On December 15 President Serzh Sargsyan signed a decree on conferring
a Medal for Courage upon the Deputy Commander of the military unit
#25836, Lieutenant Colonel Samvel Martirosyan for the courage and
devotion demonstrated when carrying out his duties.

During the practical training of throwing hand grenades at the shooting
gallery of the military unit on December 12, the grenade slipped
out of the hand of the Junior Sergeant and exploded. At that moment
the Lieutenant Colonel demonstrated personal courage and covered a
soldier with his body, thus saving his life.

Today President Serzh Sargsyan handed the high award to Samvel
Martrosyan.

Expressing gratitude for his service, the President said: "I’m glad
and proud that the number of Officers ready to demonstrate courage
and bravery if necessary is increasing in our army. The serviceman’s
life is sometimes endangered even in peaceful times.

President Sargsyan hailed the fact that servicemen risked his life
to save his subordinate. "This is how the Commander should behave,"
he stressed.

The Armenian government is facing innumerable problems in external
policies, which are the consequence of the illegitimacy of the
government, the society rejects the present government, said the
representative of the Armenian National Congress who was hosted at
the National Press Club on December 17.

With regard to the state of external policies, Davit Shahnazaryan
pointed to the developments relating to the improvement of the Armenian
and Turkish relations, which is determined by the Karabakh conflict, he
says. Besides, according to the ANC representative, a new situation has
emerged in the region, determined by the August events. According to
Davit Shahnazaryan, this situation enables Armenia to gain importance
but the government is not able to do this, using the new opportunities.

Davit Shahnazaryan says the government is having a lot of problems at
the Council of Europe, which is the consequence of crimes: election
fraud, March 1, political prisoners, and restraints on political
and civil freedoms. At the same time, the representative of the
opposition stated that they do not rely on the Council of Europe, and
the opposition thinks only it can deal with the issues of democracy and
constitutional order in Armenia. Davit Shahnazaryan stated that Europe
may continue to ignore the repressions by the Armenian government, but
as soon as a government shaped by people is established in Armenia,
that government will perhaps discuss whether it is worthwhile to be
a member of that organization.

Davit Shahnazaryan also stated that political rather than economic
sanctions should be applied to the Armenian government. The opposition
activist said the voting rights of the Armenian delegation to the PACE
should be suspended because together with its head Davit Harutiunyan
the delegation is busy making the attitude of the CoE towards the
repressions of the Armenian government, meanwhile the Azerbaijani
initiatives for the settlement of the Karabakh issue are pending,
jeopardizing the interests of Armenia and Artsakh.

Another foreign political issue, according to Davit Shahnazaryan,
is the global economic crisis. He says to fear that the oligarchic
economy of Armenia is unable to tackle the consequence of the global
crisis. Summing up, Davit Shahnazaryan said if earlier this year
Armenia faced a deficit of democracy and violation of human rights,
at the end of the year the issue of Karabakh, the international
economic crisis and the new situation in the region added.

As to the possible developments, Davit Shahnazaryan stated that the
government will pursue its wrong policies until it final collapse.

ArmInfo. In all probability Human Rights Commissioner of the Council
of Europe Thomas Hammarberg will not to take part in today’s session
of PACE Monitoring Commission and present the report regarding the
domestic political situation in Armenia, the head of the standing
parliamentary commission on the state and legal issues, the leader of
the Armenian delegation to PACE David Harutyunyan told Radio Liberty.

He also added that John Prescott and George Colombier, co-rapporteurs
of the PACE Monitoring Commission may present the report of the human
rights commissioner.

As press-secretary of the Commissioner of the Council of Europe
Stefano Montanari told Radio Liberty, Thomas Hammarberg will not
take part in today’s session of the Monitoring Commission, as he is
leaving for Belgium.

ArmInfo. Azerbaijan cannot blackmail the world community any more as
if the blackmail policy goes on, Baku will be viewed as an unserious
partner, Chairman of the parliamentary Commission on Defense,
National Security and Internal Affairs, ex-deputy Defense Minister of
Armenia Artur Aghabekyan told ArmInfo. ‘Some lull in the Azerbaijani
military and aggressive rhetoric during the last month is the evident
confirmation of my words’, he said.

Aghabekyan thinks the policy of Azerbaijan with respect to the Karabakh
conflict settlement was in continuous threat towards Armenia along
with holding of negotiations within the frames of the OSCE Minsk
Group. Moreover, according to the Azerbaijani party, if no consensus
is achieved, it will resolve the conflict in a military way. ‘If the
threats towards us in the beginning of the conflict were only a product
of internal consumption, now the situation has principally changed,
and Baku permanently blackmails the world community, in particular,
the OSCE MG countries, with its threats’, A. Aghabekyan resumed.

Microsoft "Developers’ Days" training started in Yerevan today. The
training is being held by one of the leading specialists of Microsoft
in Ukraine Sergey Baydachny.

As Head of the Microsoft Armenia Office Grigor Barseghyan said,
the training is held for introduction and discussion of functional
capabilities of the latest programming tools of Microsoft and the
main tendencies of further development of the Microsoft programming
platform. The up-to-date operational system Windows 7 will be
introduced during the training to last till December 18. This system
will be offered for sale in early 2010 and will replace OC Vista, as
well as Internet Explorer 8 which are strongly sought-for in Armenia.

"This event is of a great importance for the local specialists
regarding adaptation of their scheduled products to OC and other
Microsoft products being prepared for entering the market. He added
that the interest to the Microsoft training continuously grows. "Local
companies on programme development, IT-specialists of the banking
and telecommunication systems are taking part in the training
today. Moreover, we also try to attract students of the different
universities of Armenia", G. Barseghyan said and added that the
organizers collect questionnaires and opinions of participants at
the end of each event.

The programmes Internet Explorer 8 for Developers, SilverLight 2,
Internet Information Service 7, review of Windows 7, Visual Studio Team
System 2010, use of ASP.NET AJAX and Windows Presentation Foundation
will be presented during the two-day training. To recall, the previous
"Developers’ Days" training was held in Yerevan by Microsoft Armenia
Office in May, 2008.

ArmInfo. Armenia and Iran will launch construction of oil pipeline
from Iranian Tabriz to the Armenian Yeraskh, Armenian Minister of
Energy and Natural Resources Armen Movsisyan told Iranian Foreign
Minister Manouchehr Mottaki Tuesday in Tehran, Armenian Public
Television reported.

Thus, Minister Movsisyan said petroleum and diesel will be delivered
from the oil processing plant in Tabriz to Armenia via the oil
pipeline. He said the opening of Armenian Consulate in Tabriz will
boost the cooperation of the two countries’ businessmen. The sides
discussed joint projects on construction of a hydro power plant on
the River of Araz, a third power line Iran-Armenia and the possibility
of Iran gas supply to Armenia.

‘Tehran supports the construction of oil and gas pipelines as well as
power stations and dams. We welcome any projects aimed at extension of
the cooperation’, Manoucherh Mottaki said. Earlier Armen Movsisyan said
that an oil processing plant with 7 million tons of annual capacity
was to be built in Yeraskh with participation of Armenia, Iran and
Russia. However, later Russia recognized that project marginal for
lack of relevant sales markets.

Interview with Marketing consultant of Armenian Tourism Development
Agency and USAID/CAPS in Italy, Nadia Pasqual

Ms. Pasqual, which tourism fairs in Italy have been visited by Armenian
tour operators in 2007 – 2008? Speak on the impact of the participation
on the Italian tourism market.

This year, together with 5 Armenian tour operators, ATDA (Armenian
Tourism Development Agency), governmental entity that is entitled to
promote Armenian tourism abroad, has participated to BIT – the most
influential international tourism fair in Italy, which has been held
on February 21 – 24 in Milan. The Armenian stand has been visited
by dozens of tour operators and journalists, who were interested in
visiting the country to provide coverage for specialzed editions. To
those editions was distributed a package of information on Armenia,
as well as maps, brochures in Italian and CDs with images. Relations
with journalists are essential to obtain maximum visibility of Armenia
– either commercial, to attract more tour operators, or general – to
ensure the attention of milions of "would-be" tourists. In 2007, as a
result of ties, which had been set at BIT and another international
tourism fair in Rome, GLOBE, ATDA e CAPS organized two fam trips,
which brought to Armenia 11 journalists and 9 representatives of tour
operators. Eventually, only in 2007 Armenia had been a headline of
more than 50 articles, acquiring desired visibility for more than a
million of readers and 13 000 tourism enterprises. In that same period,
the number of tour operators to sell trips to Armenia has grown by 20%.

>From the beginning of 2008, another 30 articles on Armenia have
appeared in Italian tourism editions. At BIT, Armenian operators have
had an opportunity to establish new business contacts and refresh
the existing ones. As for now, more than 50 tour operators and travel
agencies in Italy sell trips to Armenia. Most of them have included
Armenia into their catalogues and Internet sites.

For various reasons, Armenia chose not to participate to the GLOBE
08 travel fair in March, held in Rome. Instead, they selected TTG
Incontri, the most notable business to business travel trade fair
in Italy, held in Rimini on October 24 – 26. With its participation
to those venues, Armenia intends to enforce its image as a favorable
tourism destination on the Italian market, which showed a continuous
trend of considerable increase of leisure tourist arrivals to
Armenia. Number of Italian visitors, registered at the information
center in Yerevan, has grown to approximately 62% in 2007 compared
to 2006. The pace of growth of Italian visitors, in terms of tourist
arrivals, is the third highest among European countries and absolutely
highest among European countries which do not have direct aerial
communications. These data confirm the success of the global approach,
executed by ATDA and CAPS in the promotion of Armenian tourism.

The promotion, with its target to geographic marketing, along
with professional quality activities, meant that Italian tourists
and tourism industry now know the country better. Before that, the
promotion of Armenia would come to the participation to one tourism
fair yearly, with an opaque impact on the market.

On the whole, what operational opportunities does the Italian market
provide for Armenian tour operators?

The Italian tourism market, with its annual turnover of approximately
20 bln euro, is the fourth largest market of outgoing tourism in Europe
and the sixth in the world. That is why, after a thorough analysis,
regular promotional activities have been launched, which made it
possible for the Italian tourists and operators to discover Armenia
as a destination. The work was ever more important, considering that
before the participation of Armenia to external tourism fairs had
not been backed with PR and marketing activities. I suppose that
investments in the promotion of Armenian tourism will be continued
and expanded in Italy in the near future, because the Italian market
is very dynamic and interested in Armenia.

Armenia was featured in the "La Stella del Sud" ("The Southern Star ")
television broadcast. What impact has it had on the Italian audience
and business community?

The show attracted certain attention. Despite not very favorable
airtime – 9.30 a.m. on Sunday morning, it gathered more than 22% of
audience share. I have not directly been contacted by the audience,
because the Armenian tourism agency had not been mentioned. But quite
a number of tour operators contacted me shortly after to reiterate
the necessity of major investments to get Armenia publicized through
TV and other advertisement formats.

What actions or programs have been planned for the near future to
promote Armenia as a tourism destintaion in Italy?

At the end of October Armenia participated at TTG Incontri travel
fair in Rimini. Besides, the official Armenian tourism website,
is being restyled and translated into Italian. We
look forward to increasing the distribution of new booklets in Italian,
which we hope to distribute also through the Armenian Embassy in Rome,
and offering the opportunity to Italian tour operators to reprint
them. The organization of further fam trips for tour operators and
journalists and a roadshow for tour agents in the largest cities of
Italy is also being considered.

What factors are mostly cited by Italian tour operators as primary
obstacles for their activities in Armenia?

Italian tour operators complain for high prices for accommodation and
the=2 0lack of parking areas with bars and toilets along the roads
in the regions.

They did not say what the desirable prices should be, but they
complain that the prices for services of all kinds are constantly
moving up, and the hotels are among the most expensive items in
package tours. With all this, the prices are still acceptable – in
fact, traveling through Armenia is attractive for its good ratio of
quality and price, let alone the novelty of the destination, which
in Italy is still little known.

What kind of package holidays are most demanded by Italian tourists?

Italians are mostly interested in cultural tourism of traditional
format (guided tours). Demand for natural tourism and adventure
tourism is growing, but they attract only small groups of people
at the moment. For now, promotional efforts are focused on gaining
renown for Armenia as a destination of cultural tourism. In the
future, it would be interesting to promote natural tourism – mostly
for independent tourists and the younger ones.

This year marks the 60th anniversary of the Convention on the
Prevention and Punishment of the Crime of Genocide. On the occasion of
this remarkable date at the initiative of Armenia a draft declaration
marking the 60th anniversary of adoption of the Convention was
put on the agenda of the OSCE Ministerial meeting held in Helsinki
December 4-5.

"Radiolur" was informed from the Press and Information Department
of the Ministry of Foreign Affairs that as a result of two-day
discussions the Ministerial Council adopted 11 documents, including
two declarations on the 60th anniversary of adoption of the Universal
Declaration of Human Rights and the 60th anniversary of the Convention
on the Prevention and Punishment of the Crime of Genocide

The adoption of the declaration was the result of continuous and
consistent efforts of Armenia’s policy in the direction of pevention
and punishment of the crime of genocide.

Members of the OSCE Council of Ministers once again confirmed that
genocide is the most serious crime in international law, which has
been denounced by the whole international community and can never
be justified.

In general, the international recognition of the phenomenon of
genocide, in general, and the Armenian Genocide, in particular, is
viewed by Armenia as a reality that should pre vent reoccurrence of
such crimes in the future.

By including the issue of recognition of genocide in its foreign policy
agenda, Armenia launches activity on three main levels: recognition of
the Armenian Genocide by Turkey, in the context of bilateral relations
with third countries and within different international structures.

Armenia remains one of the leading countries concerned with the
agenda of genocide prevention by submitting initiatives to UN bodies,
particularly the Human Rights Council.

37,800 PEOPLE SCREENED WITHIN THE FRAMEWORK OF THE ARMENIAN EYECARE PROJECT

The Armenian EyeCare Project (AECP) completed its 2008 mission
providing eye care services to the population of two districts in
Yerevan (Ajapnyak and Arabkir) and four regions in Armenia (Armavir,
Vayots Dzor, Syunik and Ararat). The activities were carried out
within the framework of the Primary and Ophthalmologic Health Care
Alliance with USAID. As a separate project, the AECP also visited
Nagorno Karabagh to provide eye care services.

A total 37,800 people were screened, including 23,400 children;
more than 6,000 eyeglasses were distributed; 1,086 people received
surgical or laser treatment on the Mobile Eye Hospital. In addition,
the AECP conducted eye screenings in prisons in Yerevan, Kosh and Sevan
in cooperation with the Armenian International Ophthalmic Association.

Nearly fifty ophthalmologists from Yerevan and regional polyclinics
of Armenia participated in an ophthalmology vocational training. The
training was initiated by the AECP jointly with the Academy for
Educational Development and Malayan Ophthalmologic Centre. The project
was carried out within the framework of the USAID funded Human and
Institutional Capacity Development project.

Along with the screenings, the AECP conducted public education
sessions for school-children, teachers, parents, and nurses at the
schools of the Ajapnyak and Arabkir communities, as well as Ar mavir
and Vayots Dzdor regions. The AECP organized sessions on eye care and
safety also with the students of Gevorgian Seminary in Etchmiadzin
and Yerevan State Pedagogical University. Overall more than 4,600
children and 530 adults participated in the eye care and safety
training sessions. More than 41,000 handouts were distributed during
the meetings and eye screenings.

To alert the public about vision problems, the AECP announced a
monthly celebration of the World Sight day. The celebrations started
on September 9, with a charitable exhibition of Seda Bekaryan’s art
works. In addition, AECP organized a briefing for the media, where they
received information about the current situation in eye care in Armenia
and the research results of screenings that the AECP conducted from
2003 to 2007. On World Sight Day (October 9), the AECP medical teams
conducted eye screening of about 100 beneficiaries of the "Armenian
Union of People with Disabilities" in Arabkir district of Yerevan.

The AECP 2009 mission envisages screenings in a selected district
in Yerevan during winter. Starting from spring of 2009, the AECP
will conduct medical outreach in the regions of Kotayk, Tavush,
Lori and Shirak.

Premier: No Arrears With Pension Payments In Threshold Of New Year

the New Year, said RA Premier Tigran Sargsyan answering a question
of the hot line of the Golos Armenii paper.

"There will be no appears. Pensions will be paid fully and in time.

Especially in the month of the New Year. Pensions will be paid in
Yerevan from December 3 and from December 10 in the regions," he said.
