ARMENTEL TO BE DEPRIVED OF MONOPOLY RIGHT FOR FIXED COMMUNICATION TILL END, 2007

"ArmenTel" Company will be deprived of the monopoly right for fixed
communication till the end, 2007, Director General of the Company
Oleg Blizniuk told journalists today. He said the Company will be
deprived of the monopoly de facto and not de jure. The Public Services
Commission of Armenia is presently holding active discussions of the
sequence of license granting to the Companies engaged in the sphere of
telecommunications. In particular, the matter concerns the provider
companies mainly. O. Blizniuk emphasized that these companies must
render high-quality service. They should have guaranteed financial
resources and carry out transparent activities. All these factors
are of utmost importance for protection of "ArmenTel" from possible
accusations of rendering low-quality services. He added that the Public
Services Commission will receive documents about the new tariff for
the fixed communication within the next few days. By the end of 2007,
"ArmenTel" will present its investment programme that will "pleasantly
surprise everyone".

To recall, the Commission had earlier rejected the application of
"ArmenTel". However, taking into account the fact that the Company
may be deprived of the monopoly rights for the fixed communication
by October, 2007, the Commission will shortly consider the new
application.
