Yerevan, 23 March: The Nagornyy Karabakh republic [NKR] is ready for
cooperation with the EU, NKR president Arkadi Ghukasyan told reporters
today after a meeting with the EU special representative for the South
Caucasus, Peter Semneby.

During the meeting Semneby promised to visit the NKR again. "He said
that this [visits to Karabakh] did not cause opposition on the part of
Azerbaijan," Ghukasyan said. He added that specific programmes had
been discussed during the meeting. "He asked us to voice our opinion
about the issue. I think that the EU and we are ready for cooperation
in different spheres. This cooperation can also be considered in the
context of the [Karabakh] conflict settlement. We understand the need
to establish contacts between the NKR and the EU, taking in
consideration that the EU can do much in different spheres – economic
and social, and in promoting democracy," Ghukasyan said.

L’actionnaire principal de l’OM, Robert Louis-Dreyfus, a refusé
d’accorder un délai de paiement supplémentaire à l’homme d’affaires
canadien pour le rachat du club phocéen

A moins d’un très improbable nouveau rebondissement, Jack Kachkar ne
sera pas président de l’Olympique de Marseille (OM).

Jeudi 22 mars, l’homme d’affaires canadien, d’origine arménienne, a
demandé à l’actionnaire principal de l’OM, Robert Louis-Dreyfus, un
délai de paiement supplémentaire pour le rachat du club, qui devait
être scellé définitivement vendredi 23 mars, à 11 heures. Lassé
d’attendre, M. Louis-Dreyfus a refusé. Prévue initialement le 26
février, la vente avait déjà été reportée une première fois.

Révélée sur le site Internet du Point, l’information a été confirmée
par l’entourage de M. Louis-Dreyfus. " L’arrêt des négociations avec
M. Kachkar sera officialisé dans les prochains jours, précise-t-on de
source proche de l’homme d’affaires franco-suisse. Depuis plusieurs
jours, Robert Louis-Dreyfus avait des doutes sur les capacités de M.
Kachkar à assurer la pérennité du club. " Le 16 janvier, M. Kachkar
avait pourtant déposé une garantie bancaire correspondant aux 115
millions d’euros réclamés par M. Louis-Dreyfus pour lui céder le
club.

Pour rassurer " RLD " et le petit monde du football français sur
l’origine de ses fonds, et sa capacité à réunir la somme demandée,
l’homme d’affaires canadien avait d’abord annoncé que la très
respectée banque Goldman Sachs s’était portée garante, avant
d’évoquer la moins connue Country Wide Bank. Le 1er mars, il assurait
finalement que la transaction serait réalisée grce au concours de "
banques internationales qui ont des liens avec la France et le monde
du sport ", sans jamais en préciser l’identité.

INQUIÉTUDE GRANDISSANTE

Le même jour, M. Kachkar annonçait dans un communiqué avoir signé "
l’accord définitif de vente " et être " très heureux d’acheter
l’Olympique de Marseille "… avant que l’entourage de M.
Louis-Dreyfus ne démente l’information. En peine, visiblement, pour
réunir les 115 millions d’euros, et face à l’inquiétude grandissante
du vendeur, l’entourage de M. Kachkar faisait courir le bruit, une
semaine plus tard, que la société de marketing Sportfive était prête
à lui verser 40 millions d’euros pour obtenir les droits commerciaux
de l’OM. Intention démentie par Sportfive.

Outre sa capacité à réunir les 115 millions d’euros, c’est aussi
l’origine des fonds de M. Kachkar qui a suscité des doutes. L’homme
d’affaires canadien, qui dirige une société pharmaceutique, Inyx,
criblée de dettes (139 millions d’euros), est l’objet d’une enquête
au sein du service antiblanchiment du ministère des finances
(Tracfin). En 1996, Tracfin avait signalé à la justice des mouvements
de fonds suspects entre des sociétés derrière lesquelles était apparu
l’ex-associé de M. Kachkar, Alexandre Benkovitch, qui est aussi
l’ex-époux de sa femme actuelle.

Inquiétée par la tournure prise par l’opération de rachat de l’OM, la
direction nationale du contrôle de gestion (DNCG) des clubs de
football professionnels avait convoqué, en vain, M. Kachkar. Soucieux
de se séparer de l’OM depuis sa condamnation, en juin 2006, à trois
ans de prison avec sursis et 375 000 euros d’amendes pour abus de
biens sociaux dans l’affaire des transferts douteux du club, M.
Louis-Dreyfus serait toujours décidé à quitter l’OM. Selon son
entourage, il n’aurait cependant encore reçu aucune autre
proposition.

The presidential elections in Turkey are impeding initiatives to send
another parliamentary delegation to Washington, D.C., to lobby
against the Armenian genocide resolution pending in the US Congress.
Bülent Arýnç, the speaker of the Turkish Parliament, did not approve
a visit by a parliamentary delegation to the US slated for April
14-16 as it would coincide with the presidential elections.

Arýnç stated it would not be proper for any deputy to be abroad in
April due to the presidential elections, a move that received the
support of the Justice and Development Party (AK Party) parliamentary
group. Parliamentary Foreign Affairs Commission chairman Mehmet
Dülger, who was to lead the delegation, said: "We would be in the US
on April 14. Our visit would coincide with the presidential elections
in Turkey. For this reason, Mr. Speaker does not approve of our
visit. We are trying to find a solution, but the prospects of our

unite on the threshold of parliamentary elections influences on the
pre-electoral struggle, the present stage of which may be
characterized as passive. Lyudmila Sargsian, the Chairwoman of the
"Hunchak" Social-Democratic Party stated about it in the interview
with the Noyan Tapan correspondent.

"It is unequivocal that there is no such activeness which could exist
in the case of unification of few big political forces. I spoke for
the united opposition inside of which no problem will be to be in the
first three or in the first ten of the electoral list. And when
personal interests prevail, it is very difficult to agree about common
goals."

In L. Sargsian’s words, each of opposing political forces is today
naturally engaged in solving of its interest. At the same time, in
view of disconnection, all opposing forces have one general problem to
gather people for mass meetings and meetings. "It is a very difficult
problem today, as whatever some opposition leaders say, the people is
at some extent disappointed with the opposition. And it must explain
the people that if they sell their votes, the next four years will be
much worse than it is today," L. Sargsian stated.

At the same time, she expressed a hope that the opposition will be
able to unite in the issue of control of the elections.

Kapan hotels, no territory was given for the meeting with the
population. But, as the Noyan Tapan correspondent was informed from
the hotels, there was no preliminary agreement with any of them and
the rooms were occupied in hotels, connected with the RA President’s
visit. And Lianna Hakobian, the Director of the Kapan Art College
stated that an announcement was made by the local SOSI TV company,
without defining with her. As Mrs. Hakobian informed the Noyan Tapan
correspondent, she found the organizer and said that on those days,
March 17-19, a festival was organized and expressed perplexity on the
issue why the announcement was made without defining.

As a result, Vazgen Manukian’s meeting took place at the Kapan
territorial organization office of the "Dashink" (Alliance) party.

US Department of State Director for Southeast Europe Douglas Siliman told
the reporters in Brussels that US President George Bush may sent a letter to
the Congress, asking to drop the Armenian Genocide resolution.

Noting that although the chances of passage of the resolution are small,
Silim said `he will not be surprised if Bush sends a letter to the Congress
asking to decline it, Turkish `Sabah.’

Gaining 44.86 points for the `original dance,’ Armenian ice dancers
Anastasia Grebyonkina and Vazgen Azroyan occupied the 21st position at
the World Figure Skating Championship held in Tokyo (Japan).

Albena Denkova ` Maxim Stavitski ice dancing pair of Bulgaria became
the winner with 32.10 points.

Thus, Armenian figure skaters solved their primary task: they attained
the permit to participate in the final.

The US Embassy in Armenia gave clarifications to Armenpress on the
formulations about Armenian in the Human Rights Report of the US
Department of State. `

RA Foreign Minister Vartan Oskanian spoke to us and Washington,
clearly expressing his disappointment with the Report. We understand
the concerns connected with the terms used in the document, but we
cannot change the 2006 report any more. The position of the US on the
Nagorno Karabakh conflict remains unchanged. The United States
continues to support the territorial integrity of Azerbaijan and
considers that the status of Nagorno Karabakh should be determined as
a result of peace talks. The central topic of the report is the
activity in the sphere of human rights defense,’ the statement of the
US Embassy states.
