Steinmeier sent a letter of condolence to RA Foreign Minister Vartan
Oskanain on the occasion of the death of RA Prime Minister Andranik
Margaryan.

The letter says: `The Republic of Armenia loses a politician who made
a great contribution to his country and will have an eternal place in
the Armenian history. During a recent meeting in Yerevan I had the
opportunity to get acquainted with him and value him as an experienced
and skilled politician.’

Turkish publishers are hesitating to publish the latest book penned by
Robert Fisk, chief Middle East correspondent for British daily The
Independent, because of concerns over the possibility of legal charges
under infamous Article 301 of the penal code that makes it a crime to
denigrate Turkish identity or Turkishness, the Turkish Daily News
reports.

`Fisk’s book is invaluable in terms of investigative journalism. Of
course, I want to publish it but I have hesitations because a court
case might be filed against the book under Article 301 due to its
reference to the Armenian question in one of the chapters,’ Osman
Akınhay, editor of Agora Publishing House, told the Turkish
Daily News.

The book `The Great War for Civilization: The Conquest of the Middle
East’ is made up of 24 chapters but one chapter is about the alleged
genocide of Armenians at the hands of the Ottoman Empire during World
War I.

BIOGRAPHIC DATA OF RA PRIME MINISTER ANDRANIK MARGARIAN

YEREVAN, MARCH 26, NOYAN TAPAN – ARMENIANS TODAY. Prime Minister of
the Republic of Armenia Andranik Margarian died of the heart attack on
March 25.

RA Prime Minister, Chairman of the Republican Party of Armenia
Andranik Margarian’s biographic data:

He was born on June 12, 1951, in Yerevan, accepted the Prime
Minister’s post on May 12, 2000.

He studied at the Technical Cybernetics Faculty of the Yerevan
Polytechnical Institute in 1967-1972, getting qualification of an
calculators’ engineer.

He worked as scientific worker, senior engineer at the Yerevan branch
of the All-Union Scientific-Research Institute of Gas Industry in
1972-1974, as chief engineer at the Energy Scientific-Research
Institute in 1977-1978, as the chief of the electronic calculators
department at the Electrotechnical Factory in 1978-1979, as the chief
of the electronics departmnent at the Republican Information
Accounting Center of the Ministry of Trade in 1979-1990, as the
information department chief at the State Department on Special
Programs in 1990-1994, as an assistant researches at the State
Engineering University of Armenia in 1994-1995.

He was a deputy of the National Assembly of the first convention in
1995-1999, was again elected a NA deputy in 1999, was the head of the
"Miasnutiun" (Unity) faction made the majority. He was the RA Prime
Minister from May, 2000, after the 2003 NA elections Prime Minister
A. Margarian continued officiating, heading the coalition government
formed as a result of the elections.

He was engaged in the policy from 1965. From 1968 he was a member of
the National United Party secretly functioning during the Soviet
years, he was a NUP Council member from 1973. He presented himself
with critism of the Soviet totalitarian system, from the positions of
protection of the Hay Dat and saw the Armenian people’s future in
conditions of existence of a democratic, independent state. He was
arrested in 1974 for spreading his ideas and promoting activity and
condemned to two-year imprisonment. He was from 1992 a member of the
Republican Party of Armenia (RPA), first registered in the Republic of
Armenia and the ideological inheritor of National United Party, he was
the RPA Council Chairman in 1993-1997 and 1998-2005. He was the RPA
Chairman in 1997-1998 and was again elected the RPA Chairman in
2005. He was a member of the Yerkrapah (Defender of the Land)
Voluntary Union (YVU) from 1998, then was a member of the YVU Board.

By the RA President’s decree, he was awarded with the Surb (Saint)
Mesrop Mashtots order on the occasion of the 15th anniversary of
proclaiming the independence of the Republic of Armenia, for the great
contribution in improvement of the statehood and development of the
economy. He was also awarded the RA Defence Ministry’s "V. Sargsian,"
"G. Nzhdeh" medals, YVU "V. Sargsian" order, RA Police "Aram Manukian"
medal, Fridtjof Nansen fund’s "F. Nansen" medal.

Married, has two daughters, one son and five grandchildren.

Hayastan All Armenian Fund Presents Its Condolences

HAYASTAN ALL ARMENIAN FUND PRESENTS ITS CONDOLENCES ON OCCASION OF RA
PRIME MINISTER’S DEATH

YEREVAN, MARCH 26, NOYAN TAPAN. The Hayastan All Armenian Fund
presented its condolences on the occasion of untimely death of RA
Prime Minister, member of Hayastan All Armenian Fund’s Board of
Trustees Andranik Margarian.

According to the Fund’s report, the seven years of A. Margarian’s
holding the office of Prime Minister were invaluable for Armenia’s
development and stable progress. It was mentioned that "Andranik
Margarian’s seven years’ work in the Fund’s Board of Trustees was also
as much great and devoted."

The Fund presented it deep condolences to Andranik Margarian’s family,
relatives and colleagues.

Turkey Is Not Ready For Dialogue Of Any Type With Armenia

TURKEY IS NOT READY FOR DIALOGUE OF ANY TYPE WITH ARMENIA, ARMENIAN
HISTORIAN FINDS

YEREVAN, MARCH 26, NOYAN TAPAN. Armenia does not propose demand of
Turkey’s recognition of the Armenian Genocide as a precondition in the
issue of opening of the Armenian-Turkish border and establishment of
the Armenian-Turkish relations. As Hayk Demoyan, the Director of the
Armenian Genocide Museum-Institute, historian mentioned in the
interview with the Noyan Tapan correspondent, the principal position
of Armenia is quite right. "We understand that it will take place
early or lately. Otherwise, we can not live with a neighbour which
being the right successor and inheritor of the country committed the
Armenian Genocide at the state level, disproves it," he mentioned. H.
Demoyan emphasized that Armenia is ready for a dialogue of any type,
including one at the historians’ level. At the same time he mentioned
that it can be spoken about discussion of only that issue at the
historians’ level. "The Armenian side is more interested than Turks
for those historic documentaries, sources, eye-witnesses’ evidences
are discussed and affirmed, which fact that a genocide at the state
level was committed." H. Demoyan mentioned that the problem was
obviously civilized and criminalized by Turkey: Turkey oursuited its
those historians who loudly speak about the Armenian Genocide, those
writers who touch upon that theme in their works. So, in the
historian’s words, one may conclude that Turkey itself is not ready
for a dialogue of any type with Armenia.

Printing and Publishing of Armenia is Already Competitive in World

PRINTING AND PUBLISHING OF ARMENIA IS ALREADY COMPETITIVE IN WORLD,
CHAIRMAN OF NATIONAL ASSOCIATION OF PUBLISHERS STATES

YEREVAN, MARCH 26, NOYAN TAPAN. The printing and publishing of Armenia
is already competitive in the world, and their services correspond to
the international standards. Vahan Khachatrian, the Chairman of the
National Association of Publishers of Armenia stated about it at
official opening ceremony of the "Interprint: Polygraphy,
Advertisement, Design, Packing EXPO-2007" second international
specialized exhibition opened on March 23. In his words, usage of new
information technologies in printing and publishing houses as well as
modernization of equipment were among the most important factors of
development of this sphere. 30 Armenian and foreign companies
promoting printing and publishing activity, involved in the spheres of
packing industry, advertisement and design are presented according to
theme parts at the exhibition. To recap, the exhibition is held with
the assistance of the Union of Manufacturers and Businessmen
(Employers) of Armenia, National Association of Publishers of Armenia
and Writers’ Union of Armenia. It will be open till March 25.

Russian and Armenian Churches To Be Built in Yerevan and Moscow

RUSSIAN AND ARMENIAN CHURCHES TO BE BUILT IN YEREVAN AND MOSCOW

YEREVAN, MARCH 26, NOYAN TAPAN. According to an agreement reached
between the Yerevan and Moscow Mayors, the delegation headed by Moscow
Mayor Yuri Luzhkov arrived in Yerevan on March 23. As Noyan Tapan was
informed by the Information and Public Relations Department of the
Yerevan Mayor’s Office, the Mayors discussed problems relating to the
process of the 2003-2007 cooperation programs between the two capitals
during the meeting taken place at the Yerevan Mayor’s Office, on the
same day. In Y. Zakharian’s words, all the agreements reached till now
were implemented, and the friendly and partnership relations are
gradually widened not only between the two countries, but also between
the two capitals. The Yerevan Mayor mentioned that agreements on
many-sided cooperation were reached in the last year both between
Moscow Northern administrative region and Yerevan community of Avan
and Moscow Central administrative region and Yerevan community of
Kentron. Besides, a number of city building, educational and cultural
joint programs were implemented. According to an agreement reached
between the two Mayors, a Russian church will be built in Yerevan and
an Armenian church will be built in Moscow.

Preliminary: RPA Rep Gets More Votes at Armavir Mayor’s Elections

ACCORDING TO PRELIMINARY DATA, RPA REPRESENTATIVE GETS MORE VOTES AT
ARMAVIR MAYOR’S ELECTIONS

ARMAVIR, MARCH 26, NOYAN TAPAN. According to preliminary data of the
Armavir Mayor’s elections held on March 25, 8322 voters voted for
Ruben Khlghatian, the acting Mayor, deputy head of the RPA Armavir
marz structure, and 6844 people voted for Arayik Aghababian, the head
of the Armavir structure of the "Bargavach Hayastan" (Prosperous
Armenia) party. As Tsovinar Khachatrian, the Central Electoral
Commission Press Secretary informed the Noyan Tapan correspondent,
according to the report on the preliminary data of district electoral
commission No21, 15 791 people from the total number of 25 884 voters
of Armavir participated in the vote. 598 ballot-papers were recognized
invalid. The number of faults was 28.
