Armenian paper contrasts regional security policies of USA, Russia

Opening the border between Turkey and Armenia is the only way to move
forward on Armenia’s integration into NATO’s security structure, a
major Armenian newspaper has reported. It criticized Washington which
it said tried to put pressure on Armenia in order to make Yerevan and
Azerbaijan cooperate more closely with NATO. The paper said that in
contrast to the US policy Russia takes "concrete steps to beef up
Armenia’s security". The following is the text of the article
entitled: "Evident Trampling" by Vardan Grigoryan published in
Armenian newspaper Hayots Ashkharh on 17 March; subheadings have been
inserted editorially:

The political pressure on Armenia by some Western countries and
organizations causes increasing anxiety among our people. The latest
example [of pressure] was the 2006 report by the US Department of
State on human rights in Armenia. For unknown reasons Azerbaijan’s
official point of view on the Nagornyy Karabakh issue was also
included in the report.

Generally speaking, the United States, which has a representative in
the OSCE Minsk Group, is pursuing quite a balanced policy on the
Karabakh issue. This country does not consider Karabakh an "occupied
territory". Moreover, it provides Karabakh with financial
aid. Therefore, it is obvious that the unusual statement in the US
State Department’s report is an attempt to exert political pressure on
our country. It is aimed at warning Armenia and dictating certain
terms.

USA uses Armenia’s Achilles heel

What is the political target of the United States? It would be naive
to think that by calling the Nagornyy Karabakh republic an "occupied
territory". the USA is trying to force Armenia to become more
constructive, or make more concessions, on the settlement of the
Karabakh conflict.

The Americans realize perfectly well that Armenia has done and
continues to do its best in connection with the issue, and that there
is no way to concede on the issue of the Karabakh people’s fate.

Thus, the US Department of State considers the Karabakh issue to be
the "Achilles heel" of Armenia. By hurting it, attempts are being made
to get concessions on a more important issue – joining Armenia and the
entire South Caucasus region to the Euro-Atlantic space. In this
sense, the USA has dramatically stepped up its political efforts. It
is trying to push all countries of our region into NATO’s security
system.

It is exactly on this issue that the USA is obviously putting pressure
on both Armenian and Azerbaijani fronts. Azerbaijan fears Russia and
Iran, which dislike NATO’s expansion. In the meantime, the issue of
receiving assistance from NATO in the Nagornyy Karabakh conflict is
being mooted.

On the other hand, Armenia has another, although no less dangerous,
neighbour, Turkey, which is an old-time NATO member. As a result,
Azerbaijan cites "Armenia’s aggression" as an excuse, Armenia talks
about the difficult relationship with Turkey, and in the end both want
to cooperate only with NATO.

Both NATO and the United States have one way of undoing the knot in
the region and it is linked with the closed border between Turkey and
Armenia. NATO certainly realizes this. It is not by chance that a
high-ranking official from this organization, George Katsirdakis, who
visited Armenia lately, said that the Armenian-Turkish border "has to
be" opened.

Russia delivers

However, words alone are not enough for serious changes in the
political preferences of the regional countries. Unlike the United
States and NATO, Russia has made concrete steps to beef up Armenia’s
security, as Yerevan is a member of the CIS Collective Security Treaty
Organization [CSTO]. While NATO is busy with making theoretical
judgments, the real key to the region, Armenia, remains closed in the
box of the Russian-Turkish confrontation.

What have the United States or NATO done so far to break this box, if
they put demands to Armenia, which is surrounded by enemies? Feeling
that an allied country, Armenia, may come under foreign pressure, the
CSTO secretary general visits Armenia and gives more guarantees to our
country. Over the next few months, a sophisticated system will be
established between CSTO countries on military assistance in case of
foreign aggression.

This means that if there is a military aggression against Armenia, the
vast military power of the CSTO states will be used to thwart it. This
means that the whole world will view a threat to Armenia as a world
war threat.

No moral right

In the meantime, the US secretaries of state and defence have appealed
to the Congress, urging it not to adopt an Armenian genocide bill,
which the USA uses to pressurize Turkey into opening the
Turkish-Armenian border. It emerges that while Russia ensures
[Armenia’s] security through the CSTO, the USA cannot even rein in its
NATO ally [Turkey]. What moral right do the Americans have to hope for
Armenia’s integration when the doors are not even open for us?

Attempts to make Yerevan submissive in the Armenian-Turkish talks
through a change of government in our country are also useless. The
attempts to create a fifth column of the West in Armenia before the
Armenian parliamentary election have also failed. Even a famous expert
on "coloured revolutions", Professor (?Valerie Bans) of Cornell
University in the USA, admits that a coloured revolution is impossible
in Armenia.

What should the USA do now? Should it suspend the Millennium Challenge
programme and impose economic pressure? Does the father of the world
democracy really think that issues in a game of this scale can be
solved by several hundred millions of dollars?

Beijing, March 26 (Xinhua) – Chinese Premier Wen Jiabao on Monday telephoned
the Armenian President Robert Kocharian to express his heartfelt condolences
over the death of Armenian Prime Minister Andranik Margaryan.
Also on behalf of the Chinese government, Premier Wen conveyed sincere
condolences over the death of the prime minister, to the Armenian government
and the Armenian people as well as members of Margaryn’s family.
Margaryn died of a heart attack on Sunday. He had been hospitalized several
times in recent years.

FM: Considerable Potential for Development of Armenian-Italian Relns

Minsiter of the RA Vartan Oskanian received the Italian ambassador to
Armenia Massimo Lavezzo Cassinelli in connection with handing a copy
of credentials by the ambassador. The acting foreign minister said
that there is considerable potential for further development of
Armenian-Italian relations on a stong basis. According to him, the
European Neighborhood Policy creates good opportunities for deepening
the bilateral cooperation. According to the RA MFA Press and
Information Department, the ambassador expressed his willingness to
promote the historically close relations between Armenia and Italy in
all spheres. The interlocutors discussed regional issues, Italy’s
possible involvement in programs on rural poverty reduction in
Armenia, as well as recent developments in the Nagorno Karabakh
conflict settlement.

Department of the Iranian embassy in Armenia. "We express our
condolences in connection with the death of the prime minister
Andranik Margarian to the friendly Armenian people and government, as
well as to the family of A. Margarian, conveying a deep grief over the
untimely loss of such a prominent figure who played an important role
in the development of the Republic of Armenia," the telegram of the
Iranian ambassdor reads. The ambassdor noted that friendly relations
between Iran and Armenia developed most actively during A. Margarian’s
being the prime minister of Armenia. "Expressing condolence once again
in connection with the death of the prime minister Andranik Margarian,
I entreat the Most High for eternal rest of the soul of the deceased,"
is said in the telegram of Alireza Hghighian.

Melkonian Seminary (Cyprus) which has about 25 thousand books, as well
as collections of the 20th century Diasporan Armenian periodical
press, books published in the 19th century, will be moved into the
library of Cyprus University and be open to the public. According to
"Marmara",Vartkes Mahdessian, deputy of Armenian descent of the
parliament of Greek Cyprus, reached such an agreement with the
management of Cyprus University. V. Mahdessian sent a letter to Berch
Sedrakian, Chairman of the Armenian General Benevolent Union (AGBU),
informing him that the university heads promised to keep the library
with care and will be prepared to return it to Armenians when
requested. The deputy urged the AGBU Chairman to take care of this
valuable library.

Ruben Khlghatian Re-Elected Armavir Mayor

RUBEN KHLGHATIAN RE-ELECTED ARMAVIR MAYOR

ARMAVIR, MARCH 26, NOYAN TAPAN. The current mayor of the city of
Armavir, deputy head of the Armavir regional structure of the
Republican Party of Armenia (RPA) Ruben Khlghatian has been re-elected
mayor of Armavir. The commission of the electoral disctrict No 21 made
this decision on the evening of March 26 after summarizing the results
of the elections held on March 25 and taking into account the fact
that no applications-complaints were received in the prescribed
period.

8,322 voters voted for R. Khlghatian, while 6,844 voters – for his
rival Arayik Aghababian, head of the Armavir regional structure of the
"Prosperous Armenia" Party. 15,791 out of the total number of 25,884
of Armavir voters participated in the voting. 598 voting papers were
recognized as invalid. There were 28 inaccuracies.

Last Farewell To Be Bidden to Andranik Margarian on March 28

LAST FAREWELL TO BE BIDDEN TO ANDRANIK MARGARIAN ON MARCH 28

created on the occasion of RA Prime Minister Andranik Margarian’s
death, which is headed by RA National Assembly Speaker Tigran
Torosian, states that A. Margarian’s civil funeral rites will take
place at 18:00, March 27, in the address of Sayat-Nova 8, Avan,
Yerevan.

The ceremony of the last farewell to the RA Prime Minister will take
place in the building of the Al. Spendiarian Opera and Ballet
National Academic Theater, at 12:00, March 28. The funeral ceremony
will take place in the Komitas pantheon, at 15:00.

By RA President Robert Kocharian’s decree, March 28 is stated a
mourning day in Armenia.

On Wednesday, March 28, Prime-Minister of Georgia Zurab Nogaideli to
leave for Yerevan where he will participate in the mourning ceremony
of burial of Prime-Minister of Armenia Andranik Markaryan, BLACK SEA
PRESS was informed in the press-service of the Chancellery of the
government of Georgia.

The Prime-Minister of Georgia will return to Tbilisi on the same day.

In connection with the fact Nogaideli leaves for Yerevan, the sitting
of the government planned for Wednesday, March 28 will be held on
Tuesday, on March 27.

The government of Armenia made a special statement about reasons of
the death of the Prime-Minister of Armenia.

"We inform with deep sorrow about the sudden death of 56 year old
Prime-Minister of Armenia Andranik Markaryan as a result of
infarction", is noted in the document.

Markaryan headed the government of Armenia since 2000.

March 26 is announced the mourning day in Armenia.

Assembly leaders attend USC Gala Banquet in Honor of Ambassador John
M. Evans

Los Angeles, CA – Armenian Assembly Board of Trustees Members Lisa
Kalustian and Richard Mushegain, along with Executive Director Bryan
Ardouny and Community Relations Director Narine Zardarian, attended
the University of Southern California (USC), Institute of Armenian
Studies Second Anniversary Gala Banquet in honor of former
U.S. Ambassador to Armenia John M. Evans on March 4.

In his remarks, Ambassador Evans said he found it unusual that anyone
– even a former government official – should be honored for simply
speaking the truth. In 2005, Evans publicly declared that "the
Armenian Genocide was the first genocide of the Twentieth Century."

"I knew what I was doing and knew it might have consequences for my
career," he explained. "The decision was wholly mine.  No one put me
up to it. I stand by it. I have taken responsibility for it, paid a
price for it." 

"One country’s official policy of denying the Armenian Genocide
interferes with the process of seeking the truth; other countries’
policies of going along with denial do not serve the truth.  Instead
what we have seen is the horrific murder of Hrant Dink forty days
ago," he continued.

"The Armenian Genocide should be recognized as such by this Congress,"
Evans added. 

Assembly Board of Trustees Chairman Hirair Hovnanian, in a letter to
Evans, thanked the former Ambassador for his dedication and support on
issues of importance to the Armenian-American community during his
distinguished career in the American Foreign Service.

Longtime Assembly Members Elizabeth Agbabian and Savey Tufenkian
served as co-chairs of the Gala Banquet Committee, while Diane
Cabraloff and Flora Dunaians among others, served as Committee
Members.

The Armenian Assembly is the largest Washington-based nationwide
organization promoting public understanding and awareness of Armenian
