NAGORNO-KARABAKH: NO SETTLEMENT IS THE PROBLEM IN THE NEAR FUTURE

4vote Armenia and Azerbaijan will not solve the problem of
Nagorno-Karabakh in the near future, entrusted to the Russian Alexandre
Karavaïev, expert from the Center for the Study of political and
social processes in the post-Soviet area.

"Over the next three to five years, there will be changes in the legal
status of five districts surrounding Nagorno-Karabakh (Agdam, Fizuli,
Djebrail, Kubatli, Zangelan), but not in that of self-Karabakh . It
is more or less easy to agree on these areas controlled by Armenia,
but define the status of Nagorno-Karabakh and two other adjacent
districts (Lachin, Kelbajar) is a difficult task, "said Mr. Karavaïev
commenting on the statement made Friday by the American co-chair of
the Minsk Group of OSCE Matthew Bryza that Azerbaijan and Armenia
could sign before next spring, a "framework agreement" on resolving
the conflict in the Nagorno-Karabakh.

The Russian expert did not rule out that Baku and Yerevan to sign a
statement dedicating their common interest in reaching a settlement.

"This document will be presented as a new attempt to resolve the
conflict, but in reality it means nothing," said Karavaïev.

According to him, the American co-chairmen of the Minsk Group have
repeatedly assured that it would take several months to move the
stalled Armenian-Azerbaijani settlement.

"Behind the statement by Mr. Bryza, we can not find anything other
than a desire to show that the Minsk Group is doing well and it has
not yet exhausted all its possibilities. Formerly If the statements
of this kind generate great interest today, the parties to the
conflict and political analysts do not attach much importance,
"said the Russian expert.
