ARMENIA RECEIVED NO PROPOSAL ON INSTALLATION OF U.S. ANTI-AIRCRAFT RADAR

/PanARMENIAN.Net/ Armenia has not received any proposals on
installation of U.S. anti-aircraft system elements on its territory,
said Deputy Defense Minister, chief of the RA armed forces general
staff, col gen Mikael Harutyunyan. In his words, Armenia being a CSTO
member does not wish further armament build-up in the region. "The
U.S. should decide where to mount the system but I do not see any
sense in it," he said. Russia and the U.S. had better to reach an
agreement on joint use of the Russian radar station in Azerbaijan,
according to him.

"Anyway, it’s not our business. Our business is to strengthen our
defense and to cooperate with our strategic partner – Russia as well as
with the United States and European countries. We think it’s difficult
for minor states to settle security issues solely. We should enjoy
close relations.

will be in Armenia March 6-7, press office of the French embassy told
a PanARMENIAN.Net reporter. The French diplomat will also pay a call
to Baku. The purpose of the visit is to discuss the details of the
Oskanian-Mammadyarov meeting expected in Geneva in mid-March.

The sitting of the UN Human Rights Council with the participation of
the Armenian and Azeri FMs will take place in Geneva March 13-14.

aid to "separatist regimes." In the OSCE Standing Council in Vienna
the missions of these countries to the OSCE called on Russia to stop
financial aid to "separatist regimes and join the projects serving the
economic development of the regions under the control of international
organizations." According to the Ministry of Foreign Affairs and
European Integration of Moldova, GUAM and the U.S. expressed their
concern about Russia’s activity in Transdniestria, South Ossetia and
Abkhazia. "Officially receiving the leaders of unrecognized republics
in Moscow, holding negotiations with them as presidents contradict
Russia’s status as mediator that has to be bias in the conflicts,"
the statement says. Georgia, Moldova and the U.S. said that they
do not understand Russia’s position with regard to the referenda
and elections organized by Tiraspol, Tskhinvali and Sukhumi regimes,
controlling over the violation of human rights and freedoms. The GUAM
and the U.S. stressed the importance of Russia’s withdrawing it troops
and weapons from Moldova and Georgia according to the commitments
undertaken in Istanbul summit of OSCE in 1999, reports APA.

the Armenian and Azeri Foreign Ministers with deep anxiety," said Azeri
Deputy FM Araz Azimov. It’s caused by the previous fruitless talks
between the two Ministers in Moscow. "If such practice continues we
do not know what we will discuss in Geneva," he said, reports Day.az.

The regular round of talks between Vartan Oskanian and Elmar
Mammadyarov on the Nagorno Karabakh conflict settlement is scheduled
for March 13-14 in Geneva.

On March 6 the Foreign Relations Committee of the US Senate will
consider a resolution condemning the January 19 murder of the chief
editor of Agos newspaper Hrant Dink.

Right afterwards the US Congress will consider a resolution on the
Armenian Genocide. Hurriyet newspaper says that thereby US Senate
will push the button for "tainting Turkey with so-called Armenian
Genocide." So, Hurriyet has decied to launch a campaign against this
policy and has placed a warning message on its web-site so that any
person can click on it and send it to whatever congressman or White
House representatives he wants. "Let’s not be silent.

Let’s make our voice heard. If we really believe that this injustice
must be stopped, let’s put an end to it and send the message," says
the newspaper.

According to ArmInfo news agency, EU Special Representative in South
Caucasus Peter Semneby stated that the situation in Iran will have
immediate influence on Armenia and Azerbaijan. He explained that Iran
is one of the most important trade partners of Armenia and Azerbaijan
has a considerable Diaspora in Iran.

It is noteworthy that Turkish media informs that Washington and
Ankara have come to agreement to use the Turkish Incirlik military
base as a platform for actions in Iraq and Iran. The Commander of the
US Aircraft Headquarter Michael Mosley in his return said that first
of all Incirlik is to be used not against Iraq or Iran but rather to
enhance the NATO military partnership.

To be reminded, Foreign Minister of Turkey Abdullah Gul stated
that Turkey will not permit to use its territory for assaults on
its neighbors.

Two Oppositional Representatives To Run In The Same Constituency

As we know the attempts of the oppositional forces to ally and to run
for the parliamentary elections in one united front were doomed to
failure. They couldn’t nominate united candidates in 41 constituencies
under the majority ticket either. And now the representatives of
the opposition will likely compete with each other in one and the
same constituency.

For instance, two deputies of "Justice" block will be nominated
in constituency 12. They are Vardan Lazarian, member of Armenian
Democratic Party and Arshak Sadoyan, leader of Alliance of National
Democrats.

Vardan Lazarian was nominated on March 1 and Arshak Sadoyan – on
March 3. Constituency 12 is located in Shengavit which is Vardan
Lazarian’s birthplace.

Arshak Sadoyan lives in Kentron where his candidature has been put
forward over the past years.

In answer to our question why he proposed his candidacy in constituency
12, Mr. Sadoyan answered, "When we were still contemplating over the
nominee in constituency 12, my adherents put forward my candidature
under majority ticket. I agreed as I didn’t care for the location. Then
negotiations started but the oppositional forces couldn’t come to an
agreement on the 41 constituencies. Therefore I agreed to be nominated
in constituency 12 as it was primarily arranged. The administration
of our party made a decision thinking that it would be taken into
account", says Mr. Arshakyan.

He claims that the decision was made on February 28; they had held
negotiations by February 27. "Later, I came to know in the Precinct
Electoral Commission that Vardan Lazarian would also be nominated
in the same constituency".

Vardan Lazarian informed us that all the oppositional forces were
aware that his candidature would be put forward in constituency 12
under majority ticket.

To remind; nine candidates are nominated in constituency 12.

Vardan Lazarian says that he is ready to welcome Sadoyan in case he
enjoys victory in the elections.

"This is a political struggle. Sadoyan and I are good friends" says
Mr. Lazarian.

Court of First Instance of Kentron and Nork-Marash sent Gyulnara
Manvelyan to two-month custody. To remind, in 2006 Gyulnara Manvelyan
gave her new-born son to a doctor of obstetrics department at the
cost of $2000.

The most striking is the fact that the court didn’t take Doctor Mher
Engibaryan under arrest.

This can be explained by the fact that Engibaryan has a permanent
dwelling place and has never been sentenced before. Besides, the
bargain was guaranteed by Deputy Samvel Sahakyan and S. Hakobyan,
mayor of Masis.

We managed to find out that Mher Engibaryan enjoys the support of RA
high-ranking officials. As for Ekaterina Aroustamyn, the go-between,
she was set free on condition not to leave the city.

We could also reveal a few details; Mher Engibaryan performed cesarean
operation and helped the mother to give birth to the child. He had
given Gyulnara Manvelyan 1500 USD prior to the operation. Doctor
Engibaryan had also given money to Aroustamyan, the go-between and
taken care of some minor expenses.

After the delivery, a false document was made with the name of another
woman stating that she was the mother of the child. Later the doctor
took the infant to the orphanage of "Elen" charity foundation. To note,
the orphanage was founded by Mher Engibaryan.

Why should a doctor taking such inhumane steps stay in freedom
today? This can directly affect on the investigation as the doctor
may conceal the tracks, official documents and have influence on
the witnesses. It is not excluded that Engibaryan has made suchlike
bargains beforehand.

Sona Truzyan, press secretary of the RA General Prosecutor, refused
revealing the details. She only informed us that a criminal action
was brought against Gyulnara Manvelyan under Article 168 of the
Penal Code, Mher Engibaryan under Article 314 /official forgery/
and Ekaterina Aroustamyan under Article 38-168 /accomplice/.
