HOLIDAY CONCERTS ON CITY DAY IN YEREVAN ON OCT 10-11

YEREVAN, October 8. /ARKA/. Concerts for the celebration of Yerevan’s
2,790th anniversary will take place in the capital on October 10-11,
said Mayor Yervand Zakharyan at a Wednesday parliamentarian sitting.

The city day has been annually celebrated since the city’s 2,750th
anniversary in 1968.

Gala night and concert will take place in National Academic Opera
and Ballet Theater after A. Spendariyan on October 10, and a holiday
concert will be organized at Hrazdan national stadium on October 11.

The city of Erebuni (later renamed Yerevan) was founded in the
south-east of the Armenian Highlands in 782 BC by king of Urartu
Argishti I. The foundation stone with a carved date of Yerevan’s
foundation is still kept in the Erebuni memorial fortress.

Yerevan was proclaimed the capital city of the First Armenian Republic
on May 28, 1918.

YEREVAN, October 8. /ARKA/. Armenia’s Government approved today
Armenian-Indian memorandum of understanding on the opening of a center
for information and telecommunications technologies (ITT) in Yerevan.

"The memorandum will help attract scientific workers and support
employment," RA Minister of Economy Nerses Yeritsyan said at today’s
government meeting.

The minister believes the center will help prepare skilled
ITT specialists, attract more investments in Armenia and boost
exports.

During the recent eight months Armenia’s industrial growth made
up 2,2%.

By this index Armenia runs 8th among the 9 CIS countries, before
Tajikistan, where the industry is facing crises.

What is the reason of such a slow growth? Minister of Economy Nerses
Yeritsyan answers the questions of the correspondent of "Hayots
Ashkharh" daily.

"It is conditioned by the swift growth of other spheres."

"So does that mean that if all the other spheres of economy grow
swiftly industry shouldn’t grow?"

"Yes, because the investments are directed to other spheres. The factor
of making profits plays a significant role here. To have industrial
growth we must firstly be able to strengthen economy’s innovation
sector, which requires private-state cooperation and investments in
different investigations. Today it is impossible to develop economy
without the before mentioned.

Of course there are big investments and in average terms the economy
will maintain its specific gravity. But in long-term sector we must
be able to set up a group of small and average enterprises to create
new industrial values of innovation direction."

"Which are those spheres that develop on account of economy?"

"Services, construction, etc. It is natural because we hav e problems
connected with reconstruction, renovation; we want to live more
comfortably."

"How long will the slow growth of industry continue?"

"In terms of structural changes the specific gravity of the services
is very low in our reality, as compared with Eastern Europe and
many countries.

Especially in terms of real estate deals, tourism, financial and
consultative services. Here we have lots of place to grow. And it
is not less important than industry. In those spheres the working
results of one employee can be more than in industry."

"Especially during the recent one-two years the negative balance of
Armenia’s foreign trade has grown. Isn’t it dangerous?"

"At this stage of development the trade balance usually deteriorates,
in all the countries which are not engaged in oil expert. For example
let’s take Georgia, Azerbaijan (without oil), Trans-Baltic countries,
Poland, Greece, etc. The trade balance of all those countries is no
less negative in all the before mentioned countries than in Armenia.

Moreover in case of Armenia it is even in a favorable condition
as compared with GDP. The main tendency is, that at the aggressive
stage of development a big flow of importing capital takes place,
and trade balance grows."

"Does this mean that there is no need to worry?"

"Anyway there is no need to worry. But we shouldn ‘t struggle to reduce
the investments. We should rather struggle to increase exporting. It
will take one-two years. Because the problem is not only in industry
but also the accessibility of the markets. We must have qualified
products to have access to the markets. This is the problem that we
will face during the coming two years.

is to fly to Washington on Thursday to attend an annual forum of
World Bank and International Monetary Fund, governmental press
office reports.

Economy Minister Nerses Yeritsyan, Finance Minister Tigran Davtyan,
Presidential Adviser on Economic Issues Vahram Nersisyants, Head of
Government’s Staff David Sargsyan, Chairman of the Central Bank of
Armenia Arthur Javadyan, Deputy Foreign Minister Arman Kirakosyan,
Armenian Ambassador to the United States Tatul Margaryan and other
officials will attend the forum as well.

The delegation headed by the premier will return on October 15.

YEREVAN, October 7. /ARKA/. Some 120 local and overseas companies will
participate in ARMENIA EXPO 2008 eighth annual regional industrial
forum in Yerevan on October 14-17.

Industrial and commercial companies from Armenia, Russia, Ukraine,
Belarus, Syria, Iran, Lebanon, Poland, France, China and Germany will
participate in the workshop, reported Ara Stepanyan, director of the
LOGOS Expo Center.

The venue for the forum is Yerevan’s Dinamo Stadium. The organizer
of the event is the LOGOS EXPO center.

"More organizations could enroll in the event if there were enough
space for everyone," Stepanyan said, adding the stadium can roof
about 160 organizations.

This year Karen Demirtchyan Sport and Concert Complex refused to host
the expo. "You should ask the management of the complex why it has
turned down our proposal," Stepanyan was quoted saying.

Previous expos helped about 15 foreign companies to find partners in
Armenia and start their business in the country.

The mission of the forum is to search new markets and partners, as
well as to attract foreign investments by showing Armenia’s economy
to the best advantage. ARMENIA EXPO 2008 includes six exhibitions on
Armenia’s industry, construction, food industry, transport, computers,
printing, publishing and advertising.

Established in 1999, the LOGOS EXPO Ce nter is a leader in organizing
sectoral, industrial, national and international exhibitions and
congresses.

The center annually organizes 10-12 expos in Armenia and abroad. Around
1,000 local and overseas organizations and companies enroll in the
exhibitions.

But there’s no need to make a fuss about it

In response to our questions, RAZMIK ZOHRABYAN, Vice Chair of the
Republican Party, touches upon the recent speculations over the post
of the leader of the RPA Parliamentary faction

"The issue of the faction leader has really been speculated over the
recent days. Certain names are being enumerated – Galoust Sahakyan,
Edward Sharmazanov etc, names that are not mentioned by the press
but are circulated on the level of private conversations.

Let me note that the primary issue for us was the election of the NA
Speaker. The election was held, and it was a success. Of course, it
was possible, in the same period, to solve the problem of appointing a
faction leader. But I don’t think it is an urgent issue. The four-day
session is over, and the next session is to start on October 20. Before
that, we’ll manage to settle the issue and will have a new faction
leader during next four-day session."

"Is any decision going to be made during the session of the Council?"

"In general, our regulations require that the issues related to
the appointment of the RPA members to high positions be settled by
the council of the party, in accordance with the proposal of the
Chairman. =0 AOr, the issue is first discussed by the executive,
and then, in case of being approved, submitted to the council for
ratification. Such was the case with Karen Karapetyan. Anyway, this
is not an issue to make a fuss about."

"According to ‘well-informed’ sources, the choice in this case is
between the young and experienced human resources rather than the ‘old
and new’ Republicans. Are you in favor of the generation change or,
on the contrary, you are guided by the principle ‘short acquaintance
brings repentance’?"

"If the conversation is about Galoust Sahakyan, he has been the leader
of the faction twice and has honorably discharged his duties. We had
no problems with regard to either the voting or other organizational
issues.

Therefore, Galoust Sahakyan may really become the leader of the
faction. But it is also quite possible that this post may be assumed
by some other member.

After all, it is not compulsory for the same member to be appointed to
that post every the time. Especially considering that Galoust Sahakyan
does not particularly pursue any goals for holding a post. If I am
not mistaken, he was once offered a Ministerial post, but he preferred
to remain in politics and engage in party work.

If that post were offered to me, I would refuse it because I have
my own preferences, and as a Vice Chair on organizational issues, I
deal =0 D with the problems concerning my sphere. And that satisfies
me. Galoust Sahakyan too, is a Party Vice Chair on general issues. He
has his own functions, and the post of the faction leader is an extra
workload for him.

That’s to say, it isn’t that this person wants to become the leader
of the faction. The press too, exaggerates the question a little bit."

"Your words lead to the conclusion that no particular importance is
attached to the post of the faction leader. Is that true?"

"Of course, it isn’t. You are aware the removal of the NA Speaker
was conditioned by the necessity of increasing the Parliament’s role
to the maximum and promoting cooperation and coordinated work with
other state institutions. Tigran Torosyan was a literate NA Speaker
and worked quite properly. Anyway, there were problems that he was
unable to resolve. Whereas Hovik Abrahamyan seems to be meeting those
problems half-way from the very first days of his tenure.

Repeating myself, I should say that one of the principal tasks was
to unite the MPs around the NA Speaker. As far as the former speaker
is concerned, the majority wouldn’t listen to or obey him. That’s to
say, there was also a problem in terms of his personal reputation,
which should necessarily be mentioned. People are united around Hovik
Abrahamyan. Maybe that’s due to his personal character, personal ties
0Aand organizational ability."

"What’s your attitude towards the issue of supporting the candidacy
of the incumbent Mayor of Gyumri in the upcoming elections? Do you
share the viewpoint that the RPA jeopardizes its own reputation by
supporting the discredited candidate?"

"Vardan Ghoukasyan is the Head of our provincial council, i.e. the
RPA representative in the marz of Shirak, and I think he has done
his work properly up to date.

As regards his reputation in the marz of Shirak and especially in
Gyumri (as the Mayor of the town), we all remember the problems related
to his son. But we should never forget that no one is safeguarded
against unpleasant surprises, and there may always be emerge some
problems with the sons and relatives of all of us. Making judgments
only on this basis and saying that this person should be dismissed
from work and then calling him back and imposing some penalties on
him wouldn’t be the right thing to do. If we guide ourselves only
by this criterion, the majority of our political figures should quit
the arena. By the way, I don’t only mean the Republicans.

As regards V. Ghoukasyan, his rating in Gyumri continues to remain
high; in any case, he doesn’t fall behind the other candidates."

Orange The Winner Of Third Operator Tender

YEREVAN, October 7. /ARKA/. At its sitting today, tender commission
for the election of the third mobile operator in Armenia acknowledged
the French company Orange the winner of the license on providing
global mobile communications services and using radio frequencies,
said Susanna Tonoyan, the press-secretary of the RA Ministry of
Transport and Communications.

The French company Orange (the main brand of France Telecom) offered
the highest price for the GSM-license, â~B¬51.5mln, followed by
M$A Tele2 AB (Sweden), â~B¬45.6mln, and CEO Blackrock Communication
(England and Ireland), â~B¬31.66mln.

"According to the established order, Orange has to register a local
company in Armenia and after a number of procedures, until December
15, get the final license," said Tonoyan.

Under Armenian law, Orange will receive a license to own and operate a
telecommunications network throughout the republic, as well as provide
any services in the telecommunications field, GSM communications,
including 3G, voice and other services on data transmission.

The companies will also be provided with a range of radio frequencies
and the possibility of providing cell phone numbers starting with +374
(0) 55 374 (0) 95. The license will be valid for 15 years. The company
is obliged to invest â~B¬200mln in Armenia in a two-year term, and
the quality of the equipment has to be approved by the RA Government.

Gurgen Sargsyan, the RA Minister of Transport and Communications
stated yesterday the company will be able to offer its services in
Armenia six months after being licensed. Jean-Michel Serre, the Orange
Director of International Business Development in Europe and Asia,
stated the company intends to become a leader in Armenia.

Armenia announced a tender for the third mobile operator this July. 17
companies applied for the tender, but three companies preliminarily
qualified – Orange (France Telecom, France), CEO Blackrock
Communication (England and Ireland) and M$A Tele2 AB (Sweden).

Two mobile operators are currently working in Armenia – ArmenTell
(VympelCom, the Beeline brand) and VivaCell-MTS (MTS).

YEREVAN, October 7. /ARKA/. An international workshop on food industry
will take place in Yerevan on October 15, as part of the eighth annual
ARMENIA EXPO forum.

The four-day ARMENIA EXPO 2008 will kick off in Dinamo Stadium on
October 14.

The organizer of the event is the Logos Expo Center. "The initiator
of the seminar is the European Economic Chamber of Trade, Commerce
and Industry," said Ara Stepanyan, director of Logos Expo. "The event
is sponsored by Armenia’s Ministry of Economy."

Situation if the European water market, as well as the quality of
Armenian canned products will be on the agenda of the seminar. German
specialists will conduct the workshop, Stepanyan added.
