization-recombination model."

"Recent studies of the star formation region BBW 36 and associated
molecular clouds are presented. The (CO)-C-12 (1-0) observations,
carried out with the 15-m SEST (Swedish-ESO) telescope (Cerro La Silla,
Chile), revealed the existence of cloud a, connected with BBW 36 and
of cloud b, having elongation in SE-NW direction," scientists writing
in the journal Astrophysics report (see also Astrophysics).

"A red-shifted molecular outflow with velocity similar to+5 km/s
(with respect to cloud a), having a direction parallel to the line of
sight, was also observed. VLA observations showed the presence of a
source VLA 2 at 3.6 cm with an elongation in the N-S direction. It is
suggested that the VLA 2 source coincides with a dust disc (surrounding
the object BBW 36). The star 3, which is one of the YSOs in the
star-forming region BBW 36 and is connected with a bright comma-like
nebula, can be the source of the molecular outflow. The star 3 has
very high IR colors and is associated with an IRAS point source IRAS
07280-1829, which has IR colors, typical for an IRAS point source,
connected with a water maser. On the 2MASS K image of BBW 36 we can
see the existence of a bright nebula; a group of stars is embedded
in that nebula, and among these stars there are stars with dust discs
(or envelopes)," wrote A.L. Gyulbudahgian and colleagues.

The researchers concluded: "On the 2MASS K image several spiral jets
are also present, some of them with a condensation at the end."

ANKARA, Turkey – A group of about 200 Turkish intellectuals yesterday
issued an apology on the internet for the World War I-era massacres
of Armenians in Turkey.

The group of prominent academics, journalists, writers and artists
avoided using the contentious term "genocide" in the apology, using
the less explosive "Great Catastrophe" instead.

"My conscience does not accept that (we) remain insensitive toward and
deny the Great Catastrophe that the Ottoman Armenians were subjected
in 1915," read the apology.

"I reject this injustice, share in the feelings and pain of my Armenian
brothers, and apologise to them."

The apology is a sign that many in Turkey are ready to break a
long-held taboo against acknowledging Turkish culpability for the
deaths.

Historians estimate that, in the last days of the Ottoman Empire,
up to 1.5 million Armenians were killed by Ottoman Turks in what is
widely regarded as the first genocide of the 20th century.

Armenians have long pushed for the deaths to be recognised as genocide.

While Turkey does not deny that many died in that era, the country has
rejected the term genocide, saying the death toll is inflated and the
deaths resulted from civil unrest during the Ottoman Empire’s collapse.

Nearly 2,500 members of the public also signed the online apology,
giving their support to the intellectuals.

Nobel Prize-winning author Orhan Pamuk was prosecuted after he
commented on the mass killings in 2005.

Hrant Dink, an ethnic Armenian journalist was shot outside his Istanbul
office in 2007, following his prosecution for comments he made about
the killings of Armenians.

Turkish nationalists have criticised the online apology and a group
of some 60 retired Turkish diplomats described the move "as unfair,
wrong and unfavourable to national interests".

"Such an incorrect and one-sided attempt would mean disrespecting
our history," the diplomats said.

Devlet Bahceli, the leader of the Nationalist Action Party said:
"No one has the right to insult our ancestors, to present them as
criminals and to ask for an apology."

By late yesterday there were no public threats of legal action over
the petition.

"Many in Turkey today, in good faith, believe that nothing happened to
the Armenians. For many years, the official line has been that this
was a secondary event that occurred in the conditions of World War
I. But the truth is not so," Cengiz Aktar, a professor at Istanbul’s
Bahcesehir University and one of the petition’s organisers told Vatan
newspaper in an interview.

"It is a voice from the conscience. Those who want to apologise can,
those who don’t want to don’t have to," he said.

Gila Benmayor, a journalist and columnist for Turkey’s mass-circulation
Hurriyet newspaper said she signed the petition because she believes
"the time has come for change".

"Some things need to be spoken, need to be discussed and expressed
in an open way," she told The Associated Press.

She said she did not hesitate to sign the petition because the wording
was not controversial.

"The words were carefully chosen so as not to upset any side,"
she said.

"We are not betraying anyone. We are merely telling the Armenians
that we share their grief."

The apology comes at a time when Turkey and Armenia have taken steps
toward repairing ties.

The two neighbours have no diplomatic relations and their shared
border has been closed since 1993, when Turkey protested Armenia’s
occupation of Nagorno-Karabakh.

Turkey backs Azerbaijan’s claims to the disputed region, which has
a high number of ethnic Armenian residents but is located within
Azerbaijan’s borders.

In September, however, President Abdullah Gul became the first
Turkish leader to visit Armenia, where he and Armenian President
Serge Sarkisian watched their countries’ football teams play a World
Cup qualifying match.

The online petition initiated by three scholars, Ahmet Insel, Baskin
Oran and Cengiz Aktar, and a journalist, Ali Bayramoglu reads: "My

of the Great Catastrophe that the Ottoman Armenians were subjected to
