The state funeral commission formed on the occasion of the death of
Prime Minister Andranik Margaryan, headed by NA Speaker Tigran
Torosyan informs that the commemoration of Andranik Margaryan will
take place on March 27 at 6 p.m. at 8, Sayat-Nova, Avan community. On
March 28 at 12 o’clock the last farewell ceremony will be held at the
National Academic Theatre of Opera and Ballet after Alexander
Spendiaryan. The funeral will take place at 3 p.m. at the Komitas
Pantheon.

CHANGE OF ORINATS YERKIR’S REPRESENTATIVE ENVISAGED IN RA CEC

YEREVAN, MARCH 27, NOYAN TAPAN. Change of Orinats Yerkir (Country of
Law) Party representative in RA Central Electoral Commission (CEC) is
envisaged: OYP representative in CEC, Artashes Avoyan is nominated as
a candidate for deputacy by proportional system for the forthcoming
parliamentary elections.

As A. Avoyan informed Noyan Tapan correspondent, OYP leadership
applied to RA President’s administration with the request to change
its representative in CEC.

According to RA Electoral Code, CEC staff is established by RA
President’s decree, on the basis of proposals of bodies forming the
Commission.

A. Avoyan did not wish to mention the name of the person replacing him
in CEC until the respective decree is publicized. According to NT’s
information, member of Party Board Sona Sargsian will represent OYP in
CEC instead of him.

President Robert Kocharyan today met with representatives of political
forces comprising majority in the Parliament.

Issues related to the activity of the Government after Prime Minister
Andranik Margaryan’s death were discussed. The participants of the
meeting attached importance to the normal and uninterrupted activity
of the executive authority.

President Robert Kocharyan informed that after consulting with
representatives of the parliamentary majority he will undertake all
necessary actions in the direction of formation of a new government in
compliance with terms and procedures envisaged in RA Constitution.

NKR Prime Minister Anushavan Danielyan sent a telegram of condolence on the
death of RA Prime Minister Andranik Margaryan.

The telegram says, in part,
`Only three days ago we met in Yerevan to fix the recurrent joint
programs of the two governments in Nagorno Karabakh. It’s hard to
believe that it was our last meeting. Grieving the loss of my
colleague Andranik Margaryan, at this tragic minute I extend my
condolences to his family, relatives and friends.

Andranik Margaryan’s memory will stay in the hearts of Artsakhi people
forever.’

A criminal investigation was launched yesterday against the Prime
Minister Recep Tayyip ErdoÄ?an for referring to the jailed
leader of the outlawed Kurdistan Workers’ Party (PKK) as
`Sayın’ in Turkish, a word that denotes respect in Turkish
similar to the way `Sir’ does in English, the Turkish Daily News
reports.

The acting Ankara Chief Prosecutor Hikmet Ã-nen opened an
investigation into whether or not Prime Minister Recep Tayyip
ErdoÄ?an had praised Abdullah Ã-calan by saying "Sayın
Ã-calan." The prime minister and other members of Parliament have
legal immunity that protects them from prosecution and Parliament
would need to approve any further legal steps against Erdogan.

The prosecutor has asked for the voice recordings of ErdoÄ?an’s
interview. According to the earlier press reports, during the
interview, ErdoÄ?an said, ` Mr. Ã-calan is not jailed because
of his thoughts but because of his killings. I’ve been jailed for
four months because of my thoughts, we have great differences.’

Turkey was not invited to Europe’s big birthday bash yesterday despite
being an official candidate for EU membership. Ankara expressed
disappointment at a "missed opportunity". Media reaction to the
perceived snub was sharper.

"In the 1990s, the EU was a giant organisation governed by prominent
leaders," said leading columnist Mehmet Ali Birand. "Today it has
become a fat midget that lacks perspective and is governed by
small-thinkers."

Disillusion with the EU has deepened since Brussels part-suspended
talks in December after a row over Cyprus. The hostility, as seen from
Ankara, of French presidential candidate Nicolas Sarkozy and the
German chancellor, Angela Merkel, has poisoned the pot further.

But anger and frustration is slowly giving way to a new, more
assertive idea: that perhaps Turkey does not really need Europe after
all … – … and the EU will come to regret its insultingly
complacent chauvinism as Turkey goes its own way. "Europeans
underestimate the importance and influence of Turkey," said Fuat
Keyman, professor of international relations at Istanbul’s Koc
university. "If they are serious about the future of Europe as a
power in global affairs, they need to change their thinking."

Turkey was recalibrating its external ties and the EU was but one part
of the equation, Dr Keyman said. "Membership should not be seen just
as a gift to Turkey. There are benefits for Europe, too."

Semih Idiz, a foreign affairs columnist, goes further: "The EU is off
the radar. It has confirmed Turkey’s worst expectations. At present,
it’s an irrelevancy."

Turkey’s new-found confidence about life beyond Europe is based in
part on a booming economy, whose sustained, IMF-supervised 7% annual
growth rate far outperforms large EU states. Export earnings are
rising too, including in the Arab lands of the old Ottoman empire.

Demographic trends are also boosting independent thinking, said Guven
Sak, an Ankara-based economist. "In Turkey the working age population
as a proportion of the total population is growing. In Europe, the
opposite is true."

Nor should Europe fear a new barbarian horde at the gates. Rates of
growth meant that by 2015, Turkey could become a net importer of
labour, he said.

Turkey’s increasingly important regional leadership role is also
changing the way it views the EU. As a vital transit hub, it provides
much of Europe’s oil and gas from the Caspian basin, Russia and,
prospectively, the Turkic republics of central Asia. This is leading
to closer cooperation with Moscow and reviving ideas of a Turkic
Commonwealth from Azerbaijan to Kazakhstan.

The "reformed Islamist" government in Ankara is also cultivating the
Arab and Muslim world. It signalled a new strategic relationship with
Egypt this week. It sent peacekeeping troops to Lebanon last year. It
talks to Iran when many will not or cannot. Close links to Israel have
not prevented the building of ties with Hamas and the Palestinian
Authority. And despite tensions with the Kurds, Turkey is northern
Iraq’s main economic partner. Istanbul is the likely venue of next
month’s Iraq summit.

Rising ultra-nationalism and "neo-Ottoman" thinking, Islamist
extremism and political instability are the acknowledged dangers of
Turkey’s rise. But its strength is its 70 million people’s drive and
energy, a dynamic resource that flabby, middle-aged western Europe
lacks.

And then, there is fierce pride. "Ours is the only country to
reconcile Islam with a fully functioning, multiparty democracy in a
modern, secular republic," said opposition MP Sukru Elekdag. "Our
experience shatters the myth that Islam cannot accommodate democracy."

Officially, Turkey still wants to join the EU, says Faruk Logoglu of
the Centre for Eurasian Strategic Studies in Ankara. But Europe must
banish its ignorance and acknowledge its own needs. "Europe is not yet
ready for Turkish membership," he said. "It’s going to take a long
time to educate the European public."

party, his friends, the country as the recent year successes of both
party and country were fixed connected with Andranik Margarian’s name,
owing to his greatest contributions," NA Speaker, RPA Deputy Chairman
Tigran Torosian said to journalists on March 25, in few hours after RA
Prime Minister, RPA Chairman Andranik Margarian’s death. "Andranik
Margarian was not only a big state-political figure, a person who was
ready to always listen even to his opponent and rival, but also to a
most common man, every citizen met in the street, every villager met
in the village, a person who has always been tolerance and
thoughtfulness personified," the NA Speaker said. Though, in his
words, the loss it too big, however, "the party will be able to find
strength in itself and stand that too heavy loss and, finally, finish
deeds started together." In T. Torosian’s words, this will be the
greatest attitude towards Andranik Margarian’s memory.

The educational reform prolonged school education to 12 years, and
children started going to school at 6. Meanwhile, not all the schools
were prepared to educate 6-year-old children, which requires a new
approach to furnishing the classrooms, didactic materials, methods,
etc. This issue is in the focus of attention of the government but it
cannot afford to solve the problem on the scarce state funds. The
minister of education has touched upon this problem at different
occasions and asked organizations and individuals to contribute to the
solution of this problem. The first response came from the Democratic
Party of Artsakh. The partyâ??s city council (chairwoman
Lyudmila Barseghian) provided didactic materials for 6-year-old
children to all the schools of the capital. The ceremony of donation
took place at school N 7. During the meeting with the teachers and
deputy directors of the schools Member of Parliament Lyudmila
Barseghian, the chair of the city council of the Democratic Party,
said education of children is not only the problem of the government,
it should be in the focus of attention of the society, and everyone
must contribute to it. She called on all the individuals and
organizations to help the schools where the future citizens of the
country are brought up.

New RA Govt To Be Formed in Terms and By Order Stipulated by Const.

NEW RA GOVERNMENT TO BE FORMED IN TERMS AND BY ORDER STIPULATED BY

YEREVAN, MARCH 26, NOYAN TAPAN. On March 26, RA President Robert
Kocharian had a meeting with representatives of political forces
making majority at the National Assembly.

According to the report provided to Noyan Tapan from RA President’s
Press Office, issues connected with government’s activity after
Andranik Margarian’s sudden death were discussed. The participants of
the meeting attached importance to ensuring further regular work of
the executive power.

R. Kocharian said that consulting with representatives of NA majority,
he will undertake all necessary actions for forming the government in
the terms and by the order stipulated by the Constitution.

on March 25 in the international speed and blind chess tournament
called "Amber." Levon Aronian lost in the blind chess and played a
drawn game in the speed chess with Loek Van Wely (Holland). L. Aronian
and Pyotr Svidler got 9.5 points from the 16 possible ones and share
the 4-5th places. Vladimir Kramnik (Russia) with 12 points,
Viswanathan Anand (India) with 10.5 points and Vasili Ivanchuk
(Ukraine) with 10 points are among the first three. Day-off is stated
at the tournament on March 26, and L. Aronian’s rival is Viswanathan
Anand at the 9th stage to take place on March 27.
